Chautala exploited farmers: Hooda

The Congress padyatris led by HPCC chief Bhupinder Singh Hooda traversed through several villages of Hisar district today. They are scheduled to halt at Hansi about 25 km from Hisar for the night before resuming their march to Delhi.

A tired looking Mr Hooda addressed a public meeting here late last night after entering the Hisar area. In his brief speech he announced that if the Congress came to power it would pay Rs 10 lakh as compensation to each of the farmers killed in police firing in Kandela and other villages. He said statues of the deceased would be erected at their villages and they would be accorded the status of martyrs. Besides, one member of each affected family would be given a government job.

He criticised the Chautala government for exploiting farmers for coming to power and then discarding them. He clarified that the Congress had never promised to give free power and water to farmers. It was supporting the farmers cause as the government had let loose a reign of terror against them. He dismissed allegations that his party was instigating the farming community for political ends.

Later talking to mediapersons he said the INLD legislators as well as the second rung leadership were anguished by the erosion in the party base at the grassroots level because of the chief minister’s hard line adopted against the agitating farmers. He obliquely hinted that he had been approached by several INLD legislators to express their disenchantment with their leader.

The padyatris were welcomed here by Dr Ajay Chaudhary a son of former minister the late Mr Verender Singh who represented the Narnaund assembly segment for several terms. Mr Dilbagh Sihag, a member of the Hisar Zila Parishad was also among those who welcomed the padyatris.

Early this morning the padyatris left for Hansi from where they would resume their onward march to Delhi on the national Highway No. 10. The journey from Hansi onwards will be an acid test for Mr Hooda as he will pass through strong INLD bastions before reaching Rohtak.

BKU gives fresh ultimatum

Jind, June 12
Agitating BKU farmers today gave a fresh 72-hour ultimatum to the Haryana Government on their demands as the farmers continued to hold siege to several roads causing inconvenience to people.

“We have decided to give 72 hours to the government from today to meet our demands. We plan to stop flow of water courses from Haryana to Delhi if the demands are not met,” BKU’s state president Ghasi Ram Nain said here.

Mr Nain said the BKU would continue its agitation till all their demands were met, which included the withdrawal of cases against all their activists and waiver off electricity arrears pending against them.

Softening his stance on nearly month-long stand-off, Mr Nain said the BKU welcomed some of the steps initiated by the state government to resolve the issue, but added “the government was prolonging the matter and buying time which makes us doubt their intentions”.

The BKU continues to hold siege of roads, including Jind-Kaithal, Jind-Narwana, Jind-Hansi and Jind-Bhiwani. Huge tree branches have been placed on some road intersections causing inconvenience to the commuters.

The state government had yesterday secured the withdrawal of cases against over 30 BKU activists even as the agitating farmers refrained from carrying out their threat to snap water supply to Delhi, as their 48-hour ultimatum in this regard ended yesterday.

With the withdrawal of cases against over 30 BKU activist, the agitating farmers had deferred their next course of action till today.

Chief Minister Om Prakash Chautala also postponed his visit abroad which was scheduled for today, official sources said. INLD sources said the postponement was effected in the wake of continued agitation by the farmers. PTI

Chautala’s foreign visit: options being explored

The Haryana government is exploring various possibilities to keep Chief Minister Om Prakash Chautala’s ambitious multi-nation engagements to woo foreign investors. The fortnight-long visit of the Chief Minister and the official and business delegation to five countries has been cut short and postponed due to political developments in the state. Departure dates have already been revised twice (from the early hours of June 10 to June 11 and now tentatively fixed for June 15) due to “compelling and unavoidable circumstances arising out of the ongoing Bharatiya Kisan Union (BKU) agitation and the stand-off between the BKU and the state government.”

Although members of the official delegation are awaiting a clear signal from the Chief Minister on the tentative date of departure, the government is exploring various options to keep its engagements intact.

Sources in the Haryana government told TNS here on Wednesday that there have been murmurs suggesting that a small delegation headed by a minister in the government be despatched first to ensure that the MoUs lined up in London, Hong Kong, San Jose and Toronto are signed.

