A large number of farmers today blocked traffic near Lohar Majra on the Pipli-Pehowa road in protest against the irregular supply of power. Vehicular traffic on the road remained suspended for quite sometime and the commuters were also stranded.

The Haryana University Employees Federation, in its meeting held under the chairmanship of the Kurukshetra University Non-Teaching Employees Association president, Mr Karan Singh, on the university campus here on Thursday evening, called for All-India education bandh and march to Parliament on August 13.

A computer centre owner sustained injuries after he was attacked by some youths in Barara yesterday.
The incident took place at the Dosarka chowk on the Ambala-Jagadhari road at about 10 a.m. About 10-12 youths, who arrived on four motor cycles, entered the computer centre and attacked the owner.

MC seeks legal aid to recover house tax

Taking a strong note of the lack of response from house tax defaulters, Municipal Council, Ambala Sadar, has opted for a legal recourse.
The Executive Officer, MC, Mr K.K. Jain, today said 45 cases had been filed in court against house tax defaulters.

The Army has started a drive to vacate the encroachments on its land in Kalrehri and Tundla villages with support of the district police. The encroachments were creating hindrance to the Army vehicles passing through the area.

More funds for projects: UGC chief

The Chairman of the University Grants Commission, Dr Arun Nigavekar, said here today that universities coming out with futuristic plans would get additional funds during the tenth Five Year Plan.

Talking to a select group of mediapersons at Guru Jambheshwar University, here, he said the UGC would encourage universities planning to run courses with an eye on the future developments in different fields. It was planning to provide special grants to such universities on the basis of these plans. These funds would be given in addition to the grants sanctioned for these universities for routine projects.

Dr Nigavekar said the commission had set different parameters for grant of funds to the universities and colleges depending on their needs. While the new institutions would be assessed on the basis of their special needs for growth, the developing universities would be adjudged on the basis of their special requirements to fine tune their plans. At present, the parameters for the accreditation of all institutions were the same. This he said was not justified. The fund requirement of all institutions would be reviewed every three years and further grants would solely depend on the past utilisation and quality of work done on the projects.

The UGC Chief said the commission would soon issue a diktat making it compulsory for teachers to publish at least one research paper every year. This was being done to ensure that teachers devoted a part of their time to quality research.

Earlier, speaking at a seminar on Emerging Dimensions in IT, he said it was time to check the mushrooming of technical educational institutions. In the past, few universities had been churning out thousands of technocrats without bothering whether they would find jobs. The result is that the country today has lakhs of unemployed but well-trained technocrats.

He said the country must reorient its human resources to utilise the opportunities thrown by the IT revolution. India was in a better position to do so as it had assumed a lead role in software production but was still in the initial stages of implementing the information technology.

The Haryana Finance Minister, Mr Sampat Singh said software exports from Haryana which stood at 400 crore in 1999 had gone up to 4,000 crore now. During this period these exports at the national level had risen from 10,940 crore to 36,100 crore.

The Vice-Chancellor of GJU Dr R.K. Chauhan said research was a strong component of academic activities in the university At present 54 sponsored research projects were being executed by this university.

Earlier the UGC chief inaugurated a boys’ hostel on the campus.

Cong groupism resurfaces

Groupism in Haryana Congress has surfaced once again over a rally being organised at Hisar tomorrow.

An HPCC press release issued here today said that the rally was being organised in protest against “the bungling done by the NDA government in the allotment of petrol pumps and gas agencies”. It added that all office-bearers of the party, important state leaders including former PCC chiefs, would be attending the rally in which Ms Mohsina Kidwai, General Secretary of AICC and Mr V Hanumantha Rao, Secretary of the AICC, would also take part.

However, political opponents of Mr Bhajan Lal inside the party claimed that in reality the meeting at Hisar was being organised to felicitate Mr Bhajan Lal on his becoming the HPCC chief. “ Mr Ramji Lal, President of the Hisar district unit of the Congress, had also given a statement regarding holding a rally on August 11 to congratulate Mr Bhajan Lal”, claimed one Mr Bhajan Lal’s detractors.

He said normally a meeting of the PCC executive was called before organising a protest rally, and alleged that no such meeting was called by Mr Bhajan Lal.

Meanwhile, Mr Chandra Mohan, MLA from Kalka and elder son of Mr Bhajan Lal, said that the rally at Hisar would attract a vast crowd. He also indicated restructuring of the PCC and said that the first priority of the new PCC chief would be to strengthen the organisation.

Cong protest march against govt

The Congress today took out a procession in the town which was led by Mr Randeep Surjewala , president, All-India Youth Congress, and Mr Tejinder Mann, state president, Kisan Khet Mazdoor Congress. The party activists later handed over a memorandum to the district administration to be forwarded to the Haryana Governor, highlighting the plight of the farmers and the farm labourers throughout the state as a result of the drought conditions prevailing in the state and alleged inaction on the part of the state government.

