Miscreants brought down a high tension power line tower between Khanda village and Sulchani in this district late last night, the police said today. The miscreants used a gas cutter for destroying the tower and cut all its four corners, the police said, adding the action was probably to disrupt the town’s power supply.

BKU-govt talks inconclusive

The much-awaited talks between the Bharatiya Kisan Union (BKU) and the Haryana Government held at the Canal Rest House at Jind today remained inconclusive with no common ground evolved on the BKU’s demand of writing off the pending electricity arrears.

The state government team reportedly did not concede to the BKU’s demand of Rs 10 lakh as compensation for the families of agitators killed in police firing. The state government, however, agreed to give jobs to one person from the families of each of the BKU supporters who died in police action.

On the state government’s request to the BKU for the withdrawal of blockades on the roads, the BKU team reportedly said it would decide its next course of action in a meeting of the executive which would be held shortly. Both sides, however, agreed to keep the door open for further dialogues.

A five-member government delegation led by Mr Sampat Singh, Finance Minister of Haryana, today, held parleys with a six-member BKU team led by its state president, Mr Ghasiram Nain. The two sides sat for the meeting at about 4.30 p.m which continued for close to six hours.

Apart from Mr Sampat Singh, who is also Chairman of the committee constituted by the state government recently for addressing the grievances of the farmers, the other members of the official team were Mr Dhirpal Singh, Town and Country Planning Minister, Mr Subhash Goyal, Urban Development Minister, Mr Rampal Majra, Chief Parliamentary Secretary, and Puran Singh Dabra, MLA.

The members of the BKU team, led by Mr Nain, were Mr Dharamvir Hooda, Mr Ramphal Kandela, Mr Bajinder Singh, Mr Mohinder Singh Ghimana and Mr Jiya Lal.

The state government had been meticulously preparing the ground for the talks all these days. It met the BKU’s demand for the withdrawal of cases against the BKU members and supporters which the BKU had said was a pre-condition for any dialogue with the government.

While the BKU leaders, such as Mr Ramphal Kandela, Mr Mohinder Singh Ghimana and 12 others were discharged by the Jind police earlier, today again the Jind police released 15 BKU supporters who were in the Jind jail. “They have been released on bail. However, the process of the withdrawal of cases filed against them have also been initiated”, said Mr Surinder Singh Punia, their lawyer. Mr J V George, IGP, Hisar range, said three BKU activists were released from the Hisar prison today on bail.

Mr Bhupinder Singh Hooda, chief of the Haryana Congress has, called a general body meeting at Rohtak on Sunday to finalise the rally being organised by the HPCC in Delhi on June 21 in connection with the farmers’ stir in Haryana.

BKU extends support to farmers’ dharna

With the Bharatiya Kisan Union today extending support to a dharna being held by farmers, the issue of payments to farmers by the Naraingarh suger mill authorities could well take on a confrontationist overtone.

Leaders belonging to a faction of the BKU visited the farmers sitting on a dharna outside the Subdivisional Magistrate’s office at Naraingarh about 35 km from here.

The BKU faction led Mr Hari Singh Khokhar assured the farmers sitting on dharna that the BKU will support their cause till such time the issue is not resolved. He was accompanied by Mr Sewa Singh Arya, Mr Kabool Singh and Mr Babu Ram. Mr Babu Ram is the president of the Yamunanagar unit of the BKU and he stayed on with the farmers while the others left after meeting those who were sitting on the dharna.

Mr Babu Ram said that the dharna will continue indefinitely. “The farmers are not being paid timely by the Naraingarh sugar mill authorities and farmers are distressed over the delay in payment,” he said.

He said that the agreement reached between the farmers and mill authorities in the presence of district administration officials on December last must be honoured and implemented. “Our next course of action will be decided during a maha panchayat to be held here on June 24,” he said.

Former MLA Sadhu Ram said that farmers must be given their payment within 15 days of the sugarcane being handed over. “If there is any delay, then interest on the payment must also be paid to the farmers. The farmers are only seeking what is rightfully theirs.” he opined.

Mr Sadhu Ram said that the farmers face problems in payments every year from the sugar mill. “These problems are cropping up year after year. These need to be sorted out at the earliest so that the farmers do not face monetary crisis in the future.” he said.

