6 of family commit suicide Yamunanagar, August 19 Issam Singh and his wife used to quarrel over the arrangement. Mr Vijayender Singh, Deputy Superintendent of Police, Jagadhari, informed newsman today at the Civil Hospital, Yamunanagar, that Issam Singh and all others five consumed celphos today afternoon. Harbans Singh, of the same village, had informed the police. He said that Anjali and Ajay died on the spot, while others died at the Civil Hospital. Postmortem will be conducted tomorrow. A case under Section 309, IPC, has been registered. |

yet to act upon statute amendment Chandigarh, August 19 An amendment to Article 16(4A) of the Constitution has allowed the government servants belonging to the Scheduled Castes and the Scheduled Tribes to retain their seniority in the case of promotion in reserved vacancies. In other words, candidates belonging to the general/OBC category promoted later would be placed junior to SC/ST government servants promoted earlier against reserved vacancies. A.K. Agarwal, Secretary in the Ministry of Personnel, cited the constitutional amendments “to facilitate the actual implementation of the reservation policy for
SCs/STs in services”. The Ministry of Social Justice and Empowerment, however, has written a much more emphatic letter to the state government on this issue. In a letter dated August 2, Mr C. Gopal Reddy, Secretary in the ministry, asked Haryana to complete within three months the process of determining seniority of government servants in the light of latest amendments to the Constitution. The letter further added that the Personnel Ministry’s directive on fixing benefits like promotion, pay, pension of SC/ST employees should be implemented within six months. The state government was asked to intimate the Ministry of Social Justice and Empowerment within a week about the action taken by it. The state government, it is understood, is yet to respond to the ministry’s letter though one week had already passed since it was written. Neither any exercise appears to be on in the state to restore the benefits to the SC/ST employees. |

poll: Left hails EC decision Hisar, August 19 The convention on secularism, national unity and social justice passed a resolution to this effect saying that the Election Commission had taken the right step at the right time which would go a long way in strengthening democracy in the country. It hailed the decision as a major step towards curbing communal forces from exploiting tragic situations for their political ends. Mr Subodh Kant, a CPM MP from Bihar who came to the convention from a tour of Gujarat said people in general did not favour an early poll. Besides, lakhs of members of the minority communities were still to be rehabilitated and under such conditions holding the poll would only deprive them of their voting rights. Mr Inderjit Singh, state Secretary of the Haryana CPM, said the two Communist parties had together decided to run a joint campaign in Haryana to strengthen the secular forces and present the Left forces as the third alternative. He said the Leftist forces in Haryana had gained considerable ground in the recent past. Ms Amarjit Kaur, a senior CPI leader, said the campaign entailed holding of seminars, street plays and other media to strengthen the Left forces. Such programmes would be organised all over the state this month. Others who addressed the convention included Mrs Jagmati Sangwan, Mr Harnam Singh, a former legislator, Mr Krishan Sarup and Mr Phool Singh Sheokand. |
HVPN staff locked up in factory Bhiwani, August 19 According to sources, a team comprising the SDO, Mr R.P. Verma, and a junior engineer raided the factory in the wee hours. The factory owner with the help of his employees overpowered them when they were checking the meters on the premises and locked them in a room. Some of them escaped and informed other officers about the incident. The sources said the raid was conducted following a complaint about power theft in the factory. The department has registered a complaint with the police in this connection. |
Safai karamcharis demand salaries Bhiwani, August 19 The employees had submitted a memorandum to the Deputy commissioner in this regard but that, too, was ignored. Administration sources said the abolition of octroi had added to the problem as it was a big source of income for the municipalities. Lack of resources have led to financial problems for the municipal councils. The employees said they had to borrow ration and pay heavy interest on loans. On the other hand, heaps of garbage on the roadsides and in the streets have made life miserable for the common man in the town. Outside Nehru Park, located right in the middle of the town, garbage is thrown by sweepers but it is not removed for several days. There are 370 safai karamcharis on the rolls of the council. They plan to go on strike if their salaries are not paid within a week. |
Murder accused gets life-term Ambala, August 19 According to prosecution Inder Pal had been running a general store in Ambala City. His son Deepak remained sick since his birth and was getting treatment from PGI, Chandigarh. Kishan
Bhiya, originally a resident of Sitapur (UP), used to visit shop of Inder pal. The accused told him that the ailment of his son could be treated by a spiritual baba of his native village Gokulpur (UP) by conducting ‘jhara’ but both children would have to be taken there. Inder Pal agreed to go there. When Inder Pal and the two children did not return even after four days, Inder Pal’s wife Usha Rani approached the local police. Meanwhile, one of her acquaintances Gurditta Mal rang him from Kanshipur (UP) that a boy named Deepak had been found there. Usha along with her two relatives went there and returned with Deepak to Ambala. Later, Deepak told the police that the accused Kishan Bhiya took them to a jungle and wrapped a cloth on the eyes of his father. The accused lighted a lamp there. Then he gave blow with a hammer to his father. As a result Inder Pal fell in the field and bacame unconscious. Deepak told that the accused threatened him and his sister not to disclose the incident to any one and to address him as father. Leaving his father in the jungle he took him and his sister to a town near Nepal Ganj from where he fled, he added. On the information of Deepak the Ambala police later raided at Garh Ganga Ghat near Kanshipur and recovered Nishu from the possession of the accused. The accused was also arrested. Later, the police visited the place where Inder Pal was murdered and recovered bones from there. The judge said in his judgement, “There is no question of two views in this case from the beginning to the end. It was the accused who took Inder Pal and his two chidren from their house and it was he who had caused severe blows to Inder Pal leading to his unconsciousness. The judge said in his order that since Inder Pal along with his two minor children voluntarily accompanied the accused from Ambala to the place of murder, the accused cannot be said to be guilty of kidnapping. The accused is guilty only to the offence of murder as he intentionally caused death of Inder Pal. The judge sentenced the accused to life imprisonment and a fine of Rs 5,000.

