Bombs being stored near village
K.G. Dutt

Pehowa, August 22
Panic has gripped residents of Mohanpur village and its surrounding areas as 56 bombs are lying in a room located about 1 km away from the village. The bombs were dug out from an abandoned well. The presence of the bombs came to the notice of the district authorities on August 15.

Mr Gurmit Singh Panjeta, SDM (Civil) of Pehowa subdivision, said today that after receiving information about the bombs, the Army authorities as well as forensic science experts of Madhuban were informed. An Army Captain had visited the site and inspected the bombs. He had assured the district authorities that the bombs would either be defused or collected. The experts from Madhuban also did not take any steps to defuse the bombs. As the days are passing, the villagers are becoming more panicky, says Mr Boota Ram, Sarpanch of the village.

Mr Panjeta maintained that the bombs had been safely stored in a tubewell room and it had been locked. Two armed police guards had been put on round the clock duty, besides, there was no population near the bombs.

Official sources said some people had tried to sell the bombs to a “kabari” who refused to buy them. It was only later that the police was informed.

The sources said the bombs were not very effective as they had remained under water for several years. But as they contained explosives, it could not be said that they would not explode.

Inquiries by this correspondent showed that till 1960-61, the area was used for Army exercises. The bombs must have been left there by some unit. Some people maintain that the stock might have been left by the Army during World War II.

People are also fearful about the misuse of the stock as Mohanpur is a faction-ridden village. Two groups have been fighting over shamlat land.

Senior, district officials, including the Deputy Commissioner and the SSP (Kurukshetra), have already visited the village to inspect the stock. The SDM admitted that so far there was no intimation when the Army authorities would come to take away the bombs.

HUDA demolishes 4000 houses
Tribune News Service

Faridabad, August 22
At least 4,000 houses of a residential colony at Ballabgarh town of the district have been demolished by the Haryana Urban Development Authority (HUDA) as a part of an ‘anti-encroachment’ drive.

It is learnt that majority of the houses built in the local Shiv Sharda colony situated behind the general bus stand at Balabgarh had actually been raised on the land belonging to the Roadways Department. Over 10 acres of the ‘bus stand’ land was occupied by the colony residents.

The HUDA officials, who carried out the drive in the past two days, demolished over 4,000 houses. At least 25 houses of the colony were spared by the authorities, as their owners had reportedly got a ‘stay order’ from the Punjab and Haryana High Court.

Meanwhile, the colony residents claimed that they had been living there for the past 20 to 30 years and the colony existed even before the bus stand was constructed. They alleged that not only thousands of residents had been made ‘homeless’ but also their large investments in the construction of houses had gone waste.

The residents charged the HUDA authorities with ‘high-handedness’ as they were not allowed to take out their belongings before the demolition. The authorities on the other hand claimed that prior notices had been served.

Basmati issue: Krishak Samaj blames Centre
Tribune News Service

Chandigarh, August 22
The Haryana Krishak Samaj has blamed the Union Government for its failure to protect the interests of basmati growers by not acting in time to prevent the grant of patent to three strains of hybrid basmati to Ricetec Corporation of the USA.

In a statement issued here today, the president of the samaj, Mr Shamsher Singh Surjewala, said the grant of patent to the US company had created an alarming situation for Indian farmers in general and for the basmati growers of Haryana, Punjab and Uttar Pradesh in particular.

Ridiculing the claim of the Union Government that the grant of patent on basmati would not harm the Indian farmers, Mr Surjewala, who is also a former Agriculture Minister of Haryana, said henceforth the Indian basmati would not be able to compete with the Ricetec strain of basmati in the world market because the US company could market its product at cheaper rates with the help of superior marketing facilities.

Mr Surjewala alleged that the US company was successful in getting the patent because the Indian Government had failed to adopt the “geographical indication norms” and the Plant Varieties and Farmer Rights Bill, which afforded protection to anything unique to a region. He expressed the fear that in the coming paddy season, the prices of basmati crop would fall sharply, causing great harm to its growers.

He alleged that the Vajpayee government and the parties supporting it had done incalculable harm to the Indian farmers and the Indian trade by this “act of gross negligence”. An emergency meeting of the samaj would be convened soon to discuss the situation arising out of the grant of patent on basmati to the US company.

Private parties respond to FCI scheme
Tribune News Service

Chandigarh, August 22
The latest attempt made by the Haryana Government regarding construction of godowns by private parties under the seven-year guarantee scheme of the FCI met with a degree of success with private investors reportedly offering to construct close to 50 per cent of the covered storage space advertised by the authorities.

The state government wanted to have godowns constructed by private parties at 21 centres in 12 districts of Haryana for storing six lakh tonnes of grain. While two attempts made by the state government earlier to attract private investors for the construction of the godowns were unsuccessful, the latest move to receive tenders in the districts saw private investors coming forward to accept the offer.

