SYL: Haryana to honour court
verdict Rohtak, August 19 Disclosing this at a press conference here today, the Chief Minister, Mr Om Prakash Chautala said the government would honour the court verdict. Answering a question he said the government had introduced a law to check the theft of canal water. He said non-bailable warrants would be issued against such offenders. Answering a question he said the Indian National Lok Dal (INLD) was an important ally in the National Democratic Alliance (NDA) government and the INLD was a national party. He said a decision regarding the alliance for the forthcoming elections in UP would be taken after the announcements of elections. Commenting on Pt. B.D. Sharma PGIMS here the Chief Minister clarified that the team of Medical Council of India (MCI) did not raise any objection to the functioning of the PGIMS. He said the state government had requested the Union Government to set up a 100-bed hospital at Panchkula. Besides, he said a trauma centre had been established at Karnal to provide immediate medical treatment to victims of road accidents. He announced similar trauma centres would be set up at Faridabad, Rewari and Sirsa districts. The Chief Minister laid the foundation stone of a 132 kv substation on the premises of Maharishi Dayanand University to be constructed at a cost of about Rs 8 crore. He said after the completion of the substation, nearly 51,000 consumers of 17 villages besides Rohtak city, university and medical college would be benefited. He said global tenders had been floated for the construction of 500 MW Thermal power plant at Yamunanagar. The Union Government had also given approval for the setting up three more gas-based power plants in the state. The Chief Minister said the government was committed to meeting the increasing demand of power supply in the state. Ms Meenakshi Anand Chaudhary, Chairperson, Haryana Vidyut Prasaran Nigam (HVPN) revealed that the Chief Minister had sanctioned Rs 2,000 crore to execute various power projects in the state in the past two years. Dr M.L. Ranga, Minister of State for Health said the state government had written to the Union Health Ministry for the setting up of three more trauma centres on the national highways at Agra, Hisar and Jaipur. He said the Union Ministry had also sanctioned the setting up of cancer centres at Bhiwani, Kurukshetra, Ambala and Sirsa at an estimated cost of Rs 3 crore each. Hooda seeks ‘white paper’ on
recruitment Hisar, August 19 Participating in the “Congress gaon ki chaupal mein” programme at four villages of the Narnaund Assembly segment in the district, he said the law and order situation in the state had touched a new low with ruling party leaders shielding and patronising criminals. The fear of the police had vanished from the minds of criminals who were operating fearlessly all over the state. The common man was feeling greatly insecure because of increasing crime, he observed. Mr Hooda said most highways in Haryana were deserted after sunset as criminals ruled the roads in the dark, looting motorists and truckers. The police was nowehere to be seen on the roads, leaving the people to the mercy of the criminals. He said the crime graph had risen sharply but the Chief Minister had not acted so far. The HPCC chief said the chief minister was busy politicking in Uttar Pradesh and the energies of the state machinery were focussed on the his tours. As a result the problems of the people had taken a backseat. He sought a ‘white paper’ on the recent recruitment to the police, alleging that the Supreme Court directions that those sacked under its orders be given preference had been grossly violated. The Chief Minister’s own guidelines that the residents of a particular district alone be appointed in that district had also been violated. A white paper on the issue would bring out these and other irregularities in the recruitments, he added. Accusing the Chief Minister of centralising powers in himself, he said Panchayati Raj institutions were being downgraded as the Chief Minister, was sanctioning projects normally approved by the village panchayats. The “sarkar aapke dwar” programme had only been used as a ruse to grab powers belonging to the panchayats. This, he said, amounted to interference in the functioning of these institutions. Mr Hooda criticised the government for levying fresh taxes through the backdoor after the budget had been passed. Citing the recent imposition of taxes on feed and liquor, he said many taxes had been imposed causing losses to traders and contributing to the rise in cost of living in the state. He said the Congress was bound to come to power in the state whenever the next Assembly elections took place. Ms Shelja, a former Union Minister and AICC General Secretary, said the NDA government at the Centre had not implemented any of the schemes announced by the Prime Minister from the ramparts of the Red Fort during the past four years. She said the NDA government was bound to fall after the elections in the four states by the year-end. The HPCC chief was accompanied by Mr Jai Parkash, MLA and Dr Ajay Singh, Congress leader from the Narnaund assembly segment. Mr Hooda visited Petwad, Majra, Gurana and Putthi villages of the constituency. |
Camp for disabled
concludes Jhajjar, August 19 Mr Quraishi called upon the people to carry forward the social welfare programmes with a missionary zeal. He was speaking at the concluding ceremony of a seven-day “Viklang Sahayata” camp today at Bahadurgarh. The camp was organised by the District Red Cross Society in association with Bhagwan Mahavir Viklang Sahayata Samiti, Jaipur (Delhi branch). The camp was inaugurated on August 13 to provide equipment to the physically disabled. Lauding the efforts of the organisers, especially Mr V.P. Jain, Chairman, Bhagwan Mahavir Sahayta Samiti for their contribution in this field, Mr Quraishi asked the district administration to conduct a survey of partially disabled persons so that they too could be assisted. Ms Shashi Gulati, Deputy Commissioner, giving details of the camp said 360 calipers, 100 tricycles, 25 wheelchairs, 60 limbs, 60 sets of hearing aid and 200 crutches were distributed among the disabled at this camp. She said 38 polio cases were also identified which will be referred to the General Hospital later. She said 4,800 persons had been identified as disabled and 2000 provided with help so far. A sum of Rs 15 lakh had been spent on organising this camp. |
Teachers oppose school
closure Bhiwani, August 19 The management committee of the school had locked the main gate seven months ago and announced the closure of the classes. The committee had terminated the services of six teachers after serving them notices. But an administrator was appointed in the school on the intervention of the government. The management committee challenged the appointment of the administrator in the Punjab and Haryana High Court on March 31. A member of the committee, Satish Khurana, said the committee had to decide to close the primary wing in 1992 due to the decreasing number of students. The then SDM, Mr Rajesh Khullar, intervened and an agreement was reached between the management committee and the teachers. According to Mr Khurana, as many as 95 students were studying in the school at present. The state government provides 75 per cent grant whereas the remaining 25 per cent has to be given by the management committee, which he added, had now become very difficult to raise. He further stated that the state government had now closed the grant for the school since March 31. On the other hand the teachers said all 10 teachers had given nearly Rs 9 lakh to the management committee till now. The management committee, they alleged, had deliberately publicised about the closure of the school since January, which affected the new admissions obviously. |
338 cases of power theft
detected Sonepat, August 19 The Deputy Commissioner, Mr S.N. Roy, told mediapersons here today that 2,480 premises had been checked and 338 cases of power theft detected. Penalties amounting to Rs 19.74 lakh had been imposed on the erring consumers and Rs 9.09 lakh recovered from them. As many as 65 FIRs were registered against the defaulters, he said. Mr Roy said the officials checked 1,219 premises last month and detected 155 cases of power theft. A penalty of Rs 8.67 lakh had been slapped on defaulters and Rs 5.44 lakh recovered. Cases had been registered against 10 defaulters who had failed to pay the penalty. He said 41 cases of overloading had been detected and Rs 12,000 recovered as penalties on the spot. In the rural circle, 90 cases of power theft were detected last month. Rs 2.34 lakh was recovered as penalty on the spot. Nine FIRs were registered against the defaulters. He said the officials of the nigam also detected 89 cases of overloading and imposed a penalty of Rs 4.45 lakh on the erring consumers. In the Gohana area, 462 premises had been checked and 93 cases of power theft detected during the period under review. The officials also imposed a penalty of Rs 4.75 lakh on the erring consumers and recovered Rs 2.12 lakh on the spot from them. The officials also got FIRs lodged against 46 persons. As many as 11 cases of unauthorised load were also detected. |

