Rewari DC to conduct probe
Evasion of royalty in slate mining

The Director of the Mines and Geology Department, Haryana, Mr Ram Niwas, has asked the Deputy Commissioner of Rewari, Mr Vineet Garg, to immediately conduct an inquiry into a complaint regarding the evasion of royalty and other government dues in slate mining being done in that district.

Mr Ram Niwas has asked Mr Garg to complete the inquiry within 10 days and submit his report to the department. He has also asked the Mining Officer, Rewari, to keep a strict vigil on the activities of the mining lease holders in the district.

Residents of Kund and Manethi villages in Rewari had complained to Mr Ram Niwas that certain persons, who have been given lease by the State Government to take out slate stone in the area, had not only evaded government royalty on a large scale for the past several years but had also not paid proper compensation to the villagers from whose land the slate stone was being quaried.

They also alleged that the lease-holders had been exploiting the labourers.

It was pointed out that recently a quary which was being run by the public sector company, Haryana Minerals Limited(HML), earlier, fetched a minimum royaly of over Rs 1.75 crore per annum in the public auction, though the HML used to give only about Rs 5 lakh per annum for it. Similarly, the other lease-holders pay a very small amount of royalty to the government, the complainants alleged.

The villagers said only a thorough inquiry would reveal the extent of evasion of royalty in the area. The Indian Bureau of Mines (IBM) have requisite equipment and machinery to measure how much minerals have been extracted from a given area, which can help the department in the detection of evasion. The equipment is so sophisticated that the IBM can map an area within days. The villagers had also written to the department that if a proper inquiry was not held, they would be compelled to move a court of law.

It may be recalled that the CBI is already looking into the alleged illegal mining in Faridabad district under the orders of the Punjab and Haryana High Court, which were issued on a public interest litigation.

Reply filed in Ruchika case

A reply was filed on behalf of Mrs Madhu Prakash in a city court today to an application submitted by a former Director-General of Police, Haryana, Mr S.P.S. Rathore, in the Ruchika molestation case. The reply was filed through counsel Gian Garewal in the court of the Civil Judge, Senior Division, Ambala, Mr Deepak Gupta. The reply was filed to an application under Section 340 of the Cr PC filed by Mr Rathore.

Mrs Madhu Prakash in her reply stated “application is totally baseless and the allegations levelled in the application are fake, unreal and manufactured and this application is an attempt to falsely implicate Mrs Madhu Prakash and others.”

“It is vehemently denied that the complainant Madhu Praksh has ever tried to forge any document in the custody of the court as alleged in the present application. This accusation is colored with a malafide intention to rope the complainant in a false case,” the reply states. “The present application has been filed with the sole purpose to delay the trial by moving baseless applications, hence, the present application is liable to be dismissed,” the reply adds.

Meanwhile, the Chief Judicial Magistrate, Ms Sarita Gupta, today fixed hearing for June 12 in a related case. Mr Rathore had moved an application in the court of the CJM against six persons alleging the theft of a file which he claimed to be relevant in the Ruchika molestation case.

“The said file titled as Kuldip Singh vs Munish Arora and others has deliberately been stolen and has been destroyed by the accused persons in collusion and in conspiracy with the officials, who are the custodian of the judicial record after the registration of an FIR no. 516 dated 29.12.99 under Sections 354/509, IPC at police station, Panchkula, against the complainant, so as to deny him right of effective defence in the false case,” the application filed by Mr Rathore alleged.

INLD govt ‘has lost’ credibility

Mr Pratap Singh, younger brother of the Haryana Chief Minister, Mr Om Prakash Chautala, today alleged that the INLD Government in the State had lost its credibility.

Talking to newsmen here today, Mr Pratap Singh said the Chautala Government had come to power on the basis of lies and it was being run on the basis of fraud and falsehood. There was no sanctity of its written or unwritten agreements in the eyes of the Chautala Government. Therefore, the BKU leadership was justified in not trusting it.

He said how the BKU leadership could talk to a committee of Ministers, whose members, he alleged, were being manhandled and subjected to third degree in the “torture chamber” of the Teja Khera farm house, which belonged to the family of the Chief Minister. He said before the situation turned explosive, Mr Chautala should take immediate steps to redress the grievances of the agitating farmers in the spirit of the philosophy of the late Mr Devi Lal.

Criticising the Opposition for its infighting, Mr Pratap Singh alleged that because of an understanding between certain Opposition leaders and Mr Chautala, the INLD Government was being run in a dictatorial manner with the help of certain police officers. He said even a senior Minister like Prof Sampat Singh felt helpless before these police officers.

