Fatehabad, November 23
A near total bandh was observed here today in protest against the gruesome murder of Sirsa-based scribe Ram Chander Chhaterpati allegedly by followers of Dera Sacha Sauda. The journalist, who received four bullet injuries in an attack on him on October 24 last, succumbed to his injuries on November 20 after struggling for life for 27 days, first at the PGIMS, Rohtak, and later at Apollo Hospital, Delhi.

The call for the bandh had been given by traders and social organisations, employee associations, political parties, private school managements and local journalists.

All shops in the town remained closed since morning. The district unit of the Beopar Mandal, the Auto Market Association, the Chemists Association, the Electronic Goods Traders Association, the Anaj Mandi Beopar Mandal Association, the Anaj Mandi Munim Association, the Sabji Mandi Association and various other traders’ associations took active part in the bandh.

All private schools had declared a holiday today. On a call of the Students Federation of India, students of the local Manohar Memorial College observed a strike today against the murder of Chhaterpati.

Traders closed the main gate of the grain market.

As government offices were already closed today on account of Saturday, only banks functioned. However, little business was transacted in the banks as all shops remained closed today. Mr Ajay Singh Chautala, Member of Parliament from the Bhiwani parliamentary constituency, was to hold “rozgar Aapke Dwar” programme at the local Manohar Memorial College. However, sensing the sombre mood of the local residents, the district administration postponed the programme. The programme will now be organised tomorrow.

Later, a condolence meeting was organised in the Thana park where several political, social, business and employee leaders, besides journalists, paid tributes to the slain journalist.

Prominent among those who spoke on the occasion were a former BJP legislator, Mr Balbir Singh Chowdhary, Mr Krishan Swaroop, general secretary of the Haryana Kisan Sabha, Mr Sant Kumar, president of the Haryanvi Punjabi Sabha, Mr Atam Parkash Mehta, president of the District Beopar Mandal, Mr Fateh Chand Gaba, general secretary of the mandal, Mr Poonam Chand Ratti, president of the Sarva Karamchari Sangh, Mr Gurdeep Singh, president of the Rationalist Society, Dr Lok Setia, a satirist, Mr Gulbahar Singh, president of the District Bar Association, Mr Devi Lal, a former president of the bar association, Mr Naveen Sharma, president of the District Adhyapak Sangh, Mr Sarbat Singh Poonia, president of the Haryana Roadways Workers Union, and Mr Ramesh Jandli, president of the Student Federation of India. Bhupinder Dharmani, R. K. Bhardwaj and Rama Nand Tantia, all journalists from Sirsa narrated the sequence of events leading to the attack on Chhaterpati.

Speakers said bullets could not suppress the freedom of the press and the death of Chhaterpati would not go waste. Describing Chhaterpati as a true journalist, they demanded a CBI probe into the incident and also into the huge wealth accumulated by Dera Sacha Sauda. The meeting resolved that a probe by the CBI should be held to find out how the dera managed to grab hundreds of acres.

The speakers demanded a compensation of Rs10 lakh to the kin of the slain journalist from the state government, besides reimbursement of all expenses incurred on his treatment in Rohtak and Delhi.

The Nagrik Samiti was set up for taking the fight of journalists and those who considered the attack on Chhaterpati as an attack on the freedom of the press, to its logical conclusion. Mr Vijay Mehta, president of the Patrakar Mahasangh, Fatehabad, announced that representatives from all social, business, intellectual and political organisations would be included in this samiti.

Hisar MC votes for corporation status
Our Correspondent

Hisar, November 23
The local Municipal Council has passed a resolution for converting the council to a municipal corporation.

The resolution was passed unanimously at a meeting of the council here yesterday. Mr Hanuman Goyal, Chairman of the council, presided over the meeting.

Councillors were informed that the state government had recently decided that the eligibility criterion for according corporation status to councils had been diluted. All towns with a population of three lakh and above would now have municipal corporations. Earlier the ceiling was five lakh.