In the memorandum submitted to the SDM, Mr Jagdeep Singh, the Congress pointed that due to the failure of the monsoon the state was facing a serious drought and the farmers were not getting enough power supply and canal water, as a result of which the standing crop of paddy, jawar, bajra and maize had been damaged. Crops in about 70 per cent of area under agriculture could not be sown. This posed a serious problem to the farmers and the poor farm labourers, but the state and the Central government had failed to rise to the occasion and provide relief. The Governor has been requested to direct the state government to start the relief work on a war footing and provide adequate financial help to the farmers whose crops have suffered huge losses.

In the memorandum, it has also been demanded that the government should direct the sugar mills to clear the outstanding arrears amounting to Rs 100 crore. Recovery of farm loans should be postponed for at least three years and the recovery of outstanding power bills should also be deferred, it demanded. Besides this, the government should ensure the supply of canal water at tail-ends and supply power for the tubewells for at least 12 hours a day. The dry ponds in the villages should be filled with canal water and the fodder should be arranged for the animals in the areas where the standing green fodder has been destroyed .

The government has also been asked to start the projects under the food for work programme to provide employment to those affected due to drought and to reduce the interest rates for the farmers and the farm labourers to 8 per cent and adjust the retrenched employees of various departments in other departments.

Earlier Mr Surjewala and Mr Mann addressed a party workers’ meeting at the local Congress Bhavan and asked the party workers to unitedly fight against the anti-people policies of the government.

A drain that brings misery

Manas drain, on the outskirts of the town meant to carry floodwaters, has been converted into a dumping ground due to the negligence on the part of the Public Health Department and the town’s civic body. Polythene bags flowing into this drain have also aggravated the situation. As a result, it has become a serious health hazard for town residents. On several occasions there have been cases of small children and animals having fallen into it. If no immediate steps are taken to clear the drain, it may aggravate the situation and pose a danger to the health and life of residents.

Mr Anurag Aggarwal, after taking charge as Deputy Commissioner last month, pulled up the Public Health Department and asked it to clean the drain on priority, but after some work the department seems to have forgotten this drain and it continues to overflow at a number of places, contrary to the administration’s claim to clean all drains before the monsoon. Interestingly its stinking water has even touched HUDA Sector 20 on the Ambala road here. Residents of colonies on Dhand Road, the colony behind Radha Soami Ashram, Arjan Nagar, Lepers Colony and other localities are sore over the indifferent attitude.

This drain was constructed in 1989 at a cost of Rs 1 crore to save the town from floods and carry accumulated rain water from the northern side of the town to the Kaithal drain near Silla Khera village. Initially the Drainage Department, which constructed it, used to maintain it. Despite a bundh it got breached on a number of occasions during floods.

But with the passage of time the Public Health Department and residents of localities situated in the vicinity of the drain started putting sewage and waste water into it. As if this was not enough, a number of open drains and nullahs carrying dirty water of different localities were connected to it by the civic body, without caring for its effects on residents.

With the passage of time, with the flow of dirty water, slush and polythene, silt accumulated and the drain virtually became non-functional. It started overflowing at a number of places near residential localities. Thus, it became a breeding ground for mosquitoes and started spreading stink all around. About two years ago the Public Health Department on the initiative of then Deputy Commissioner Mahaveer Singh cleaned this drain but after that no steps have been taken.

All these years the Drainage Department turned a blind eye and neither flocked a number of nullahs and drains from flowing into it, nor took no steps for its upkeep and maintenance.

A few years ago the government took a decision that all drains and nullahs falling in the urban areas would be cleaned by the Public Health Department. This decision was taken without taking into consideration the practical difficulties as the department was not equipped, manually nor mechanically, to accomplish this task. How the Public Health Department can clear the 6 km-long Manas drain without men, machine and funds is the big question.

Farmers block traffic

A large number of farmers today blocked traffic near Lohar Majra on the Pipli-Pehowa road in protest against the irregular supply of power. Vehicular traffic on the road remained suspended for quite sometime and the commuters were also stranded. The buses to Pehowa were diverted via Lukhi.

The farmers, who had come from Garhi-Roran, Jyotisar, Lohar Majra, Saidan villages and the areas around, also sat on a dharna on the road and raised anti-government slogans. The agitating farmers complained that they were not even getting four hours of regular supply of power daily. Because of low voltage, there were frequent trippings and the farmers were finding it difficult to run their pumping sets. They pointed out that the ground situation of power supply in the area was totally different from what the Haryana Chief Minister, Mr O.P. Chautala, had been proclaiming from the stage.

Inquiries made in some villages indicate that power supply is available only after three days. Unscheduled power cuts in the city running from three to five hours daily are making life difficult for the residents in this hot and humid weather.