Mr Pratap Singh produced photocopies of certain documents to show the MP son of the Chief Minister, Mr Ajay Singh Chautala, was wrong in asserting that no relative of his had any interest in about 100 acres of land belonging to Dera Bhuman Shah in Sirsa district.

Surender to contest against Chautala’s son

Mr Surender Singh, General Secretary of the Haryana Vikas Party and son of former Chief Minister, Mr Bansi Lal, has said that he will contest the next Lok Sabha elections against Mr Ajay Singh Chautala, MP and son of Chief Minister, Mr Om Prakash Chautala, from any constituency of the latter’s choice.

Addressing mediapersons at Adampur, near here, yesterday, he alleged that the Chief Minister, Mr Chautala, and senior Congress leader, Mr Bhajan Lal, were acting in tandem. Both the leaders had reached an agreement under which Mr Kuldeep Bishnoi, son of Mr Bhajan Lal, would contest the Lok Sabha elections from the Bhiwani constituency instead of Mr Ajay Chautala. He also alleged that Mr Chautala did not do anything for the development of Bhiwani.

He said the BKU stir had exposed Mr Chautala before the farming community. He said the farmers had been demanding waiving off their pending power bills and Mr Chautala had promised the same when he was in Opposition. He alleged that Mr Chautala had misled the farming community during the past Assembly elections to gain their support. There was strong resentment among the people against the Chautala government, he added.

Grievances committees constituted

Mr Om Prakash Chautala, Chief Minister of Haryana, will be the President of the District Public Relations and Grievances Committees of Jind, Bhiwani, Gurgaon and Faridabad districts. He will preside over the monthly meetings of the committees of Jind and Bhiwani on every second Saturday and at Gurgaon and Faridabad on every third Saturday of the month.

This was stated in a press release issued here today to inform the public about the constitution of the committees for all the districts of the state.

The Finance Minister, Mr Sampat Singh, will preside over the monthly meetings of the Panchkula committee on every second Saturday and the committee for Ambala on every second Sunday. Mr Dhirpal Singh, Town and Country Planning Minister, will preside over the monthly meetings at Hisar on every second Saturday and Fatehabad on every second Sunday.

The Transport Minister, Mr Ashok Kumar Arora will preside over such monthly meetings at Yamunanagar on every second Saturday and Karnal on every second Sunday. Mr Kartar Singh Bhadana, Cooperation Minister, will preside over the monthly meetings at Jhajjar on every second Saturday. Mr Jaswinder Singh Sandhu, Agriculture Minister, will preside over the monthly meetings at Sonepat on every second Saturday and Panipat on every second Sunday.

Mr M.L. Ranga, Health Minister, will be President of the committee for Kaithal, Mr Mohammad Ilyas (Minister of State for Animal Husbandry) for Mahendragarh, Mr Risal Singh (Minister of State for Social Welfare) for Rewari, Mr Subhash Goyal (Minister of State for Urban Development) for Kurukshetra, Mr Bahadur Singh (Education Minister) for Rewari and Mr Rampal Majra, CPS, for Rohtak.

Farmers told to save cotton crop from pests

Scientists of Haryana Agricultural University have advised cotton growers to take timely steps to save their crop from pests.

A press note issued by the Department of Entomology said here today that a sporadic attack of some pests had been noticed in some cotton growing areas in Haryana. The pest, however, did not cause any economic damage except curling of leaves. However, farmers should be more vigilant about jassid, American bollworm, whitefly and spotted bollworm, it added.

The press note said farmers should ensure plant to plant spacing of 30 cm in desi varieties and 60 cm in hybrids. All weeds should be removed and weak, insect or disease infested plants be destroyed. Thick plant population, it said, harboured more pests particularly the American Bollworm and whitefly. Besides, farmers should also control the population of the American bollworm surviving on maize fodder and okra crops.

It added that farmers should ensure balanced use of fertilisers on soil test basis, as excessive use of nitrogenous fertilisers invited more pests. The farmers should apply nitrogen in split doses. It also advised installation of pheromone traps to monitor bollworms in cotton field.

The scientists said jassid infestation might occur on American cotton from the second week of July onwards. Based on monitoring, if the infestation exceeded two jassid nymphs per leaf or 20 per cent leaf curling, the crop should be sprayed with 400 ml metasystox or rogor in 120 litres of water per acre.

However, a separate spray schedule was needed for desi cotton as it was not attacked by sucking pests. But there was a possibility of infestation of spotted bollworm on desi cotton during end June and early July.

