CM links Casino Bill with Pro-VC issue Chandigarh, February 19 It was learnt that Mr Chautala indicated that he was ready to review the Cabinet decision in case the Governor offered his consent to the Casino Bill and the Amendment in the Public Gaming Act. The Casino Bill and the Amendment in the Public Gaming Act were sent to Raj Bhavan on December 3 along with other Bills and Amendments passed in the special session of the House in October. While all others Bills and Amendments were approved by the Governor and sent back to the state government promptly, the Casino Bill and the related Amendment in the Public Gaming Act, however, had been held back by the Governor. “The Bill and the Amendment are still in Raj Bhavan even though the Governor is expected to take a decision regarding any Bill sent for his approval at the earliest”, a source here said. Mr Chautala’s step to abolish the post of Pro-VC in three universities, approved by the Cabinet here last week, was aimed at hitting Babu Parmanand as it was the Governor who appointed the Pro-VCs. “ It was a move to put pressure on the Governor so that he gave his approval to the Casino Bill without further delay”, the sources said. The Haryana Cabinet is scheduled to meet here again on February 24 for taking stock of the government preparations for the ensuing Budget Session of the Assembly. By that time if the Casino Bill and the Amendment were given approval by the Governor, the Cabinet, in all likelihood, would also “review” its earlier decision of abolishing the post of Pro-VCs, the sources said. Babu Parmanand, however, refrained from giving any firm assurance to the Chief Minister about the Casino Bill during their meeting yesterday, the sources added. Importantly, for implementing the Cabinet decision regarding the abolition of the PVC’s post, an amendment in the Act concerned would have to be carried out and this too would have to be sent to Raj Bhavan for the Governor’s approval. “ The Governor may delay taking any decision about this amendment too”, the sources said. Perturbed over the reports of the government move to abolish the Pro-VC’s post, Babu Parmanand had earlier also summoned representatives of the Education Department and talked to them about the issue, the sources added. |
BKU activists hold dharnas, block traffic Jind, February 19 Among other things the BKU demanded the release of Mr Ghasi Ram Nain, state President of the BKU, who was arrested in connection with the farmers’ agitation recently and the implementation of an agreement reached between the office-bearers of the BKU and the representatives of the government a few months ago. Many passengers were stranded at the local bus stand following the suspension of bus services. However, the Haryana Roadways managed to send buses to Bhiwani and Kaithal through other routes. BKU activists organised dharnas at Kandela village on the Jind-Kaithal road, at Gulkani village on the Jind-Hansi road at Ighra and Khanda villages on the Jind-Bhiwani road. They blocked traffic on these roads by placing branches of trees etc on the roads. However, vehicles carrying marriage parties and ambulances were not stopped. Private vehicles almost remained off roads due to the bandh. The bandh call evoked no response in the city as almost all shops in the city remained open. The DC, Mr Rajiv Sharma, claimed that the bandh was peaceful and no untoward incident was reported from any part of the district. Talking to mediapersons, Mr Mohinder Singh Ghimana, President of the district unit of BKU Jind said the BKU do not want any confrontation with the administration, but want that these genuine demands be accepted. He threatened to intensify its agitation if the demands were not accepted. Fatehabad: Activists of the Bharatiya Kisan Union (BKU) on Wednesday blocked the Tohana-Hisar and the Tohana-Narwana road in this district. According to reports, hundreds of activists of the BKU assembled near Kanheri village in this district and blocked the Tohana-Hisar road. The farmers cut trees and flattened them on the road. The activists who sat on the road with their ‘hookahs’ did not allow the traffic to pass through the road. The Tohana-Narwans Road was also jammed near Kamalwala village. The bandh, however, passed off peacefully. No effect of the bandh was witnessed in the towns of the district. |
Jats seek
probe into Harsola incident Kaithal, February 19 On the one hand certain prominent members of the Jat community of the area have objected to the invoking of the provisions of the Schedule Caste and Schedule Tribes, (Atrocities of Harjans) Act and demanded the withdrawal of cases registered under this Act. On the other hand the Dalits have alleged that the administration is playing a partisan role. Mr Sat Pal Singh, a spokesman for the reconciliation and peace committee constituted by the Jat community to solve the tangle and Mr Daryiao Singh Dhul, a former president of the District Bar Association talking to mediapersons here today, said they would soon call on the Chief Minister, Mr Om Parkash Chautala, to apprise him the actual situation and demand an impartial inquiry into the incident. They said despite innocence of the members of their community their representatives met Dalits at Kaithal and pleaded with them to return to the village and were ready to accept any fine imposed upon them if they were found guilty. But the Dalits were not ready to listen to them. The dalits had constituted a 21-member committee to pursue their case. On the other hand the Jats had constituted an 11-member committee for reconciliation. Mr Ram Pal Majra, Chief Parliamentary Secretary, who represents the Pai constituency and being accused of supporting Jats, clarified that when this incident took place he was away to Rajasthan. He described the incident as unfortunate and blamed his political opponents for dragging his name unnecessarily. He urged leaders of other political parties not to exploit the situation. |
Rs 200 cr for uplift of SCs Kurukshetra, February 19 This was disclosed by Mr Ganga Ram Teja, Member, National Commission for Safai Karamcharis, while reviewing the scheme launched for scavengers at mini secretariat with senior officers of the district administration. Mr Teja asserted that to make these schemes effective certain basic changes had been made in these schemes. He said earlier the scheme was only meant for people belonging to the Scheduled Castes, now the scheme had been changed to make it more effective. He said now 50 per cent houses would be earmarked for members of the Scheduled Castes, 30 per cent for other backward classes, 15 per cent for physically handicapped and 5 per cent for general categories so that deprived people of the society could get better opportunity to raise their social status. He said land in the urban areas would be arranged by the state government free of cost while loans for constructing houses would be raised through HUDCO. He said 95 per cent of the cost for providing basic facilities, including roads, electricity, potable water and sewerage would be borne by the Central Government while only 5 per cent money would be invested by the state government. Welcoming Mr Teja, Dr Nar Hari Bangar, Sub Divisional Magistrate (Civil) Thanesar assured him that the administration would spare no efforts to fulfil the obligations. He said efforts would be made to implement schemes initiated by the Central Government. |

