Cell to deal with sexual harassment

The Haryana police has set up a special cell for dealing with cases of sexual harassment and complaints lodged by women employees. The cell will be headed by a woman officer. This was stated here today by Mr M.S. Malik, DGP, while inaugurating a workshop on sexual harassment at workplace.

Five held in two rape cases
Hisar, August 17
Two minor girls were allegedly gang raped in separate incidents in the district and the police has arrested five persons in this connection, while four others are yet to be arrested.

The District Transport Authority has collected Rs 21.30 lakh as fines for traffic violation, which is the highest in Haryana for the month of July.

Breach in River Tangri filled
Ambala, August 17
The breach that appeared in the Tangri river on August 14 was filled by the Irrigation Department today. Residents of surrounding villages also joined the department in the work. Following 60-feet breach in the bundh of the river the flood water had entered half a dozen villages causing heavy lost to several farmers.

Talent show at SD College

A talent show was held in SD College, Ambala cantonment, today. The competition was coordinated by the Youth Welfare Department of Kurukshetra University. The college Principal, Dr Desh Bandhu, who was also the chief guest, advised the students to lead a life of discipline.

The process of electing the Congress legislature party leader will be completed before September 2. The monsoon session of the Haryana Assembly is slated to commence on that day. This was stated here today by Mr Hanumant Rao, AICC, Secretary, in charge Haryana affairs.

Mr Rao, who came here today to take part in a meeting of the chiefs of the district units of the party, blamed Mr Bhupinder Singh Hooda for causing confusion over the CLP leader’s post. He claimed that the CLP leader’s election would have been a smooth process had Mr Hooda attended the function on August 6 when Mr Bhajan Lal formally took over as the President of the HPCC. “The original programme was that on the same day Mr Hooda too would be formally elected the CLP leader. However, Mr Hooda did not come to attend the function which resulted in the procrastination”, stated Mr Rao.

Supporters of Mr Hooda had alleged that since the restructuring of the state unit by the AICC (Mr Hooda, who was the HPCC chief and Mr Bhajan Lal, leader of the CLP, were directed to swap offices), Mr Bhajan Lal had been trying to delay Mr Hooda’s taking over as the CLP leader. Mr Bhajan Lal’s move to postpone the meeting of Congress legislators - called here yesterday to choose the CLP leader under the pretext of the absence of an AICC observer, has also made the Hooda loyalists furious.

Mr Hanumant Rao, however, said that Thursday’s meeting was postponed following directives from Ms Mohsina KIdwai, AICC General Secretary, Haryana affairs. “All the MLAs of the party were not present yesterday,” Mr Rao said. He said that in view of the Assembly session notice, he would take up the matter with Ms Mohsina Kidwai.

“We will call a meeting of MLAs where the CLP leader will be chosen in the presence of an AICC observer. The exercise should be over by the end of this month”, Mr Rao said. Asked why it had become necessary to have an AICC observer for the exercise as Ms Sonia Gandhi had already named Mr Hooda as the CLP leader, Mr Rao said it was always better to have an observer. Asked if there was a possibility of someone else becoming the CLP leader, Mr Rao said, “there was no such indication till now”.

Mr Bhajan Lal, who too was present when Mr Rao was talking to reporters, chipped in saying that when he was chosen as the leader of the CLP, Mr Motilal Vora and Ms Ambika Soni had supervised the process. “Actually, it was my fault yesterday that I did not seek help from the AICC for supervising the election”, Mr Bhajan Lal said. He claimed that at least two other MLAs were also interested in becoming the leader of the CLP and he would have to dissuade them so that Mr Hooda could be chosen as the leader of the CLP unanimously.

Factionalism also reared its head at the meeting of the DCC chiefs held at the Congress office here earlier to mobilise public opinion against the NDA government. Mr Rao said that chiefs of 15 out of the 30 district congress committees had taken part in the meeting while four of those absent had sent fax messages to the HPCC office here explaining why they could not come to take part in the meeting. “ Today’s meeting was part of the AICC programme to activate all the DCCs against the NDA. The issues against the NDA include the petrol pump scam, charges levelled against Mr Pramod Mahajan relating to the murder of a female journalist, charges levelled against Mr Venkaiah Naidu, President of the BJP, for misappropriating 40 acres in Andhra Pradesh which was meant for Scheduled Castes, and so on”, he said.

