HSIDC clarifies on tax
concession Chandigarh, February 18 Responding to an opposition legislator’s allegation that the concessions smack of an underhand deal between the Chief Minister and the company, an HSIDC spokesman said that the exemptions were offered to the company in view of the socio-economic
benefits which would come to the state with the materialisation of the project. Apart from generating over Rs 55 crore annually from sales tax and excise revenue and providing jobs to about 125 people, the company would also attract ancillary units, the spokesman said. He said that the project would also facilitate the automobile manufacturers in the state who would be able to procure paints and decorative varnish from a nearby source. Moreover, if the unit came up in Bawal Industrial Estate, it would give a boost to sale of land there where otherwise things have been going at a very slow pace. The spokesman added that both Rajasthan and Haryana have been trying to woo the company for the project. The Industries Minister of Rajasthan also visited Mumbai where he met Nerolac representatives and promised a number of concessions, including the waiver of entry tax and works contract tax. The spokesman claimed that the Rajasthan Government had already issued letter to the company offering concessions such as waiver of electricity duty for five years, reduction of central sales tax (CST) from 4 per cent to 1 per cent, 50 per cent exemption in stamp duty, land price fixed at Rs 385 per sq. mtr. with a 45 per cent discount on land price (as compared to Rs 600 per sq. mtr. with 20 per cent discount at Bawal in Haryana) and an agreement for uninterrupted power supply. While admitting that the Excise and Taxation Department of Haryana had objected to the LADT exemption offered to the company, the spokesman said that the matter was being looked into. He said that the concessions had been offered by the highpowered committee in pursuance of the industrial policy of the government formulated in 1999. According to the policy, a customised package of incentives and concessions to prestigious units having investment of Rs 30 crore and above was permissible, he said. |

Opting out of Haryana for better postings Chandigarh, February 18 But the case of their counterparts in the police service seems to be vastly different as they are making a beeline for going on central deputation. Mr V. Kamraj, Deputy Director, Haryana State Vigilance Bureau, Chandigarh, is slated to go as DIG in the Central Industrial Security Force. The procedure is already complete and Mr Kamraj will leave the state any time after February 23 when he will complete a three-year cooling off period. Mr Sandeep Khirwar, a 1995 batch IPS officer, who has been recently posted as ADC to the Governor from the SP Telecommunication’s office, will join the CBI. The authorities in the CBI have already cleared his name and order for his posting is expected soon. Mr Manoj Yadav, AIG, Administration, at the police headquarters, Panchkula, has been nominated for joining the Intelligence Bureau (IB). The formal order is, however, yet to come. Ms Charu Bali, SP, Crime, at the police headquarters, Panchkula, is also slated to go to the IB. “Mr Khirwar, Mr Yadav and Ms Bali will leave in around a month’s time, while Mr Kamraj is expected to leave sooner than that”, a source here said. They will join the club of young IPS officers who had left the state after the INLD government came to power in Haryana. Earlier, more than 10 officers had left the state and they are now scattered in various central organisations. As soon as these officers complete stints as SPs in the districts and given other postings, they apparently start looking for opportunities for going on deputation. A senior officer explained the phenomenon saying that the officers wanted to leave for central deputation as it offered them exposure and sometimes prized postings. Another source said that the steady exodus was also related to grievances nurtured by some of these officers against the attitude of higher authorities. “In the state, nepotism, casteism and many other factors come into play while making a decision about who is to be given which posting. In the central organisations things are considered better that way,” the source said. Officials here explained that the case of Mr Kamraj, was different as he wanted to go to Chennai and join his family. |

