HIGH COURT
Haryana for removal of Sirsa DC
Dabwali fire tragedy
Tribune News Service

Chandigarh, May 30
The state of Haryana has recommended to the Government of India that penalty of removal from service should be imposed on Sirsa's Deputy Commissioner at the time of the Dabwali fire tragedy, Mr M.P. Bidlan.

In a letter written to Haryana's Advocate-General, the state's Chief Secretary has written: "After considering the inquiry report submitted by the inquiry officer into the charges against Mr Bidlan, the state government has recommended to the Government of India that a penalty of removal from service may be imposed".

After going through the letter, a Division Bench of the Punjab and Haryana High Court, comprising Mr Justice G.S. Singhvi and Ms Justice Bakhshish Kaur, directed Central government's standing counsel to contact Government of India's Ministry of Personnel for finding out the status of Mr Bidlan's case. The Judges also asked counsel to inform the Court on the next date of hearing if any decision had been taken on the state government's recommendation.

In their detailed order, the Judges directed Haryana's Deputy Advocate General to contact the head of the plastic surgery department in Post Graduate Institute of Medical Education and Research at Chandigarh to find out a date suitable for the examination of the fire tragedy victims. She was further asked to enquire from the HOD the approximate number of victims to be examined on that day so as to avoid inconvenience to the other victims.

The Judges also asked the victims, who had not forwarded their bills pertaining to ancillary expenses, to submit these to the Director, Health Services within two months. "It is hoped that the government would sanction these bills," the Judges observed.

Earlier during the proceedings, the DAG informed the Court that a board, under the head of the plastic surgery department had been constituted, by the PGIMER Director for examining the victims. She added that due to some communication gap the victims were unable to appear before the board on the date fixed. The case will now come up for further hearing on August 19.

It may be recalled that the Dabwali Fire Tragedy Victim's Association, in their petition, had earlier sought directions for ordering compensation to the families of the deceased, besides free treatment for the injured, including plastic surgery. Several photographs of the victims were also enclosed along with the petition.