“Lot of ground work has been done for these agreements. We do not want to let them go. At least some of them would fructify into projects. But, if a small batch goes, there would be no promotion to woo foreign investors. Since the Chief Minister’s visit to Europe and the USA to woo foreign investment was postponed thrice earlier, we need to visit these places to retain our objectivity as well,” sources said.

The official delegation led by the Chief Minister and Chairman of the Haryana Foreign Investment Promotion Board, Mr Om Prakash Chautala, comprises the Vice-Chairman and the CEO of the Board, Mr Prem Singh, the Finance Minister, Mr Sampat Singh, Principal Secretary to the Chief Secretary, Mr M.K. Miglani, the Managing Director of the HSIDC, Mr Harbaksh Singh, the Director Public Relations, Haryana, Mr R.K. Khullar, the Chief Minister’s physician and Personal Security Officer. The business delegation comprises 32 persons but not all of them are bound for all the destinations.

“It is difficult for the Chief Minister to leave the state till the stand-off between the BKU and the state government continues. Another option which is being considered is that the some members of the delegation can go in advance and the Chief Minister join them after a day or two,” sources said.

Sources said they would lose Rs 2000 per ticket if they were to cancel the entire tour to the UK, the USA, France and Netherlands.

VB for cases against 5 gazetted officers

The Haryana State Vigilance Bureau has recommended the registration of criminal cases against five gazetted officers, 28 officials and 25 others as they were found guilty in 10 inquiries conducted by it last month. While stating this here today, a spokesman of the bureau said that departmental action under Rule 7 of the Punishment and Appeal Rules, 1987, and recovery of funds had also been recommended against 17 gazetted officers, 21 officials and two others in 12 inquiries conducted by the bureau during the period under report. The recovery of over Rs 1.34 lakh had been recommended besides the registration of cases and initiation of departmental action.

He said that criminal cases under the prevention of Corruption Act were registered against Mr B.N. Sharma, Executive Engineer, Marketing Board, Panipat; Mr Suraj Mal, Accountant of the Municipal Committee, Rohtak; Mr Rajinder Prasad Verma, JE, DHVPNL, Gurgaon; Mr Hari Singh, Head Constable, CIA, Faridabad; Mr Raj Pal Singh, clerk, Government High School, Faridabad; Mr Ved Prakash Arya, JE in the office of the SDO, UHVPNL, Pundri; Mr Ramesh Kumar Gulati, JE, Mr Mukhtiar Singh, ALM and Mr Ram Anjore, ALM of the UHVPNL, Shezadpur, Naraingarh; Mr Dharam Raj, assistant foreman in the office of the SDO, UHVPNL, Ambala city; Mr Ram Dhari, Field officer in the office of the Haryana Kalayan Nigam, Rohtak; Mr Balraj Singh, patwari, halka Palwal, Faridabad; Mr Om Prakash, Naib Tehsildar, and Mr Gurnam Singh, chowkidar, Rajaund, Kaithal district; and Head Constable Rati Ram, reader of the DSP, Hodel, Faridabad.

Efforts on to trace Saraswati’s course

Union Culture and Tourism Minister Jagmohan has said research work on the Saraswati river would be undertaken on a priority basis. While addressing a seminar on Saraswati river research held here today, he said the Saraswati, originating from Har Ki Doon glacier in the interior Himalayas, after crossing the Shivalik range, enters into the plains, near Adi Badri in the district.

He said he had been to Adi Badri today along with Union Minister of State for Home I.D. Swami. He said since the last century, several scholars and organisations had been making efforts to trace the course of Saraswati river. He launched the contribution of the National Remote Sensing Agency, the Bhabha Atomic Research Centre, the Indian Space Research organisation, the Geological Society of India and the Central Water Commission in this regard.

He announced that the work regarding tracing the course of Saraswati river would be started shortly in two phases, first from Adi Badri to Bhagwanpur and in Kurukshetra district and second from Bhawanpur to Sirsa. He also announced that watershed management and water-harvesting dams would be constructed shortly by the Union Government.

Mr Jagmohan announced that an international seminar on Saraswati river will be conducted at Kurukshetra in December.

Haryana Chief Minister Om Prakash Chautala assured the Union Government that the state government would provide all assistance in the development of Adi Badri and Kapal Mochan as a pilgrim spots. He said Saraswati was revered not merely for its sanctity but also for being the mother of the ancient civilisation and cradle of vedic literature that was conceived on its banks.

