CM promises aid to drought-hit districts

The Haryana Government would provide all possible assistance to the drought-affected areas in the state, Mr Om Parkash Chautala, Chief Minister, Haryana, while talking to newsmen here last evening, disclosed that seven of the 19 districts in the state had been affected by the drought.

Close on the heels of Tamil Nadu Chief Minister Ms Jayalalitha’s observation that the Election Commission had played a negative role by postponing the Assembly elections in Gujarat, the Haryana Chief Minister Om Prakash Chautala today mounted pressure on the constitutional body saying that its responsibility was to act as a facilitator and not to hinder the holding of poll.

Swami’s no to CBI probe into Shivani murder
Panipat, August 24
Union Minister of State for Home I.D. Swami today rejected a CBI inquiry into the Shivani Bhatnagar murder case. “There is no need for a CBI inquiry as investigations by the Delhi police are in the final stages,” he told reporters here when asked whether the demand for a CBI probe by Ms Madhu Sharma, wife of IPS officer R.K. Sharma, prime accused in the case, would be considered.

Army removes encroachment; board members ‘unhappy’
Ambala, August 24
The removal of encroachment by the Army today led to the Cantonment Board members alleging its high handedness.
The Army officials today said defence land in Ambala Cantonment on Alexandra Road, adjoining Capital Cinema, was encroached upon by one of the members of the Cantonment Board.

CM promises aid to drought-hit districts

The Haryana Government would provide all possible assistance to the drought-affected areas in the state, Mr Om Parkash Chautala, Chief Minister, Haryana, while talking to newsmen here last evening, disclosed that seven of the 19 districts in the state had been affected by the drought.

He said the districts which had been affected are Sirsa, Fatehabad, Hisar, Bhiwani, Mahendergarh, Rewari and a part of Jind. The matter has been taken up with the central government so that financial assistance could be given to the state for the benefit of the drought affected farmers.

When the newsmen pointed out that the Congress was demanding financial assistance of Rs 10,000 per acre for the drought-affected farmers, Mr Chautala said during the Congress regime no package was given to the farmers, whereas Ch Devi Lal was the first in the state who gave Rs 400/- and Rs 600/- per acre to the farmers where ever there was a natural calamity during his regime. Giving figures, Mr Chautala said there is 35,000 hectares of cultivable land in Haryana. As per the Congress demand if Rs 10,000 per acre is to be given to the affected farmers then the government has to arrange a sum of Rs 10,000 crores. The Budget of Haryana is only 1800 crore per annum.

EC shouldn’t delay Gujarat poll: CM

Close on the heels of Tamil Nadu Chief Minister Ms Jayalalitha’s observation that the Election Commission had played a negative role by postponing the Assembly elections in Gujarat, the Haryana Chief Minister Om Prakash Chautala today mounted pressure on the constitutional body saying that its responsibility was to act as a facilitator and not to hinder the holding of poll.

Mr Chautala,who was here to attend a number of public programmes and functions, said the commission had a responsibility which was positive, which was to facilitate the holding of poll.

Mr Chautala also ridiculed the Haryana Congress saying that it was not able to play the role of an effective Opposition. He took a dig at the Congress saying that the Speaker of an Assembly was intimated about the Leader of the Opposition after he had been elected to the post by the MLAs of the party concerned, but the name of Mr Bhupinder Singh Hooda was forwarded for the post without completing the formalities. He claimed that the Congress was in poor shape in the state.

He laid the foundation stones for a community centre in Sector 40, a transport nagar in Sector 33 and an auto market in Sector 10. He also inaugurated a rest house in Sector 15.

The stand of Mr Chautala should warm the hearts of BJP leaders given the background that the Haryana unit of the BJP is not having the best of relation with the INLD government in the state.

He said the state government had made enough provisions for fodder and water for cattle. He said the threat of a severe drought in the state had subsided and he hoped that the state would be out of drought-areas zone.

Swami’s no to CBI probe into Shivani murder

Panipat, August 24
Union Minister of State for Home I.D. Swami today rejected a CBI inquiry into the Shivani Bhatnagar murder case.