He said that Mr Bhajan Lal gave an impassioned speech seeking cooperation from the DCCs. While taking note of the fact that the DCCs were constituted during Mr Hooda’s tenure, Mr Rao said that he could understand if a district leader did not want to take part in a function organised to felicitate Mr Bhajan Lal. “But, they must not keep away from programmes chalked out by the AICC. If anyone is found deliberately missing AICC programmes on a regular basis, action would be taken against the member”, Mr Rao warned.

Supporters of Mr Hooda, meanwhile, claimed that only 12 out of the 30 DCCs had taken part in today’s meeting. “They were upset because Mr K.M. Hooda, Bachan Singh Arya and others, who were expelled from the party for anti-party activities, had returned to the party after Mr Bhajan Lal took over reins of the HPCC,” alleged a Hooda loyalist.

Trapped villagers rescued

Yamunanagar, August 17
All the 45 persons of Lalchhapar village who were trapped in an island, 20 km from here, have been located and have returned home.

Mr Vijayendra Kumar, Deputy Commissioner, Yamunanagar, said the 45 persons had been reported missing on the eastern bank of the Yamuna on August 14 night because of excessive rain in the high catchment area. All of them were located and sent to their homes last night. Motor boats and IAF helicopters were pressed into service.

The Deputy Commissioner along with a team of senior officials visited the flood affected villages yesterday which include Nawazpur, Kanyawala, Beelpura, Lakar. he said the water had receded. He denied that a few persons were still missing.

Mr Vijayendra Kumar also deputed a team of doctors to the affected villages. He said the power and water position was also normal. The Subdivisional Magistrate of Jagadhri and the District Revenue Officer had been appointed observers to provide assistance to the flood-hit villages. He said a special girdawri had also been ordered.

He said at 8 a.m. today the discharge was 7888 cusecs in the Yamuna at the Tajewala Headworks. The Mandewala bandh which was under construction and was meant to protect six villages of Yamunanagar, had suffered extensive damage.

The Mandewala bundh which had been hanging fire due to the non-cooperation of the Uttar Pradesh Government was to protect a couple of villages of Haryana and Uttar Pradesh. A number of meetings between senior officials of Yamunanagar District and the UP Government were held. The Haryana Government had completed the demarcation work whereas the UP Government had not taken any initiative.

In the first week of August due to rain 35 per cent of the bundh was damaged but now with excessive rain in the high catchment area it has been completely washed away. On August 14 night the volume of flood in Yamunanagar was 3,11,000 cusecs of water.

Sanitation drive yet to make headway

Residents are sore over poor sanitary conditions in different parts of this town and it appears that the civic body has become defunct. A number of small drains and nullahs remain filled with slush and silt in spite of a cleanliness drive launched by the Deputy Commissioner. Groups of pigs and other stray animals feasting over garbage heaps are a common sight.

Deputy Commissioner Anurag Aggarwal, after taking charge, pulled up the civic staff and constituted teams to monitor the cleanliness drive. However, it seems that the officials, some of whom have to perform other duties, do not have enough time to supervise this campaign while others have not taken this seriously. As a result the drive has not made any headway and many localities still stink.

The situation is so bad that the silt removed from nullahs outside the local PWD rest house in anticipation of the Chief Minister's visit is still lying on road berms. The residents allege that a sanitary inspector supposed to supervise this operation is busy pleasing the senior administration officers and local politicians. He is accused of withdrawing scores of safai karamcharis from official duty and sending them to the houses of senior civic officials to please them at the cost of the common man. Deploying such employees for installing flags and erecting welcome gates during VIP visits to the town has also drawn flak from the people, as it affects sanitation work.

Residents of certain colonies complain that the safai karamcharis seldom visit their localities and whenever this matter is brought to the notice of the sanitary inspector, Vijay Kumar, he misbehaves with them. Not only this, the Chairman of the Municipal Council, Mr Kamal Choudhry, shows his helplessness and asks the complainants to contact the Deputy Commissioner. Other aggrieved persons have expressed doubts over the absence of safai karamcharis from their localities for weeks and months together and sought an inquiry because whenever they contact the MC office they are informed that daily- wagers have been posted in their area. They smell a rat in the whole affair and want the truth to come out through an vigilance inquiry.