Chanchal Kumari wins
MC byelection Ambala, August 19 By winning this seat, Ms Chanchal Kumari has retained the seat which had been won by her late husband, Sanjeev Kumar, and had subsequently fallen vacant after he was killed in an accident. The candidates in the tri-cornered contest were Mr Narendra Bangali of the Vikas Parishad, Pradeep of the BJP and Ms Chanchal Kumari of the Congress. Ms Chanchal Kumari polled 949 votes against her closest contender, Mr Bangali, who polled 727 votes. In the third position was the BJP candidate with 568 votes. A total of 2275 votes were polled in which 31 votes were rejected. A visibly happy Ms Chanchal Kumari said, “This is a victor of the Congress and also of my husband who had worked tirelessly for bringing
improvement in the ward.” “I am going to fulfil his dreams regarding development in Ward No. 24,” she added. A large number of Congress activists and local leaders turned up at Shantan Dharam Dharamshala, where voting as well as counting took place. Among others, Mr S.K. Sharma, Mr Ashok Jain, Ms Sudarshana Dua, Ms Amarjeet Kaur Sodhi, Mr Darshal Lal Dua and Mr Sudhir Jaiswal were present. The Congress workers later took out a victory rally through streets of Ward No. 24. They raised slogans and celebrated to the beat of
dholaks.

