INLD directive to MPs on Dulina

Haryana's ruling INLD has asked its MPs to give detailed information to Parliament during its current session on the lynching of five Dalits at Dulina in Jhajjar district. The INLD MPs will also inform Parliament about the steps taken by the state government to apprehend the culprits.

The Jhajjar police today arrested three more persons in connection with the lynching of five Dalits on October 15 at Dulina village, taking the total number of arrests in the case to 16.

Woman poisons children, self

A woman killed her daughter and son by giving them poison and later committed suicide by consuming celphos tablets at Pabnawa village of the district yesterday. According to information, Bimla (30), who had been living with her second husband following the death of her first husband four years ago, had strained relations with her mother-in-law.

Halwai beaten to death

Four unidentified persons reportedly beaten to death a halwai with iron rods near Chulana village under the Sampla police station late last night. The deceased has been identified as Ramesh, resident of Dimana village in Jhajjar district.

Highway robbers take away car, cash
Ambala, November 25
Three youths took away an Indica car and Rs 40,000 from a man of Uttaranchal after taking him at gunpoint near Saha, 15 km from here, early today. The owner of the car, Mohit Aggarwal, and his driver, Hari Krishan, were found near a sugarcane field in a semi-conscious state, with their legs and hands tied.

The police lathi charge this evening led to the lifting of road blockade by sugarcane farmers on the Panchkula-Yamunanagar highway. The farmers were led by Bharatiya Kisan Union president Ghasi Ram Nain Eight persons including Ghasi Ram Nain, have been arrested. Nearly seven/eight persons received injuries in the lathi charge, which took place at 5.30 pm.

The Deputy Commissioner and the district police chief visited the spot. They appealed to the farmers to lift the blockade, who refused to relent.

Inspector-General of Police, Ambala Range, Alok Joshi, said the lathi charge took place following stone throwing. We tried to explain but they did not relent. The Deputy Commissioner informed them about the high court judgement,” he said.

“Our five vehicles have been damaged due to the stone-throwing. Government property was destroyed in the incident. Six constables have received injuries in the stoning”, he said. We have arrested eight persons, including Ghasi Ram Nain,” he said. Mr Joshi said that the situation was under control and it was being monitored.

Mr Ghasi Ram Nain, who is known for leading an agitation at Kandela, said the road blockade would not be lifted till the demands of the farmers were met. The blockade began this afternoon after a decision in this regard was taken at a Mahapanchayat organised in the Shahzadpur grain market.

The Mahapanchayat was well-attended. Mood at the Mahapanchayat became upbeat with the arrival of Nain. Since morning, farmers and BKU activists had begun to collect at the Mahapanchayat venue. The farmers had come from different districts of Haryana.

Mr Ghasi Ram Nain, addressing the Mahapanchayat, said the time had come for giving the “bitter pill”. “We will move from the Mahapanchayat venue to the road. We will hold our agitation there,” he said.

He said that although the Deputy Commissioner Ambala had offered to meet them at the Rest House, he had turned down the offer. “the Deputy Commissioner should come to the Mahapanchayat and explain his point,” he said.

The Mahapanchayat had given time till 2 pm for the authorities concerned to meet them at the Mahapanchayat. The deadline was extended by half-an-hour as a group of BKU activists from Kandela arrived late at the Mahapanchayat venue.

Mr Ram Pal from Kandela told the gathering that they got delayed as the police had forced them to change the route. “The police followed us throughout our journey,” he alleged. “We were forced to pass through village roads to reach the venue, ’’ he added.

The district administration tried to ease the situation. The Subdivisional Magistrate, Naraingarh, Mr Maheshwar Sharma, went to the Mahapanchayat to discuss the issue. The BKU activists said that they would talk only to the Deputy Commissioner.

Slogans like “Kisan Ekta Kahta Hai, Goli Se Nahin Darta Hai” were raised at the Mahapanchayat.

