The CLP leader and former Chief Minister, Mr Virbhadra Singh today flayed the BJP-HVC government for its alleged non-performance. Addressing a rally organised by the Seva Dal at Padhor, in Jogindernagar subdivision he charged that barring selected constituencies development works had come to a halt.

HC notice to Tourism Secy
Shimla, August 8
The H.P. High Court yesterday issued notices to the Secretary (Tourism), Managing Director H.P. Tourism Development Corporation, Finance Manager HPTDC, and ministry of tourism and Civil Aviation, New Delhi on a public interest litigation filed by Mr Om Prakash Goel against the financial mismanagement, irregularities and arbitrary functioning of the HPTDC.

Wanted criminal held in Uttaranchal
Nahan, August 8
Wanted criminal Kalyan Singh and two of his accomplices were nabbed at Chakrata in Uttaranchal yesterday. He had been declared a proclaimed offender by the Sirmaur police. He was wanted in connection with more than 40 cases of loot, attempt-to-murder, theft and burglary in Himachal Pradesh, Uttar Pradesh, Punjab and Haryana.

The Technical Staff Association of the Labour Bureau has warned the Centre that work on compilation of the consumer price index and collection of data will come to a halt if it fails to release the annual Plan budget of Rs 9 crore immediately.

Ram Naik should quit: DYFI
Shimla, August 8
The Himachal Pradesh state committee of the Democratic Youth Federation of India today demanded the resignation of Union Petroleum Minister Ram Naik for favouring BJP cadres in the allotment of petrol stations.

Tearful adieu to Colonel
Dharamsala, August 8
A tearful adieu was bid to Col K.S. Padhi at Palampur today. Colonel Padhi, who was the Commanding Officer of 4 Grenadiers, had died in Mori sector of Jammu and Kashmir. He belonged to Orissa, but since his family was at Palampur, the cremation took place there.

Birth certificate must for school admission

Immunisation certificate along with the birth certificate would be essential for seeking admission to schools. Private schools and anganwadis would have to follow the government instructions in this regard.

HP Dalit Sena chief joins BJP
Shimla, August 8
Mr Inder Singh, president of the state Dalit Sena, joined the BJP along with his supporters here today. Mr Ganesh Dut, party spokesman, claimed that 238 persons, mostly office-bearers of the sena, enrolled themselves as members of the BJP.

People fed up with Dhumal govt: Virbhadra

The CLP leader and former Chief Minister, Mr Virbhadra Singh today flayed the BJP-HVC government for its alleged non-performance. Addressing a rally organised by the Seva Dal at Padhor, in Jogindernagar subdivision he charged that barring selected constituencies development works had come to a halt.

He regretted that by imposing taxes, increasing school fee, power tariff, bus fare and levying consumer charges in hospitals the government had burdened the people of the state. The former Chief Minister claimed that people were fed up with the present government and wanted a change. Denying rift in the Congress he said difference of opinion could be their in any democratic organisation.

He expressed happiness that the “unwise proposal” of the government to make new districts had fallen flat under pressure from within the party. He expressed surprise that the government which had abolished the posts of Divisional Commissioner at Mandi and Dharmasala and had virtually demolished the concept of zonal system introduced by the Congress was embarking on a misadventure of adding more districts to the already cash-strapped state.

Former Vidhan Sabha Speaker, Thakur Kaul Singh, charged the BJP with promoting corruption in the state and added that appointments were being made for a consideration. He alleged that the Subordinate Selection Board at Hamirpur had become a den of corruption.

HC notice to Tourism Secy

The H.P. High Court yesterday issued notices to the Secretary (Tourism), Managing Director H.P. Tourism Development Corporation, Finance Manager HPTDC, and ministry of tourism and Civil Aviation, New Delhi on a public interest litigation filed by Mr Om Prakash Goel against the financial mismanagement, irregularities and arbitrary functioning of the HPTDC.

The petitioner alleged that the entire financial grant-in-aid received by the corporation for the development of tourism in the Himachal was being utilised properly as a result of which the tourism in the state was not developing and the financial health of the HPTDC was deteriorating.

The petitioner being secretary of the HPTDC employees union filed this petition. He further alleged that as per the 28th annual report for the year 1999-2000 a total grant subsidy of capital nature received by the corporation was Rs 27,50,53,550 from the Himachal Government and Central Government up to March 31, 2000, out of which Rs 18,98,46,350 had been spent. However, a balance of Rs 8,52,07,200 was purported to be lying unspent with the corporation. He alleged that in fact, no such amount existed in any of the banks or account of the HPTDC and had been misutilised. He alleged about Rs 90 lakh had not been recovered and was lying outstanding against the name of various customers and grants of the corporation.

The petitioner prayed from the court to direct the respondents to investigate the matter through the CBI, so that the errant officials may be dealt with in accordance with law and also direction may be issued to recover the outstanding amount from the defaulting officials and its customers.

While issuing notices a Division Bench comprising the Chief Justice W.A. Shishak and Mr Justice L.S. Panta directed the respondents to file reply with in six weeks.

Wanted criminal held in Uttaranchal

Nahan, August 8
Wanted criminal Kalyan Singh and two of his accomplices were nabbed at Chakrata in Uttaranchal yesterday. He had been declared a proclaimed offender by the Sirmaur police.

