Old permissions for lights atop vehicles withdrawn

Sensing a possible breach in security the Haryana government has decided to withdraw old permissions for using red and blue lights atop vehicles.

Gurgaon to have call centre

In a major step towards the development of Gurgaon as an IT centre, the Haryana State Industrial Development Corporation (HSIDC) has signed a memorandum of understanding (MoU) with the US-based GTC Telecom group for setting up of a 1000-seat call centre there.

Work on flyover to be completed soon

A flyover to bridge northern and southern portion of Ambala Cantonment is likely to be completed soon. The flyover across GT road, which is to connect the two parts of Ambala Cantonment, had been hanging fire for the past four years due to certain “technical reasons”.

Haryana gets tough...

* Haryana Government has asked for re-validation of red light authorisations by July 15.

* Punjab is likely to follow suit.

* Certain persons have been caught using colour photocopies of red light permission stickers

* A certificate will be issued now and it will have to be carried along with the sticker.

Chandigarh, June 24
Sensing a possible breach in security the Haryana government has decided to withdraw old permissions for using red and blue lights atop vehicles. These authorisations will be issued afresh now and with a certificate. Sources informed that Punjab government may also follow suit soon.

After receiving complaints of unauthorised use of red lights by certain persons on their vehicles, the Haryana Government has asked its authorised users of red lights to re-validate their permissions for use of red and blue lights by July 15. The government has also asked the authorised users to obtain the new red light stickers along with a certificate from the headquarter of the Transport Department. The department has also said after July 15 vehicles with red lights without the re-validation of permission and a certificate, could be challaned. The certificate has been introduced following directions from the Punjab and Haryana High Court.

Close to 75 per cent of the permissions are for cars based in Chandigarh and Panchkula as the Haryana Government has all its important offices in these two places. Thus adding to the burden of the city cops.

Sources in the Punjab government said on condition of anonymity that the state government was also considering to issue similar orders in this regard. Sources in the Chandigarh police said if the two states decided to go ahead with such orders, then the UT police would also have to follow suit.

According to another source the new sticker for use of red light or black films may carry a bar code. A proposal in this regard has been made with several states. The idea of bar coding the stickers, according to the official, was to make the verifications easy. He claimed that faking a bar code is impossible and the coding does not show in a photocopy. In the long run this is the answer to security breaches policemen as can know about fake stickers by using a overhead or handhold detector.

Sources in the local police said certain persons were moving in the city with red light atop their vehicles and to escape the traffic police they used colour photocopies of the stickers. The local traffic police during its special drives challan those moving on city roads with unauthorised red lights on their vehicles.

It becomes tricky for the constable on duty to verify whether the person is authorised user of red light. And in case the stickers were found to be in order the constable will run into an eye of storm and the user can take offence. It may be kept in mind that militants who breached security in Parliament had also used a stolen sticker of an MP on their car.

Farmers threaten to intensify stir

Naraingarh (Ambala), June 24
A mahapanchayat, which was organised at Naraingarh today, threatened to intensify the stir to seek timely payment for sugarcane farmers from the Banoundi Sugar Mill.

The Bharatiya Kisan Union leaders and others held a symbolic half-an-hour blockade of the road which leads towards Panchkula from Naraingarh. Meanwhile, the dharna being held by farmers outside the Sub Divisional Magistrate office entered the 13th day today.

The mahapanchayat decided that the Banoundi Sugar Mill management must make the complete payment to farmers by July 21 otherwise “the agitation by farmers may become a major issue for farmers all over the state.” The mahapanchayat was attended by members of different organisations, including the BKU, Kisan Sangharsh Manch and Shivalik Vikas Manch. The president of faction of the Bharatiya Kisan Union, Mr Hari Singh Khokhar, said the farmers had joined hands to fight for their rights. “Under the Chief Minister, Mr Om Prakash Chautala, who claims to be a messiah of farmers, the sugarcane farmers are not getting their dues,” he said.

“Our main demand is that the farmers must get timely payment. Incidentally, Mr Chautala had himself announced that the sugarcane farmers would be paid within 14 days of delivery to the mill and after that, interest would also have to be paid to them. We demand that the interest must also be paid to the farmers,” he stated.

Mr Khokhar said the government would be to blame if the ‘sangharsh’ started in Naraingarh spread to the other areas.

Former MLA, Sadhu Ram Saini, said the dharna would continue till the time the demands of the sugarcane farmers were met. “Mr Chautala had announced during elections that payment should be made to farmers. Payment by the Banoundi Sugar Mill should have started from March onwards,” he said.

“The sugarcane farmers have waited patiently for three months but payment has not been made regularly. When we gave dharna notice for June 12, the mill management began payment on June 10,” he said. He stated that the complete payment to farmers should be made by July 21.

Gurgaon to have call centre

In a major step towards the development of Gurgaon as an IT centre, the Haryana State Industrial Development Corporation (HSIDC) has signed a memorandum of understanding (MoU) with the US-based GTC Telecom group for setting up of a 1000-seat call centre there.