After the deadline expired Ghasi Ram Nain gave a call for road blockade till the demands of the farmers were met. Nain made it clear that the farmers should maintain discipline.

Following the announcement, the farmers headed for the Shahzadpur T-point on the Panchkula-Yamunanagar highway. The Naraingarh Sugar Mill is located a short distance away from the T-point.

Sugarcane growers block road
‘Non-payment’ of arrears

Ambala November 25
A number of sugarcane growers of the Naraingarh and Panchkula area under the banner of the Bhartiya Kisan Union (BKU) blocked the national highway at Naraingarh this evening to protest the “non-payment of the arrears” of the farmers by the Naraingarh Sugar mill’s management.

State BKU president Ghasi Ram Nain after addressing a rally of the farmers in grain market at Naraingarh led a group of farmers and blocked the Naraingarh-Panchkula road. The district president of the BKU, Ambala, Gun Prakash, and other activists of the union also joined Mr Nain in the blockade.

Talking to mediapersons later, Mr Nain said that this blockage would continue till their demands are accepted.

He demanded that the state government should take over the sugar mill and run it at its own level. “The arrears of around Rs 20 crore were pending with the mill management, which should be released to the farmers immediately”, he demanded.

Asked if the BKU was ready to hold talks with the government on this issue, he said that they would not approach the government or the administration in this regard. He had directed the farmers not to deposit the electricity bills till their demands are re-settled.

Senior officials of the police and administration, including Inspector General Police, Ambala range, Alok Joshi, Deputy Commissioner D. Gautam and Superintendent of Police Hardeep Singh Doon were camping at Naraingarh to monitor the situation.

Mr Gautam said that Chief Minister O.P. Chautala has decided to convene a high-level meeting on this issue on November 27 to settle the issue. PTI

INLD directive to MPs on Dulina

Haryana's ruling INLD has asked its MPs to give detailed information to Parliament during its current session on the lynching of five Dalits at Dulina in Jhajjar district.

The INLD MPs will also inform Parliament about the steps taken by the state government to apprehend the culprits.

This direction was given to the MPs by the party president, Mr Om Prakash Chautala, who chaired a meeting of the INLD Parliamentary Party held in Delhi today, according to a party spokesman

The spokesman said here this evening that the MPs were also asked to raise the issue of the SYL canal, the construction of which had not been taken up by the Punjab Government despite the Supreme Court's judgement.

The meeting condemned the terrorist attack on the Raghunath Temple in Jammu and demanded that stern steps should be taken to prevent the repetition of such incidents. The MPs would also demand financial assistance from the Central Government for the drought-affected farmers of the state.

Rao Man Singh was unanimously elected as the Leader of the INLD Parliamentary Party in the Rajya Sabha. While Mr Faqir Chand was elected the Deputy Leader, Mr Harender Malik was elected the Chief Whip.

Dulina incident: 3 more arrested

The Jhajjar police today arrested three more persons in connection with the lynching of five Dalits on October 15 at Dulina village, taking the total number of arrests in the case to 16.

Among the three persons arrested today is the president of the Jhajjar Gaushala, Mr Om Prakash, whom the police had accused of being the prime suspect. The other two arrested have been identified as Mr Vijay Kumar Shastri and Mr Keshav Dass, both from Jhajjar Gurukul, which was one of the organisations which led the agitation against the arrest of five persons on November 15 in connection with the incident.

Following an agreement between the administration and the Sangharsh samiti, which was leading the agitation, seven persons had surrendered to the police in connection with the incident.

The Senior Citizens Forum Kurukshetra, in a letter to Mr Jaswant Singh, Union Finance Minister, on November 21, 2002 and released to the Press here today, demanded that the concessions given to senior citizens might not be withdrawn, rather the benefits proposed for the other persons also be extended to them.

Forum president, Jagjit Singh Virk, told reporters here today that although welfare of elders was constitutional duty of the government for which the social welfare department had been created but it was not functioning to this end.

