Rape charge: SDM’s steno held
Nahan, August 24
Mr S.P.S. Verma, Superintendent of Police, Sirmour said here this evening that the police had arrested the main accused of a rape case in which an official at the Paonta Sub Divisional Magistrate’s office was involved. Mr R.S. Bedi, steno of the SDM, Paonta Sahib, was arrested today.

Wall collapse: pradhan suspended

An inquiry conducted by the Additional District Magistrate, Kangra, Mr S.S. Guleria, has indicted Rajesh Kumar, panchayat pradhan of Saukini da Kot near Khaniara, for using substandard material for the construction of the building of Government Primary School at Kharauta which collapsed on June 26, claiming the lives of four children.






 

Rape charge: SDM’s steno held

Mr S.P.S. Verma, Superintendent of Police, Sirmour said here this evening that the police had arrested the main accused of a rape case in which an official at the Paonta Sub Divisional Magistrate’s office was involved. Mr R.S. Bedi, steno of the SDM, Paonta Sahib, was arrested today.

Mr Verma said a complaint in this regard, filed by the woman who belongs to Dohri Salwala village in Paonta tehsil, was received from the Deputy Commissioner, Sirmour, with the reference to take action. The police registered an FIR and the Additional Superintendent of Police, Sirmour, Mr Sunder Lal, had been appointed inquiry officer in this case.

The case has been registered under Section 376 IPC. The woman was medically examined in the Civil Hospital, Paonta Sahib today.

Meanwhile, taking congnisance of the charge, of the woman that she was sexually exploited by two officials of the Sub Divisional Magistrate’s office, Paonta Sahib on the pretext that she would be given the job of a water carrier in the primary school of her village, the Himachal Pradesh Women Commission has ordered an inquiry into the allegations.

It is reliably learnt that the commission has sought a detailed report in this matter. The report has been forwarded to the Sirmour police for inquiry but it could not be confirmed from the police here that what action has been initiated so far as senior officials were not available for comments.

As per details available, a woman from Kandela village of Paonta tehsil had given a representation to the Deputy Commissioner, Sirmour alleging that she was several times raped by two officials of the SDM office of Paonta, on the assurance that they will get her appointed as a water carrier in the primary school of her village. But when she came to know that some other person had been appointed in that school she met the Deputy Commissioner and submitted a complaint.

The complaint was forwarded to the SDM, Paonta Sahib, by the Deputy Commissioner, Mr Onkar Sharma, and it has been learnt that the woman has changed her statement as per the report of the SDM. She has reportedly said she had made those allegations out of the frustration. The Deputy Commissioner, Sirmour, has expressed his dissatisfaction over the inquiry conducted by the SDM. The Deputy Commissioner has placed the main accused of this case under suspension and his Headquarters has been fixed at the SDM Rajgarh’s office.

The Deputy Commissioner has re-ordered the inquiry in this episode and has asked the Additional Deputy Commissioner, Sirmour, to enquire into the matter. He has also asked the Superintendent of Police, Sirmour, to take action as per law.

Health centres without doctors: federation

“Had the immunisation been carried out well in time in Salwan belt of the district, death of over six children due to measles could have been prevented” said Mr Sat Pal Thakur, district unit President of HP Non-Gazetted Employees Federation in a press release issued here today.

Mr Thakur, who is serving in the Health Department, claimed that most of the health centres were locked due to shortage. In some of these health centres there were no doctors and were being run by pharmacists.

Mr Thakur said at present 475 posts, including of doctors and paramedical staff were vacant in the district. Mr Thakur said there were 37 posts of doctor, 48 posts of pharmacist, 52 posts of nurse, 27 laboratory technicians, five operation assistants, 74 male health workers, 61 female health workers, 37 Class-IV employees and 32 safai karamcharis.

Mr Thakur said the post of an anaesthetist in the zonal hospital in Chamba Town had been lying vacant for several years. Even the posts of pathologist, radiologist were lying vacant in the zonal hospital. Except at zonal hospital here none of the health centres in any part of the district had a specialist.

Mr Thakur said the state government had failed to post specialist doctors in the tribal sub-divisional headquarters at Bharmour and Pangi and far-flung sub divisional headquarters at Chowari and Tissa in the district.

HP docs being trained in ‘panchkarama’

The Himachal Pradesh Government is making efforts to popularise “panchkarama”, an ayurvedic system of treatment.

According to Mr Mohan Lal, Minister of State for Ayurveda, the Ayurveda Department had imparted training in “panchkarama” to doctors working in different parts of the state. He said the therapy was being provided in hospitals at Bilaspur and Paprola in Kangra district and steps were being taken to popularise it in other ayurvedic hospitals.