It is learnt that the centralisation of powers by the senior functionaries of the government sitting in the state capital is also responsible for the deterioration in the services of the local bodies, as even the Deputy Commissioner cannot take action against the erring MC employees and can only recommend action against such employees to the Director of Local Bodies. If the government is serious on improving the functioning of local bodies, it should give more powers to the Deputy Commissioners to take action against the employees who play truant.

Lok adalat settles 224 cases

As many as 224 cases were settled by the Lok Adalat held here today in the Judicial Complex, here, under the chairmanship of the District and Sessions Judge-cum-Chairman, District Legal Services Authority, Bhiwani Mr N.S. Ahlawat.

All judicial and executive officers posted here participated and cases of various categories were taken up for settlement.

The sources said that 23 Motor Accident Claim Cases, 23 Civil, 7 criminal, 147 summary and 24 Revenue cases were settled. A sum of Rs 21 lakh was awarded compensation to various victims of the accidents. Fine of Rs 93,800 was recovered in cases under MACT and criminal cases.

Cell to deal with sexual harassment

The Haryana police has set up a special cell for dealing with cases of sexual harassment and complaints lodged by women employees. The cell will be headed by a woman officer. This was stated here today by Mr M.S. Malik, DGP, while inaugurating a workshop on sexual harassment at workplace.

Mr Malik said the police would also adopt two villages for focusing on public grievances. Selection of these villages would depend on the instances of crimes. Further, cluster of villages around that area would be used for rural sport development.

The DGP said the scope of the proposed Act to curb sexual harassment in workplaces should also include educational institutions and homes as such crimes were not restricted to workplace.

Five held in two rape cases

Hisar, August 17
Two minor girls were allegedly gang raped in separate incidents in the district and the police has arrested five persons in this connection, while four others are yet to be arrested.

A 13-year-old girl of Jawahar Nagar was allegedly gang-raped by four persons here last night, the police said today.

Two youths took the girl on a motor cycle to a deserted area where two persons also reached there and they allegedly raped the girl.

The police has arrested Ashok and Suender in this connection.

Both were produced in the court of chief judicial magistrate G.S. Wadhwa, who remanded them in judicial custody.

In the second incident four persons allegedly gang-raped a girl in a room of a tower centre of a mobile company in Hansi town, about 26 km from here. The girl reportedly came to Hansi with a youth, Pankaj. It was alleged that four persons locked Pankaj in an adjacent room after beating him up and took the girl to another room where she was gang-raped, the police said.

Pankaj, Balraj and tower employee Satpal have been arrested and produced in the court of Mr J.B. Gupta, Judicial Magistrate of Hansi, who remanded them in one-day police remand. PTI

Condition of Chautala’s wife stable

Ms Sneh Lata, wife of Haryana Chief Minister, Mr Om Prakash Chautala, underwent angioplasty at the Fortis Heart Institute, today.

Mrs Chautala was shifted to the institute after remaining at the Cardiac Care Unit of the PGI for two days. According to a Fortis spokesperson, she was in the CCU and her condition was stable. She is likely to remain in the hospital for a few more days.

Meanwhile, a four-member team from leading teaching hospitals of Harvard Medical School will be visiting the Fortis Heart Institute, SAS Nagar, to focus on the quality of clinical care and review critical areas of the hospital, including OT, Cath Lab, ICU and MICU.

The team visits annually as part of the institute’s affiliation with the Partners Healthcare System, for US protocols and quality assurance standards. The team members are from the Partners Healthcare System, Brigham and Women’s Hospital and Masachusetts General Hospital.

The team will arrive in the city on August 19 and remain here for four days. The team headed by Mr David Jones, Executive Director, International Programme, Partners Healthcare System, Boston includes Dr G.H. Mudge, Dr Sary F. Aranki and Dr Arvind K. Agnihotri, all experts in their respective fields.

3 die as car dashes against tree

Three persons were killed and two injured when their car dashed against a tree near Matana village, 5 km from here, last night, the police said today. The deceased have been identified as Sawinder Singh, Daljit Singh and Sanjeev Suri.

The ill-fated car was coming from the Golden Temple, Amritsar.