Mr Virk said even the report Dr Kelkar, finance adviser, had ignored senior citizens, Dr Kelkar, he said had treated ordinary persons individual and a senior citizen on a par in respect of Income Tax exemption limit.

Before it every tax payer was exempted up to Rs 50,000 and senior citizens were given concession upto Rs 1 lakh. The report, Mr Virk said should not be accepted without restoring the benefits already enjoyed by senior citizens, who had limited and fixed income.

He added a few years ago, then Union Finance Minister, Chidambaram exempted the income of senior citizens from tax up to Rs 1 lakh after rebates on savings etc., to help them to meet rising cost of living.

However, in the last Budget, Mr Yashwant Sinha, did not raise the income tax exemption. It came to Rs 1.50 lakh after rebates and deductions etc. But the Dr Kelkar Committee now proposed to raise the exemption limit to Rs 1 lakh and withdrew the exemptions available to senior citizens, upset over lower rates of interests on deposits of their money.

Mr Virk described it as unfair to the elderly who depend on for living that senior citizens had been clubbed with common person in matter of transplantations etc. or to face Income tax concessions.

He urged the Finance Minister that earlier Income tax exemption limit of Rs 1.50 lakh be increased in view of rising cost of living.

Mr Virk added that the senior citizens not liable to Income Tax, be exempted from filing of Income Tax return which he said were not of interest to the Income Tax Department or the assessees.

Engineering students hold protest

Hundreds of students of Swami Devi Dyal Engineering College here blocked National Highway — 73 for over two hours in protest against change in supplementary examination rules for engineering colleges affiliated to Kurukshetra University.

The blockade by students began at about 9. 45 am today and was lifted at around 12 noon, only after the Chairman of the college allowed the students to proceed to Kurukshetra to stage dharna at the university there to protest against the proposed change in examination system. More than 150 students blocked traffic on the highway and raised slogans against university authorities.

As many as 30 policemen led by DSP Rajesh Duggal and the SDM, Mr Inder Singh, rushed to the spot to diffuse tension. Students removed the blockade only after the college authorities agreed to send a bus to the University.

Students said the Comptroller of Examinations, Kurukshetra University , had issued orders that engineering students would now have to clear all their courses in the first semester itself and would not get a chance of clearing supplementary examinations till the fifth semester. A student of first year Electrical Engineering here said this decision was unfair and would put extra burden on the students.

Another student of second year, Information Technology, on condition of anonymity, told TNS that this new rule had been introduced only by Kurukshetra University, while colleges affiliated to Maharishi Dayananad University and Guru Jambeshwar University were allowed to take supplementary examinations till the fifth semester. It may be noted that at least 13 engineering colleges all over the state are affiliated to Kurukshetra University and this decision is likely to have wider ramifications for students studying here.

Even yesterday, students of Maulana Engineering College and the police had clashed near Ambala over this issue. It was only after reading a news report that students of these colleges have taken to the streets.

Meanwhile, the Chairman of the college, Mr. Roshan Lal Jindal, said they had not received any official intimation from the university authorities in this regard.

Traffic regulation remains a distant dream

Ever seen vehicles parked right in the middle of the road. It may sound odd but it is true. On the stretch of road from Gur Mandi towards Kasera Bazar in Ambala Sadar, vehicles can be seen parked in the middle of the road.

Things would not have come to such a pass if a plan to streamline traffic in busy Ambala Sadar area had been implemented. Now, driving through the bazaars located in Ambala Sadar area can be a nightmarish experience due to traffic chaos.

The non-implementation of the traffic plan which was formulated a couple of months back has led to increasing traffic congestion. The plan envisaged having one-way traffic and the assistance of the local traders in implementing it. The traffic plan continues to remain on paper even as motorists find it increasingly difficult to make their way through the congested Ambala Sadar area.

An attempt was made by the district administration to sort out the traffic woes by earmarking an area behind Rai Market as parking space. The parking space is now being used by tempo drivers to park their vehicles and only a limited number of cars can be spotted there. A two-wheeler in the parking space is unheard of.