As per the 2001 Census, Hisar had a population of 2.56 lakh. However, several areas of the town had been kept out of the municipal limits for various reasons. These would now be brought within municipal limits. These included: Haryana Agricultural University campus, Guru Jambheshwar University campus, Satrod and Gangwa villages, all HUDA sectors and residential areas along the Kaimri road and Balsmand road. With this the population of the town would go up to 3.40 lakh.

Though many councillors had their reservations but they voted unanimously in favour of the resolution after being informed that more Central funds would be available for development works if the council was accorded the corporation status.

The meeting also decided to intensify its campaign to collect arrears of house and trade taxes. It decided to approach the government for waiving the interest on arrears of house tax. Through another resolution it was decided to challan traders refusing to pay the trade tax.

Provisional power charges reduced
Our Correspondent

Hisar, November 23
The Haryana power distribution corporations have reduced the provisional charges for domestic and non-domestic consumers of rural and urban areas whose meters are found defective or dead at the time of meter reading, an official spokesman said here today.

As per the revised rates, a domestic consumer in rural areas whose meter is found defective or dead would be served a provisional bill for 40 units per month per KW. In the case of non-domestic connections in rural areas, the provisional bill will be raised for 50 units per month per KW. In urban areas, the provisional bills, in the domestic and non-domestic categories will be for 50 and 60 units per month per KW load, respectively.

The provisional charges have been kept lower in villages considering the restricted supply of power. Earlier, the bills in such cases were being raised for 120 and 160 units per KW for domestic and non-domestic consumers, respectively

The reduced charges will be applicable for a maximum period of six months and if the problem continues thereafter, the charges would be double of these. The consumers will be asked to get their meters replaced within a month. The provisional charges are adjustable after the new meter is installed and the actual consumption data is recorded.

To mitigate the problem of those consumers who are not utilising the supply but want to keep the supply connected, the corporations have decided to give the facility of paying electricity bills on the basis of monthly minimum charges. Such consumers can now inform the subdivisional officer that they will not be utilising the power supply for a particular period. During this period, the consumer will be required to pay monthly minimum charges. The facility will be given to the consumer for a maximum period of one year, which can be further extended on a request from the consumer.

In other cases, where premises are locked at the time of meter reading, the consumer will be intimated about it and dates of next meter reading so that access to the meter is provided by the consumer. The amount charged on the basis of average consumption in the previous bill will be adjusted according to the actual reading.

They visit cinema halls to see only successful movies like Gaddar, Devdas, Lagaan etc. with the result remaining movies run only for a week or so in cinema halls. Because of this reason most of the producers are not coming forward to make big budget films.

Going down memory lane, Biswajeet said he started his career on the stage as a junior artist in Kolkata. He came to Mumbai on the invitation of legendary singer and music director Hemant Kumar and acted in his first Hindi movie “Bees Saal Baad” with Waheeda Rehman in 1962. He broke this image at the grave risk and acted in romantic musical films like “Mere Sanam”, “Main Sundar Hoon, “Night in London”, “April Phool”, “Kismat” etc. He also worked in a very successful picture like “Do Kaliyan” in which Neetu Singh, a child artist, acted as his daughter in a double role. Films like “Vasana”, “Nai Roshani”, “Hare Kanch kee Churian”, “Paisa Ya Pyar” earned him the title of romantic and family hero.

He also played a female role and sang the famous song “Kajra Mohabbat Wala” in “Kismat”. Babita played the role of a Pathaan in this song.

He introduced Rekha in his first film “Do Shikari” in which Vinod Khanna acted as a villain. On his recommendation she was picked by Mohan Sehgal for his movie “Sawan Bhadon”.

Music is my passion said, Mr Bishwajeet. He attended Salil Chaudary’s musical night at Kolkata a few days back. He has also performed as a singer.

Biswajeet had a Army background as his father was a doctor in the Army. His son Prasanjeet is a leading film star in Bengal and he has launched his daughter in a Bangla film which will be ready for release in January 2003. He appreciated his wife Era “who is the inspiration and force” behind his success.

On being asked why he had not joined politics like Shatrughan Sinha, Vinod Khanna, Rajesh Khanna, Biswajeet said he was an artist first and was not interested in jumping into politics though he was offered the party ticket by the BJP. He was a personal friend of late Madhav Rao Sciendia.