“There is no need for a CBI inquiry as investigations by the Delhi police are in the final stages,” he told reporters here when asked whether the demand for a CBI probe by Ms Madhu Sharma, wife of IPS officer R.K. Sharma, prime accused in the case, would be considered.

“Moreover, the matter concerns the Delhi Government and not the Centre, he said.

On Madhu’s allegation that Union Minister Pramod Mahajan was “involved” in the case, Mr Swami said “allegations without proofs are meaningless. Let her give some proof to substantiate her allegation”.

On the SYL Canal issue, Mr Swami said the Centre had asked the Chief Minister of Punjab, Capt Amarinder Singh, to complete the remaining part of the SYL Canal in the state’s territory by the time given by the Supreme Court. PTI

Residents hold pro-Sharma rally

Shahbad (Kurukshetra), August 24
Residents of Shahabad Markanda and neighbouring villages, Deegh and Kharindwa, under the banner of R.K. Sharma Samman Bachao Sangharsh Samiti took out a procession from Devi Mandir to the municipal council office in which leaders from all parties participated here this morning.

Shahabad in Kurukshetra district is the native town of suspended IGP R.K. Sharma, the prime suspect in the Shivani Bhatnagar murder case. The residents were demanding justice and security for the family of the suspect from the Delhi police.

They expressed concern over Sharma being hounded by the police as if he was the biggest threat to the nation while Union Parliamentary Affairs Minister Pramod Mahajan, whose name also figured in the case, had been given a clean chit.

Later, they went to the municipal council office where they gave a memorandum addressed to Prime Minister Atal Behari Vajpayee, demanding a CBI inquiry into the case. UNI

Army removes encroachment; board members ‘unhappy’

The removal of encroachment by the Army today led to the Cantonment Board members alleging its high handedness.

The Army officials today said defence land in Ambala Cantonment on Alexandra Road, adjoining Capital Cinema, was encroached upon by one of the members of the Cantonment Board.

“The member had erected a PCO booth on the defence land and was running it without authorisation. The owner of the PCO was warned many a time to remove the booth from the defence land but he refused to pay heed. The encroachment from the defence land was finally removed with the help of Military Police and Central Reserve Police Force today. The action had been taken to retrieve back defence land from the unauthorised occupation,” according to a note issued on behalf of Commander PH & HP (I) Sub Area, Brig D.C. Katoch stated.

However, Cantonment Board member, Mr Umesh Sahni, in a letter addressed to the Defence Minister and GOC-in-C Western Command, claimed that today morning, three Military Police personnel and 15 CRPF personnel surrounded his father’s shop and brought down the shed of the shop.

“This is an illegal act since an appeal in this regard is lying pending with the Western Command, Chandi Mandir. The Army personnel misbehaved with my father and were not wearing name badges, which is mandatory,” he claimed.

Mr Sahni stated that on August 22, two Army officers and military personnel had felled green trees in front of his father’s shop. “The trees were not causing any hinderance to the general public,” he said.

“The officials had felled eight trees illegally and an FIR should be registered against the officials,” he demanded.

Terrorism has spread like cancer in the world and its remote control is in the hands of the ISI, Mr Maninder Singh Bitta, Chairman of the Anti-Terrorist Front, said at a press conference here today.

He said September 11 would be observed as anti-terrorist day and a seminar would be held at Vigyan Bhavan in New Delhi.

He said the Central Government should have a separate anti-terrorism court and cases should be decided within three months. He said Article 370 should be abolished because India was a secular country and everybody had the right to live anywhere.

He appointed Mr Pawan Chopra as president of the Anti-Terrorist Front, Yamunanagar.

Sepoy cremated

The mortal remains of sepoy Bhim Singh were consigned to flames in his native village Sehlang, 9 km from Charkhi Dadri, yesterday with full state and military honours.

His elder brother lit the funeral pyre. The martyr belonged to the 3 Jat Regiment. PTI