As the parking space is located a little distance away from the main Sadar Bazar area, the effort seems to have been a non-starter. That is not all. The Municipal Council had been directed to draw yellowlines and the vehicles parked beyond those yellow lines were to be towed away. This effort had an interesting fall-out. The yellow lines were painted by the municipal council staff at a fixed distance from the shops. However, the encroachments by the shop owners left little or no space where the vehicle could be parked. In some instances, even parking a two-wheeler would have been impossible.

The Deputy Commissioner, Ambala, Mr D. D. Gautam said as traffic regulation drive is going to very soon. “Earlier today, I had spoken to the Superintendent of Police, Mr H.S. Doon, regarding traffic problems. He has told me that effort towards streamlining the traffic in the Ambala Sadar area will begin this week,” he said.

Mr Gautam said the traffic drive would lay stress on parking as well as ensuring that people do not face any problem in accessing the markets. “Encroachments will have to be removed so that there is greater space on the road for vehicles”, he said.

The president of the General Merchants’ Association, Mr R.P. Gupta, said there was an urgent need to address the traffic problems so that the local traders did not suffer any revenue loss. “We suggest that there should be one-way traffic and an appeal to traders should be made for removal of encroachments on the road,” he said.

He said the police must make an effort to check traffic chaos in the markets. “There is a need for well-developed parking space close to the major markets. The parking space behind Rai market is located away from the main bazaars and only tempo owners are parking their vehicles there,” he said.

He pointed out that maxi cabs were usually parked unauthorisedly in front of Indra Park. “The maxi cabs are spoiling the environment around the Indra Park.

We had requested the authorities concerned to set up pillars so that unauthorised parking does not take place there. However, due to some construction activity, the maxi cabs are again having access to that area,” he said.

Mr Gupta stated that the authorities must check the practice of Monday markets. The markets add to the traffic chaos and on Mondays, it becomes even difficult to walk through the market. The only way out is to check the hawkers who put up their stalls on the main roads,” he said.

Guru Nanak College overall winner

Youth 2002, a national-level youth festival organised by Guru Nanak Khalsa Institute and the Guru Gobind Singh Institute of Technology and Management Studies, concluded here yesterday. The overall trophy of the festival was won by the local Guru Nanak Khalsa College. Mr N.P.S. Kasana, Chairman of a construction company of Noida in Uttar Pradesh, gave away the prizes.

Mr Kasana exhorted the youth to be enterprising to achieve their goals. He said the youth festivals provided platforms for forging unity among the youth and bridging the gap created by political and communal divisions. The unity and integrity of the nation should be the top priority of the youth, he added.

Mr Bhupinder Singh Jauhar, Chairman of the governing body of the institutes, welcomed the chief guest. Dr Amrik Singh, Director of the institute, read a report on the achievements of the institutes and unfolded their future plans.

Supplementary exam result today

Bhiwani, November 25
The result of the senior secondary supplementary examinations held during September, 2002, by the Haryana Board of School Education will be declared tomorrow.

Disclosing this today, the Chairman of the board, Mr Rambir Singh, said the overall pass percentage of the senior secondary (academic) examination was 42.57 and that of the senior secondary (vocational) examination was 40.

Giving details of the result, the Secretary of the board, Mr M.S. Mor, said 58,310 candidates had appeared in the examination of which 24,824 were successful. He said the pass percentage of boys was 40.67 and that of girls 45.83. He said the pass percentage of government institutions was 40.85 as compared to 45.70 of private institutions.

He said in the senior secondary (vocational) examination, 5,769 candidates appeared of which 2345 were successful while 3,424 candidates got a re-appear.

He said the result would be available in the offices of district education officers and could be accessed at the website http://haryana.nic.in.

1,000 take part in essay competition

About 1000 students studying in urban and rural schools and colleges took part in the Bhai Surinder Singh Malik Memorial On-the-Spot All-India Essay Writing and Poster Painting Competition held at six places in Haryana and Chandigarh.

