New rules for DSP’s post

The Haryana government has framed new Haryana police service rules, 2002, for the post of DSP. The state Cabinet, which met here today, gave its approval to these rules, thus repealing the Punjab Police Service Rules,1959.

Shatabdis galore for Ambala residents

The residents of Ambala could never have imagined that the pride of the Indian Railways, the Shatabdi Express, would become a common feature at the Ambala Cantonment Railway station.

With the new Bhatinda-New Delhi Shatabdi, which was flagged off from Bhatinda by the Union Railway Minister, Mr Nitish Kumar, this morning, having a two-minute halt at the Ambala Cantonment railway station, the number of Shatabdis passing through Ambala has now gone up to five.

The number will become six when the Jan Shatabdi, connecting Chandigarh with New Delhi, starts next month. Super fast trains passing through Ambala will be seven, if one includes the Rajdhani Express which connects New Delhi with Jammu.

Except for two trains that do not halt at Ambala Cantonment railway station, rest all trains except two have a brief stoppage at the Ambala Cantonment railway station. The super fast trains which do not stop here are the 2013-2014 New Delhi-Amritsar Shatabdi and the 2425-2426 Rajdhani Express.

The Shatabdis that halt at the Ambala Cantonment include New Delhi-Amritsar Shatabdi, two New Delhi-Kalka Shatabdis and the new Bhatinda-New Delhi Shatabdi. The new Dehradun-New Delhi Shatabdi passes through Saharanpur, which also falls under Ambala division.

Interestingly, about 136 passenger trains pass through the Ambala Cantonment railway station everyday. This number today went up to 138 trains and it will go up to 140 after the new Jan Shatabdi, between Chandigarh and New Delhi, starts.

The platform No 1 of the Ambala Cantonment railway station has become one of the busiest platforms. In a day, about 30 trains have a halt at the Platform No 1 while the Platform No 2 is close behind with a halt of nearly 29 trains.

There was a posse of police personnel at the Ambala Cantonment railway station, when the new Bhatinda-New Delhi Shatabdi and a special train carrying the Union Minister, Mr Nitish Kumar, arrived. Mr Nitish Kumar did not come out of his coach. A Railway official said he was not feeling well.

Although the number of trains passing through Ambala division has been steadily increasing, train drivers here are of the opinion that the figure of average kilometres earned per driver in Ambala division is comparatively less than Delhi and Ferozepore division.

The Indian Railway Loco Runningmen Organisation, Ambala division, today requested senior officials “for granting average in kilometerage to Ambala division equivalent to Delhi and Ferozepore division while working on mail and express train.” According to train drivers, “Train No 4547/4548 and 2017/2056, which are being introduced shortly, have been allotted to Delhi division. To our surprise vide Dy CME DLI message No 67/938, dated August 15, train No 2498/4731, which is at present being worked by Ambala division have been allotted to Delhi division resulting in blockage of our promotions and drop in average kilometre per driver.” “Average kilometres per driver in Delhi division is 300 to 350 km per day per driver, 250 to 275 km per day per driver in Ferozepore division, whereas, it is only 170 to 180 km per day per driver in Ambala division,” they stated. Top

5 Haryana IAS officers shifted

The Haryana Government has issued the posting and transfer orders of five IAS officers.

Mr Chander Singh, Financial Commissioner, Irrigation, has been posted as Financial Commissioner, Finance, Excise and Taxation Departments vice Mr Vivek Mehrotra, who goes as Commissioner and Secretary, Fisheries, relieving Mr K. C. Sharma of the said charge. Mr Mehrotra will also hold charge as Commissioner for Inquiries.

Mr N. Bala Bhaskar, Commissioner and Secretary, Public Health, has been given additional charge of the Irrigation Department. Mr S. S. Dhillon, Registrar, Cooperative Societies, has been given additional charge the post of Adviser and Special Secretary, Civil Aviation Department.

Mr Hardeep Kumar, on return from training abroad, has been posted as Director, Agriculture, and in charge, WTO cell, vice Mr Rajeev Arora, who has proceeded on training abroad.

CLP meeting to elect Hooda as leader put off

Despite the “appointment” of Mr Bhupinder Singh Hooda by the party high command as the Leader of the Haryana Congress Legislature Party (HCLP), he could not be formally elected as such here today.

The election of Mr Hooda as the Leader of the HCLP has assumed importance in view of the ruling given by the Speaker, Mr Satbir Singh Kadian, on the request of the former Haryana Congress President that he should be recognised as the Leader of the Opposition (LOP) in the state. The LOP enjoys the status and perks of a Cabinet minister.

While rejecting Mr Hooda’s written request the Speaker had held that the leader of a legislature party could not be “appointed” and he must be elected by the members of the legislature party(read MLAs of a particular party).

Following the Speaker’s ruling, a meeting of the HCLP was convened here today. Out of 20 Congress MLAs, 14 were present at the venue of the meeting. However, the newly appointed President of the Haryana Congress, Mr Bhajan Lal, who was also present in the PCC headquarters, which was the venue for the CLP meeting, postponed the meeting “till further orders”.