Central aid sought for express highway

The Haryana Government has sought immediate Central assistance to construct an express highway skirting Delhi and equitable distribution of diesel cess on the basis of actual collection.

The state Finance Minister, Prof Sampat Singh, today urged the Union Finance Minister, Mr Yashwant Sinha, that the Centre should make a substantial one-time contribution to the Economic Renewal Fund being set up by the Haryana Government to finance major initiatives in financial restructuring.

While expressing concern over the mounting burden of debt on the states, Mr Sampat Singh said the Central loans comprising plan-related advances, small savings loans and negotiated advances of national financial institutions like Nabard had been given to the states at a very high rate of interest. He said the states having capability to borrow from the market should be allowed a higher market borrowing limit.

Highlighting various steps taken by the state government to correct its fiscal imbalances, Mr Sampat Singh said various economic indicators like growth in the tax revenue, reduction in non-plan expenditure, revenue deficit and fiscal deficit had shown remarkable improvement during the past few years.

Prof Sampat Singh regretted that contrary to the consensus displayed by various political parties at the national level, most of these parties had tended to adopt populist measures in the states where these parties were in the opposition.

He said the Central Government should indicate priority areas and tentative financial allocation for the states, which should have the liberty to work out detailed schemes according to local conditions.

Order reserved on Rathore’s application

Arguments took place on an application filed by a former Director-General of Police, Haryana, Mr S.P.S. Rathore, in a court here today.

The Chief Judicial Magistrate, Ms Sarita Gupta, reserved order on the application for July 20. Mr Rathore had moved an application in the court of the CJM against six persons alleging the theft of a file which he claims to be relevant in the Ruchika molestation case.

Nod for M.Com classes in college

The Haryana Government has granted permission to start M.Com. classes in Government College, Ambala Cantonment, during the current academic year.

Ambala Cantonment MLA Anil Vij had raised the issue of starting M.Com. classes at a function which was presided over by Haryana Chief Minister Om Prakash Chautala recently.

In 1997 when Government College was started there were 10 teachers and 250 students but now there are 33 teachers and 1200 students. Mr Vij said about 1000 students were completing B.Com. every year from all nearby colleges while M.Com. seats were available only in a Ambala City, College.

New rule for compartment cases

The Board of School Education, Haryana, has changed its rule regarding cases of regular candidates who wish to appear in examinations to clear compartment or improve marks.

The board Secretary, Mr M.S. Mor, said in a press note here yesterday that the candidates who were placed in the compartment or those who wanted to improve their marks should send their forms through their respective schools.

The forms sent directly to the board would not be acceptable.

The Secretary said no change had been made in the policy for other categories of private candidates and they would have to send their forms directly to the board.

Haryana drive on drinking water

The Haryana Government has decided to actively involve students and teachers of schools and colleges in its drive to educate people in the use of safe drinking water.

A decision to this effect was taken at a meeting presided over by the Commissioner and Secretary, Public Health, Mr N. Bala Baskar, here to coordinate efforts to maintain the supply of safe drinking water in the rural and urban areas.

It was decided to include a chapter on the use of safe drinking water in the syllabus of schools. The Eco Clubs constituted in schools would also lay stress on creating awareness in this regard. The teachers in charge of Eco Clubs would be given chlorination kits.

Haryana tops in rural scheme implementation

Haryana attained the first position among all states in the country in the implementation of schemes of the Union Ministry of Rural Development during 2001-2002.

This was stated by the Finance performance report released by the Union Ministry here yesterday. The Financial Commissioner and Secretary, Rural Development, Mr B. D. Dhalia, said that Haryana also ranked second in the country in the implementation of the schemes.

Martyr cremated with honours

The body of Border Security Force soldier Madan Lal was consigned to flames with full state honours in his ancestral village of Anandgarh in the district on Monday.

Madan Lal had laid down his life fighting terrorists in Manipur on June 8. The martyr leaves behind his wife and a two-and-half year old son.

The Deputy Commissioner and Assistant Commandant of BSF from Hisar H.S. Joshi laid wreaths on the body.
