chief Chandigarh, July 19 Earlier, speculation was rife that Mr Hooda, who apparently did not have a distinguished stint as the chief of the Congress in Haryana, would be replaced by Mr Birender Singh who had headed the HPCC earlier also. Mr Bhajan Lal, CLP leader and a former Chief Minister, also allegedly threw his weight behind Mr Birender Singh in a bid to dislodge Mr Hooda. Sources close to Mr Hooda claimed that Haryana Congress leaders opposed to Mr Hooda had misled the Congress party’s top leadership about the HPCC chief’s role during farmers’ agitation in the state. “ Mr Hooda was not given any specific feeler by the high command regarding his removal. But the propaganda against him could have damaged his prospects”, the sources said. The leaders opposed to Mr Hooda reportedly told the Congress bosses that Mr Hooda was promising free power and water to the farmers which was against the party’s stated policy. Mr Hooda explained his side of the story to the high command and insisted that he had never promised free power and water to the agitating farmers. The farmers from Gulkani and Kandela villages of Jind district, two villages which were hugely affected by the Bharatiya Kishan Union (BKU) led agitation, were reportedly presented before Congress President Sonia Gandhi to lend credence to Mr Hooda’s claim. This apparently threw a spanner in the move orchestrated by Mr Hooda’s rivals for his removal. Mr Hooda’s rivals reportedly had also alleged that the padayatra from Jind to Delhi, organised by Mr Hooda, was not serious affair and Mr Hooda and his loyalists were travelling by cars instead of walking. This was also challenged by Mr Hooda with the help of press clippings and other evidences. Mr Hooda reportedly also succeeded in convincing the high command that the incident of hooting by some people at Mr Bhajan Lal’s rally in Delhi was spontaneous and not inspired by Mr Hooda. The sources claimed that 13 Congress MLAs from Haryana submitted a declaration to the high command stating that the heckling by the crowd was a spontaneous reaction of the farmers. All these helped tilting the balance in Mr Hooda’s favour, the sources claimed. “He has been given the go ahead to lead the party’s programme in Haryana with renewed vigour”, the sources said. He said Mr Hooda was now preparing for the Congress’s next programme in Haryana — agitation in the state from August 1 against the INLD Government’s “misrule”. |

More programmes for farmers on
DD Hisar, July 19 Stating this, the Director-General of Doordarshan, Mr S.Y. Qureshi, said here today as of now, only 17 per cent of agricultural research was being passed on to farmers through extension programmes which had been hampering development. Doordarshan had decided to bridge the gap, he said Mr Qureshi, who was speaking at the concluding function of a five-day workshop for employees of Doordarshan and All-India Radio organised by Haryana Agricultural University’s Academy of Agricultural Research and Education Management, said the present system of extension education was irrelevant. He said there was an urgent need to include social marketing component in the system. He said farmers must be convinced to diversify to make agriculture a lucrative profession. Mass media and scientists had a big role to play in this exercise. He also underlined the need to reduce foodgrain losses caused by pests like mice, plant diseases and insects. Mr Qureshi said 51 per cent of TV audience in the country preferred Doordarshan while the rest of the 110 private channels catered to just 49 per cent. He said there was no truth in the propaganda that Doordarshan programmes were not entertaining. This was the view of only urban viewers. However, despite this, Doordarshan planned to make its programming more slick and interesting. He announced that the local Doordarshan Kendra would formally start functioning from September 25. |

Ambala Capt killed in
Valley Ambala, July 19 Captain Somra (26) was hit by a bullet in the encounter. “Yesterday, we were informed that Captain Atul Somra has been injured in the encounter. Last night at about 11.15, we received the news that Atul is no more,” a family member said. A pall of gloom had descended on the Gobind Nagar area and there were a steady stream of persons at the Somra’s residence. Captain Somra’s body is expected to arrive late tonight and his cremation will take place tomorrow. Captain Somra’s elder brother, Mr Amit, said that his brother was attached to 12 Rashtriya Rifles last year. He said that Captain Atul was basically from 77 Medium Artillery Regiment. Captain Atul Somra was a good student during his school days. He had passed out from Bhartiya Public School. He had later gone to join the National Defence Academy.

Regional centre for coordination of stolen vehicles inaugurated Ambala, July 19 The Inspector General of Police, Ambala Range, Mr Alok Joshi, this evening inaugurated the Regional Centre for Coordination of Stolen Vehicles at the office of Superintendent of Police, Ambala. The centre has been set up in collaboration with the National Crime Record Bureau, (NCRB), Ministry of Home Affairs. Speaking on the occasion, Mr Joshi, said that the establishment of this centre would fulfil a long-felt need for a computerised national-level database of stolen vehicles. He said that it was another step towards harnessing the power of information technology (IT) for the prevention of crime and for giving value-added services to the members of public. The National Crime Record Bureau’s Deputy Director, Mr S.K. Jain, said that theft of motor vehicles and subsequent fake registration of these vehicles on the basis of forged documents had become a major problem throughout the country. The NCRB had been maintaining a database of more than four lakh stolen vehicles on its database at Delhi. However, the utilisation of this database was very limited so far because it was not possible for investigating officers and registering authorities from various parts of the country to utilise or consult this database, he said. Mr Jain said that the NCRB had decided to set up 20 regional centres throughout India where the National Crime Record Bureau database would be made available to the local police so as to improve the accessibility and utilisation of this database by police officers and general public. The setting up of this centre would have advantages like fraudulent registration of stolen vehicles with the help of fake NOCs could be prevented. All vehicles seized/recovered/suspected by police could be verified, the data of stolen vehicles of Ambala range could be compared with the data maintained by the NCRB and general public would be able to check antecedents of the second-hand vehicles by paying a nominal fee. The Deputy Commissioner, Ambala, Mr DD Gautam, said that the money for setting up this centre had been provided by the District Red Cross Society. The SP Ambala, Mr Manoj Yadava, said that Ambala district had taken the lead for establishing this centre and the service provided by the centre would be utilised by investigating officer and registering authorities of all districts of Haryana and also by neighbouring states of Punjab and Himachal Pradesh. Among others the Additional Deputy Commissioner, Ms Neelam Kasni, the SDMs Mr M.K. Ahuja and Mr Maheshwar Sharma, the DSPs Mr Uday Shankar and Mr Raj Gopal, Mr SD Gautam and Capt (Retd) VS Narwal were present.

Warning on taking drugs to S. Arabia Chandigarh, July 19 A spokesman of the Home Department said the Anti-Narcotics Control Bureau of the Central Government had urged the state government to take all possible measures to make the people aware about death penalty in Saudi Arabia for drug peddling. According to information available with the bureau, some of them might have carried the drugs unknowingly. The source of these drugs in some cases were the travel or recruiting agents, who had supplied drugs concealed in shoes and suitcases without the knowledge of these persons. |
