Govt reluctant to rub Nain the wrong way Chandigarh, June 13 Sample this. On December 21, during a clash between the police and villagers, a pistol was snatched by a villager from a cop. Later, in May, a revolver and a carbine belonging to the police were taken away by BKU supporters when they took two DSPs hostage. Though the revolver and the carbine were handed over to the police by the BKU members when they released the DSPs, the pistol snatched in December is still untraced. A police officer confirmed that the pistol had remained untraced with the request not to play it up in this report. “Who knows, Nain may take offence and add some more preconditions for holding talks with the government”, he said. From the government side, statements on the BKU agitation are also being made with the utmost caution, which is a departure from the attitude of the Chief Minister, Mr Om Prakash Chautala, in the initial phase of the stir when he used to describe the agitators as a “bunch of anti-social elements”. Till date, no statement has been released formally regarding the steps being taken by the government for withdrawing cases against BKU members and supporters. An official statement in this regard is also believed to have been held back fearing that any such statement may rub Mr Nain the wrong way. On his part, the BKU president, too, remains deeply suspicious of the government moves and insists that “till all cases against BKU members and supporters are withdrawn, the agitation will continue”. Talking to TNS on the phone from Kandela today, Mr Nain, for the first time, admitted that steps were being taken by the government for the withdrawal of cases against the BKU agitators, adding that the government must expedite the implementation of its orders. Mr Nain said that on June 8, orders was issued to the District Magistrates (DM) of Jind, Rohtak and Hisar for the withdrawal of cases against some BKU leaders. Those who were to be benefitted were mentioned by name in the orders. The BKU president, however, insisted that all cases against BKU leaders as well as members and supporters, filed since 1992, must be withdrawn. Following this, on June 10, orders were issued to the DMs of all districts of Haryana to withdraw the cases pending with regard to the BKU members and supporters. “May be the cases will have to be withdrawn through the court, but the government can certainly expedite the process if it wants to”, Mr Nain said. He said that 15 BKU supporters were still languishing in the Jind jail. “Five of them have also got injuries sustained during the police action in Naguran”, he said. He also claimed that the police had registered FIRs against 3,500 persons, including 500 women, in connection with the December 21 incident in Kandela village. “All of these cases will have to be withdrawn”, he said. |
BKU AGITATION Chandigarh, June 13 Perhaps it is in view of this exercise that the Finance Minister, Prof Sampat Singh, talked of a “conspiracy of the Congress against the pro-farmer Haryana Government” in a statement issued through the Public Relations Department a few days ago. According to informed sources, at least two junior police functionaries who were sent to Gulkani village in Jind district to clear the road blocked by the agitating BKU activists, are close relatives of prominent Congress leaders. One of the junior policemen is posted in the Haryana Armed Police(HAP), while the other is working in Jind district itself. The sources say a senior officer of the HAP recently called some of the policemen sent on duty to Gulkani and asked them the sequence of events as well as their specific role in those events. He specifically asked them who had fired on the agitating farmers. Certain policemen are believed to have told their senior that they had to open fire in “self-defence”. One of the policemen, who “confessed” that he had fired on the farmers is closely related to a Congress leader hailing from Bhiwani district. The sources say later on the officer called the relative of the Congress leader to his residence and again asked him about the Gulkani incidents. The junior policeman, the sources say, however, had detected a video camera in the room of the senior officer. The junior policeman flatly denied his presence in Gulkani on the day the firing had taken place. The sources say certain police officers have sold the idea to the Chief Minister that the Gulkani firing was done deliberately by those policemen who are related to the Congress leaders to give a political advantage to the party of their relatives. The powers that be, the sources say, have told the officers to bring “concrete” evidence in support of their theory so that the Congress can be “exposed”. If the theory being propounded by these officers is true, it points out the “politicalisation” of a force which was once proud of its professionalism. However, if certain officers are trying to involve junior policemen to save their skin or to notch up good points with the government, it would adversely affect the morale of the force. The sources say if the theory propounded by senior functionaries is true, the government should also identify those officers who sent the “politically motivated” junior officers to a sensitive place like Gulkani. Meanwhile, the Haryana Police is agog with speculation that certain heads may role for allegedly misleading the Chief Minister about the BKU agitation, which caught the Government on a wrong foot. |

yatra reaches Mundhal Chandigarh, June 13 Mr Bhupinder Singh Hooda, who was leading the yatra, was accompanied by Dr Raghuvir Singh Kadian, Rao Dharampal, Mr Jai Parkash, Mr Sher Singh and Mr Dharam Vir, all MLAs, Mr Anand Singh Dangi, Ms Kartar Devi, Mr Chhattar Pal Singh, all former ministers, and a large number of party workers, the press note said. The marchers were given a warm reception at Mundhal. Addressing gatherings of people at various villages en route, Mr Hooda said the increase in the popularity of the Congress among the masses had disturbed the peace of mind of INLD leaders who were trying to blame the Congress for instigating farmers in Haryana. JIND: The stand-off between farmers and the Haryana Government continued on Thursday with the Bharatiya Kisan Union (BKU) saying that it will wait till the 72-hour deadline given to the government to fulfil the union’s demands is over. “We will wait and see the response of the government in these three days. What shape the ongoing stir will take will be decided after the deadline expires,” BKU’s state president Ghasi Ram Nain said here. He said the BKU would continue with its agitation till their demands, including withdrawal of cases against all their leaders and waiving of outstanding power bills, were met. |

