HSSIEC list of discord Chandigarh, July 4 The HSSIEC has prepared a list of 45 members designated as officers to whom retrenchment compensation of 15 days’ salary for each completed year of service will not be paid. In lieu of that they are being given three months’ salary as compensation. As a result of this policy, adopted as per the Industrial Disputes Act, 1947, the non-officer employees of the HSSIEC are getting more money as compensation than the officers. The final list of officers who were to be given three months’ salary as compensation was allegedly not in keeping with the guidelines drawn up by the HSSIEC for this purpose. It was decided on March 5 that “the employees who are working as officers in supervisory capacity as on date at the head office and field offices at the time of retrenchment” would be given three months’ salary as compensation instead of 15 days’ salary for each year of service. On the same day a list of 45 names was drawn up which included the names of Mr V. K. Gupta, Mr P. K. Jain and Mr Balkar Singh under the category of “Branch Manager”. While Mr V. K. Gupta and Mr P. K. Jain were “Branch Managers” at Yamunanagar and Sonepat, respectively, Balkar Singh was in charge, sales tax branch, Karnal. However, in the final list prepared subsequently, their names were dropped and the names of Mr Rajesh Malhotra, Mr Jai Pal Bhoria and Mr V. Gupta, all of whom were posted at the head office, were included. The name of Mr H. P. Singh, Assistant Engineer, who was not in the initial list, was included in the final list. Mr H. P. Singh said though he was designated as an Assistant Engineer, his pay scale and other emoluments were those of a foreman. Mr H. P. Singh alleged his name was included in the list arbitrarily. Mr S.P. Jain, MD of the HSSIEC, however, said the changes in the list were carried out after taking legal opinion. Mr V. K. Gupta and Mr P. K. Jain, whose names were dropped, enabling them to get a better compensation package, were assistants who were officiating as branch managers and therefore their names had been withdrawn from the final list. Similarly, Balkar Singh, who was looking after the sales tax branch at Karnal, was an accountant due to which his name was taken out from the final list, Mr Jain said. The MD claimed there was nothing unusual in the H. P. Singh Case as being an Assistant Engineer he was working as an officer in supervisory capacity even though his pay scale could be that of a foreman. “When the corporation was functioning, everyone wanted to be promoted as an officer, now they want the reverse for a better compensation package,” Mr Jain said. |
Haryana board results today Bhiwani, July 4 While stating this, the Chairman of the Board, Mr R.P. Gupta, said the number of candidates who appeared in this year’s examination was 3,94,832, out of which 2,48,659 got through and 40,040 candidates got compartment. He said 2,28,257 boys appeared in this examination and 1,42,827 had been declared pass with a pass percentage of 62.57 whereas 1,66,575 girls appeared and 1,05,832 were successful in obtaining a pass percentage of 63.53. He said regular candidates secured an overall pass percentage of 63.27 as compared to 59.50 of private candidates. He said schools situated in the urban areas gave a pass percentage of 69.34 whereas schools situated in rural areas showed a pass percentage of 61.18. He said 52.27 per cent candidates of government schools were declared pass as compared to 75.12 per cent candidates of private schools. The Secretary of the board, Mr M.S. Mor, said the result of the examination had been made available at the website http://haryana.nic.in. The result could also be seen at the offices of District Education Officers, head office of the board at Bhiwani, Board Coordination Centres at Sirsa, Gurgaon, Panipat and Kurukshetra. He said the marksheets of regular candidates would be dispatched within 10 to 15 days to their respective schools. In case of private candidates, their pass certificates would also be dispatched within 15 days. However, the fail/compartment or re-appear cards would be dispatched within a week at the addresses indicated by students in the forms. He said the candidates who wanted to appear in September supplementary examinations, 2002, could send their forms for compartment or re-appear with a fee of Rs 210. He said the last date of accepting the forms would be July 23, 2002, without any late fee and after this date, a late fee of Rs 200 would be charged up to August 7, 2002. A late fee of Rs 300 would be charged in case forms were deposited a month before the commencement of examination. |
