State BJP wants berth in Cabinet Karnal, June 28 At present, the state unit of the BJP is represented in the Cabinet by Mr I.D. Swami, Minister of State for Home Affairs. The leaders have pointed out that Mr Swami has handled numerous sensitive assignments under the guidance of both, Mr Vajpayee and the Home Minister, Mr L.K. Advani. But, despite that party workers had been feeling that his elevation to a Cabinet rank was necessary in order to bolster the sagging image of the party amongst the people of Haryana. Besides, a Cabinet rank minister would be in a better position to plead the cases in the economic as well as political fields. At present BJP workers are demoralised as there was no one to take up their cause with the Chief Minister, Mr Om Prakash Chautala. A Cabinet rank minister could wield more influence, they feel. It is also argued that for the economic development of the state, a Cabinet Minister is always in a better position to plead before the Cabinet than a minister of state. The foreign investors could also rely upon him for the mitigation of their grievances at the central level. It has also been felt that some very vital projects for Haryana could not be taken up and pleaded because of the non-representation in the Cabinet. One such project relates to the laying of a railway line between Meerut Cantt to Kaithal via Karnal. The recent agitation and road blockade by the BKU has made the authorities to sit up and think about an alternative rail or road route. The party workers from Haryana had also obliquely suggested that Mr Swami fits the cap. But how far, the Prime Minister who has the sole prerogative of choosing his team listens to their pleas is yet to be seen. |
‘Young
Turks’ launch save-Cong campaign Chandigarh, June 28 These leaders, who prefer to call themselves “Young Turks”, have decided to approach the party high command with a plea to finally settle the dispute between the Haryana Congress President, Mr Bhupinder Singh Hooda, and Mr Bhajan Lal. The Young Turks argue that no less than a surgical solution would restore peace in the Haryana Congress. Whenever the party gains by way of organising any agitation or a rally, the dispute between Mr Hooda and Mr Bhajan Lal overshadows the news of the party programmes. The Turks have reportedly evolved a formula under which at least one of the two stalwarts would be accommodated in the Congress Working Committee(CWC). They prefer the CWC post for Mr Bhajan Lal and also want Mr Hooda to be shifted from the organisational post to replace Mr Bhajan Lal as the Leader of the Haryana Congress Legislature Party(HCLP). The argument put forward by the Turks, who want to remain anonymous for “strategic reasons”, is that while the Haryana Congress has a host of Jat leaders, who aspire to lead the party, among the non-Jats Mr Bhajan Lal is the only leader to have a valid claim to the top post. The Turks say the time has come to have another non-Jat leadership in the state party. The Turks seem to be rooting for the industrialist-turned-politician, Mr O.P. Jindal, for the post of party president. They say with the amount of money power at his command, Mr Jindal would be able to run the party effectively. Moreover, Mr Jindal’s elevation will make a dent in the Haryana Vikas Party(HVP) of Mr Bansi Lal. The Congress leaders for Mr Jindal claim that there are many in the HVP who will join the Congress under the presidentship of the MLA from Hisar. They also claim that at least six MLAs, including at least three Independents, have already expressed their willingness to join the Congress under Mr Jindal’s leadership. Answering the allegation levelled by Mr Jindal’s criticis that he lacks political experience to lead the party, the Turks say the party has suffered enough at the hands of professional politicians. Even Mrs Sonia Gandhi had to face similar criticism from the Opposition when she became the AICC President four years ago. But the party has returned to power in 14 states under her leadership. Similarly, Capt Amarinder Singh was politically a light weight when he was given the command of the Punjab Congress. But the election results in that state had been very encouraging for the party. The Turks also furnish another argument in favour of Mr Jindal. They say while Mr Bhajan Lal’s hold over non-Jats cannot be doubted, Jats are highly inimical to him. But that would not be the situation in the case of Mr Jindal. The young leaders want Mr Hooda to head the HCLP, perhaps because they know that his stock with the party high command has gone up after the recent agitation launched by the party in support of the agitating farmers and the Delhi rally, notwithstanding the fact that his replacement as the party chief had become a near-certainty before the BKU agitation at Kandela. Will the formula propounded by the Young Turks end the party infighting. |

irrigation corpn closed down Chandigarh, June 28 The Board of Directors had decided to close the corporation on April 18 from June 30. Since the next two days are holidays, the management put locks on the gate of the head office of the corporation in Sector 17 here today itself. A large number of the employees, to whom the closure came as a rude shock, sat on dharna outside the corporation office and raised slogans against the Chautala Government. The employees also went to the Mini-Secretariat in front of the office of the Commissioner and Secretary, Labour and Employment, to protest against the permission granted by the state Labour Commissioner, Mr K.K. Khandelwal, to close the corporation. Meanwhile, official sources said after obtaining permission from the Labour Commissioner under the Industrial Disputes Act, 1947, the corporation had decided to give one month wages in lieu of the notice to the workmen covered under the Act. Retrenchment compensation equivalent to 15 days wages for each completed year of service had also been paid. The cheques, they said, had already been sent at the known addresses of the employees. The Haryana Small-Scale Industries and Export Corporation will also be closed on June 30. The President of the Haryana Congress, Mr Bhupinder Singh Hooda, has criticised the government for causing “economic death” of innocent

