Govt hikes freedom fighter pension

At the state-level Independence Day function held here, the Chief Minister, Prof Prem Kumar Dhumal, unfurled the national flag and took salute from contingents of the police, Home Guards and NCC.

Mr Bimukat Rajan, DSP, commanded the parade.

The Chief Minister announced an increase in the freedom fighter pension from Rs 750 to Rs 1000 per month. This will cost the exchequer Rs 40 lakh.

Professor Dhumal said the freedom fighters or their widows along with one attendant were being given medical facility and transport facility in HRTC buses free of cost. He said 2 per cent reservation had been given to the sons, daughters, grandsons and granddaughters of freedom fighters in government service, besides marriage grant of Rs 5000 to their daughters and granddaughters.

The Chief Minister announced a new scheme for small traders called “sadbhawana” which envisages the acceptance of self-assessment sales tax return up to Rs 50 lakh.

Professor Dhumal said the government had formulated a plan to harness the identified hydel potential available in the state so that it could become one of main source of income.

He said tourism development was also being given a boost, keeping its vast scope for generating economic activities and employment.

He said over 3,000 industrial units having investment of about Rs 500 crore and employment potential of 20,000 had come up in the state during the past four years. He said in the new industrial policy of the state, it had been made mandatory to give employment to 80 per cent Himachalis in industrially backward areas and 60 per cent in industrially developing areas.

He announced a Rs 2.19-crore for the completion of the Una sewerage scheme.

The Chief Minister honoured Dr H.K. Premi for his outstanding contribution in the field of gynaecology by conferring a state award which comprises a commendation certificate and a cash prize of Rs 11,000.

CHAMBA: The Minister of State for Ayurveda, Mr Mohan Lal, said here today that the state government has given priority to the social service sector for the uplift of weaker sections.

Presiding over the Independence Day celebration here, the minister said the Sitla, Mehla and Dakog bridges on the Ravi for connecting the far-flung terrains of the district had been constructed within a few years. The minister said that the state government had already signed a memorandum of understanding for the construction of the Chamera hydroelectric project (Stage-III) in the district.

The minister honoured Mr Ashwani Sehgal, Head Constable of the Himachal Pradesh Police, for his devotion to uprightness and outstanding duty. He was awarded cash prize of Rs 5,100 along with a trophy, memento and certificate of merit.

Mr Ashwani Sehgal donated the prize money for the upkeep of the Kali Mata temple located at the police barracks in this town.

Earlier, the minister took impressive march past of the contingents of the police, Home Guard and NCC cadets.

HAMIRPUR: The HP Education Minister, Mr Ishwar Dass Dhiman, gave a clarion call to the people to follow in the footsteps of those who had made sacrifices for the nation.

Presiding over the district-level Independence Day function here today, he unfurled the national flag and inspected the parade.

The minister honoured Lance Naik Suresh Kumar, the winner of the Shaurya Chakra.

A colourful cultural programme was the other highlight of the function.

NAHAN: The Food and Supplies Minister, Mr Mansa Ram, today unfurled the national flag here.

Addressing the public, Mr Ram said the return of 2 lakh bighas of shamlat land to rightful owners had fulfilled a long-standing demand of farmers of Sirmaur district. As many as 54,000 farmers had been benefited by this decision.

Subdivisional level functions were organised at Paonta Sahib, Rajgarh, where the respective SDMs presided over. Tehsil level functions were held at Saranha, Shilai, Sangrah.

KULU: Mr Jagat Parkash Nadda, Health Minister, unfurled the national flag and took salute from the contingents of Himachal police, ITBP, Himachal Guards and NCC (Air Wing) on the 55th Independence Day here today.

Independence Day was also celebrated at Anni, Banjar, Nirmand and Manali in this district. The presentation of the administration and cultural programmes attracted thousands of people.

JAISINGHPUR: Veteran freedom fighters of the area Sobha Singh Jaggi, Angat Ram and Varahm Das Soni were honoured at the function held here.

SOLAN: Forest Minister Roop Singh Thakur unfurled the national flag and took the slute at the customary march past by contingents of the police, Home Guards, NCC and school students here today.

After paying tributes to the martyrs who had sacrificed their lives during the freedom struggle and subsequent wars fought for preserving the hard won freedom. Mr Thakur detailed the progress made by this district in all developmental spheres.

NJPC refutes HPSEB employees’ charge

Members of the Himachal Pradesh State Electricity Board Employees Union is demanding that 50 per cent of the staff should be taken on deputation from the board by the Nathpa Jhakri Power Corporation (NJPC) for the execution of the Rs 2700-crore Rampur project.

A spokesman for the corporation said here today that out of the 1,738 regular employees working in the corporation, 1,208 (70 per cent) had been drawn from the board. The executive strength from the board was 245 as against 206 by way of direct recruitment. Similarly, there were 182 supervisors and 781 workmen on deputation as compared to the respective strength of 71 and 241 of direct recruits.

He refuted the charge of the union that all stenographers had been recruited from Bihar and said only two candidates were selected from the state while the rest were from other states and were not related to the directors. For the recruitment, all employment exchanges of Himachal Pradesh had been notified and advertisements had been inserted in newspapers.

Meanwhile, the management of the NJPC has singled out direct recruits of the corporation for a unilateral action, purportedly, for raising their grievances in the Press and taking up the matter with the higher authorities.

A circular issued by the management directed the employees and unions not to raise any issue either in the Press or approach the authorities. Further, memos had been issued to all three union leaders, Mr A.K. Singh, Mr K.K. Upadhyaya, and Mr S.K. Bhatnagar, who had expressed resentment over the signing of an agreement for the execution of the Rampur project while ignoring the high court order. Mr A.K. Singh, Finance Manager, had also been shifted allegedly to an insignificant post.