Mr Teg Sandhu of the GTC group told The Tribune on the telephone today that this would be the biggest centre in North India. The call centre will employ about 3,500 persons when fully functional.

He said it would provide customer services for all types of industries, including telecommunications, airlines and banking. The centre will also provide technical support to computer manufacturers and Internet service providers.

It would target companies from the USA, the UK, Canada and other English-speaking countries. The GTC Telecom group will use about 20 per cent of the capacity for its own customer services and other support needs.

The MoU was signed in the presence of Haryana Chief Minister Om Prakash Chautala during his ongoing visit to the USA. Those present during the signing ceremony included 20 Haryana MLAs, the Principal Secretary to the Chief Minister, Mr M.K. Miglani, the MD of HSIDC, Mr Harbaksh Singh, and the GM of HSIDC, Mr Randhir Singh. Noted NRI Didar Singh Bains and Mr Sandhu received the MoU from Mr Chautala.

Mr Sandhu said the GTC Telecom Corporation was a full-service provider of telecommunication services in the USA. Its services include long-distance telephony, Internet access and web hosting. Its Indian partner is Rajhans Oil Extraction Private Limited.

Work on flyover to be completed soon

A flyover to bridge northern and southern portion of Ambala Cantonment is likely to be completed soon.

The flyover across GT road, which is to connect the two parts of Ambala Cantonment, had been hanging fire for the past four years due to certain “technical reasons”. Although, the authorities concerned had tried to resolve the issue of completion of the flyover, the efforts had come to a nought.

However, the work on the flyover may finally re-start now following the intervention of Commander Works, Ambala Cantt, Col Punit Sethi. Colonel Sethi is believed to have pursued the matter with senior officials of the departments concerned which led to a high-level team visiting the flyover site yesterday.

Senior officials of the National Highway Authority of India, Railways, Public Works Department and the Army took part in the meeting. Mr Ashok Joshi, Secretary, Ministry of Road, Transport and Highways is believed to have enabled the resolving of the deadlock between different departments, which was holding up the completion of the flyover.

Absence of this vital road link between northern and southern parts of Ambala Cantonment had caused accidents. While one ramp of the flyover is near the Army recruitment office, the other is towards Kali Platoon.

As the flyover was incomplete, the vehicles coming from Allenby Lines faced problems since they had to move against the flow of traffic. The vehicles would be forced to go the opposite direction towards the flyover near Ambala Cantt railway station and then travel below the flyover move to onward destination.

The difficult traffic situation had arisen as the divider on GT road near Kali Platoon was closed after the flyover at Ambala Cantt railway station was inaugurated. This led to either the vehicles travelling opposite to the normal traffic or they have to take a long detour.

The then Inspector General of Police, Ambala Range, Mr Hari Singh Ahlawat, had also raised this issue at suitable level. Mr Ahlawat ensured that speed breakers were made at the railway reservation counter, which is near the point where the traffic from opposite sides merge, so that the chances of accidents are reduced.

With the flyover likely to be completed soon, the role played by the Army engineers (MES) of Ambala Cantt is being appreciated for their efforts to re-start work on the bridge which had been stalled for the past few years.

Ex-Army man murdered

A retired Army man was stabbed to death by unidentified persons at Hansi, near here, yesterday.

According to the police, Ram Chander (45), a resident of Dhani Pal village, was residing near Gonsai Gate at Hansi after his retirement while his other family members were residing in the village. His body was found in his house yesterday when a member of his family came to see him. He reported the matter to the city police station, Hansi. The police registered a case under Sections 302 and 452 of the IPC. No arrest had been made so far.

Meanwhile, the Hansi police registered a case against four persons for kidnapping. Ms Hemlata, wife of the person kidnapped, had complained to the police in this connection.

In her complaint, she had alleged that her husband Ravinder Kumar, an employee with the Agriculture Department of the Jammu and Kashmir Government, went to Tosham Road here to meet his friend Om Parkash on April 11. They had a dispute with Baljeet, Pal Singh, Om Parkash and Gulab Singh, all residents of Rohnat village. She had alleged that these persons had kidnapped her husband and his friend Om Parkash.

Theft at farm, servants make up dacoity story

Ambala, June 24
It was a robbery which was shown as dacoity by two servants on a farm Saturday night. The police, however, saw through their made-up dacoity story. Robbers struck at a farm located on the Saha-Shahzadpur road and decamped with a few articles from a new bus chassis, including new tyres, gear box and battery even as two servants, who were sleeping, learnt about the incident in the morning.

The Superintendent of Police, Mr Manoj Yadava, said a case of robbery has been registered. “The servants had made up a story of dacoity. However, a visit to the spot revealed that it was not a dacoity case as was being stated by the servants. It was a robbery case and the servants had made up the story,” he observed.

The servants initially told the police that about five-six persons came in a car and entered the farm. They overpowered the two, Rama and Lal Chand, who were present there. They were then put in a room. In the meantime, about three-four more persons arrived in a truck.
