Bhajan-Hooda “cold war” hots up again Panipat, November 30 While the team owing allegiance to the Bhajan Lal faction left for Gujarat today, the team of the Hooda faction, which he will lead is slated to depart for Ahmedabad on December 2. In fact, Mr Bhajan Lal will join his team for the campaign either on December 1 or December 2, sources told The Tribune here today. Both teams comprise four MLAs each, besides both leaders. The 18-member Bhajan faction team consists of Mr Dharam Lal, Mr Mange Ram Gupta, Mr Rao Narinder and Ms Anita Yadav, all MLAs, Mr A.C. Chaudhary, Mr Amir Chand Makkad, Mr Bachan Singh Arya, Mr Subhash Batra, Mr Pawan Garg, Mr Harvinder Kalyan, Mr Ran Singh Mann, Mr K.L. Sharma, Mr Phool Chand Mulana, Mr Azad Singh Nehra, Mr Lahiri Singh, Mr Jagbir Singh, Mr Devki Nandan Tyagi and Mr M.G. Lal. Mr Hooda has, however, kept the size of his team smaller. The team includes, among others, Mr Sher Singh, Mr Jatinder Malik, Mr Shadi Lal Batra and Dr Raghubir Kadian, all MLAs, and Mr Jagdev Malik and Mr Anand Singh Dangi. Mr Kalyan, HPCC secretary and a close confidant of Mr Bhajan Lal, before leaving for Gujarat said the Congress high command had entrusted the responsibility of campaigning to Mr Bhajan Lal in the Kutch and Sundernagar areas. A large number of businessmen and traders, originally hailing from Haryana, reside in these areas and Mr Bhajan Lal’s “pro-businessman’ image may help the Congress, he added. On the other hand members of the Hooda faction team alleged raw deal at the hands of the HPCC chief. By sidelining the Hooda faction and sending his close confidants to Gujarat factionalism has been kept alive in the party. A member of the Hooda team, who did not want to be quoted, said, “it was a golden chance for Mr Bhajan Lal to bury the hatchet and send a balanced team to Gujarat, but he preferred to play faction politics.” |
Cong threatens stir on cane issue Chandigarh, November 30 The statement said if crushing by Saraswati Sugar Mill of Yamunanagar did not start by Tuesday, the Congress would hold a hunger strike outside the DC’s office at Yamunanagar. The PCC General Secretary criticised the state government for refusing to revise the price of sugarcane. |

Teacher’s molestation: staff await action Fatehabad, November 30 The demonstration was organised by the district unit of the Haryana Rajkiye Adhyapak Sangh, affiliated to the Sarva Karamchari Sangh and the School Teachers Federation of India. They organised a meeting in the local Ambedkar park. Mr Poonam Chand Ratti, state president of the Sarva Karamchari Sangh (SKS), Mr C. N. Bharti, general secretary of the Haryana Rajkiye Adhyapak Sangh, Ms Jatinder Paul Kaur, district president of the All-India Democratic Women’s Association (AIDWA), and Mr Verender Rawat, district president of the SKS, addressed the agitating teachers. The teachers submitted a memorandum, addressed to the Chief Minister and Deputy Commissioner seeking a high-level inquiry by a woman officer into the molestation incident. They have also sought the suspension and transfer of the accused Headmaster, action against Mr Rinwa for using abusive language and setting up of committees to deal with cases of sexual harassment. Copies of the memorandum have been sent to the Governor, the Chief Justice of the High Court and various women organisations. |
HIGH COURT Chandigarh, November 30 Delivering the verdict, a Division Bench of the High Court, comprising Mr Justice Amarbir Singh Gill and Mr Justice Viney Mittal, ruled: “The case of the petitioners is that they were appointed on a contract basis on a fixed salary.... “Vide order dated October 28, the state government of Haryana abolished 17 posts of Lecturer in civil engineering. The decision was conveyed to the Directorate of Technical Education and on that basis ultimately order dated November 11 was passed by the Directorate, whereby the services of the petitioners were terminated”. The judges further ruled: “The petitioners are aggrieved against the order and have approached the court through the writ petition.... Counsel for the petitioners maintains that the total intake capacity of the four polytechnics (where the petitioners were working) was increased from 160 to 210 students and, therefore, as per the norms laid down by the All-India Council for Technical Education, the state could not have reduced or abolished the posts. In fact the action of the state government and consequential termination of the services of the petitioners amounted to flouting norms laid down by council”. The judges added: “The norms laid down by the council are in the nature of guidelines to technical institutions. Nothing has been pointed out before us on behalf of the petitioners that the norms were mandatory in nature.... There is another aspect of the matter. Vide order dated January 11, 1999 this court itself had granted liberty to the respondents to dispense with the services of the petitioners”. Speaking for the Bench, Mr Justice Mittal concluded: “Now, since the respondents have chosen to abolish the posts, therefore, the petitioners cannot be heard to make any grievance against the abolition of posts. It is not the case of the petitioners that persons junior to them have been retained in service. Finding no merit in the contentions raised by the petitioners, we dismiss the writ petition.”

Haryana
bans mining Chandigarh, November 30 The ban has been imposed in areas which fall within the ambit of the reserved forest, protected forest or forest area under Section 38 of the Indian Forest Act, 1927, and also in areas closed under Sections 4 and 5 of the Punjab Land Preservation Act. The state government has constituted committees to monitor the enforcement of the court order within the geographical limits of the revenue districts of Faridabad, Gurgaon, Rewari, Mahendragarh and Bhiwani. |

Repair all roads by Dec 31: CM Chandigarh, November 30 Mr Chautala asked Mr Naresh Gulati, Secretary, Public Works Department (B&R), and Mr Sajjan Singh, Chief Administrator, Haryana State Agricultural Marketing Board, to ensure the use of quality material in this regard. The Chief Minister was told that the HSAMB had spent more than Rs 477 crore till October, 2002, on construction and repair of link roads and repair of roads in mandis. The amount included Rs 274 crore spent on works under the two phases of the ‘sarkar app ke dwar’ programme. |

Karnal, November 30 Speaking to newsmen here today, Mr Chautala said “Many states crave for water which goes waste due to the absence of a national policy on water resources. “Had the nationalisation of water resources been taken on priority immediately after Independence, India would have become a truly prosperous country by now”.

Residents
block traffic over doctor’s transfer Ambala, November 30 Dr Vinod Gupta had recently been transferred to Jagadhari. A number of people cutting across party lines participated in the road blockade, which threw traffic out of gear. The blockade, which was for about one and a half hours, was lifted after police personnel intervened and gave assurances. The president of the Sangharsh Vahini, Mr Hira Lal Yadav, said they had participated in the road blockade in protest against the transfer of Dr Vinod Gupta from the Civil Hospital, Ambala Cantt. “The transfer is politically motivated and a doctor with an excellent reputation is being unnecessarily transferred out”, he said. He said municipal councillors of Ambala Sadar will meet the Deputy Commissioner and submit a memorandum in this regard. |

Police upgrades 1916 posts Chandigarh, November 30 An official press note said that with the upgradation of these posts, head constables and constables who had already passed promotional courses but could not be promoted due to non-availability of posts would be promoted. With the upgradation of these posts, police personnel who would clear the courses during the coming six months, would automatically be promoted. |