The enraged employees held a rally at Jhakri in protest against this action of the management. The speakers at the rally said it was an action against all employees who were determined to battle it out with the management.

Work on Dulhasti project apace

The Dulhasti hydroelectric project is a run-of-the-river scheme being constructed by the NHPC over the Chandra river, a tributary of the Chenab. The Chandra, originating from southeastern slopes forms a loop of about 194 km before merging into the Bhaga river. It further gushes down with a steep fall over a length of about 96 km merging into the Chenab, which flows for 160 km in the north-westerly direction through the Pangi valley of Himachal to enter Jammu and Kashmir, close to the famous Paddar sapphire mines in Kishtwar tehsil of Doda district.

The Chenab further flows all along through mighty gorges, negotiating numerous bends and loops for 400 km to descend into the plains across the international border.

The project has a 65 metre-high concrete gravity dam, a 10.6 km-long headrace tunnel, a “Dufor-type” desilting basin with 240 metre of length, a 90-metre-high surge shaft, a 311.6 metre-long pressure shaft, an underground powerhouse to accommodate three Francis turbines and a 307-metre-long tailrace tunnel.

The project site is located 234 km from the nearest broad-gauge railhead — Jammu. One has to travel along the national highway No IA from Jammu up to Batote from where a diversion takes one to the Dulhasti project. A dam for the diversion of river waters is being constructed near Dul village and a power house near Hasti village.

The project shall have three generating units of 130 MW each. The evacuation of power from the project will be through a 270-km-long 400 KV double-circuit transmission line from Kishtwar to Kishenpur and a 360 km-long 440 KV double-circuit transmission line from Kishenpur to Srinagar.

According to Mr S.K. Dodeja, Executive Director of the NHPC, all civil works, excluding the headrace tunnel and all electro-mechanical works, have been completed. In the headrace tunnel, 1300 metre of excavation is still to be done through concrete lining has commenced simultaneously. The project is likely to be completed in 2003.

The project was to originally cost Rs 1262.97 cr at the October, 1988, price level which due to delay in its execution would now approximately cost Rs 4,300 crore as the NHPC had also to invest substantially on account of security aspects as it was located in sensitive J&K zone.

Besides, the project authorities have also taken up the widening of the national highway-1B from Batote to Kishtwar, a distance of 110 km, and the construction of an all-weather 16-km road from Kishtwar to Dul.

Agency cancellation hurts martyr’s family

The father of the late Major Sudhir Walia who was awarded the highest gallantry award during peace time, the Ashok Ckakra, has criticised the blanket cancellation of all petrol stations, gas agencies and kerosene depots by the Prime Minister.

Subedar Rulia Ram (retd) said his son was twice a recipient of the Sena Medal and had been mentioned in dispatches for bravery.

The family was recently granted an LPG gas agency at Lambagaon in Kangra district . He said that the government had announced that the petrol pumps and gas agencies allotted to martyrs would not be cancelled and as such the cancellation letter received on the evening before the Independence Day was a rude shock. He said his family felt humiliated by this treatment.

He recalled the function held on January 26, 1999, when he was presented the Ashok Chakra for his son’s bravery and sacrifice in New Delhi by the then President of India and narrated how every senior leader assured him of all help to the family.

He said his one son died for the country while the younger one is physically handicapped and he has one daughter.

Thousands throng Bajjreshwari temple

Nearly 1.5 lakh pilgrims have visited the famous Bajjreshwari temple here despite the inclement weather since Shrawan Navratra began on August 9, official sources said here today.

Thousands of pilgrims throng the temple everyday from different parts of the country. According to the temple officer, Mr Amrik Singh, the arrangements had been made to counter this huge rush. Mr Ram Prasad Sharma, Trustee and chief priest of the temple, said pilgrims from Jammu and Kashmir, Haryana, Punjab, Delhi, Uttar Pradesh visit the shrine during this Navratra. Mr Amrik Singh said Rs 2,33,693 had been offered by the pilgrims during the first five days of the Navratra’s.

Revenue dictionary released

Himachal Pradesh Chief Minister Prem Kumar Dhumal today released a revenue dictionary containing Urdu and Persian words used in revenue records and their English and Hindi equivalents.

Releasing the dictionary at the Independence Day function here, he said the dictionary, prepared by the Revenue Department, would simplify revenue works.

He claimed Himachal Pradesh was the first state in the country to bring out such a dictionary. UNI

1 killed, 15 hurt in bus accident

Mandi, August 15
One person was killed and 15 others, including women and children, were injured when the bus in which they were returning after attending a marriage fell into a deep gorge at Padhhar, 30 km from here, today.

Three seriously injured persons have been admitted to the zonal hospital here while the rest were undergoing treatment at a hospital at Padhhar, official reports said.

The bus carrying 40 members of a marriage party was on its way to Katoula village from Chuhar valley in Joginder Nagar when the accident occurred. PTI

SFI, ABVP field candidates

With a week to go for the elections to the Students Central Association of Himachal Pradesh University, the SFI and the ABVP have declared their respective candidates.

The SFI panel comprises Kuldeep Bhardwaj (president), Trilok (vice-president), Sudhir Dutta (general secretary) and Bhushan (joint secretary). The ABVP has fielded Virbahadur, Amrik Thakur, Nitin Vyas and Brijesh Sharma, for the posts of president, vice-president, general secretary and joint secretary, respectively.

The NSUI, is likely to declare its candidates tomorrow.