MLAs on foreign tour New Delhi, June 13 Having postponed the visits on similar missions thrice earlier, the state government is leaving no stone unturned to “retain its credibility,” sources said. The purpose of the visit is to tell the western world about Haryana as an investment destination. Meanwhile, 22 Haryana MLAs are said to be departing tonight or tomorrow morning for San Fransisco on a trip which was tossed out from the CM’s itinerary due to political developments in the state. They are likely to visit Chicago, Los Angeles, Toronto, Amsterdam and Genopol in Paris. While denying that the MLAs are part of the official delegation, sources said although the MLAs had not been handpicked, preference had been given to those who had never been abroad. “Since Haryana is trying to diversify in agriculture, these MLAs will visit certain
food-procesing units in France, besides the flower auction in Amsterdam. On their return, they can guide the constituents back home on the new practices in horticulture.” Sources said, adding that the MLAs might have purchased foreign exchange as per their entitlement. Sources in the Haryana Government told TNS here today that they were trying their best to save Mr Chautala’s visit to Washington DC where he will address the captains of the American industry at the 27th annual meeting of Indo-US Business Council on June 17. “The Chief Minister is visiting Washington DC on the invitation of a former US Ambassador to India, Mr Frank G. Wisner. At the aforeasaid gathering, he will have the opportunity to address captains of American industry on the advantages of opting for Haryana as an ideal destination for foreign investment.

MLAs on foreign tour Chandigarh, June 13 According to informed sources, over 20 MLAs will be accompanied by the Political Adviser to Chief Minister, Mr Sher Singh Badshami, to the USA, where they will be joined by Mr Ajay Singh, MP and son of Chief Minister Om Prakash Chautala. Mr Ajay Singh has already left. The MLAs going to the USA, Canada, France and the Netherlands are Mrs Veena Chhibber, Mr Chander Bhatia and Vaid Kapoor Chand, (BJP); Mr B.L. to train Afghanistan cops Chandigarh, June 13 Stating this here today the Haryana police Director-General, Mr M.S. Malik , said that the HPA was the only academy in the country to be awarded two courses. All other academies had been awarded one course. He said these courses were “Police Operations” of two weeks’ duration and “Operational Theory” of one week. He said the Punjab Police Academy, Phillaur, had been awarded one course on personnel. |

held Ambala, June 13 The youth, Parul Bakshi, has been arrested by Sub-Inspector Vikram Singh. His father, Sudhir Bakshi, has been arrested from Jammu. They were promising jobs in the IB on cash payment. The SP, Ambala, Mr Sudhir
Yadava, said Vikram Saini, a partner in Annapurna Dhaba on the G.T. Road, approached Mr Vikram Singh and complained to him about
Parul, 22, who had promised him a job. Mr Saini said on June 6, Parul had come to the dhaba along with a friend, Harman Singh, and he was offered a job as DFO in the IB, Parul showed Vikram an identity card which stated that he was a Senior Field Officer in the Cabinet Secretariat. After being convinced. Vikram agreed to pay Rs 2 lakh for the job. A few days later, Harman told Vikram Singh that he and another friend Arun Kumar had also been promised similar jobs but nothing concrete had materialised. The Sub Inspector nabbed Parul when he arrived at Annapurna Dhaba to collect the payment. During questioning, Parul has told the police that his father, who resides in Jammu, had prepared the identity card for him. Sudhir had joined the IB in 1973 as DFO and he was relieved from service during training. Acting on this information, a police team nabbed Sudhir in Jammu. Two fake identity cards, one in his name and the other in the name of Ajay Kumar, were seized from him. Fake stamps were also seized. A case has been registered at the Parao police station. |

Man murdered, body thrown in well Ambala, June 13 The body of the victim, Gurnam Singh, was taken out by divers this morning. Victim’s brother, Karam Singh, has told the police that he had gone to Ismailabad along with his brother yesterday to collect payment from a commission agent. On their way back Karam Singh had got down at Matheri and Gurnam had gone to the village. Karam Singh alleged that six persons had attacked Gurnam Singh in the village and had thrown him in a well. After a hue and cry was raised, the villagers informed the police and efforts were made to take out the body in the night. However, the body could be taken out by divers only in the morning. FOUR HELD: The local police arrested four persons, including two women, under the NDPS Act at Ambala Cantonment on Wednesday evening. The police nabbed Roshan Lal and Manjit Kaur near vegetable market and seized 35 kg poppy husk from them. Similarly, the police arrested Suchha Ram and Dheesho Kaur near bus stand and seized 30 kg of poppy husk from their luggage.

Pilgrim’s body found in Bhakra canal
Kurukshetra, June 13 The 17-year-old victim’s body was found 2 km from the accident spot, police sources said, adding that divers were still searching for bodies. The body has been sent for a post-mortem, they said. At least 10 persons were feared to have been drowned in the accident. The pilgrims who were travelling on the roof top of an overcrowded Narwana-Kaithal-Kurukshetra train, fell into the canal near Mirzapur village after getting entangled in overhead telephone wires. transformer coils Kurukshetra, June 13 The district police chief, Mr Desraj Singh, said here today that during interrogation, both Devender Singh, of Rajokheri and Jitender Kumar of Mungra in Bihar told the police that besides actively operating in Ambala, Panchkula and Kurukshetra they had committed a number of thefts in Haryana, Punjab and Himachal Pradesh. Mr Desraj Singh said the police had recovered goods worth rupees 4.25 lakh. Talking about their modus operandi, he said both of them during night used to cut the supply lines and remove the transformer coil and later used to sell it. Both have been remanded in police custody. |
