Spot billing through computers in HP Shimla, August 10 Launching the programme, Mr Prem Kumar Dhumal said government was committed to modernising the functioning of various departments, especially boards and corporations dealing with commercial activities and consumers in a phased manner. He said state had made big achievements in the field of power generation during the past four-and-a-half years and works on projects with 8000 MW capacity were started in the state during the rule of the present government. Appreciating the efforts of state electricity board in executing various projects, he said board had set an example by laying transmission line from Malana to Nalagarh in a record time of two-and-a-half years. He said engineers of the board were working on various projects in the state. He said with the introduction of spot billing efficiency would be increased much to the benefit of consumers. The facility would be made available to all consumers in the state in a phased manner. Mr Dhumal said with the spot billing facility, consumers would be able to draw benefits of depositing their power bills instantly. |
Parivar meeting for Shanta, Dhumal Shimla, August 10 Mr Madan Das Devi of the RSS, also attended the meeting. The high command had been concerned over the widening gulf between the factions headed by the two leaders. Its efforts, however, failed to yield the desired results. Now the Sangh Parivar has stepped in to forge unity in the vertically divided party to help put up a united face in the ensuing Assembly poll. Mr Jai Krishan Sharma, state BJP chief, Mr Ram Swaroop, organising secretary of the party, and state RSS leaders were also present at the meeting. Mr Devi impressed upon the two leaders to sink their differences and work together to ensure the victory of the party. The leaders refused to divulge anything about the issues discussed at the meeting and said it was part of the exercise to chalk out the strategy for the elections. The move of Mr Dhumal to create new districts had further divided the party as ministers, legislators and chairpersons of board and corporation have questioned the very rationale of the move at a time when the state was reeling under a severe financial crisis and elections were fast approaching. Later, Mr Shanta Kumar had a prolonged meeting with Mr Kishori Lal, Industries Minister and chairman of the cabinet sub-committee for the creation of new districts, Mr Ramesh Dhwala, Irrigation and Public Health Minister and a member of the committee. Mr Krishan Kapoor and Rajan Sushant, both ministers, Mr Khushi Ram Balnatah, Vice-Chairperson of state Road Transport Corporation, were also present. They reportedly told Mr Kishori Lal that the move would harm to the electoral prospects of the party. |
Cong manifesto panel for HP New Delhi, August 10 While the Manifesto Committee is headed by former PCC chief Sat Mahajan, the Charge Sheet Committee is headed by former minister Chander Kumar. AICC sources said the manifesto committee includes Mr Kaul Singh, Mr Ram Lal Thakur, Mr Kush Parmar, Mr Yogendra Chandra, Mrs Asha Kumari and Mr Rajinder Zar. The charge sheet committee includes Mr Rangila Ram Rao, Mr Gangu Ram Musafir, Mr Vijay Singh Mankotia, Mr Kuldeep Kumar, Mr Raj Kishen Gaur and Mr Punchuk Ram. While the charge sheet would highlight the "failures" of the Dhumal government, the manifesto would list the promises of the Congress. In the formation of the two committees, the high-command has attempted to strike a balance in the names suggested by PCC chief Vidya Stokes and CLP leader Virbhadra Singh. Both had submitted a list of names, it is learnt. The high-command is also planning to convene a meeting of the coordination committee for the state soon. Both Mr Singh and Mrs Stokes are members of the committee. Last month, the two leaders attended a meeting at the AICC here regarding the elections in the state. The meeting was attended by AICC general secretaries Mohsina Kidwai, Oscar Fernandes besides Ms Ambika Soni and Mr Ahmed Patel, both political secretaries to the Congress President. |

CPM seeks CM’s
resignation Shimla, August 10 Mr Mohar Singh, secretary of the party, said it had now become evident that corruption had not only been flourishing under Mr Dhumal’s rule but he had himself been seeking personal benefits. He demanded an inquiry to expose all those who benefited from the scam in the state. He alleged that some chairpersons of the Dealer Selection Board had now admitted that they were Mr Ram Naik, Petroleum Minister, to allot petroleum and natural gas agencies to BJP workers. Mr Mohar Singh said the cancellation of petrol pumps and natural gas agencies by the Prime Minister was a confession that irregularities were committed in the allotments. |