Shifting
of senior school staff soon Chandigarh, June 28 Official sources said secondary level schools were singled out for the exercise as these schools had the most complex problems regarding combination of subjects which were proving to be handicaps for the students. The sources said that the rationalisation exercise was undertaken keeping in view two primary criteria which were, strength of students in various schools and stipulated workload of the teachers. The findings of the exercise, worked out with the help of database created by Hartron, was almost ready and the Education Department wanted to complete the rationalisation of the staff by next month. It would entail picking up surplus teachers from various schools to have them posted in schools which do not have adequate number of teachers or no teacher at all for a particular subject. The Education Department is also planning clubbing of related subjects to be taught by a single teacher - in stead of two or three teachers imparting education in subjects which does not require specialised knowledge of the subject for teaching at the lower level - as part of the exercise. “Schools are going to re-open on July 1 and July 31 has been kept as the last date for fresh admission in the schools. We wanted to finish with the posting-transfer business before July 1 so that teachers as well as the students are not disturbed when the session is on”, the sources said and added as the July 1 deadline now was too close, they had decided to do the necessary changes by the end of July which would still give adequate time for the teachers and students to settle down in their respective works. While refusing to hazard a guess at this stage about the exact number of teachers, employed in the more than 3500 government secondary schools of Haryana, who would be affected by the reshuffle, the sources said that the number would be “large”. However, from next year onward the number would come down as adjustment among the deficit and surplus schools would have been already in place in most of the schools, they said. |
No move to close down pvt schools Chandigarh, June 28 He, however, added that steps were being taken to ensure that recognised private schools provided facilities to students as per the prescribed norms, imparted quality education, charged appropriate fees and developed the overall personality of students. The minister said that some persons having vested interests were spreading rumours that the government might close down privately managed schools. This, he said, was baseless. He said that rules were being framed under the Haryana School Education Act, 1995, to ensure that the schools discharged their social responsibility and safeguarded public interest. The committee constituted to frame the rules had submitted its report to the government. |
KU students get another chance Kurukshetra, June 28 This was stated by the Controller of Examinations of Kurukshetra University, Dr J.S. Kadian, here today. Such candidates will appear according to the syllabi as has been prescribed for regular students of April, 2002 examinations. Therefore, candidates should submit their admission forms along with usual fee and late fee, if any, and special fee of Rs 500 for first additional chance to the respective Assistant Registrar (Exam-I/II/III), Kurukshetra University, Kurukshetra. |

Express extended to city Ambala, June 28 Divisional Railway Manager, Mr Deepak Krishan, confirmed that Sadbhavna Express had been extended upto Chandigarh from July 1. “We have received the necessary orders for extenstion of the train upto Chandigarh,” he said. A railway official said Sadbhavna Express (number 4231 and 4232) will run seven days a week between Chandigarh and Lucknow. The train (number 4231) will start from Lucknow at 10.30 p.m. and reach Chandigarh at 11.30 a.m. after passing through Moradabad, Saharanpur and Ambala. It will reach Ambala at 10.35 a.m. and depart at 10.45 a.m. The return train (number 4232) will start from Chandigarh at 7.05 p.m. and reach Lucknow at 8.55 a.m. It will reach Ambala at 8.12 p.m. and depart at 8.25 p.m. The train will have about 25 minutes halt at Saharanpur while the halt at Moradabad will be a little more than half an hour. |

MITC employees block traffic Ambala, June 28 The blocked caused major traffic jam and hundreds of vehicles were caught in the traffic jam. The employees blocked the road after returning from Chandigarh where they staged a dharna in protest against the closure of the corporation. The Deputy Commissioner, Mr D.D. Gautam, SP, Mr Manoj Yadav, and other senior officers reached the spot along with a large number of policemen. As many as three companies of police force were requisitioned but the demonstrators had dispersed by the time the police reached the spot. The jam was cleared only after 8.15 pm. |

killed in cave-in Kaithal, June 28 The persons identified as Pappu, Bharat Singh, Bhalu and Karamveer (all in their 20s) were buried alive in the fields of the village falling on the Kaithal-Patiala road. All feared killed belong to Kaithal.