He was wanted in connection with more than 40 cases of loot, attempt-to-murder, theft and burglary in Himachal Pradesh, Uttar Pradesh, Punjab and Haryana. He had been caught by the Sirmaur police earlier, but had escaped while being taken to a court at Karnal in Haryana.

After his escape, the police had an encounter with Kalyan Singh at his native village Jamna in Sirmaur district. He and four of his accomplices had escaped after injuring the policemen.

The two persons arrested along with Kalyan Singh this time were one Nepali boy, who was still to be identified, and Hemraj. The latter was the prime suspect in the murder case of two orchardists whose bodies had been found at Morni hills.

Labour Bureau staff seek release of funds

The Technical Staff Association of the Labour Bureau has warned the Centre that work on compilation of the consumer price index and collection of data will come to a halt if it fails to release the annual Plan budget of Rs 9 crore immediately.

In a representation to Mr Sahib Singh Verma, Union Labour Minister, it demanded that the budget for plan schemes be released to the bureau without delay. It said salaries to employees working under plan schemes was being paid under the direction of the Labour Secretary, which was valid till August, 2002.

The survey work for collection of data and compilation of price indices had been hit by paucity of funds. The index had been compiled on hit-and-trial basis and the figure arrived at would not be realistic.

The staff engaged in field work had been called back as the office was unable to bear travel allowance and other expenses. The government had spent crores on early completion of the instant scheme.

Adequate funds for payment of salaries had not been released. There was no money even for payment of electricity and water bills.

Ram Naik should quit: DYFI

Shimla, August 8
The Himachal Pradesh state committee of the Democratic Youth Federation of India (DYFI) today demanded the resignation of Union Petroleum Minister Ram Naik for favouring BJP cadres in the allotment of petrol stations.

In a statement, DYFI secretary Tikender Singh Panwar said, “It was learnt that state leaders were also a beneficiary in this exercise”.

He said the cancellation of allotments was an attempt to hoodwink the people. The DYFI also demanded legislative sanction for the cancellation order. It appealed to students and the youth to contribute to its campaign to provide relief to Gujarat victims. UNI

Tearful adieu to Colonel

A large number of senior Army and civil administration officers attended the funeral. The General Officer Commanding of 39 Division, Maj-Gen Verma, under whose command Colonel Padhi worked, attended the funeral.

Wreaths were placed on behalf of the Governor and the Chief Minister. Colonel Padhi’s son, a student of class X at DAV School, lit the pyre.

Birth certificate must for school admission

Shimla, August 8
Immunisation certificate along with the birth certificate would be essential for seeking admission to schools. Private schools and anganwadis would have to follow the government instructions in this regard.

The decision was taken at the meeting of the state Cabinet here last evening, official sources said.

Admission would not be refused if any candidate failed to produce the immunisation certificate. The matter would be reported to the Block Medical Officer. He would ensure that left out areas were covered under the programme.

The coverage under the immunisation programme was 96 per cent at present and the new initiative of the government would make it a community programme and people would themselves volunteer their wards for immunisation the sources added. PTI

HP Dalit Sena chief joins BJP

Mr Inder Singh, president of the state Dalit Sena, joined the BJP along with his supporters here today. Mr Ganesh Dut, party spokesman, claimed that 238 persons, mostly office-bearers of the sena, enrolled themselves as members of the BJP.

Mr Jai Krishan Sharma, state party chief, Mr Narinder Bragta and Mr Roop Das Kashyap, ministers and Mr Khushi Ram Balnatah, vice-chairman of the Himachal Road Transport Corporation, were present.

BJP to contest 68 Assembly seats

Mr Ganesh Dutt, spokesman of the state unit of the BJP, said today that the party would contest all 68 Assembly seats in the state. He, however, said it was for the party’s high command to decide about the electoral alliance with any political party.

He denied the media report about the differences between the Chief Minister, Prof Prem Kumar Dhumal, and the Union Rural Development Minister, Mr Shanta Kumar.

‘Stop appointment of ad hoc lecturers’

Members of the Himachal Pradesh Government College Teachers Association have sought a foolproof policy for the appointment of staff in private colleges.

In a press note here today, Prof Vidya Sagar, a spokesman for the association, urged the government to regularise the services of lecturers working on an ad hoc basis.

He also said the appointment of lecturers on contractual basis should be stopped and vacant posts of lecturers should be filled.

On-the-spot power billing

Shimla, August 8
The state power board will start on-the-spot billing through hand-held computers in all six electrical subdivisions of Shimla along with cash collection through laser scanned machines.

Chief Minister P.K. Dhumal will inaugurate this scheme at a function to be held here on August 10.

A spokesman of the board today said the board had purchased 20 hand-held computers. It would help the board issue monthly billing of the power consumed. PTI

4th child costs pradhan her job

Ms Indra Devi, pradhan of Gurad gram panchayat, in this district, was removed from her post following the birth to her fourth child under the amended Himachal Pradesh Panchayati Raj (Amendment) Act, 2000.

According to the Deputy Commissioner, she violated Section 122 of the act which made her ineligible to hold the post.