He said to promote the farming of herbs, Rs 8.27-crore ‘vanaspati van project was being implemented with the Central Government’s assistance in Chamba and Kulu districts. The Minister of Health and Family Welfare had sanctioned Rs 5.16 crore for the project so far.

The minister said over 25 acres had been developed as a herbal garden at Jogindernagar and more than 225 species of various medicinal plants had been conserved.

He said about 28 acres had been acquired to set up a herbal garden at Neri in Hamirpur district.

He said the government had submitted a project worth Rs 40.8 crore to the Union Government for modernising the pharmacies at Jogindernagar, Majra and Paprola.

Anticipatory bail for MLA’s husband

Mr Brijinder Singh, husband of Congress MLA from Banikhet, Ms Asha Kumari, was today granted anticipatory bail by the Additional District and Sessions Judge (II), Kangra, Mr Sureshwar Thakur.

A case had been registered in police station, Indora at the behest of one Ashwani Kumar on August 23. Mr Kumar in his complaint had alleged that the accused had come to his house on August 22 and after threatening him with his pistol, he had taken away jewellery and a double-barrel gun.

In his bail application, Mr Brijinder Singh had alleged that an attempt was being made to implicate him in a false case. According to him, Mr Ashwani Kumar had borrowed Rs 50,000 from him in January and had given advance cheques immediately on August 22, when he rang up Mr Kumar from Shimla asking him for the money, he was advised to come to Indora. He further stated that when he came to Indora, Ashwani Kumar assured to make the payment the next day in his hotel room at Pathankot. As he was leaving, Mr Kumar had asked him to take his double-barrel gun upto Pathankot as it needed repair.

Brijinder Singh further said the gun was in his car parked at the Chamba Rest House when policemen from Himachal and Punjab came to his room and told him about the registration of a case. He took them to the rest house and handed over the gun to them. The police personnel asked him to come to the Indora police station but fearing arrest and implication in a false case, he rushed to Dharamsala and approached the court for an anticipatory bail which was granted. The case will be heard on August 29 by the Additional Sessions Judge, Mr Sureshwar Thakur.

Unplanned construction Palampur’s bane

Despite this town falling in one of the most sensitive earthquake-prone areas of the country, haphazard and unplanned construction of residential houses and other buildings has been going on unchecked. In the past five years the town has turned into a huge concrete jungle. After the Gujarat earthquake in 2001 the government of Himachal Pradesh has taken serious measures to regulate construction in this region and brought all important towns of Kangra district within the purview of the Town and Country Planning Act. But it is most surprising that hundreds of buildings, including residential houses and multi-storeyed complexes, have come up in the district without the approval of the Town and Country Planning Department.

Not only private parties but semi-government and government agencies have also not followed the norms laid down for the construction by the Town and Country Planning Department. A number of buildings constructed by municipal councils and the PWD have flouted these norms .

The entire Dhauladhar ranges in Himachal fall in zone 5, Experts of the Seismology Department at Roorkee University have recommended earthquake-proof construction for this region. But neither the Town and Country Planning Department nor the state government has followed these recommendations.

Most of the building maps approved by the Town and Country Planning Department, particularly for Palampur and Dharamsala towns, lack such norms. As a result huge concrete jungles have come up here which can result in a tragedy any moment.

It is on record that a number of civil engineers and other senior officers of the state have been imparted training for the construction and designing of earthquake-proof structures in the state. Special workshops on this subject were also organised by the government. Senior officers like Chief Engineers and Superintending Engineers attended these programmes. Huge funds were spent. But their services were never utilised and a number of such officers have retired in the past two years.

The two towers constructed by cellular telephone companies atop a building in the town are an open example of the violation of norms fixed by the Town and Country Planning Department. But no action has been initiated against these companies by the Town and Country Planning Department authorities or the Municipal Council, Palampur. Nobody know as to who allowed the erection of these towers since the roof-top of the building has no capacity to bear the load of these structures.

27 pc reservation for OBCs sought

The Himachal Pradesh Other Backward Class Youth Organisation has urged the government to grant 27 per cent reservation to other backward classes as per the directions of the Supreme Court.

In a joint press statement, state president of the organisation Pawan Kumar and a former president of the organisation Ram Lal Chaudhary said in its poll manifesto in 1998, the BJP had promised 27 per cent reservation to OBCs in government jobs.

