surrenders in fake arms licences’ case Ambala, August 5 Mr Pawaria has been sent to two days’
judicial custody. Notice has been issued to the CBI for August 7. Two bail applications were submitted through Mr Pawaria’s counsel Chander Mohan Sehgal after the City Magistrate surrendered in the court. The bail applications were submitted in connection with two FIRs registered by the CBI at police station SIC-1, CBI, New Delhi. The FIRs were lodged under various Sections of the IPC, PC Act, 1968, and Arms Act, 1959. The bail application states that the applicant accused has been falsely implicated by the CBI. The applicant had applied for anticipatory bail before the Punjab and Haryana High Court at Chandigarh. The anticipatory bail application was dismissed on April 22. The applicant accused filed a special leave petition (criminal). The Supreme Court through an order on July 8 dismissed the special leave petition . “Hence the applicant accused is surrendering before the court,” the application states. “As per the allegation contained in the FIRs, it is alleged that from 1994 to 1998 a criminal conspiracy was hatched by R.N. Sharma, proprietor of Sharma Gun House, Delhi, with certain officials of the office of the ADM, Jammu, and certain persons of Delhi and Jammu and other places with the ulterior object to facilitate the procurement of the arms licence from Jammu under assumed names to beneficiaries,” the application states. Thereafter, R.N. Sharma conspired with officials of the SDM office, Gurgaon, Haryana, in order to get the licences reissued procured from the ADM office, Jammu, to certain beneficiaries. “The applicant was posted as Sub-Divisional Magistrate, Gurgaon, from February 21, 1997, to May 10, 1999. The applicant admitted that the final report was prepared by the officials concerned i.e. those dealing with the issuance of arms licence. It was the subordinate officials who were employed in the office of SDM, Gurgaon, who intentionally submitted the fake reports before the applicant accused and wrongly verified the particulars with ulterior motive and as such the applicant accused is not liable for the unfair work done by the subordinate officials,” the application added. |
Upper castes benefiting: BSP Chandigarh, August 5 Mr Narendra Kumar Kashyap, a member of the UP Legislative Council, who is also the BSP’s in charge for the party’s Haryana unit, said today Mr Kashyap and Mr Ashok Sherwal, President of the Haryana BSP, said that, ideally if some vacancies reserved for category ”A” were not filled due to a shortage of suitable candidates from that category, these jobs should be given to members of category “B” instead of offering these vacancies to general category candidates. Mr Kashyap said the state BSP, which had been recently restructured, would strive to correct this anomaly so that general category aspirants did not benefit from the existing system of division of the Scheduled Caste population in two categories. Dwelling upon the expansion plan of the BSP in Haryana, Mr Kashyap, however, said that though the primary target would be to attract the Dalit population of Haryana the party would expect members of the forward castes also to lend support to the BSP. About the performance of the Chautala Government in Haryana, Mr Kashyap claimed that people of the state were disappointed with the government. “Mr Chautala will do well if he dissolves the Assembly and asks for fresh elections”, he said. The farm sector as well as the industry, two most important sectors of the economy of Haryana, were gasping for breath under Mr Chautala’s misrule, the BSP leader alleged. While industrialists are being subjected to extortion, the farmers were being fired at by the police for raising legitimate demands, Mr Kashyap said. Earlier, addressing a Press conference here, Mr Kashyap announced that a state-level conference of the BSP would be organised at Sonepat on August 11 to chalk out the party’s action plan in Haryana. “We shall also organise a rally in the state which will be addressed by Ms Mayawati, Chief Minister of UP”, Mr Kashyap said. About the process of rebuilding the party in Haryana, Mr Kashyap said the district executive committees of the party had already been constituted barring that for Sirsa. |
Rationalisation: teachers to meet on August 18 Bhiwani, August 5 Addressing the meeting, state secretary, Ms Chand Rani Siwach, said the state government was adamant to declare teachers surplus on the ratio of 1: 60 students. She said a state-level meeting would be held at HUDA maidan, Rohtak, on August 18 to discuss the issue. She said the minister concerned would also be told that the Adhyapak Sangh would not sit back till the criteria of surplus was taken back and the ad hoc and contractual teachers regularised. |
Power shortage in Bhiwani Bhiwani, August 5 HUDA, housing board and Vidya Nagar Colony have not been brought under the power cut schedule. The alleged disparity being committed by the HVPN has led to resentment among residents. According to sources, the power supply to the town is through two transformers, but one of these, 100 mba Bapora transformer is under repair. The sources said, the cuts were being imposed to save the only feeder from being overloaded. Hanuman Dhani, Bawri Gate, Loharu road were the areas where power remained cut even during the night. At the complaint centres only two or three linemen have been provided. According to reports from Charkhi Dadri, the Congress has threatened to launch an agitation in this regard. |

Telecom to launch mobile service
Ambala, August 5 Talking to mediapersons he said the first phase of the project has a rollout plan of 43,000 lines covering 30 important towns and cities of the state. Important national highway-state highways and Delhi — Chandigarh rail route will be covered by providing adequate numbers of highway base stations. He said a total 99 base terminal stations had been planned in the first phase rollout and 27 of these sites had been made ready. He said the Haryana Telecom circle had crossed the mark of one million telephone connections. He said a focussed 100 days programme that had concluded on July 31 was launched through out the circle. During this period 12 new exchanges were opened and 21156 new connections were released. Mr Nagpal said the Haryana Telecom circle had plans to computerise its customer services. The entire subscriber-related activities would be computerised and integrated. Online terminals for commercial, billing services and other miscellaneous enquiries will be provided. The networks of Ambala, Gurgaon and Faridabad are nearing completion. The computerised network of Ambala SSA is expected to be commissioned on August 15, he added. He said there was a proposal to upgrade the outdoor network to minimise the fault rate and provide more reliable services. Initially Yamunanagar and Jind cities had been selected to be made poleless. This will remove all losse and hanging cables and add the beauty of the town. He informed that the BSNL had decided to offer a free ITC card worth Rs 525 with each new telephone connection for those urban areas where spare switching capacity is available but adequate waiting list does not exist. He said ISD tarrif had been reduced recently. A call to the USA and other places in the Western Hemisphere during peak hours will now cost Rs 24 per minute only as compared to the previous cost of Rs 40, he added. |

The memorandum pointed out that there were few persons who had completion certificates. “Due to NC rule, it is not possible to get necessary connections. In public interest, this order should be taken away,” the memorandum states. The members said getting NC was a tedious process. Also, 47 colonies had been declared illegal but still NC would be required while selling property there. “The process of mutation should be simplified,” they said.

HIGH COURT Chandigarh, August 5 Seeking grant of bail, Mr Ved Pal had contended that Haryana Chief Minister O.P. Chautala was openly announcing that the petitioner would be put in jail in some case. Giving details, he had added that Mr. Chautala, during a visit to his constituency in 1996, had declared that the petitioner would be arrested the day he became Chief Minister. Claiming to have been implicated in a false case due to political rivalry, counsel had submitted that the petitioner was not in possession of benami property. |

Ms Rekha Dutt, coordinator and head of the Training Orientation and Research Centre, described the aims and objectives of holding such programmes. She said in 1969, the number of NSS volunteers was 40,000 but had now gone up to 15 lakh. |
2 die in mishap Ambala, August 5 According to information, the deceased were identified as Ajmer and Naresh. One of their friend Rajinder sitting on the scooter sustained serious injuries. He was admitted to the local Civil Hospital. The car driver fled from the accident site. Later his car was recovered near Ismailabad. The police has registered a case against the car driver. |