‘Infighting threat to secular fabric’ Yamunanagar, July 4 Appreciating the role of organisations like the Rotary Club in social service and in helping the poor and the downtrodden, he said that respect for civilisation and culture was missing in our country because of poverty, unemployment and illiteracy. As the system had failed to respond to the challenges confronting the nation, each one was passing the buck and blaming one another. The Tribune Editor said that the time had come for everyone to work together and tackle the main problems facing the country. He said that Indians had tremendous potential. When they went abroad, they proved to be successful there. Why then do they fail in India, he asked. He said the future of Indian democracy would depend on well informed citizens for which the media would have to play a positive role. In this context, he said the progressive growth in the media was very encouraging. He admitted that though getting information from the establishment was difficult, the media would have to provide the same to the public. Mr Hari Jaisingh appealed to the Rotarians that as free citizens of this country it is our responsibility to work together for the progress of our nation. The need of the hour was to work with sincerity and honesty. He also stressed the need for clean journalism — electronic or the print media. To a question, he made it clear that neither India nor Pakistan could afford war as it was dangerous for both countries. Simultaneously, India should try to strengthen its security apparatus. He called for economic cooperation between both countries. Every Pakistani and Indian wanted prosperity through education and employment which was not possible if the two countries went to war. Dialogue at an appropriate level between both countries should continue because there was no other way out, he said. To a question on the choice of Prof A.P.J. Abdul Kalam as the next President, Mr Hari Jaisingh said that it was a good choice as he was the most eligible candidate for the post. As regards corruption in high places, he said that we had to create an atmosphere free from corruption so that there were adequate employment avenues for people for the betterment of society. Referring to the Gujarat episode, he said that it was a classic example of the failure of our system with absolutely no governance. He stated that the situation could have been handled in an effective manner. He said that newspapers and journalists should always be objective as their main aim was to serve the people. In this context, he said that the credibility of The Tribune among the literate masses was very high. “We are the custodian of the people and we should think positive and act positive in the interest of the people”, The Tribune Editor said. He later installed Mr Ravinder Aggarwal as a next president of the club for 2002-2003, Mr Aggarwal announced that the club would organise tree plantation, free eye camp and a dental care checkup camp in the current year. Short-term courses for Haryana MLAs Chandigarh, July 4 Director of the Institute Surat Singh said here today that these courses included status of PR system and modern agricultural practices in Haryana, gender sensitisation and empowerment, panchayati raj institutions and social development, computer literacy for rural youth, e-banking for rural development, watershed management, sustainable rural development and health, nutrition and sanitation. Other such courses included a course on dairy development, role of legislators in emerging PR system, electronic media and rural development and disaster management. |
BKU team meets
Chautala today Chandigarh, July 4 In a meeting held today at Kandela village of Jind district, the BKU, however, decided to send a two-member delegation to Chandigarh tomorrow for meeting Chief Minister Om Prakash Chautala. Mr Ramphal Kandela, BKU general secretary, said that he and Mr Daryao Singh, a senior BKU leader, would meet the Chief Minister tomorrow and seek another date for a formal meeting between the state government and the BKU to discuss such issues as pending electricity arrears and the electricity tariff structure for the agricultural sector. |

July 4 He said that as many as 4,245 displaced units of Delhi had now bought industrial plots in Haryana and 176 large units and 4,536 small and medium-scale units had been set up in the state during the past two and a half years. He said that Haryana had achieved a growth rate of 5.2 percent even as there was a worldwide recession. Conman nabbed Ambala, July 4 Superintendent of Police Manoj Yadava said that the conman had taken Rs 50,000 from a person in Purani Ghas Mandi, Ambala city. The conman, Bhim Singh, a resident of Dukheri village, had told Mr Kailash Chand Gupta that gold and silver worth lakhs of rupees were buried in his ancestral home in Dar village in Yamunanagar district. Bhim Singh said that the gold and silver were buried long time back and he would be able to take it out. He sought Rs 50,000 for digging out the old gold and silver. Believing him, Mr K.C. Gupta paid Rs 50,000 and he spent about Rs 10,000 more on other expenses. When Bhim Singh failed to hand over any old gold or silver, Mr Gupta became suspicious and he contacted the police. |
4 DSPs shifted Chandigarh, July 4 Mr Randhir Singh posted at the State Vigilance Bureau, has been posted as DSP, Commando. Mr Parveen Mehta, on return from leave, has been posted in the State Vigilance Bureau. Mr Ashok Sheoran, DSP, Commando, has been posted in the Fifth Batallion of Haryana Armed Police (HAP) while Mr Sahib Ram Nehra has been transferred from Fifth Batallion of the HAP to First Batallion of the HAP. |
Parole jumper arrested Ambala, July 4 According to the police, Mohammad was released on parole for four weeks on December 5 last. He did not turned back even after the expiry of the parole period. On the complaint of the jail authorites, a case was registered against him in Baldev Nagar police station on June 23. A team of detective staff led by Head Constable Rattan Lal conducted a raid on Malerkotla and nabbed the accused. Later he was produced before the CJM, Ambala, who remanded him to judicial custody till July 12. |