However, the mill authorities stressed that the payment issue was being blown out of proportion.

An official at the Naraingarh sugar mill said that payments to the farmers had started from June 10. “On June 10, Rs 9 lakh was paid. On June 11, Rs 12.5 lakh was paid. On June 12, Rs 12.5 lakh was paid and on June 13, Rs 12 lakh was paid,” he said.

He observed that out of about 12,000 farmers who benefit from the sugar mill only a handful are trying to politicise the payment issue. “The dues of the farmers are cleared every year,” he said. “Incidentally, sugar mills all over the country are facing problems. While the cost of sugarcane has jumped from Rs 20 per quintal to Rs 110 per quintal in last two decades, the rise in sugar has not been comparable. This has led to mills facing financial crunch.” he added.

Deputy Commissioner D.D. Gautam said that he was aware about a few BKU leaders having visited the farmers sitting on a dharna over the payment issue. “Payments are being made to farmers and the process started on June 10. The final payments to farmers of last year have already been done,” he said.

Mr Gautam said that the payment issue was resolved after a meeting was called last year. “I am planning to call a meeting soon so that the present issue can be amicably resolved,” he said.

Ran Singh Mann rejoins Congress

The Haryana Congress has made a major gain in Bhiwani district with the “home coming” of a former minister, Mr Ran Singh Mann.

Mr Mann, who has considerable influence in the Badhra Assembly constituency of Bhiwani district, had organised a big rally a few months ago, which was addressed by, among others, Mr Natwar Singh, a former Union Minister and a member of the Congress Working Committee.

According to informed sources, after the rally Mr Natwar Singh wrote a letter to the Haryana Congress President, Mr Bhupinder Singh Hooda, recommending that Mr Mann should be admitted to the party because of his “excellent organisational capabilities”.

Mr Natwar Singh also emphasised that Mr Mann was “a person with grass roots contacts.”

“Since the Congress does not have any potential leader of this stature in that area and the party also needs a strong and dynamic person like Mr Mann, I strongly recommend the admission of Mr Mann in the Congress,” he said, adding that Mr Mann would prove an asset to the party.

Chautala leaves on foreign tour

After overcoming several hiccups and hurdles posed by the Bharatiya Kisan Union agitation in the state, a delegation of Haryana ministers and bureaucrats led by Chief Minister Om Prakash Chautala is leaving past midnight on a multi-nation tour to woo foreign investors.

Sources at Mr Chautala’s Lodhi Road residence told TNS late this evening that the Chief Minister was on his way to Delhi. The sources said the Chief Minister’s son and MP from Bhiwani, Mr Ajay Chautala, had left with the MLAs yesterday night.

15 new courses in HAU

Haryana Agricultural University will start 15 new postgraduate diploma courses from the current academic session, the Vice-Chancellor, Mr Vinay Kumar, said here today. All these courses will be of one-year duration and a bachelor’s degree would be the minimum required qualification, he said.

The new courses include postgraduate diploma in Food Packaging Technology, Water Resources Management, Plant Health Care, Seed Production and Technology, Animal Feed Technology and Quality Control, Biotechnology, Industrial Microbiology, Apparel Designing and Management, Human Nutrition and Dietetics, School Counselling, Pet Animal Care, Food Analysis and Quality Control, Post-Harvest Technology of Fruits and Vegetables, Agricultural Marketing and. Management and English-Hindi Translation.

He said the courses had been introduced in view of the needs of the agriculture sector as well as providing employment to graduates. He said, apart from farm graduates, personnel from industries, corporate sector and government organisations requiring recent technical know-how in the biological and allied sciences could also seek admission.

The Vice-Chancellor said apart from postgraduate diploma in Agricultural Marketing and Management and in English-Hindi Translation, all other courses would be residential.

He said 20 candidates would be admitted to each residential course while there would be no seat limit in distance education programmes.

He said notification regarding admission to these programmes would be issued very shortly.

The miscreants used a gas cutter for destroying the tower and cut all its four corners, the police said, adding the action was probably to disrupt the town’s power supply.

The power corporation deputed about 200 employees today to raise the tower again. Deputy Commissioner Dipti Uma Shanker and Superintendent of Police O.P. Kadian visited the spot.