Farmers block traffic

Fatehabad, June 10
Irked by irregular power supply, farmers of as many as 12 villages held a demonstration and blocked traffic on the Rattia-Budhlada road at Rattia town in the district today. The road blockade started at about 9 a.m. and continued for three hours. The demonstrating farmers dispersed and lifted the blockade only when the SDM, Mr S. K. Setia, and the DSP, Mr Shiv Charan assured them that the regular power supply to their villages would be provided within four days.

According to reports, hundreds of farmers from Lali, Lalwas, Kalotha, Rattangarh, Bahmanwala villages and its surrounding areas held a demonstration in front of the HVPN building situated on the Budhlada road. They also disrupted traffic for three hours.

The farmers alleged that the power supply to their villages had been erratic during the past 10 days. They said that they had not been receiving power for more than three hours a day and that too on irregular intervals.

The administration had a tough time controlling the farmers. However, the blockade was lifted after the SDM and the DSP assured the farmers that all feeders in the subdivision would be provided power for eight hours a day.

Woman burnt to death for dowry

Bhiwani, June 10
A man allegedly burnt his wife to death at Tigrana village yesterday for not bringing dowry. According to reports, Tejpal poured kerosene on his wife, Anita, and set her on fire. Neighbours who saw Anita on fire reported the matter to the police. But she had died by the time the police arrived on the scene. The police took the body into custody and brought it to the local Civil Hospital for post-mortem.

Maman, brother of Anita, alleged that Tejpal used to torture his sister for dowry. He said his father Bhim Singh, a resident of Indergarh, had married off his three daughters, Guddi, Anita and Ravita, to the sons of Mahabir of Tigrana. The husbands of Anita and Ravita started torturing them for dowry just after six months of marriage and the latter came back to their father’s home. Maman said his sisters were sent back to Tigrana after the panchayat intervened. Since the demand for dowry continued and they were being harassed regularly, the matter was reported to Mahila Mandal and thereafter to the court. Anita had been sent back to Tigrana on the direction of the court.

A neighbour of Tejpal said they saw flames from the house of Tejpal yesterday and found that Anita had been burnt. There was no one around her that time, he said. Anita is also survived by two children. A case has been registered.

People throng Braham Sarovar

On the occasion of the Somvati Amavas today, thousands of pilgrims had a holy dip in the sacred tanks of the Braham Sarovar and the Sannihit here today.

The pilgrims, some of whom reached here last evening and stayed in the local dharamshalas, started converging on the banks of the sacred sarovers as early as 4.30 a.m. Majority of them had come from Haryana as well as the neighbouring states of Punjab, Himachal Pradesh, Uttar Pradesh, Rajasthan besides Chandigarh and Delhi.

Although, the state government has plied more Haryana Roadways buses on the route, yet a large number of pilgrims reached the holy tanks here by trains and private vehicles.

Activists of the LoK Sangharsh Manch here today held a demonstration in support of the ongoing agitation by the Bharatiya Kisan Union (BKU).

In a memorandum addressed to Haryana Governor, the manch said that the farmers are victims of politicians. The quality of life of farmers has deteriorated and they are committing suicide. The manch has demanded that the state government must talk to the BKU representatives to sort out their problems and adequate compensation should be paid to the kin of farmers who were killed in police firing.

Dharna enters eighth day

The dharna by Congress activists here in support of the ongoing agitation by farmers entered its eighth day today. Congress leaders and workers from Yamunanagar and Kurukshetra districts participated in the dharna. Talking to news persons, Mr Bhupinder Singh Hooda, President of the HPCC, said the dharna has succeeded because the government had agreed to withdraw the cases against BKU leaders. He said the government was ready to hold talks with BKU leaders for solving the problems of the farmers.

‘Chalo Haryana’ serial shooting on

Shooting for the serial ‘Chalo Haryana’ is taking place in Ambala City.

Mr Arun Garg, who is associated with the serial, said the serial will highlight the historic, religious and cultural background of Haryana. The shooting will take place for three days here in which different facets of the state will be captured on camera.

Mr Garg said the serial will have 26 episodes and will give information about all districts of the state. The serial will be on air by July end.

Blackout today

In view of the tension prevailing on the Indo-Pak border and to make people aware of the methods to avoid aerial attacks, the district administration has announced a blackout in the town from 8.30 pm to 8.45 pm tomorrow. The DC Mr O.P. Indora, announced this in a press statement here today. He said no one would be allowed to light their houses during the blackout period and even vehicles owners would be required to stop their vehicles on the roadside and put off their headlights.
