Proclamation notice to  Haryana minister
Gurgaon, August 14
The court of Mr Vinod Jain, Special Judge, has issued a notice of proclamation under Section 82 Cr PC against former Haryana minister Dharamvir Singh Yadav requiring him to appear on or before September 25 next as an accused under Sections 406/420/467/468/471/120-B of the IPC and 13(1) (d) of the Prevention of Corruption Act, 1988, at the police station of the state Vigilance Bureau here.

Martyr cremated
Jind, August 14
The body of Constable Dharampal of the CRPF who was killed in a mine blast in Ramgarh district of Orissa on August 11 was cremated today at his native village Shamlo Khurd in the district with state honours.

Report on bid to kill Abhay unconfirmed: CM

Haryana Chief Minister Om Prakash Chautala today denied any knowledge about an alleged conspiracy hatched by certain Mumbai-based bookies to kill his MLA son, Mr Abhay Singh Chautala.

Mr Chautala was briefing newsmen after an all-party meeting convened by him on the SYL issue. His denial came when a reporter drew his attention to a news report carried by an English newspaper today.

Quoting unnamed sources in the Delhi police intelligence wing, the report had claimed that the Delhi police had uncovered a conspiracy hatched by certain bookies to kill Mr Abhay Singh Chautala, who is the President of the Haryana Olympic Association and Senior Vice-President of the Indian Olympic Association.

The bookies had allegedly hired “contract killers” after Abhay reportedly refused to pay them(the bookies) “Rs 4.75 crore which he had lost in betting on the recent Natwest Cricket Trophy final match between India and England.” India had won the match after suffering early jolts.

The report had also quoted Mr Vinod Mehta, Press Secretary to the Chief Minister, as having said that being a keen sportsman himself and a “Khel Rattan” awardee by the Haryana Government, Abhay would not indulge in such activities and he was not even aware of the mechanics of betting.

The Chief Minister said the contents of the news report were still to be verified.

Memorandum submitted to Jacob
Parties back Chautala on SYL canal

An all-party delegation from Haryana led by Chief Minister Om Prakash Chautala today presented a memorandum to the Governor of Punjab, Lieut-Gen J.F.R. Jacob (retd), demanding completion of the SYL canal by the Punjab government.

The delegation also included Haryana Congress chief, Bhajan Lal, HVP President, Bansi Lal, Haryana BJP President R.L. Kataria. The Governor of Punjab reportedly told the delegation that he was only the constitutional head of the state government even as he assured that the memorandum would be handed over to the Punjab Chief Minister.

The memorandum was drawn up at an all-party meeting convened by the Chief Minister here today on the SYL issue. Mr Chautala, who addressed a press conference here after the meeting was over, claimed that his Punjab counterpart, Mr Amarinder Singh, was misleading people by making repeated statements about filing a review petition to challenge the Supreme Court order regarding completion of the SYL canal within a year.

Mr Chautala said earlier also a review petition filed by the Punjab Government was dismissed by the apex court. “Normally any petition challenging an order of the Supreme Court is disposed of in the judge’s chamber itself,” Mr Chautala said, adding that Punjab would not be able to alter the Apex Court’s verdict by filing a review petition now.

The Chief Minister also challenged Punjab’s claim about having insufficient water for sharing with Haryana. “All agreements on water sharing as well as the Eradi Tribunal had allocated more water to Haryana than what the state has been getting till date”, Mr Chautala said.

The Chief Minister said if the Punjab Government did not comply with the Supreme Court directive about completing the construction of the canal by next January, he would approach the Prime Minister for help. He claimed that the Prime Minister as well as the Union Irrigation Minister were in favour of Haryana as far as the SYL issue was concerned.

Apart from the INLD, the Congress, the BJP and the HVP, which have a strong presence in the state, representatives from the BSP, the CPM and the CPI took part in the meeting. Mr Bhajan Lal, HPCC chief, assured Mr Chautala of full cooperation on the SYL issue.