Ambala MC official suspended Ambala, August 19 The suspension orders of the Secretary, Municipal Council, Ambala Sadar, Mr Varinder Sharma, were received today. Incidentally, Mr Sharma has claimed innocence and has reportedly informed his superiors that the building inspector is to be blamed for the ‘fiasco’. The Deputy Commissioner, Ambala, Mr D.D. Gautam, confirmed that the secretary of the MC, Ambala Sadar, had been suspended. “We are looking into the matter and I have sought the file of this case,” he said. A few days back, the NOC was issued to a building located in Dayal Bagh area. The matter came to light when a local resident approached the Municipal Council authorities, seeking that NOC should also be issued to him. An MC official said that in an interesting twist the local resident had approached the secretary, MC, Ambala Sadar, Mr Varinder Sharma for the NOC. “When Mr Sharma said the NOC could not be issued, he was told that an NOC had been issued for a particular building in the Dayal Bagh area,” he said. Later, when it was found that Mr Sharma’s signatures were appended to the necessary documents, he was asked to explain the matter. “Mr Sharma said he was not to be blamed and instead the building inspector had ‘bluffed’ him into signing the document. However, the building inspector put the blame back on to Mr Sharma,” he said. Taking a serious note of this issue, the Municipal Council has recommended that suitable action be initiated against the building inspector. Also, a letter has been dashed off to the local tehsil office asking them to inform the Municipal Council before any further registry takes place. District Congress Committee, Ambala Cantonment, President, Mr Ashok Jain, demanded that the NOC should be abolished. “We are campaigning against the NOC. It breeds corruption apart from putting the common man to harassment,” he said. |

Chautala to open Sinchai Bhavan Panchkula, August 19 Stating this here today, a spokesman for the Irrigation Department, said the foundation stone of the building was laid by Mr Chautala on January 24, 2001. The building was constructed to bring the scattered offices of the department under one roof. He said the building had two blocks to accommodate about 800 offices and officials of the department. It had been constructed at the cost of Rs 13.92 crore in a record period of 17 months. The building would have an auditorium and audio-visual equipment for holding seminars and imparting training to engineers, farmers and other staff. |

3 cops suspended
Kurukshetra, August 19 According to police sources, Inspector Surinder Singh, SHO and constables Balbir and Suresh had been suspended for dereliction of duty. On August 17, the Chief Minister was to reach Brahmasarovar periphery to lay the foundation stone of a dharamshala but his motorcade was misdirected by the police personnel and it reached the rally spot of Madan Lal Dhingra Shaheedi Diwas. This led to chaos and confusion. As soon as the faux pas realised, the Chief Minister was asked to come down from the rally dais.

congratulates Shekhawat
Chandigarh, August 19 In a message here, Mr Chautala described Mr Shekhawat as a symbol of simplicity and hoped that his long political career and farsightedness would help him in ensuring healthy debate in the Rajya Sabha on vital issues concerning the nation. Mr Chautala also wished him success in all his future endeavours. The 79-year-old Shekhawat became country’s 12th Vice-President after President A.P.J. Abdul Kalam administered the oath of office to him earlier today.

SD Public School wins contest Ambala, August 19 The club president, Mr Vishal Mittal, said nearly 400 students from 35 schools participated in the competition held at Rukmini Devi Hall. He said SD Public School, Ambala Cantonment was the overall winners, while Sewa Samiti School, Ambala Cantonment, was awarded for the largest number of participants. The competition was divided into three categories and the judges were Ms Poonam Garg, Ms Anita Gupta and Dr Poonam Sharma. Among others, Mr Shyam Manchanda, Dr K.C. Sharma and Mr Rakesh Lamba were present. In the first category (Class I to V), Radhika was first and Priya Malik was second. In the second category (Class VI to X) Sonali was first and Neha stood second. In the third category, (Class XI and XII), Shweta Gupta was first and Chavi was second. The consolation prize winners include Amanpreet, Vaibhav Sharma, Sunaina Gupta, Niharika and Rakesh. |
Talent show competition Ambala, August 19 The college Principal, Dr A.K. Kaushik, explained the importance of cultural events to the students. Mr Surjit Singh Saini, a coordinator, gave details about the different events spread over two days. In dance, Suresh and Varun Nagar were declared first and Amit and Rinki Rana second. In singing, Suman and Rampal were declared first, while Roopa Rani and Krishan Pal second. In debate, Krishan Kumar Malik was first and Pradeep second. In poetry recitation, Samrat was first and Girish Kumar second. |