Sub-tehsil status for Bakloh-Kakira sought Dalhousie, August 10 The residents maintain that even though they have been seeking a sub-tehsil status for Bakloh-Kakira for the past about 10 years, the proposal for the creation of a new sub-tehsil has been still lying pending. The township covers more than 12 patwar circles in far-flung areas. The township presently falls in the Bhattiyat tehsil of Chamba district, which being a hilly terrain, is the most difficult and backward tehsil. Therefore, it is arduous for the people of Bakloh-Kakira area to go to Chowari, the tehsil headquarters of Bhattiyat, for their daily work. Since the area falls in the Assembly constituency of Bhattiyat being represented by the Himachal Industries Minister, Mr Kishori Lal, who at the moment is heading the sub-committee constituted by the Himachal Chief Minister for settling the issue of the creation of a new district in the state. The residents have urged the Industries Minister to get the issue of the creation of a new sub-tehsil for their township approved. |
Panel to stall ‘split’ of Mandi Mandi, August 10 Mr P.C. Bisht, chairman of the action committee, warned that over 90 per cent of the residents of the district were concerned over the reports of splitting Mandi into two or three districts. He cautioned the government against dividing the district. Representatives of various organisations who participated in the meeting constituted Save Mandi District sub-committee. The meeting described the move to divide the district as a “pre-planned conspiracy” hatched by the vested political interests. The action committee also decided to take up the matter with the Prime Minister and the Home Minister requesting them to direct the state Chief Minister not to create more districts as the state was already facing financial crisis. |
MC extends date for water meter replacement Shimla, August 10 He said replacement of defective meters was the responsibility of the consumers and the Municipal Corporation only charged the cost of meter and installation charges at the rate of Rs 500 per connection. He said at present consumers, were being charged on actual consumption basis and the rest were being charged on average basis, causing a huge loss to the consumers as well as to the corporation. |
Rs 2 cr subsidy on rabi crop seeds Dharamsala, August 10 The minister said the unprecedented drought had destroyed crops and advised farmers to sow oil seeds. The minister also gave details of the developmental works done during the past four-and-a-half years and claimed that roads had been given priority and almost all villages have been linked with roads. |

Meet on renewable energy sources Parwanoo, August 10 Mr Sarvesh Kumar, director of the company, while highlighting the importance of solar heating systems, said about 3,50,000 solar collectors of Solchrome solar selective coatings had already been installed worldwide which was equivalent to a peak load saving of 350 mw. Prof S.K. Sharma, Director, Energy Research Institute, Panjab University, Chandigarh, said many manufacturers were damaging the solar systems by using inferior material. He said consumers should be aware of the method of installation of solar systems. Professor Sharma said renewable energy sources here expected to play an important role in solving energy problems in the near future. |

Woman kills two daughters, self Solan, August 10 The deceased had been identified as Raksha Devi (28), Ranjana (4) and Puja (2). According to a complaint lodged by Dharam Singh, father of Raksha Devi, his daughter had been complaining of harassment at the hands of her husband Des Raj and his sister and parents since she got married 12 years ago. She had made an abortive attempt to commit suicide about two-and-a half years ago also after which she went to her parental home at Ucchagaon. Raksha Devi had been persuaded by village elders and Des Raj to return to her in-laws home only six months ago. She allegedly committed suicide after pushing her daughters into the village well yesterday. A case has been registered under Section 306 IPC and Des Raj his father, Duni Chand an his mother Krishna Devi have been arrested. |

5-year RI for youth Bilaspur, August 10 The judge ordered Sunil Kumar to undergo additional rigorous imprisonment for six months in case of default of the payment of fine. Earlier, the Public Prosecutor, Mr R.R. Mastana, told the court that on September 4 four youths Sunil Kumar, Kashmir Singh, Chetanya and Pawan accosted a truck driver Kewal Singh near Mangrote village on Ghagas to Brahampukhar road they forcibly stopped his truck by standing in the middle of the road and boarded the truck which resulted in a heated exchange of words between the youths and the driver and conductor this engaged Sunil Kumar, who caught hold of an iron rod and hit the driver in the head injuring him seriously. The driver of the truck was rushed to Regional Hospital here but died due to injuries. The judge gave the benefit of the doubt to Kashmir Singh and Chetanya while the fourth Pawan Kumar had not participated in the scuffle. |

Man dies in blast Chamba, August 10 According to a report received here today, the victim has been identified as Nanak Bahadur, a Nepal national. The police has registered a case and sent the body for cremation after a post-mortem examination.