The BKU farmers, who are up in arms against the state government, had threatened to snap power supplies in the urban areas in case their demands, including waiver of power bills and withdrawals of cases against their arrested leaders, were not met.

Meanwhile, the BKU has denied any hand in the incident. “Some miscreants are trying to defame the BKU, the union’s leader Baljeet Khandela said. Mr Kadian told PTI over the phone that the search for the miscreants was on and added the law and order situation was under control. PTI

Haryana Board plus two results today

Girls have outshone boys in Senior Secondary Examination, 2002, (Haryana) results of which are being declared on tomorrow.

Quoting Mr R P Gupta, Chairman, Board of School Education, a press note said here today that while 50.10 per cent of the girl students cleared the examinations, the corresponding figure for boys was 36.41 per cent.

Percentage of successful candidates among the regular category turned out to be 42.31 while that for the private candidates was 37.39. Private schools showed better results as 50.35 per cent of candidates from private schools were successful. The corresponding figure for government schools was 37.36 per cent, the note added.

According to the note, among the students belonging to urban areas, 51.80 per cent were successful. The corresponding figure for rural areas was 37.45 per cent.

It said the results would be published in four Hindi newspapers and could also be downloaded from the website, http://haryana.nic.in . The results could also be seen at the offices of District Education Officers and board coordination centres at Sirsa, Gurgaon, Panipat and Kurukshetra and board head office at Bhiwani.

Result of Senior Secondary Vocational Annual Examination-2002 was also being declared on June 15. The pass percentage of this exam was 34 the note added.

Concern over drop in export of scientific equipment

There has been a significant drop in the export of scientific and electronics instruments from Ambala during the past two years.

The Haryana Exporters Association has expressed concern over the fact that there is no possibility of improvement in this regard in future too. The chairman of the association, Dr N.C. Jain, said embassies of India in different countries, engineering export promotion council, trade development authorities and other export promotion organisations must help in providing information about tenders being invited for educational equipment.

He said the trade development authorities and Engineering Export Promotion Council of India should draw out a plan to boost the export of educational instruments. The nationalised banks should be instructed to cooperate with the exporters while providing pre-post shipment credit in a liberalised manner.

Steps to prevent flooding

The ongoing works to ensure that Ambala is not flooded during the monsoons will be completed by June 30.

Deputy Commissioner D. D. Gautam said Rs 92.66 lakh was being spent on the works so that Ambala was not inundated this time.

Monitoring centres had been set up at the district, subdivision, tehsil and block levels so that if there was flooding, immediate action could be taken.

He said four ‘A’ class monitoring centres were being set up at Ambala, Barara, Naraingarh and Shahzadpur.

The Irrigation Department would set up a communication post at Kala Amb and Mullana for the Markanda river.

These posts would immediately pass on information about excess water flow.

3,200 pouches of liquor seized

Ambala, June 15
The Excise and Taxation Department , seized 3,200 pouches of country liquor from a jeep near Ambala City today. The police arrested two persons in this regard.

According to information, one of the officials got information that a jeep coming from Chandigarh towards Ambala was carrying a large quantity of liquor.

As soon as the jeep reached near the Kingfisher tourist complex, it was signalled to stop. Instead of halting it, the jeep driver tried to flee. The driver of the liquor-loaded jeep sustained serious injuries when his jeep collided with that of the Excise Department parked there. Later he was shifted to the PGI, Chandigarh. The police arrested two persons sitting in the jeep.

During search of the vehicle 3200 pouches of liquor and seven boxes of English liquor were recovered.

A case has been registered against Chander Prakash, Bhupinder and Satish.

Labourers’ bodies pulled out of well

Fatehabad, June 14
Two labourers were buried alive in the well they were digging last evening. Their bodies could be dug out in the morning today with the help of a crane.

According to reports, Jaikoob and Kaka, both labourers, were working in the fields of Mundlia village near Jakhal in the district. The well was 32 feet deep and they were digging it further to make it deeper. They were also brick lining the well from the top downwards. When the work was in its last phase last evening, the well suddenly collapsed and a heap of bricks fell on the two. The villagers tried to save the lives of the two labourers in vain. They informed the authorities at Tohana and a crane was pressed into service. The bodies of the labourers were dug out from the well with great difficulty.