BSNL phone plus
services now free Ambala, February 19 He said while earlier subscribers had to pay a nominal charge for these services, these facilities had now become free of cost. “The calling line identification facility will be provided only after the production of a purchase receipt of interface approved CLI indicator by the subscriber,” he said. The facilities would be provided on the first come first served basis and the subscribers would be required to visit the official concerned for getting these services. Mr Nagpal said Tarang services, which was wireless in local loop, would launched shortly at Karnal, Kurukshetra, Shahbad and Kaithal. “The main attractions of this service includes no incoming charges, no airtime charges, no activation charges and mobility within SDCA. As many as 5,000 additional lines of WLL are being added in Gurgaon city,” he stated. The commission payable to urban STD/PCO franchisees had been increased to 25 per cent. “The STD/ISD/PCOs are being provided on demand in almost all areas. The condition of minimum educational qualification has been waived”, he said. Last month, the switching capacity had been increased by 16,056 and 4,556 new telephone connections had been provided. “A total of 102 route km of reliable optical fibre media
have been laid and five OFC systems have been installed. The purchase order for the equipment to be installed in the second phase for additional 68,000 lines has already been placed. Supply is likely to be received by the end of February and more than one lakh connections are likely to be released by March”, he said. |

officers stage dharna Ambala, February 19 The main demands of the association include withdrawal of the move to allow continued deemed deputation to the Group A officers, release of payment adjustable against the arrears receivable on the IDA scales (as was agreed to be paid to the optees in the BSNL w.e.f. October 1, 2000), finalising the process of absorption of the A and B officers in the MTNL and calling of option from Group BB officers for absorption in the BSNL. The assistant circle secretary, Mr T.P. Singh, said, on February 25, the association would observe pen-down strike, while, on February 26, the officers would take mass casual leave. |
Spurious
lubricating oil seized, 4 held Hisar, February 19 The police
seized huge quantity of lubricating oil and grease stated to be spurious and arrested four persons in this connection. District police chief O. P. Kadian said here yesterday that following an information, the police conducted a raid in Hansi town, about 26 km from here and seized large quantity of spurious oil, empty bottles, labels of popular brands, packing machines and three drums full of oil. The police arrested three persons, Sunil, Pradeep and Vijay, who were produced in a court in Hansi from where Sunil was sent to police custody for two days while others were sent to judicial custody. Mr Kadian disclosed that similar type of raid was also conducted in new model town area here and one person was arrested. The arrested person Bijender, resident of Muklan village, was produced in the court here and was sent to judicial custody for 14 days. Two persons are yet to be arrested, the police

2-year RI for filing false certificate Kaithal, February 19 According to prosecution the accused who belonged to an upper caste applied for a Scheduled Caste certificate in 1993 and filed a duly attested affidavit in support of his claim. The then SDM issued him the Scheduled Caste certificate on the basis of a report submitted by the then Naib Tehsildar, who received the verification report from the area patwari. Later the accused submitted the said certificate in the Government College of Education, Chandigarh, for seeking admission in O.T. course. However, the college Principal sent that certificate for verification to the SDM, Kaithal. The then Tehsildar, Mr Inder Singh, on inquiry found that the certificate was obtained by misguiding the halqa patwari by filing a false affidavit. |

Dist library gets award Kurukshetra, February 19 Stating this here yesterday the Deputy Commissioner, Mr Abhilaksh Likhi, said a cash prize of Rs 25,000 and a memento was presented by Mr Jai Kumar, joint secretary, Department of Culture, Government of India, at a function organised by Raja Ram Mohan Roy Library Foundation recently held at Sahitya Akademi Bhavan, New Delhi. Murder
in jail: suspension for another official Ambala, February 19 The Jail Superintendent, Mr Amar Singh, had put one of the senior wardens of the jail under suspension on the next day of the incident. It was the first such incident in the Ambala Central jail, though in the past few months, two of the prisoners have died in the jail due to illness. Monti’s father had alleged that the plan to murder his son had been hatched outside the jail, but the jail authorities had refuted the charge. Monti was allegedly involved in a murder in Ambala Cantonment. The police has registered a case against Ramesh in this regard. The jail authorities had ordered a probe into the incident. An inquiry team led by Chief Probation Officer of the Jail Department, Mr Harnam Singh, had visited the jail on the next day of the incident to record statements. |