A statement issued by the Haryana Congress quoted Mr Bhajan Lal as saying that the HCLP could not elect its leader because the AICC observer could not reach to attend the meeting. Moreover, all MLAs could not be informed about the meeting.

Mr Bhajan Lal said the meeting would be called later when the election of the CLP leader “can be held unanimously”.

When quizzed what the statement meant by saying that when the election of the leader could be held unanimously, sources close to Mr Bhajan Lal said certain MLAs had protested against the “appointment” of Mr Hooda as the CLP leader. These MLAs wanted that they should also be given a chance to contest for the post. However, Mr Bhajan Lal said, he was persuading the recalcitrant MLAs to fall in line with the wishes of the high command. The MLAs who were not present at today’s meeting were Mr Mange Ram Gupta, Mr Inderjit Singh, Mr Narinder Singh, Mrs Anita Yadav, Mr O.P. Jindal and Mr Lachhman Dass Arora.Top

The Haryana BJP today reacted sharply to the allegations levelled against Union Parliamentary Affairs Minister Pramod Mahajan by Madhu, wife of Mr Ravi Kant Sharma, IPS, who is the prime suspect in the Shivani Bhatnagar murder case.

Madhu had alleged yesterday that Mr Mahajan was involved in the Shivani murder case and the Delhi police was not interrogating the union minister despite his having a telephonic conversation for about 45 minutes with Shivani on the day she was murdered.

In a statement issued here today the Haryana BJP President, Mr Rattan Lal Kataria, alleged that Madhu’s allegations were the result of a conspiracy hatched by the Congress in order to malign senior leaders of the BJP. He said the Delhi police had no reason to implicate Mr Sharma in a false case. The Delhi police had unearthed evidence against Mr Sharma after three-year-long investigations. If Mr Sharma had any evidence against the union minister, he should surrender before the law and produce that evidence.

He regretted that the Congress could stoop so low to achieve its misplaced political objectives.

On the other hand, the Haryana Khet Mazdoor Congress, a front organisation of the Congress, has demanded the resignation of Mr Mahajan in view of the serious allegations levelled against him.

In a statement issued here today, the general secretary of the party, Mr Sat Pal Kaushik, said the Prime Minister should immediately entrust the case to the CBI for a thorough probe and Mr Mahajan should remain outside the Cabinet till the completion of the investigations into the Shivani murder case by the CBI. New rules for DSP’s post

The Haryana government has framed new Haryana police service rules, 2002, for the post of DSP.

The state Cabinet, which met here today, gave its approval to these rules, thus repealing the Punjab Police Service Rules,1959.

According to the new rules, 70 per cent of the posts of DSP would be filled by promotion from among Inspectors and the rest by direct recruitment. Only those Inspectors would be eligible for promotion who have completed six years of regular service. Ad hoc service will not be counted for the purpose of experience.

Direct recruitment to the post of DSP would be made through a competitive examination to be conducted by the HPSC.

The Cabinet also amended the Haryana Elections Department (group-D) Service Rules, 1997, to raise the maximum age limit from 35 to 40 years.Top

The district Congress today demanded a judicial inquiry into the alleged assault on BJP MLA from Ambala city Veena Chibber in Baldev Nagar.

Talking to mediapersons here today, former Haryana minister Phool Chand Mullana and district Congress president Kiran Bala Jain demanded that cases registered against the Congress persons should immediately be withdrawn.

Mr Mullana, while expressing regret over her “stumbling into water and sustaining injuries”, claimed that Congress persons were being framed in the case. “There are several unanswered questions. Who had set up the traffic jam, who had called Ms Veena Chibber to the spot and who asked the MLA to go into the colony?” he asked. Ms Kiran Bala Jain said that these cases were politically motivated.

3-year RI for XEN in corruption case

The CBI is undertaking a countrywide campaign against corruption, an Executive Engineer in the office of the Project Manager (Electrification), Ambala, who was booked seven years ago in a case of corruption by the CBI, was today sentenced to three years of rigorous imprisonment.

The railway official, Deepak Kumar Sharda was then caught red-handed while accepting a bribe of Rs 5,000 from a representative of a Delhi-based firm to issue a long-pending addendum and corrigendum for agreement of work already executed by the firm. Sources in the CBI said the money was being accepted for releasing a payment of Rs 4 lakh to the firm. The charge sheet was filed against him in the court of Special Judge, CBI, at Ambala and he was held guilty on August 14.

The Special Judge for CBI cases in Haryana, Dr B. B. Prasoon, sentenced D. K. Sharda under Section 7 of the Prevention of Corruption Act, 1988, to “three years rigorous imprisonment with fine of Rs 5,000. In default of payment of fine, he shall undergo further rigorous imprisonment for six months. He was also penalised under Section 13(2) of the PCA, 1988, three years rigorous imprisonment with fine of Rs 5000. In default of payment of fine, he shall undergo further rigorous imprisonment for six months.” Both the sentences will run concurrently.Top
