Another Himachal Pradesh panel on districts Shimla, August 12 The Cabinet which met here under the chairmanship of Mr P.K.Dhumal, Chief Minister, considered the report of the Cabinet subcommittee which was in favour of reorganisation of some of the existing districts. However, it approved in principle the proposal to carve out new districts as may be considered appropriate in public interest. The committee will be headed by the Chief Secretary and have the secretaries of Finance, Revenue, Planning, General Administration and Secretary to the Chief Minister as members. Besides, the three-member Cabinet subcommittee headed by Mr Kishori Lal, Industries Minister, will also continue to function. It will consider representations of various sections of society to firm up the proposal. This is the third time that a decision has been deferred. There have been sharp differences among senior BJP leaders over the creation of new districts and also there was no unanimity over the location of the headquarters. Briefing newspersons, Mr Kishori Lal said that the BJP had promised the reorganisation of districts in its poll manifesto and as such the Opposition charge that it did not have the mandate was misleading. The party had adopted the manifesto as a policy document and the proposal to create new districts was not a political gimmick. |
HPCC petition
dismissed Shimla, August 12 While passing the order, Mr Justice R.L. Khurana observed that in the present case, considering the nature of additions/alterations proved and held by the two forums below to have been carried out by the HPCC certainly changed the tenanted premises altogether, giving it a new look, shape and complexion, affecting its fitness. He further observed that the forums therefore, have rightly pointed out that the HPCC has materially impaired the value or utility of the tenanted premises. So, the present revision petition fails and the same is dismissed. |
Projects
to boost tourism in full swing Dharamshala, August, 12 According to an official spokesman, it was due to the efforts of Chief Minister Prem Kumar Dhumal that, the defence ministry had agreed to open the Pathankot airbase for civil flights. At present, Himachal does not have any landing or takeoff facilities for big planes. This had been depriving the state of bulk tourism from India and abroad. The project has been taken up by the Airport Authority of India and when completed, will help tourism in a big way. Gaggal airport at Kangra is being extended and soon bigger planes will be able to land here. To extend the runway, the state government paid Rs 2 crore as compensation to villagers whose land was acquired. Work on the extension of the air-strip was in full swing and Himachal has already released Rs 4 crore to the AAI for construction work. To promote tourism in Kangra, the Maharana Partap Sagar (Pong) dam was brought on the tourist map two years ago and the state government has constructed a restaurant at a cost of Rs 55 lakh there. A foreign consultancy agency has been engaged to suggest projects which can boost tourism in and around the dam. The Rs 90-lakh lacs complex at Nurpur is nearing completion. Adventure tourism has gained momentum in the area. A Rs 33 lakh Aero Sports Centre-cum-Forest field hostel is coming up there. A sum of Rs 21 lakh has been spent on providing facilities for trekkers and tourists at Triund, Karori and Boh in higher reaches of Dharamsala. The Club House constructed at a cost of Rs 1.55 crore at Mcleodganj has proved a major attraction for the tourists. The Kangra fort and old Shiva temple at Kathgarh have been renovated and beautified and are attracting tourists and pilgrims in large numbers. Ancient rock temples of Masroor have also been brought on the tourist map and Rs 10 lakh has been spent on providing facilities there. The state government has also made arrangements for imparting training in water sports, trekking, rock climbing and para gliding. During the past four years, 517 persons were imparted training in various adventure sports and Rs 11 lakh was spent on this. |
‘Increase’ role of board staff in Rampur project Shimla, August 12 The association has impressed upon Mr
P.K. Dhumal, Chief Minister, that the quota for participation of the board staff was 30 per cent in the non-state equity projects like Chamera and
Parbati. However, since the state was having 25 per cent equity share in the project the staff participation should be enhanced proportionately to 55 per cent. Further the terms of deputation should be those applicable in the Nathpa Jhakri project and the absorption in the NJPC should be governed on the basis of equivalence being followed in the Nathpa Jhakri project. The terms and conditions for deputation and equivalence in the Nathpa Jhakri project were reached after long deliberations and it took almost a decade to reach the settlement. The association accused the NJPC employees of trying to raise old issues to sabotage the agreement to be signed between the Union Government and state for the execution the Rampur project. Meanwhile, the agreement for the Rampur project could not be signed today. The chief executive of the NJPC failed to make it to Shimla due to bad weather. The agreement will now be signed on August 18. |
Dhumal: 5-kg LPG cylinders soon Shimla, August 12 The cylinder could be easily carried to far off and remote areas of the state, which would reduce pressure on forests considerably, he said. The Chief Minister said the government had launched ‘Sanjhi Van Yojna’’ under which 818 Village Development Committees had been formed with participation of people, especially women.

Gang of thieves busted Dalhousie, August 12 Giving this information here today, Mr Ajay Yadav, SP, Chamba said, the Himachal Pradesh police had arrested four members of the gang. The SP said those arrested had been identified as Mohd Shariff, Gulzar Malik, Shaffi Mohd and Rashpal Singh all residents of Palai-Pathiar falling in the Basohli area of Kathua district in Jammu and Kashmir. The SP said the accused had confessed to most of the recent thefts in the region. The SP said during the search operation about 100 persons were rounded up. However, further investigations and interrogations were on to trace other members of the gang, the SP said. Meanwhile, the SP said during the international Minjar fair, no police force was requisitioned from the Dalhousie police station as the fair went off smoothly. |
2 women hurt as tree falls Hamirpur, August 12 Villagers told this reporter today that though the Department of Forests had been informed about the incident yet no action had been taken. They said that a part of the tree was still standing precariously and might fall on other houses. Meanwhile, three rooms of the Primary School at Bahnwin village collapsed today. The school had in all five rooms. However, no one was injured as students were on holidays these days. The sarpanch of the Bahnwin gram panchayat said the demand of the local people for a grant of Rs 10,000 for the repair or construction of three new rooms in the school was not accepted by the district administration. He urged the administration to immediately sanction funds for the construction of three new rooms. |
Water supply to Chamba disrupted Chamba, August 12 As a sequel to this, all activities in the town, besides hotel, commercial and industrial establishments have been badly affected. According to the Irrigation and Public Health (IPH) Department, department officials were trying to restore the supply. The Jadera water supply scheme for this town was commissioned in 1993 at a cost of about Rs 1.40 crore. The potable water is being supplied through the water treatment unit having a capacity of 7.28 lakh gallons. Meanwhile, the Chamba-Satrundi and Chamba-Hadsar highways continue to remain blocked at different points and the work is in progress to resume vehicular traffic. |

Students’
elections on August 20 Shimla, August 12 A notification to this effect was issued here today by the university administration. The university has also extended the upper age limit for students of colleges up to 29 years on a par with those of the campus. As per the election schedule, nominations will be filed on August 17 by 12 noon and the scrutiny of nomination papers and withdrawal will take place on the same day. The Himachal Students Union, meanwhile, has criticised the university authorities for announcing the election date without taking the student organisations into
confidence. Sandeep Kumar, convener of the union, said the Governor had on a representation of the union directed the university to fix the election schedule in consultation with various student bodies but the direction had been ignored. He also opposed the decision of raising the upper age limit for voting which was unprecedented. A deputation of the union met the Pro Vice-Chancellor, Dr
N.K. Sharda, and lodged a protest. |
