CBI probe sought into Chhatterpati’s murder Chandigarh, November 29 They also brought to the notice of Mr Vardhan the fresh threats received by several Sirsa journalists, including Mr Surinder Bhatia, Mr R.K. Bhardwaj, Mr Bhupender Dharmani and Mr Ramanand Tatia, allegedly from followers of Dera Sacha Sauda, who are also accused in the Chhatterpati murder case. The memorandum said Mr Chhatterpati was fired upon on October 24. Two suspects were caught on the spot by the police and the public. One of the revolvers seized from them belonged to a manager of the dera, Mr Krishan Lal, who later surrendered before a Punjab court. The delegation alleged that the accused in the murder case were being given VIP treatment in the Sirsa Central Jail, where the dera functionaries were in constant touch with them. Earlier the Sirsa police had failed to provide security to Mr Chhatterpati despite a written request. It also failed to record the dying declaration of Mr Chhatterpati though he remained in the hospital for about three weeks after the attack on him and was in a position to make a statement. The journalists also alleged that the head of the Dera Sacha Sauda was among the few private persons who had been allowed by the Haryana Government to use red light atop his car. The delegation also demanded that the government should give Rs 5 lakh to the family of Mr Chhatterpati and also bear the expenses on his treatment. The delegation included the Presidents of the Haryana Union of Journalists, the Chandigarh Journalists Association, the Haryana Patrakar Sangh, the Chandigarh Punjab Union of Journalists and the Punjab Union of Journalists. |

CPM blasts panel’s report on Dulina killings Rohtak, November 29 Haryana’s state Secretary of the party Inderjit Singh said that the Commission’s report as published in newspapers today, had confirmed the connivance between the police and anti-social elements, and did not identify these elements. Also while acknowledging the component of cow-slaughter rumours spread before the lynching of five Dalits the report surprisingly described the carnage as an accident. The Commission, he said, had ignored deliberately that rumours were always spread by motivated and organised forces with caste and communal hatred in mind. According to the party, the Commission should have recommended a judicial probe or an inquiry by the CBI into the aspects the Commission preferred not to look into. The party pointed out that sense of insecurity after the lynching of Dalits in Dulina and several violent attacks and threats to Dalits at several places and the Commission’s
report was disappointing. The CPM has condemned the “farce” in the name of arrests in Jhajjar and described in as cruel joke of the legal
system. The party said that politics of caste and communal appeasement was being played due to which criminals were being glorified as heroes by the administration under the patronage of the ruling INLD leaders. The Lok Janshakti Party, Haryana, has characterised the report of the SC/ST Commission as unrealistic an attempt to hush up the facts. The report, the party said, had put a question mark on the credibility of the Commission. |

legal awareness Chandigarh, November 29 A representative of the Haryana State Legal Services Authority (HSLSA) told TNS that a meeting was held between Mr P.K. Chaudhary, Education
Commissioner, and Mr V.K. Bali, Executive Chairman of the HSLSA, at the latter’s residence on Tuesday in which it was decided to introduce legal awareness education in schools from the seventh standard onward. Legal awareness education would be part of the subject of civics. Students were first introduced to civics in class seven and the subject was taught up to the tenth standard. Mr P.K. Chaudhary said the HSLSA had already supplied the Education Department with the course material and experts were working on it. “We will definitely like to introduce legal awareness education in the schools from the next academic session”, Mr Chaudhary said. The material supplied by the HSLSA to the Education Department deals with matters such as free legal aid legal services authorities at various levels, legal aid counsel schemes, including legal aid, cells in prisons, lok adalats and counselling and conciliation centres. While the course material mainly focuses on the objectives of the state legal services authorities, it will also sensitise students about their rights. Legal remedies available to girl students in the case of gender-based discrimination or molestation will also be taught to students. |

Ekal seva kendra to provide 7 services Kaithal, November 29 The kendra will facilitate a time-bound delivery of driving licence, registration certificate of vehicles, caste/residence/ birth and death certificates, nakal jamabandi and girdwari besides passport service. The applicant will be given a computerised receipt with a fixed delivery date printed on it. At the driving licence counter digital photography, medical check-up and blood grouping facilities will also be available under the same roof. All kinds of certificates will be delivered within a week after the receipt of the application. |
HIGH COURT Chandigarh, November 29 In their petition, Saraswati Industrial Syndicate Limited had added that the state of Haryana had again fixed price for sugarcane in a meeting held on November 14, in spite of a judgement dated December 23, 1998, declaring illegal the price fixation for 1996-97. Counsel for the petitioner had added that the state had been fixing sugarcane price each crushing season at a rate much higher than the statutory minimum price fixed by the Central Government. |

PNB disburses Rs 6 cr as loans Ambala, November 29 The function was organised in Panchayat Bhavan, Ambala City, where the retail lending loans of Rs 3.50 crore were disbursed among 130 beneficiaries. Mr Harwant Singh said the aim of organising such functions was to generate awareness among people on welfare schemes of the bank. He said as many as 1,500 branches of the bank would be centrally computerised shortly. |

The sugarcane of villages adjoining the sale centres of Bakhtua, Talheri, Bhukri and the mill gate would be purchased by the sugar mill at Bhadso. The sugarcane of villages adjoining the sale centres of Paplautha, Manglai, Madharpur and Lalpur would be purchased by the sugar mill at Kaithal. |