The BJP representative, Mr R.L. Kataria, also assured support to Mr Chautala even as Mr Kataria’s long speech was reportedly cut short by HVP chief Bansi Lal.

Black badge protest by KU teachers

Kurukshetra, August 14
In response to the call given by the All-India Universities Employees’ Association, teachers of Kurukshetra University wore black badges and non-teaching employees held a rally on the university campus here yesterday, in protest against the anti-education policy of the Central Government.

Although, the teachers wearing black badges attended their classes, yet, the teaching work remained paralysed due to thin attendance of the students. However, counselling for admission of the students remained unaffected.

Members of the Kurukshetra University Non-Teaching Employees Association (KUNTEA) and various students’ organisations held demonstrations raised anti-government slogans and held a rally in front of the Arts Faculty building.

Addressing the rally, KUNTEA president, Mr Karan Singh alleged the Centre was taking anti-education steps, including imposing a ban on new recruitments, abolishing promotion schemes, scrapping posts in educational institutions, privatising education, refusing jobs to dependents of employees and bringing unnecessary changes in the syllabi.

Supporting the agitation of the Kurukshetra University Teachers Association (KUTA) and KUNTEA, the Students Federation of India (SFI), state president, Mr Rajvinder Chandi, said employees and students were being affected by the state and Central Government policy decisions.

Among others who addressed the rally, included KUNTEA, general secretary, Mr Madan Gopal Sharma, former KUNTEA president, Mr Maan Singh, Jaagrook Chhatra Morcha, president, Ms Yaachna and employees leaders Mr Bheem Singh Saini and Mr Yashpal Narang.

Later, the Kurukshetra University units of the SFI organised a seminar in which topics of employment, education and secularism were discussed.

Proclamation notice to Haryana minister

The court of Mr Vinod Jain, Special Judge, has issued a notice of proclamation under Section 82 Cr PC against former Haryana minister Dharamvir Singh Yadav requiring him to appear on or before September 25 next as an accused under Sections 406/420/467/468/471/120-B of the IPC and 13(1) (d) of the Prevention of Corruption Act, 1988, at the police station of the state Vigilance Bureau here.

The case was registered against Dr Yadav as a result of a vigilance enquiry, according to which the allegations of offence of criminal breach of trust, cheating, forgery, misuse of power as minister and misappropriation of Rs 79,49,675 were proved against him. He filed applications for anticipatory bail which were dismissed by the court of Special Judge and thereafter by the Punjab and Haryana High Court.

Despite the dismissal of his bail application, he has been evading arrest. The court had issued non-bailable warrants against him, but he was not traceable. UNI

Martyr cremated

The body of Constable Dharampal of the CRPF who was killed in a mine blast in Ramgarh district of Orissa on August 11 was cremated today at his native village Shamlo Khurd in the district with state honours. Mr Ram Niwas, cousin of the deceased, lit the funeral pyre. Mr Suraj Bhan Kajal, Chairman, Finance Commission, Haryana, Mr Rajiv Sharma, Deputy Commissioner here, and Mr Manjit Singh Ahalawat, Superintendent of Police, paid tributes to the martyr on behalf of the state government. A large number of residents of Shamlo Khurd village and surrounding villages were present on the occasion.

Constable Dharampal is survived by his wife Birmati, two sons, Vikas and Neeraj and two daughters, Manisha and Kavita, besides his old parents.

President’s Police Medal for Malhi

Mr Gurjot Singh Malhi, IPS, Inspector-General of Police, Vigilance and Security, Haryana Vidyut Prasaran Nigam, Panchkula, has been awarded the President’s Police Medal for Distinguished Service on the eve of Independence Day.
He joined the IPS in 1974.

Club to sponsor vocational courses

More than 200 youth are being trained for self-employment in Haryana. Mr Subhash Batra, District Governor, District 321 A2, talking to newspersons today, said the lions clubs of the district would sponsor youth for vocational courses. A list of 150 probables had been prepared for the same, he said.