The statement said the BJP had, however, failed to keep its promise of giving employment to 1 lakh youth as only 42,000 persons had been employed in the state during the past four-and-a-half years’ while 40,000 persons retired during the same period. Similarly, promises of 33 per cent job reservation for women and regularisation of daily wagers after five years of service had not been fulfilled.

Mr Pawan Kumar said the organisation would discuss the issues relating to OBCs at its annual general body meeting on October 2.

Sacked ST Corpn chief seeks explanation

HVC Secretary-General Chaman Lal Gachli who was recently removed, without citing any reasons, from the post of the Vice-Chairman, HP Scheduled Castes and Scheduled Tribes Corporation, today demanded that Chief Minister Prof P.K. Dhumal should make public the reasons behind his sack.

Mr Gachli, who addressed a press conference here today, said certain BJP leaders were making different statements concerning the reasons behind his dismissal.

Alluding to the possibility of his having been singled out for punishment for criticising the government over the issue of the proposed creation of new districts, he said he was only toeing the right party line. “After all Prof Dhumal was acting unilaterally. He had neither discussed the issue with the HVC nor had taken it into confidence.

He said the HVC at its meeting held at Shimla on August 4 had taken exception to his dismissal but had refrained from acting strongly in view of the fact that the HVC was a member of the NDA.

Taking this into consideration, the party had constituted a committee for taking up the issue with NDAs leaders — Prime Minister Atal Behari Vajpayee, George Fernandes and Mr Lal Krishan Advani.

Youth to get jobs under yojna: Shanta

“The Union Rural Development Ministry has formulated the Swarn-Rajat Rozgar Yojna (SRRY) with a view to generate self-employment among youths.” This was stated by Mr Shanta Kumar, Union Rural Development Minister, while talking to media-persons here last evening before leaving for Delhi. He said the SRRY would provide soft loans on nominal interest to the youths so that they could stand on their feet by starting their own work.

He said it had also been decided to lay more emphasis on providing clean drinking water in rural areas for which the existing department rules would be simplified.

Mr Shanta Kumar claimed that the Prime Minister Gramin Sarak Yojna, which had also been entrusted with the Union Rural Development Ministry, had changed the rural scenario in the country.

Earlier, Mr Shanta Kumar presided over a meeting in which BJP workers from Nurpur, Guler, Jawali, Gangath, Banikhet and Bhatiyat BJP mandals participated.

Effigies of BJP leaders burnt

Global conference on Himalayas

An international four-day conference on “Challenges and options for the sustainable development of the Himalayas beyond 2002” will be organised at Chaudhary Sarwan Kumar Krishi Vishwavidyalya, Palampur, from October 1 to 4, 2002. This was stated by Mr P.K. Dhumal, Chief Minister, while presiding over the Indo-German Changar Eco-Development Project meeting here yesterday.

Mr Dhumal said the year 2002 was being celebrated as “the year of mountains” and due to global warming and ecological changes, the existence of mountains was in peril.

He said there was a profound urge for a linkage with the modern world development paradigm which was reflected in the massive infrastructure development, unabated exploitation of natural resources, a strong focus on tourism as industry and change in the life styles. He said that there was urgent need to notice the ecological fragility of mountain eco-system and socio-economic degradation.

Wall collapse: pradhan suspended

An inquiry conducted by the Additional District Magistrate, Kangra, Mr S.S. Guleria, has indicted Rajesh Kumar, panchayat pradhan of Saukini da Kot near Khaniara, for using substandard material for the construction of the building of Government Primary School at Kharauta which collapsed on June 26, claiming the lives of four children.

On the basis of the report, the Deputy Commissioner, Kangra, Mr Prabodh Saxena, has suspended Rajesh Kumar.

He said the report had also held a Junior Engineer responsible for negligence in duty and had recommended disciplinary action against him by the department concerned.

It may be recalled that due to heavy rain, the retaining wall being constructed behind the school building, gave way, burying Manisha, Jyoti, Aman and Sagar.

Rain in Chamba hits life

Widespread rain has crippled life in this district as buses could not ply due to landslips at various places.

According to reports, roads from Chamba to Satrundi and Nayagran are facing recurring problem and hampering the movement of vehicles. The district administration has made arrangements to clear the debris and restore traffic on interior link roads.

Though the rain is beneficial for kharif crops, the departments related to agrohorticulture have failed to mobilise their extension activities, farmers have alleged.

Rally by unemployed nursery teachers

Unemployed nursery teachers drawn from various parts of the state today held a rally at Hamirpur to demand immediate employment. They held a demonstration at the Gandhi Chowk and raised anti-government slogans.

They also took out a procession through various parts of the town and later submitted a memorandum to the government through the administration.
