Farmers
defer plan to block road at Bhuna Fatehabad, July 10 The farmers have now given an ultimatum of 14 days to the administration to accept their other demands by July 25, failing which they have threatened to block the road on July 31. It may be recalled that the samiti had decided to block the road at Bhuna when the state government had failed to clear the dues of the farmers, arrested farmers for their failure to repay loans due to failure of crops and failed to improve power situation in the area. Hundreds of farmers assembled at Bhuna today but the sugar mill authorities assured them that the government had released Rs 5 crore out of Rs 12.70 crore. The Financial Commissioner and Principal Secretary to the State Cooperative Department had written to the Registrar, Cooperative Societies, on July 9, 2002, informing him that the government had released Rs 2.75 crore for the Panipat sugar mills, Rs 25 lakh for the Rohtak sugar mills, Rs 1.40 crore for the Sonipat sugar mills, Rs 5 crore for the Bhuna sugar mills, Rs 3.75 crore for the Meham sugar mills, Rs 50 lakh for the Kaithal sugar mills, Rs 1.10 crores for the Jind sugar mills and Rs 25 lakh for the Sirsa sugar mills. On receiving the news about release of the funds, the samiti decided to defer its decision to block the road and instead gave a memorandum to the Deputy Commissioner, Dr R.B. Langyaan, demanding that balance of arrears of farmers’ payments be paid within two weeks with 15 per cent interest. They also demanded that power be supplied to farmers for at least 12 hours in a day, no farmer arrested for non repayment of loans, condition of a no objection certificate of power bills in all government offices be waived off, rates of document writing in tehsils and patwaris offices be fixed and farmers be given a receipt of the amount charged. |
KU reserves seats for top sportsmen Kurukshetra, July 10 The Vice-Chancellor of Kurukshetra University, Mr R.S. Chaudhry, said here today as per this decision, the university had reserved two seats in each department in MA previous in all teaching departments at the campus. Besides, the university had also decided to reserve two seats in each affiliated college in BA part-I whose strength was up to 1,500 students. In case, the students’ strength in an affiliated college was above 2,000, three seats would be reserved in BA part-I for outstanding sportspersons. The decision was in consonance with the state government’s policy. The university has decided that every professional college would have at least one lecturer in physical education. Mr Chaudhry further said every college would provide essential infrastructure and other basic facilities for games and sports to the students. So far, in most of the professional colleges, scant attention was being paid for providing basic facilities for games and sports. By another decision, the university had asked professional colleges to provide coaching facilities to its players with the help of the Kurukshetra University Sports Council and the District Sports Officer. For the first time, a representation to the members of professional colleges had been given in the council and its executive board vice-president and an executive member. It has further been decided that due care should be taken while preparing calendar of annual sports activities/cultural programmes of the university so that students from professional colleges should also be able to take part in extra-curricular activities. Mr Chaudhry also disclosed that the rates of daily allowance and refreshments to the students had also been revised. The daily allowance during coaching camps had been enhanced from Rs 60 per head to Rs 90 per head per day. The daily allowance during inter university tournaments had been increased from Rs 80 to Rs 120 per head per day. The rates of refreshments had been raised from Rs 10 to Rs 15 per head per match. The university had also given a fillip to create more infrastructural facilities to the sportspersons. The construction of steps for seating about 500 spectators at the sports pavilion had been completed. The work for the reconstruction of second basketball court was under progress. Likewise, swimming pool and gymnasium building had been renovated. The area of sports group had been extended by about three acres. The construction of a hall for boxing and the purchase of new boxing ring was under process. The Vice-Chancellor maintained that the proposal for the construction of a hostel for lodging sportspersons which was estimated to cost about Rs 85 lakh was under consideration. Likewise, the damaged roof of the university gymnasium was also being repaired. |

Drilling
of irrigation tubewells stalled Ambala, July 10 According to information, the Shivalik Development Board had received Rs 4 crore from the Union Government as a special grant during 2001-2002. The Board at its meeting held on July 30 last year had decided to utilise it for installation of deep tubewells in the Shivalik area. Of the total grant, Rs 65 lakh were released for electrification of “dhanis” in the Morni area and Rs 3.15 crore was reserved for the project of irrigation tubewells. The Board had decided to install tubewells in Naraingarh, Raipur Rani, Sadhaura and Chhachrauli blocks. A committee comprising MLAs of Sadhaura and Chhachrauli, DCs of Panchkula, Yamunanagar and Ambala and the MD, HMITC as its convener, was constituted. The committee was asked to assess the requirement of such tubewells and identify suitable sites for these. The committee has already submitted its report to the Commissioner and the Secretary, Irrigation Department. The HSMITC had decided to execute the work at the department level and by inviting press tenders for completion of the work by the scheduled date. The tenders were also approved but the work could not be started due to the closure of the HSMITC on June 30. The Board had also released Rs 1 crore to the HSMITC which is lying in is account. The Board is planning the drilling of deep tubewells through the village development committees under the guidance of the engineering wing of the Agriculture Department. |
Cinema tickets may go cheaper Chandigarh, July 10 Official sources said here that the state government had earlier struck upon the idea that a reduction in the rate of tax levied on each ticket would lead to better tax compliance by the theatre owners. Subsequently, the rate of entertainment tax was reduced from 125 per cent on each ticket to 50 per cent. However, the theatre owners were still found to be evading taxes as some of the runaway hits from the Bollywood were shown to be running in empty theatres by a section of the unscrupulous cinema hall proprietors. The Excise and Taxation Department has now hit upon the idea of introducing capacity-based tax in cinema houses. While this system is expected to put and end to the problem of tax evasion, the cinema hall owners may create an uproar against the new system as they will have to pay the stipulated amount of tax even when the theatre may be genuinely empty due to a poor crowd response to a movie. On the other hand, the public will love the move. Because once the new system was introduced, the rate of entertainment tax would be brought down to 10 per cent to 15 per cent from the existing 50 per cent. This meant that movie tickets would become cheaper. The state government is also about to introduce a capacity-based taxation system in private buses to stop private bus operators from manipulating the sale of tickets. A proposal to replace the passenger tax collected from the bus operators by a new tax, to be called the special road tax, was discussed at a meeting here today. |
