HVP bid to woo electorate Chandigarh, July 29 The HVP has taken a cue from Mr Devi Lal, who successfully wooed senior citizens by promising them old-age pension in 1987. Mr Bansi Lal has trained his guns at the youth. In a package of concessions for various sections of society announced yesterday, the HVP has promised to pay Rs 200 per month to those unemployed youth who are matriculates and Rs 250 to the graduate unemployed youth. The party says the unemployment allowance would be unconditional. The Devi Lal Government did start the scheme of unemployment allowance to the educated youth. But the conditions are so stringent that the number of the beneficiaries in the entire state is in thousands only. The HVP has also promised to set up a special department to train the youth for self-employment. Sensing the hurt sentiments in the urban areas over the issue of house tax, the party has promised to exempt self-occupied houses from house tax. To the industry the HVP has promised that it would abolish the controversial 4 per cent local area development tax (LADT) on raw material imported from outside the state. The industry claims that it is being crushed under LADT and it is a big hurdle in the industrialisation of the state. The HVP has also promised to abolish tax on halwais. In 1996, the HVP had come to power on the promise of prohibition. Mr Bansi Lal, who is known for keeping his word, did implement prohibition. It is another matter that the prohibition failed miserably and he had to lift it mid-way. The HVP package will pose a problem for the ruling INLD. While the Congress may be able to match the HVP by coming out with an equally lucrative package of concessions, the INLD is not in a position to do so. The moment the INLD comes out with a package, its electorate will immediately ask its leaders what prevents them from implementing the package now when the party is in power. The INLD supremo, Mr Om Prakash Chautala, is on record to say that while in the opposition it is easy to make promises. But when a party comes to power, it is not always possible to fulfil all promises. Supporters of Mr Bansi Lal say the reputation of their leader for keeping his promises is well known. Only future will tell how well he will be able to live up to his reputation. |

Scholarships for wards of labourers hiked Chandigarh, July 29 Mr Chautala presiding over a meeting of the Haryana Labour Welfare Board, Mr Chautala announced that a sum of Rs 1100 would be deposited in the account of female child of a labourer (up to two children) and withdrawn when she attains the age of 18 years. This financial assistance would help the labourer perform her marriage or pursue higher education. The present scheme of paying Rs 5,100 as ‘Kanyadaan’ would, however, continue. The board decided to confer one Chief Minister Sharam Ratna Puraskar, two Chief Minister Sharam Bhushan Puraskar, 19 Chief Minister Sharam Veer Puraskars and 38 Chief Minister Sharam Devi and Sharam Shri Puraskars amounting to Rs 1 lakh, Rs 50,000, Rs 25,000 and Rs 20,000 each to outstanding labourers and those giving best suggestions for increasing productivity. These awards would be given on May Day. The board also decided to enhance the scholarship amount for meritorious students of classes IX & X to Rs 4000, 10+2 to BA to Rs 5000, for 10+2 vocational courses and ITI courses to Rs 3000. Those securing 60 per cent marks in diploma (engineering) graduation, medical, veterinary and personal managment would get Rs 10,000 and those who secure 60 per cent marks in degree in medical, engineering, law, agriculture and MBA would be given a scholarship of Rs 15,000. In addition, those students who secure 75 per cent marks from ninth to 10+2 classes, vocational courses, pre-medical and pre-engineering would be given a cash prize of Rs 1000 and those securing 75 per cent marks in BA I to BA III would get Rs 2000. The board also decided to enhance the incentive money being given to labourers for undergoing family planning operations after two children from Rs 300 to Rs 500. The limit of annual income had also been waived. The motivations for family planning cases would also be given an incentive of Rs 200 each. |
Extortionist held Kaithal, July 29 The Superintendent of police, Mr A.S. Chawla, told mediapersons here today that the extortionist Raj Bir Singh, who belonged to Ratta Khera village near Tohana had made a call at Tara Chand Oudh Behari petrol station here on July 24 and demanded Rs 5 lakh from him. Following this the petrol station owner informed the police and the telephone was kept under observation. On July 26, Rajbir again made a threatening call and repeated his demand. The police traced the call to an STD booth at Kalayat which led them to Kheri Lamba village from where Rajbir and his accomplice were arrested. Investigation of the accused revealed that the accused was involved in a murder case and had come on parole last week. Elsewhere in the district during the past 24 hours, the police seized 150 kg Lahan from Surjit Singh of Polar village, 60 kg from Gurmeet Singh, 40 kg from Gulzar Singh and 180 kg from Sukhdev Singh and 10 bottles of illicit liquor from Khazan Singh, all residents of Dera Garza Singh near here. |
2 sisters burn themselves to death Hisar, July 29 The deceased, Poonam (17) and Ritu (16), were cremated by their relatives without informing the police and without conducting post-mortems. The DSP, Hansi, Mr Ombir Singh, after visiting the crime spot, said the matter was being investigated. Police sources said the sisters took this extreme step due to some domestic tension and no member of the family was present in the house yesterday at that time. The father of the duo had died in 1998 and now they were living with their mother.

Payment to farmers assured Ambala, July 29 A representative from the Banoundi sugar mill assured that the payment to the farmers will start from August 1. The district administration has set up a committee under Subdivisional Magistrate, Naraingarh, Mr Maheshwar Sharma which will look into the payment to farmers. Mr Gautam said action would be initiated against the sugar mill if payments are not made to the sugarcane farmers. He assured that the interests of the farmers would be looked after. Among others, the Superintendent of Police, Mr Manoj Yadava, and the ADC, Ms Neelam Kashi, were also present in the meeting. |
Move against tax defaulters delayed Ambala, July 29 The two boards, which were prepared earlier this month, are still lying with the Municipal Council. Initially, a total of six boards were to be prepared and put up on major crossings. However, the president of the Municipal Council, Pandit Shankar Dass, said the process to set up the boards of house tax defaulters at crossings was still on. “I have told the secretary to take necessary action in this regard,” he said. Pandit Shankar Dass said he had told the authorities concerned to ensure that at least the two boards which had been prepared were set up on major crossings. In the beginning of this month, the municipal council officials had said that the boards containing the list of house tax defaulters had been prepared. The boards were then supposed to have been put up within a week. However, about four weeks have elapsed since then. The outstanding amount due from big and small house tax defaulters works out to about Rs 60 lakh. Once a defaulter pays the house tax amount, his name will be removed from the board. The defaulter would have to submit the money with interest, an official said. |
Don’t teach tolerance to Hindus: RSS Sirsa, July 29 He was here in connection with the inauguration of the month-long celebrations of “guru dakshina”. He addressed a press conference at the residence of a former district RSS chief, the late Mahavir Parshad. The Haryana RSS chief said the sangh was basically against division but proposed the trifurcation of Jammu and Kashmir only after consultations and going through the report of a three-member committee, comprising a jurist, an economist and a politician. He alleged discrimination with the Jammu and Ladakh region and said resentment prevailed among residents there. Before “guru dakshina” started, sangh members and guests observed a two-minute silence as a tribute to the late Vice-President Krishan Kant. |
