Chandigarh, August 8 Those from Delhi, Rajasthan, Uttar Pradesh, and Madhya Pradesh were named as office-bearers of the national unit of the party to give it an all-India character. Mr Sher Singh Badshami, Political Adviser to the Chief Minister, was named as the President of the state executive of Haryana, where the party is primarily based. Mr Kartar Singh Chhokar, a former minister, Ms Sumitra Mahajan and Mr Fakir Chand, MPs, Mr Jaswinder Singh Sandhu, Agriculture Minister and Rao Inder Pal has been named as Vice-Presidents. Mr N.C. Gambhir, MLA, was appointed as Secretary General. The new general secretaries are Ram Kumar Saini, Ramesh Rana, MLAs and Santosh Yadav. Mr Ram Pal Majra, Chief Parliamentary Secretary, will be the Organising Secretary. Mr Fateh Chand Sharma, Mr Jagdish Nayar and Mr Akram Khan, both former ministers, Mr Ramesh Khatak, MLA, Mr Shashi Kumar Walia and Mr Amardeep Chaudhary will be the Secretaries. Mr Bachu Singh Tewetiya of Faridabad, Mr Raj Kumar of Sonepat will be Publicity Secretaries. Mr Ashok Kumar Jain of Kaithal will be Treasurer and Balbir Singh of Jhajjar the spokesman for the party. Mr Sampat Singh, Finance Minister, will be the Chairman of the Policy and Programme Committee while Mr Dhirpal Singh, Town and Country Planning Minister will be Chairman of the Disciplinary Action Committee. Mr Dharambir Singh will remain as Office Secretary. Ms Kailasho Devi Saini, MP, will be the Convener of the women cell, Mr Balwan Singh Suhag of Rohtak of the Legal cell, Mr Ajay Singh Chautala, MP of the Yuva cell, Mr Ram Pal Alewa of the Kisan Cell, Mr Niranjan Lal Bansal of the Traders Cell, Mr Banta Ram Balmiki, MLA, of the Harijan Cell, Brig O.P. Chaudhary, former Vice-Chancellor of Rohtak University of the Karamchari Cell, Mr Satbir Verma of the Backward Cell, Mr Durga Prasad of the Labour Cell, Mr Hamid Hussain, MLA, of the Minority Cell and Dr Saha of the Medical Cell. IT units: Haryana extends stamp duty exemption Chandigarh, August 8 The decision is likely to result in lowering of interest rate from 12 per cent currently charged on long-term credit extended to farmers by these banks. The federal structure consisting of the Haryana State Agriculture and Rural Development Bank (HSARDB) at the apex level and 86 primary agriculture and rural development banks (PARDBs) at the primary level was finding it difficult to compete with the current banking scenario of the state as commercial banks are entering the farm and non-farm sectors in a big way. After the integration of 86 PARDBs, the HSARDB would be able to manage its funds better by avoiding undue surpluses, remittance charges and cutting down management cost sizeably. The Cabinet decided to amend its information technology policy to extend the time limit of exemption from payment of stamp duty and registration fee for setting up IT units or IT parks or cyber city in the state till June 30, 2008. As many as 90 per cent exemption or concession of stamp duty and registration fees for IT industry would be allowed for facilities established and sold or leased from the date of notification up to December 31, 2003; 75 per cent after January 1, 2004, and up to June 30, 2005; 60 per cent after July 1, 2005, and up to December 31, 2006; and 45 per cent after January 1, 2007, and up to June 30, 2008. This rebate would also be available for sale or lease of land in a government — approved software technology park or information technology park or cyber city and also in an industrial estate developed by public authorities, public sector organisations or private organisations where such sale or lease is for establishing an IT industry. The Cabinet also approved an amendment to Rule 22 of the Haryana (Prevention and Control of Water Pollution) Rules, 1978, and the Haryana Air (Prevention and Control of Pollution) Rules, 1983 for charging of consent fee in respect of mining activities in the state. It was decided to link the fee for consent to establish and an annual fee for consent to operate the mining activities with royalty. In case the royalty as determined in the auction is Rs 5 crore or above, the fee for consent to establish would be Rs 1 lakh and the annual fee for consent to operate would be Rs 2 lakh. If
royalty is between Rs 2.5 crore and Rs 5 crore, the fee for consent to establish would be Rs 75,000 and the annual fee for consent to operate Rs 1.50 lakh. Similarly, in the case of royalty being between Rs 1 crore and Rs 2.5 crore, the fee for consent to establish would be Rs 60,000 and the annual fee for consent to operate Rs 1.25 lakh. The Cabinet decided to approve the draft Bill to amend the Haryana Murrah and Other Milch Animal Breed (Preservation and Development of Animal Husbandry and Dairy Development Sector) Act, 2001. According to the amendment, a cess not exceeding 15 paise per litre would be imposed on the licensed capacity of a milk plant provided that during the lean period, the cess at the above rate would be imposed on the 75 per cent of the licensed capacity of the milk plant. Also, no cess would be levied on the days when a milk plant remained closed for the reasons beyond the control of its management. The lean period would mean the period commencing on April 1 and ending on June 30 of every year when the milk production gets reduced due to climatic and biological reasons. The Cabinet observed a two-minute silence to mourn the death of Vice-President Krishna Kant. The Cabinet congratulated the Indian contingent, especially the sportspersons hailing from Haryana, for their historic victory at the recent
Commonwealth Games. It was decided that the medallists hailing from Haryana would be suitably rewarded shortly. |

liquor claims life Fatehabad, August 8 Pooran Chand, a resident of DSP Road, was brought to the local general hospital in a serious condition last night. The doctors
referred him to Hisar, but he died on the way. In a separate case, three friends, Moinder, Rakesh and Charanjeet, complained of severe itching in the eyes today allegedly after taking liquor last night. The condition of Charanjit is serious and he had been referred to Patiala. |
1-day transit remand in Powaria case Ambala, August 8 Mr Powaria requested that his medical check-up should be conducted before proceeding to Delhi. His check-up was carried out at Civil Hospital, Ambala City. The two bail applications moved by Mr Powaria through his counsel Mr Chander Mohan Sehgal have been transferred to a Delhi court. |