MLAs’ dharna against demolitions Chandigarh, February 18 Residents of A.C. Colony, supported by politicians of all hues, including the ruling party, came on to the streets in large numbers to resist the police and demolition squads. Sensing the popular anger and fearing large-scale bloodbath when the Lok Sabha is in session, the authorities withdrew from the scene without taking any action. However, the similar exercise in other towns of Faridabad district has left many roofless. Mr Krishan Pal Gurjar, Leader of the Haryana BJP Legislature Party, which is supporting the ruling INLD, took an unprecedented step today when he sat in dharna along with the RPI MLA, Mr Karan Singh Dalal, outside Haryana Raj Bhavan in protest against demolitions. Though they had no prior appointment with the Governor, Babu Parmanand called them inside Raj Bhavan to personally receive a memorandum from them. Interestingly, when the two MLAs were sitting in dharna, the Chief Minister, Mr Om Prakash Chautala, was also present in Raj Bhavan. As soon as the Chief Minister left Raj Bhavan, the Governor called the protesting MLAs inside Raj Bhavan. The MLAs were with Babu Parmanand for about 20 minutes. The Governor reportedly assured them that he would ask the government not to harass innocent and poor people. The two MLAs alleged that the police had committed indescribable atrocities on women, children and old persons. They showed photographs where policemen were pulling women by their hair. They alleged that children from weaker sections of society had been left to fend for themselves in this cold weather and had no place to study when the examinations were hardly a few weeks away. They alleged that the government wanted to demolish A.C. Colony, which was set up 40 years ago, because it had entered into unwritten agreements to sell this land to certain businessmen who already had their establishments near the colony. Mr Gurjar said the government action had remined the people of the infamous Turkman Gate demolitions of Emergency days. The people, he said, had again been uprooted like the partition days. The MLAs demanded that since the land belonged to the Rehabilitation Department, it should be transferred to the occupants after taking a reasonable price from them. A policy in this regard was approved by the state Cabinet a few months ago. They said it was surprising why the government was not implementing its own policy. A government spokesman said here that there was no illegality involved in demolishing encroachments which were being removed by the gram panchayats as per the provisions of the Haryana Gram Panchayat Act, 1994, and the Punjab Village Common Lands (Regulations) Act, 1961. He said the civic bodies of Hodal and Palwal were also removing encroachments as per the provisions of the Haryana Municipal Act, 1973. The Faridabad Municipal Corporation, too, was implementing the law in this regard. He said the government was not at all interfering in the working of these bodies, except where it was specifically provided under the law. |
10 cane collection centres wound
up Yamunanagar, February 18 The centres are at Jodhpur, Devdhar, Jaidhari, Bhambholi, Kanri Khurd, Jubbal, Gudha, Khurdbhan, Ledi, Koolpur. Mr V.K. Sachdeva, Executive Director Saraswati Sugarmill Yamunanagar claimed here yesterday that there was normal purchase of sugarcane and 130 tractor-trailor loads were received yesterday. He said that sugarcane could not be lifted from the cane collection centres due to fear of truck owners as two trucks were burnt on February 15 night. He said truck operators were apprehensive. He said by now 85.50 lakh quintals of sugarcane had been crushed in the season. Mr Sachdeva appealed to leaders of the Sangharsh Samiti to maintain peace. The Sugarcane Sangharsh Samiti started agitation on February 12 due to non-increase of sugarcane price by the mill. Three private sugarmills in the state are paying the statutory minimum price of Rs. 87.54 per quintal of cane to growers as per the direction of the Punjab and Haryana High Court. The Cane Growers Sangharsh Samiti has decided to intensify the agitation from February 18. Mr Shamsher Singh, General Secretary of the Samiti, a fast would be started from tomorrow in front of the mill gate till the demand of price of sugarcane was not accepted. He claimed that in 24 cane collection centres there was no stock of sugarcane. He stated that no member of the samiti was involved in violence but alleged that it was the management which is involved in violence. A few cases of violence were reported last night. A few persons stopped the cane-laden trailor at Golanpur village near here and the driver of the vehicle was beaten up. The Thana Chhappar police has registered a case. The windscreens of two trucks were was also broken last night on the Jagadhri-Yamunanagar highway. |
Cane growers sit on indefinite fast Yamunanagar, February 18 The president of the samiti, Mr Rattan Singh Deodhar, and the general secretary, Mr Shamsher Singh Tyagi, are sitting on an indefinite fast in this regard. Mr Tyagi said 11 persons would sit on fast everyday on a rotation basis. He added that this would continue till their demand was accepted. A mill spokesman said the management had decided to close down 10 cane collection centres. He added that today a number of farmers met the mill management urging them not to close down the centres. |

Haryana bandh today Jind, February 18 The District Magistrate, Jind, Mr Rajiv Sharma has issued prohibitory orders in the district banning assembly of more than five persons, holding of public meetings and carrying of weapons in view of the proposed bandh. The SP, Mr Manjit Singh Ahlawat, said patrolling on the main roads of the district had been intensified in view of the proposed bandh. |