On August 17, the deadline fixed for receiving tenders from private investors, it was found that offers were received for the construction of covered storage space for keeping 2.15 lakh tonnes of grain at 10 centres. Subsequently, two offers were received for Tohana in Fatehabad district and Jagadhri in Yamunanagar district, bringing the total storage space offered to be built by private parties to over 2.8 lakh tonnes.

According to official sources, Ambala (Ambala district), Pehowa (Kurukshetra district), Safidon (Jind district), Taraori (Karnal district), Sonepat (Sonepat district), Sirsa and Ellenabad (Sirsa district) and Jagadhri (Yamunanagar district) are the centres for which offers have been received for the construction of the entire required storage space.

Partial offers were received for Cheeka (Kaithal district) and Panipat (Panipat district). There was no offer by the parties for the construction of godowns at Kurukshetra, Shahbad, Kaithal, Dhand, Pai, Palwal, Hodal, Bhuna, Karnal and Rewari. However, official sources said that they were hopeful that private investors would come forward for the construction of the remaining space as well.

The Deputy Commissioners as well as district-level officials of HAFED and the Haryana Warehousing Corporation (HWC) had been authorised to finalise contracts with private parties in accordance with the guidelines, the sources said, adding that offers for the construction of covered space for storing 50,000 tonnes at Jagadhri and 16,750 tonnes at Tohana were received through this mechanism.

The sources said the offers would be formally approved by the government following which construction would start. Some of the godowns should be ready by January so that these could be used for keeping the kharif crop, the officials said. While private parties had earlier demanded the enhancement of the rates offered by the government — Rs 13.50 for godowns beyond 8 km of a railhead and Rs 14 for godowns within 8 km of a railhead — their realisation that the state government would not yield to pressure on the issue of rates, is stated to have made them finally respond to the seven-year guarantee scheme. The state government also relaxed the specifications on construction — which were changed from the norms fixed by the FCI to the norms followed by the HWC — resulting in cost reduction in the erection of the structure.

However, despite the state government finally making a breakthrough in involving private parties in the construction of godowns, the problem of storage space will nevertheless trouble the government during the kharif procurement season. “At least three lakh tonnes of paddy must be shifted out of the state”, an official said. Sources said the problem relating to the movement of grain would be taken up with the Union Food and Consumer Affairs Minister, Mr Shanta Kumar, during his visit to Chandigarh on September 3.

Haryana moves SC against CBI probe
Tribune News Service

Faridabad, August 22
The Haryana Government has reportedly approached the Supreme Court in connection with the CBI probe into “illegal” mining of minerals in Faridabad district.

According to informed sources, the state government has filed a petition in the apex court to get “stalled” the CBI probe ordered by the Punjab and Haryana High Court.

It may be recalled that in a public interest litigation (PIL) filed by Mr Subhash Sharma, a local journalist, the high court had ordered a CBI probe into the allegations of illegal mining in the region and the resultant financial loss being incurred by the state government. The petitioner had made a Haryana minister and his relatives as parties to the petition.

The state government had ordered an inquiry which was conducted by the Home Secretary and the Vigilance Department, but the high court was not “satisfied” with the outcome of the probe. The court ordered an inquiry to be conducted by the CBI and asked it to submit the report within six months.

Although the period of six months will be over on October 19, the investigating agency is yet to start the probe, it is learnt.

It is reported that the state government has stated in its petition before the Supreme Court that it could not get adequate time to conduct a thorough probe. The government has desired that it should be given another chance for carrying out a probe.

On the other hand, sources close to Mr Subhash Sharma, who had filed the PIL in the high court, feel that the move of the state government to approach the apex court was a clear indication of the “humiliation” it could face in case an impartial inquiry is conducted.

Officials fail to check PNDT Act violations
Tribune News Service

Faridabad, August 22
The recently launched campaign by the health authorities to check sex-determination tests by private clinics and hospitals seems to be facing teething troubles. In one incident here on Monday, a team of the District Health officials led by the Chief Medical Officer, Dr B.S. Dahiya, which went to raid a private clinic in Sector-16 allegedly doing sonography, was not only gheraoed and abused but were locked inside a room for over an hour by supporters of the doctor.

They lodged a complaint against the CMO with the police for allegedly slapping a woman patient. According to the officials, some of the documents and proofs collected by them were also snatched by the supporters of the doctor. Dr Dahiya said no association of the physicians or doctors had come forward to support their cause.

The first ever violation of the PNDT Act, was registered by the health authorities here last month. Although the case is pending in the local court and the next date of hearing has been fixed for September 14, it is learnt that the accused have been trying to dissuade the authorities from pursuing it.

Some of the district officials have also been threatened.

But, the Union Ministry of Health seems to have taken some tough steps to ensure proper implementation of the Act. The ministry has decided to provide its own panel of lawyers for taking up the cases pending in courts of various states, besides ensuring security to the health officials.

