Haryana Chandigarh, November 27 According to an official statement issued after the meeting, Mr Mathur said following the restructuring exercise conducted by various departments, it was found that 6,241 posts were needed to be filled in Haryana. According to the statement, Mr Chautala told the administrative secretaries that in case they had to amend service rules as well as qualifications for fresh recruitments, the proposals should be submitted before December 9. While observing that many departments had very old service rules, Mr Chautala reportedly said changes in the qualifications for fresh recruitments should be carried out carefully so that the departments might get candidates equipped to meet the current working methods. He also said the ratio of posts to be filled by way of fresh recruitments and promotions should be uniform in all departments. The Chief Minister also added that the state government would not only recruit qualified persons to meet the present day needs, but the existing staff would also be trained and redeployed. In this connection, the Chief Secretary, said the government wanted to redeploy its staff and at the same time revise the norms for recruitment. He said while carrying out fresh recruitments, 25 per cent of the posts could be reserved for those employees of boards and corporations who had been retrenched by the government earlier. The Chief Minister also directed the administrative secretaries to visit the district offices of the departments under their jurisdiction so that they could themselves review working of the departments and carry out restructuring if necessary. He added that once the administrative secretaries would complete review meetings of the district offices of their departments, he too would review the performance of the departments. |
HIGH COURT Chandigarh, November 27 Delivering the verdict on the petitions filed by colleges which had granted admissions and students who were the beneficiaries, the Bench, comprising Mr Justice J.S. Khehar and Mr Justice Ashutosh Mohunta, ruled that no purpose would be served by dislodging the candidates admitted by the colleges in the first instance at their own level. The controversy, it may be recalled, was regarding admissions to the Bachelors degree in engineering courses being conducted in private un-affiliated colleges situated in Haryana. The petitioners had approached the Court as the admissions granted by the private institutes at their own level were sought to be set aside by the state government. In one such petition, Karan Bhalla and 38 other students of a Yamunanagar-based institute had sought the quashing of two orders issued in August this year vide which the respondents had refused to regularise the students admitted on the basis of common entrance tests conducted by the Central Board of Secondary Education. Compensation Coming down heavily on the employees of Uttari Haryana Bijli Vitran Nigam Limited for acting in a negligent manner, a Division Bench of the Punjab and Haryana High Court on Wednesday ordered the payment of Rs 2 lakh compensation to the parents of a 17-year-old electrocuted in May last year. In their petition taken up by the Bench, comprising Mr Justice S.S. Nijjar and Mr Justice M.M Kumar, Mr Prem Chand and another had earlier alleged that their son Jai Pal was electrocuted after coming in contact with an electric line which had fallen on the ground due to heavy storm the previous night. It was alleged that the distance between two poles was 550 feet though the same should normally be restricted to 200 feet. Moreover, the sagging wires were just four or five feet above the ground. After hearing the arguments and going through the record, the Judges ruled: “We are of the considered opinion that the facts clearly establish that the employees were negligent. A young life has been snuffed out due to the callous disregard of the respondents in taking necessary precautions to maintain high tension wire at a level high enough to prevent such accidents. We are satisfied that inaction on part of the respondents in not keeping adequate clearance of the high tension conductor wire from the ground level is enough to establish the negligence on part of the officials of the respondents”. The Judges added: “The respondents are, therefore, liable to compensate the petitioners for the accidental death of their son. In the present case, at the time of his death, the 17-year-old is stated to have been earning Rs 3,000 per month. We, therefore, award a sum of Rs 2 lakh to the petitioners by way of compensation. The payment shall be made to the petitioners within four weeks from the date of receiving a certified copy of this order. In case, the petitioners have any other claim they would be entitled to seek their remedy before the appropriate forum including the civil court”. Fine imposed Efforts made to mislead the Court must be viewed with serious concern — a Division Bench of the Punjab and Haryana High Court ruled on Wednesday in a significant judgement. The Bench, comprising Mr Justice S.S. Nijjar and Mr Justice M.M. Kumar, also imposed a fine of Rs 5,000 on a transport organisation for concealing vital facts. In a ruling on a petition filed by Dhana Khurd Transport Co-op Society Limited against the state of Haryana and other respondents, the Judges held: “We are of the considered opinion that the Court would be failing in its duty if the displeasure regarding the conduct of the petitioner in concealing the material facts from the Court are not put on record. It is a settled proposition of law that it is the bounded duty of all the parties to disclose all the material facts to the Court upon which the claim for the relief is based”. The Judges further held: “Merely because a particular fact would detract from the merit of the case put forward by the petitioner or the respondent is not a ground for not disclosing material facts to the Court. When the parties seek discretionary relief of the court in exercise of its extraordinary jurisdiction under Articles 226 and 227 of the Constitution of India, full disclosure of all the material is a sine qua non”. Giving details, the Judges added that the petitioner had challenged the order whereby the temporary alternate route allotted to it was cancelled. They concluded: “The petitioner did not disclose that the reason for cancellation of temporary route was that the original route allotted to it had, meanwhile, been made motorable”. |
Dairy scientists’
workshop Karnal, November 27 He also emphasised the need for enhanced productivity in dairy animals to suit nutritional requirement of country’s increased population. He was inaugurating a two-day All-India Animal Husbandry Officers Workshop being attended by more than 200 delegates from across the country at the NDRI auditorium here. Stressing the need for quality milk production in the wake of global competition, he said that it could be made possible only by establishing links with the end users and thus making technology development a collective process. Dr Balaraman observed that dairy research was needed to be focussed on priorities of the farmers. He further added that such workshops would help in identifying farmers’ need and facilitate synergy, complimentary and integration of research with farming system. The Director hoped that the diary research scientists and animal husbandry officers during their two-day conclave would discuss and address to the emerging dairy husbandry field problems and share the latest research findings and scientific knowledge for enhancing productivity in dairy animals. Earlier, welcoming the delegates, Dr Ram Chand, Head Dairy Extension Division, said that two deliberation in the workshop would be focussed on various constrains and problems being faced by dairy farmers in different parts of the country. |

Keshav Chandra is DRM Chandigarh, November 27 According to a press note issued by the Divisional Commercial Manager of Northern Railway, Mr Mahendra Singh Meena, Mr Chandra has worked in various capacities in Lucknow, Delhi and Ferozepore divisions. Trained in England, he has been on official visits to the USA and Romania, besides serving as an expert to Mozambiqnan Railway in Africa. Mr Chandra has donated blood more than 50 times. |

BSNL employees hold dharna Ambala, November 27 Sangh members from different parts of Haryana demanded that their 25-point charter of demands should be accepted. Mr Puroshottam Sharma, district secretary of the sangh, said if their demands were not met, they would stage a major demonstration at the BSNL headquarters on January 9. He said their demands had been pending for a long time. Among others, the demands include no privatisation, calculate pension on IDA pay scales for retirees after October 1, 2000, remove discrepancies on conversion of CDA to IDA pay scales, make Grade IV promotions time bound, expedite pending HRD demands and amend recruitment rules. |