Student falls from bus, dies

Hisar, August 17
A student was killed and another injured when they fell down from a Haryana roadways bus near the Dabra chowk here yesterday, the police said today.

The injured student, Prithvi Singh, in a complaint has alleged that he along with Vikas was waiting for the bus. As the bus came they tried to board it, but in the meanwhile the driver of the bus started the bus leading to their falling from the bus. Vikas died on the spot. PTI

The District Transport Authority has collected Rs 21.30 lakh as fines for traffic violation, which is the highest in Haryana for the month of July. The Deputy Commissioner, Ambala, Mr D.D. Gautam, said the joint efforts by the District Transport Authority and the police were underway to ensure that motorists followed the traffic rules. Regular functions were being held to generate awareness, a press note said.

The breach that appeared in the Tangri river on August 14 was filled by the Irrigation Department today. Residents of surrounding villages also joined the department in the work. Following 60-feet breach in the bundh of the river the flood water had entered half a dozen villages causing heavy lost to several farmers.

The Engineer-in-Chief of the department, Mr Jai Singh Ahlawat, visited the site and inspected repair work of the breach. Several villagers complained to Mr Ahlawat that the officials of the Irrigation Department did not remove the bushes along the banks of the river, which had caused the breach. Mr Bhagat Singh, a farmer of Gorsiyan village whose 26 acres of crop had been destroyed by the floodwater said the villagers had met the officials a number of times before the arrival of the monsoon but their pleas had fallen on deaf ears.

Karnal to have law college

The Bar Council of India has decided to open a national law college in each state to bring reforms in the legal education system, Mr B.S. Rathore, a former Vice-President of the Bar Council of India said here today.

Mr Rathore who was addressing a meeting of taxation lawyers here said a national law college for Haryana would be opened in Karnal. The decision to this effect had already been taken at a meeting of the council under the chairmanship of Justice A.S. Anand, former Chief Justice of India.

Mr Rathore said the Legal Education Committee, a part of the Bar Council, had ordered the closure of 170 law colleges in the country affiliated to various universities. The legal education committee had visited nearly 700 law colleges in the country before taking the decision.

The committee found that sub-standard education was given to students in these colleges. In Hyderabad city alone, 35 out of 55 law colleges had been ordered to be closed. The Bar Council has also created a welfare fund for the well-being of the practising lawyers.

Talent show at SD College

A talent show was held in SD College, Ambala cantonment, today. The competition was coordinated by the Youth Welfare Department of Kurukshetra University. The college Principal, Dr Desh Bandhu, who was also the chief guest, advised the students to lead a life of discipline.

Dr N.K. Sharma, Dean, told the students about the aim of holding such an event in the college. About 120 students drawn from different faculties of the college exhibited their talent in various items.

In the declamation contest, Parul Yakhmi was first, Anuradha was second and Anima got a special prize. In mono acting, Arun Kumar stood first and Divender Kumar was second. In the mimicry contest, Vishal Sharma stood first. In poetry recitation, Puneet was first, Gaurav was second and Anima got a special prize.

In the painting contest, Barkha Jaiswal and Yosha Walia were declared first while Neena Chaudhary and Ravinder stood second. In the quiz competition, Deepak Jain was first, Amit Sharma was second and Aashish Dawar was third.

In music (vocal) contest, Anuradha and Amit Mehandiratta were first, Sarita and Gurinder were second. In dance competition, Priti Aggarwal and Suman were declared first, Vandini and Vikash Gupta were second and special prizes were given to Neena, Vasu, Ish Kumar and Sandeep Nayyer.

Regional science exhibition at KV

A regional science exhibition was organised at Kendriya Vidyalaya No 2, Ambala Cantonment today.

The exhibition was on the theme “Science-Indigeneous technology and sustainable development”.

The school principal, Mr R.V.S. Shishodia, highlighted the objectives of the exhibition. Fiftyfour KVs participated in the exhibition through their models, charts and demonstrated working models on the given theme. The judges were Dr K.N. Tyagi, Dr R.K. Chouhan, Mr Rajinder Singh Rana and Mr R.K. Kapoor. The selected exhibits will be shown in KVS National Science exhibition to be held at Kendriya Vidyalaya, Begumpet, Secunderabad on August 23 and 24.