Give pension on MDU pattern: KUNTEA

The Haryana University Employees Federation, in its meeting held under the chairmanship of the Kurukshetra University Non-Teaching Employees Association (KUNTEA) president, Mr Karan Singh, on the university campus here on Thursday evening, called for All-India education bandh and march to Parliament on August 13. The bandh call was given by the All-India Universities Karamchari Associations against the anti-education policy of the Central Government.

Mr Karan Singh in a signed statement released to mediapersons said here today, that the meeting unanimously resolved that the teachers and employees of all universities in Haryana fully supported the move and would participate in the proposed bandh and march to Parliament.

Mr Karan Singh further said the formation of a Joint Coordination Committee of Sarv Karamchari Sangh and the Haryana Karamchari Mahasangh, in support of the Minor Irrigation Tubewell Corporation (MITC) employees, was considered and welcomed.

The Federation took vote of the non-regularisation of the services of 18 sweepers of Kurukshetra University, Mr Karan Singh said and added that it was further resolved that the authorities of Kurukshetra University and the state government should consider the pension scheme on the pattern of MDU, Rohtak, and HAU, Hisar.

The Federation’s working committee mourned the death of Mr Ranjit Singh, former president, MDU Non-Teaching Employees Association, Rohtak.

CM promises job to martyr’s brother

Mangat Ram, a jawan belonging to Yamunanagar, who was killed at Rajouri in Jammu and Kashmir on August 8 was cremated at his native village Fatehpur, 25 km from here, yesterday.

Mangat Ram’s father, Chiranji Lal, an ex-serviceman, said he was proud of his son who had sacrificed his life for the nation.

He is survived by his wife and two children.

His body was brought to the village where the Haryana police and an Army contingent paid tributes to the martyr by reversing their arms.

Mr Om Prakash Chautala, Chief Minister, attended the cremation and consoled the aggrieved family. He said the brother of the martyr would be provided with a government job after matriculation.

Computer centre owner attacked

A computer centre owner sustained injuries after he was attacked by some youths in Barara yesterday.

The incident took place at the Dosarka chowk on the Ambala-Jagadhari road at about 10 a.m. About 10-12 youths, who arrived on four motor cycles, entered the computer centre and attacked the owner.

On learning about the incident, a few shopkeepers raised alarm over the incident and appealed to the SHO of the Barara police station, who was on Chief Minister’s route duty, to take action. Unhappy with the alleged lackadaisical response by the police, the shopkeepers blocked traffic on the main road.

In the meantime, the Chief Minister’s motorcade arrived. According to a Barara shopkeeper, Mr Chautala enquired about the large number of people who had gathered there.

On leaning about the incident, he directed the police to take prompt action. Also, the SHO Barara was asked to report to the police lines following the incident.

MC seeks legal aid to recover house tax

Taking a strong note of the lack of response from house tax defaulters, Municipal Council, Ambala Sadar, has opted for a legal recourse.

The Executive Officer, MC, Mr K.K. Jain, today said 45 cases had been filed in court against house tax defaulters. “These 45 cases have been filed in court under Section 95 of the Haryana Municipal Act,” he said.

Mr Jain said the dues of these 45 house tax defaulters amounted to Rs 13.5 lakh. “We have intensified our door-to-door recovery for which special teams have been constituted. Also, more boards displaying the names and addresses of house tax defaulters have been set up,” he said.

The drive against pigs received a jolt yesterday when around 30 pigs were forcibly released by some persons near cross road no. 5.

Mr K.K. Jain said around Rs 50,000 has been collected as fines from the pig owners so far.

Army drive to remove encroachments

The Army has started a drive to vacate the encroachments on its land in Kalrehri and Tundla villages with support of the district police. The encroachments were creating hindrance to the Army vehicles passing through the area.

The Superintendent of Police, Mr Manoj Yadav, said here today that some of the shopkeepers and the residents had encroached the Army land. Several unauthorised constructions had also been made there.

He said the police and the Army had persuaded residents of these areas but no positive result had emerged. He said the encroachers had also damaged the Army roads.

Ragging: students block traffic

Students of College of Education, Kurukshetra University, today blocked traffic near a university gate to protest against the ragging of a student of the college. The students had abstained from classes yesterday.

The Vice-Chancellor of Kurukshetra University, Mr R.S. Chaudhary, has banned ragging and in each hostel and department committees of staff members were keeping strict vigil.

Farm labourers stage dharna

Members of the All-India Farm Labourers Union staged a dharna outside the camp office of the Deputy Commissioner yesterday. They also submitted an 11-point memorandum demanding protection of trade union rights of farm labourers and opening of separate departments for farm labourers.

Addressing the demonstrators the labour leaders held the Central and state government responsible for the miserable condition of the farm labourers and demanded a new law protecting their rights.

Samples found sub-standard

Four pesticide samples and three seed samples here have been found to be sub-standard.

The Deputy Commissioner, Ambala, Mr D.D. Gautam, said that a special campaign was launched by the Agricultural Department to check the quality of different products.

Thirtynine pesticides samples and 54 seed samples were sent to laboratory for testing.