Rathore’s plea to verify signature dismissed Ambala, February 18 Besides Mr Rathore, the complainant, Mrs Madhu Prakash and her husband, Mr Anand Prakash, were also present in the court during the proceedings of the case. Mr Rathore, who had been facing trial in the Ruchika molestation case in the court of Mr Surya Pratap Singh, Special Magistrate for CBI cases, had filed this application in this court a few months ago in which he had requested the court that the signatures of Ruchika should have verified through some forensic experts. Mr Rathore had expressed doubt over the authenticity of the signature of Ruchika available in the complaint. Another application to hold the proceedings of Ruchika molestation case in camera was also argued in the court. Mr Ajay Jain, counsel of Mr Rathore, said the media was prejudiced against his client and the publication of news items in this regard could influence the fair trial of the case. Mr Jain said, however, it would not prevent the correspondents to cover the proceedings as they could manage the proceedings through some other sources. The special Public Prosecutor for the CBI, Mr C.S. Sharma, while opposing the in camera proceedings of the case, said Mr Rathore had not submitted any clippings of newspapers in the court, so far, which supported his allegations. After hearing the argument of both sides, the Special Magistrate reserved the order on this application for February 27. Another application filed under Section 340 of the IPC was adjourned for March 12. It may be mentioned that a lawn tennis player of Panchkula, Ruchika, had committed suicide under mysterious circumstances. She had also alleged that Mr Rathore had molested her. Mr Rathore had been the president of the Lawn Tennis Association. Later, on a complaint lodged by Mrs Madhu Prakash, a resident of Panchkula, the Punjab and Haryana High Court had directed the CBI to hold an investigation into the Ruchika molestation case. The CBI had, later, filed the challan against Mr Rathore in this court in November, 2000.

ST panel seeks report on Harsola
incident Kaithal, February 18 According to information available, the commission referring to a report published in The Tribune on February 12 has asked the DC, Mr Anurag Agarwal, to submit a complete report on this incident and the action taken by the district administration to book those who perpetrated the atrocities on the Dalits. The commission has also asked about holding a magisterial inquiry into the case, besides directing the DC to provide help to the victims of this violent incident as per rules. A copy of this letter has also been sent to the SP, Kaithal, for taking appropriate action. The Deputy Commissioner, Mr Agarwal confirmed that he had received such a letter that a and full was being filed with the commission, he clarified that ordering a magisterial inquiry did not fall within his purview and that the same could be ordered by the state government. He said he had already sent a report about this incident to the state government and the Department of Scheduled Castes and Scheduled Tribes, Haryana. Meanwhile, the Dalit families who left Harsola village continue to camp at Geeta Bhavan here and despite the efforts of the district administration and requests by a number of members of the upper caste from about half a dozen villages the dalits have refused to return to the village. They alleged that the government had failed to provide them appropriate compensation for the damages caused to their properties in the village. |

Chandigarh, February 18 In one such petition, Mr S.K. Tindwal and 324 other employees submitted that the corporation was closed down by the Managing Director without the sanction of the competent authority — the Board of Directors. Giving details, they had further submitted that the action was in complete disregard of a resolution passed by the BOD in a meeting held on April 18 last year asking the Managing Director to revive the corporation.
Counsel for the petitioners had contended on their behalf that the closure application was moved after giving wrong facts. He had further contended that the services of the employees had been terminated following the policy of hire and fire. |

National level seminar on power, energy Chandigarh, February 18 The secretary of the organisation, Dr Surjit Angra, said here today that the seminar would cover various aspects of power and energy like renewable sources of energy, energy storage, reforms in energy sectors, power system planning and modelling, power delivery, power qualities issues, energy audit and control and instruments in power system. A souvenir containing 70 research papers will also be released during the seminar, he said. |

INLD announces rally at Rohtak Chandigarh, February 18 Announcing the rally plans here today, the president of the Haryana unit of the INLD, Mr Sher Singh Badshami, said the party had been fully geared to mobilise people to participate in the rally. However, he did not reveal if the Prime Minister, Mr Atal Behari Vajpayee, would attend the rally as the grapevine says. Mr Badshami said to make preparations for the rally, special meetings of party workers would be held in the state from February 21 to 23. Workers of Sirsa and Fatehabad districts would meet at Fatehabad on February 21. Workers of Gurgaon, Faridabad, Mahendragarh and Rewari districts would meet at Gurgaon on February 22. The meeting of the party workers from Hisar, Rohtak, Bhiwani and Jhajjar districts would be held on the same day at Meham. A similar meetings for Panipat, Sonipat, Jind and Karnal districts would be held at Panipat on February 23. The meeting of workers of Kurukshetra, Ambala, Kaithal, Yamunanagar and Panchkula districts would be held at Kurukshetra on the same day. |

Haryana to recruit 4,000 constables Chandigarh, February 18 A police spokesman said that 3,000 constables would be recruited for general duty, 500 with science backgrounds, 190 would be women constables, 100 wireless operators, 50 buglers and 160 would be sportspersons. The spokesman said that the age of the candidates belonging to the general category should be between 18 and 27 years and those belonging to Scheduled Castes and backward classes between 18 and 32 years.

Warrants issued against lyricist Hisar (Haryana), February 18 The court of additional Chief Judicial Magistrate Ajay Tewatia also issued summons to music director Rajesh Roshan, Raj N.Sippy, film actor Akshay Khanna, film actress Urmila Matondkar and the gramophone company of India to appear in the court on April 1.
