2 lakh bighas rendered barren Bhiwani, June 3 Due to the apathetic attitude of the state government towards it, nearly 45 lakh tonne crop production has been affected owing to this barren land. The agricultural land to be irrigated by the Jui canal, Siwani canal and Nigana feeder in Tosham area was rendered barren with the closure of this project and farmers of this area are living in a pitiable economic condition these days. At least 150 sprinkler sets were set up, considering the irrigation requirements of the area and each sprinkler set would irrigate 300 acres of land. A separate subdivision was established in the Irrigation Department for the smooth running of this project and 500 employees were working in this subdivision. Under the project, a number of employees were deputed for the maintenance and operation of pump sets. Rooms were also constructed for the pump sets and thus each pump set incurred an expenditure between Rs 15 to 20 lakh. But, this project was lauded due to its prime feature of irrigating the uneven land. This project reportedly failed just because of a condition put up by the World Bank in 1999. According to this condition, an irrigation water consumer forum was proposed to maintain the accounts pertaining to irrigation and maintenance of project property. The World Bank had to withdraw its help when this forum was not formed in stipulated time. Reportedly no official inspired the farmers for the formation of forum and ultimately, it was closed. The subdivision created for the smooth running of this project was later merged with the Irrigation Department and pump sets and buildings lack maintenance. The agricultural land which had been made productive is lying in a barren condition. |