Stating this here today, the general secretary of the Jat Sabha, Chandigarh, Mr R.K. Malik, said the students were given the option to write on one of the two topics of global terrorism or corruption. He said the competition was held at Jat Bhavan, Chandigarh, and simultaneously at five other places in Haryana, namely Pathania Public School, Rohtak; SD High School, Lakhan Majra, Rohtak district; Kanya Gurukul Khanpur Kalan, Sonepat district; Vishwas Senior Secondary School, Hisar; and Ch Bharat Singh Memorial Sports School, Nidhani in Jind district.

He said the first, second and third prize winners would be awarded a gold medal and Rs 2100, a silver medal and Rs 1100 and a bronze medal and Rs 900, respectively, on February 6 on the occasion of Sir Chhotu Ram Jayanti and Basant Panchami at Jat Bhavan here.

A woman killed her daughter and son by giving them poison and later committed suicide by consuming celphos tablets at Pabnawa village of the district yesterday.

According to information, Bimla (30), who had been living with her second husband following the death of her first husband four years ago, had strained relations with her mother-in-law. The children Pinki (6) and Jaibhagwan (5) were from her first marriage.

The woman and her children were taken to a Kurukshetra hospital, but they could not be saved. She has left behind two children from her second marriage.

Halwai beaten to death

Rohtak, November 25
Four unidentified persons reportedly beaten to death a halwai with iron rods near Chulana village under the Sampla police station late last night.

The deceased has been identified as Ramesh, resident of Dimana village in Jhajjar district.

According to the police, the deceased, owner of a sweetshop, accompanied by his two associates, was going on a scooter to his village when they crossed Chulana village at around 9 p.m. a Maruti car with four unidentified youths in it, overtook the scooter and blocked the road.

The victim died on the spot. The assailants fled the spot after the crime. UNI

The owner of the car, Mohit Aggarwal, and his driver, Hari Krishan, were found near a sugarcane field in a semi-conscious state, with their legs and hands tied.

While coming from Paonta Sahib to Naraingarh, when Mr Aggarwal was near Kala Amb, he found a tree blocking the road. When he stopped his car, the youths forcibly entered the car and took its owner and his driver at gunpoint.

The youths made the driver follow their directions and stop near a field at Saha village. The robbed men were, then, tied with a rope and thrown in a field. After the youths drove away the car, Mr Aggarwal and his driver, somehow, managed to reach to the main road, where some villagers noticed them and informed the police. Mr Aggarwal, a businessman, belongs to Udham Singh Nagar of Uttaranchal. The police has registered a case in this regard and it believes that the youths fled to Uttar Pradesh after committing the crime.

After getting the information, the Deputy Superintendent of Police, Mr Ram Gopal, and the SHO, Mr Barara, rushed to the spot, but found no clue.

Stolen wheat recovered

A tractor-trailer carrying wheat stolen from a government agency was recovered on Sunday. Cases have been registered against five persons.

The tractor-trailer was going towards Baba Ladana village when a police party stopped it for interrogation. Four persons have been arrested in this connection.

Sack of Mufti govt demanded

The All-India Anti-Terrorist Front (AIATF) has demanded sack of the Mufti Mohammed government and President’s Rule in wake of terrorist attack on two Jammu temples last evening.

The front blamed the Mufti government in Jammu and Kashmir and the neighbouring Pakistan for the attack. The front also asked the Congress Party President, Ms Sonia Gandhi, to withdraw support to the Mufti government.

College girl missing

A final-year arts student of a girls’ college of Ambala Cantonment is missing since Friday, but it is not certain whether it is abduction or something else. The father of the missing girl has lodged a complaint with the police.

The missing girl, Nikita (21), had left her house at about 8.30 am on Friday with her brother in a three-wheeler. Nikita was dropped near her college, while her brother left for the bus stand in the same three-wheeler. When Nikita did not return home till late evening, her father and the other relatives started searching for her and, later, informed the police.