Traders call off
stir Rewari, August 19 The agitating traders had been demanding the withdrawal of the murder case, which they alleged had been registered by the police under pressure of an irate mob of villagers, against Mr Surender Kumar Jain, owner of a local factory in which its accountant Rakesh Kumar was allegedly thrown into a burning furnace on August 3. Their other demands included the registration of a case of theft against Rakesh Kumar and the registration of a criminal case against those who had damaged the property of the factory on August 3. Meanwhile Mr Jain has been lodged in judicial lock up here till August 22, under orders of Chief Judicial Magistrate, Rewari. |

dies Jind, August 19 In another incident Gulab Singh of Kchana village died after he was knocked down by a train near the village railway station. Gulab Singh was reportedly crossing the railway track when the mishap occurred. Babita, a young married woman of Alewa village, who had received burns died yesterday. She was admitted to the local general hospital where she succumbed to her injuries. In yet another incident Surjan Singh, a resident of Uchana Kalan village died after allegedly consuming some insecticide. |

for fraud Kurukshetra, August 19 The district police chief, Mr Desraj Singh, said a multipurpose cultural complex was being set up by the state government in the city with financial assistance from the Union Ministry of Tourism and Cultural Affairs and a sum of Rs 50 lakh had been released in this respect. Mr Desraj Singh said of this amount a sum of Rs 25 lakh was released to the Secretary, Haryana Kala Parishad, Kurukshetra. Raghuveer Kanwal and his wife Nalini Devi, both office-bearers of the parishad, allegedly withdrew the amount fraudulently and instead of using it on parishad work, they allegedly misappropriated the amount. |
Pilgrims take holy dip Kurukshetra, August 19 Pilgrims made a bee-line to the Brahma sarovar and Shaneshwar Mandir in the wee hours today. The Sathya Sai Sewa Sanghthan devotees took out a “Nagar-sankirtan” in the city on the occasion under the leadership of its district president. Haryana Roadways plied special buses from Pipli to Kurukshetra-Pehowa to cope with the rush.

Harish Bala wins civic poll Sirsa, August 19 The Returning Officer, Mr Ramesh Kajal, said out of 3,449 voters 1,772 cast their votes out of which 12 votes were declared invalid. Ms Harish Bala got 941 votes while the Congress-supported Madhu Bala Thakur polled 443 votes. The BJP candidate, Ms Champa Devi, bagged 376 votes.
The by-election for the ward was necessitated as the INLD councillor, Ms Prem Lata, resigned. |

Medical camp from today Ambala, August 19 AWWA looks after problems faced by families of Army personnel and their general welfare.
This year AWWA is celebrating its raising day by organising a medical camp and motivating women to donate blood during the same camp, a release said. In India, cancer of cervix and breast tops the list of cancer in women above 35 years of age.
Both types of cancer can be detected at an early stage with simple tests, the release added.