Over 75 private hospitals and nursing homes in the districts which offer sonographic facilities have offered to register themselves with the authorities.

Private bus operators capitalise on govt’s share
Our Correspondent

Jhajjar, August 22
The transport service in the region, especially on the state highways and approach roads connecting, the rural areas, seems to have been thrown completely out of gear, thanks to the public and private transport authorities who have adopted a negative attitude despite increasing transport needs of the local people.

The chaotic situation has not only harassed the passengers it has left the state exchequer in heavy losses in terms of revenue collection as the Transport Department has failed to capitalise on the potential commuters. Instead, the unauthorised maxi cabs, plying on almost all routes in violation of the rules are thriving at their cost.

The situation is worst on the approach roads which connect the villages with the district headquarter. At such routes, the government has issued permits to cooperative societies to ply buses there. But, instead of plying buses on the sanctioned routes, these cooperative society owned private bus operators followed more viable and direct routes. Thus, not only the routes sanctioned to them remained completely unattended, they are also eating up the Haryana Government’s share of revenue which is already in dire financial crisis.

However, commuters of a number of these bypassed routes complained to the roadways officials about non-availability of any conveyance to them. Such complaints also reached to the Deputy Commissioner and the DTO, following which the Deputy Commissioner directed the roadways officials to provide bus services on two routes, Jhajjar to Dhakla and Gwalison, while as per the rules, the Haryana roadways buses can not embark on the routes sanctioned to the private transporters.

Meanwhile, the Haryana Roadways officials has listed out about 31private transporters here which are not plying on sanctioned routes. Some of the routes remained bypassed are as: 34, 35, 36, 37, 40, 42, 43, 44, 45, 46, 50, 57, 84.

According to official sources, about 45 cooperative societies owned private transporters have been authorised to provide their services on 35 different routes covering more than 100 villages. But given the existing state of affairs most of these villages still depend either on their traditional conveyance like bicycle or unauthorised transporters.

When contacted, Mr J.P. Kaushik, DTO, admitted that he had received some complaints about the lack of transport facilities at some routes and asked the General Manager of the roadways, to make alternate arrangements, while adding that “it is common on the part of the roadways officials to be involved in fault-finding with the private bus operators as both are rival transporters.”

The situation is no different on state highways. A visit to the bus stand here shows there is a heavy rush on all outlets including, Bahadurgarh, Dadri, Gurgaon, Rohtak, and Rewari, especially in the evening as the frequency of buses is very less.

Mr. S.S. Dalal, General Manager, Roadways, here maintained that despite having been upgraded to depot, they were less number buses and the staff. “The depot has 118 bus in its fleet while the requirement is much higher,” Mr Dalal said, adding that they had written to the higher authorities to sanction at least 30 more buses but the demand was yet to be accepted.

Echoing with the public demand to connect Jhajjar with the rail link, the General Manager emphasised that until a rail project materialises, passengers thrust could not be eased. Despite conducting survey for passing a rail line via Jhajjar a few years ago, the project still hang in fire.

35 subdivisions identified for electronic meters
Our Correspondent

Rohtak, August 22
The Uttar Haryana Bijli Vitran Nigam (UHBVN) has identified 35 subdivisions for the replacement of single-phase and three-phase domestic and non-domestic electromechanical meters with electronic meters.

The task for the replacement of meters has reportedly been entrusted to EMCO, a Pune based company engaged in manufacturing electronic meters. The process is likely to be completed by October end.

Interestingly, the 35 subdivisions cover only the urban areas in the state. The nigam appears to have planned to replace such meters in the rural areas after completing the process in cities and towns.

The nigam in a circular to its subordinate offices has said that all new single-phase and three-phase domestic and non-domestic connections would be released by installing electronic meters only. All defective electro-mechanical meters will henceforth be replaced by the electronic meters.

The nigam said it would provide electronic meters for new connections and for the replacement of defective meters. However, in the event of the non-availability of meters with the nigam, the consumer could purchase it from the empanelled firms.

For more than seven years, the residents of Friends Colony have been demanding proper sewerage and have met various authorities without any success. Their hopes rose when they met two Member of Parliament, Mr Lachhman Singh and Mr Rattan Lal Kataria, but even that proved fruitless.

The colony is located next to Kurari Mohalla, and consists of about 75 fully constructed houses. It falls within the municipal limits, and the municipality has also collected sewerage connection charges of Rs 165 per unit from the residents.

The main problem is that next to the colony lies railway land and the railway authorities are unwilling to allow their land to be used for this purpose.

The residents of the colony have brought this problem to the notice of successive Deputy Commissioners at Open Durbars held by them. At the recent Open Darbar held by Ms Jyoti Arora, Deputy Commissioner of Panchkula, this problem was again brought to her notice.
