Bansi for fiscal emergency in Haryana

Expressing concern at the “dismal” state of the economy in Haryana, Mr Bansi Lal, a former Chief Minister of Haryana and Haryana Vikas Party (HVP) supremo, has demanded that the Union Government should impose a financial emergency in the state under Article 360 of the Constitution.

Addressing mediapersons at a function organised by the district unit of the Haryana Union of Journalists (HUJ) here today, the former Defence Minister alleged that the Indian National Lok Dal (INLD) government was responsible for the “collapse” of the state’s economy.

Describing Haryana as “the fittest case” for imposition of financial emergency, he alleged that “faulty” decisions by the INLD government were solely responsible for the financial breakdown in the state.

He alleged the Chautala government had failed on various fronts. On the functioning of power corporations, he alleged these were suffering a loss of Rs 100-Rs 125 crore per month on account of lack of budgetary support. Either the Chief Minister was feigning ignorance or he was being misinformed by power officials.

Mr Bansi Lal said the Chautala government had issued bonds worth Rs 1200 crore on behalf of the power corporations to different organisations, including the National Thermal Power Corporation (NTPC). He apprehended the government was planning to issue similar bonds worth Rs 700 crore. These carried 12-13 per cent interest. As per his calculations, the financial crisis was likely to deepen on maturity of these bonds.

The HVP supremo alleged that the power supply position in the state was miserable and there was no likelihood of improvement in the next couple of years.

He said farmers of Rohtak and adjoining districts were facing discrimination in the matter of supply of irrigation water through minors as their tails continued to remain dry. On the other hand, he alleged the Chief Minister was concentrating on water supply to Sirsa district alone. He urged the government should ensure equitable distribution of water to all districts without political considerations.

Expressing dislike for elections to student bodies, he said elections had mostly triggered violence on the campus. Moreover, he said the Vice-Chancellors of all four universities in the state had not favoured the idea of elections.

Answering a question, he said the BJP had never proved to be a reliable political ally and, he alleged, it had always used its partners as tools to derive political advantage.

On national issues, he said the Finance Minister, Mr Yashwant Sinha, should immediately resign owning responsibility for the recent UTI fiasco.

He said the government was equally responsible for the debacle due to which the people had lost faith in the government undertaking.

Cong flays cut in relief for martyrs’ kin

The Haryana Congress has criticised the decision of the Chautala government to reduce drastically the financial relief being given to the families of the martyrs of the armed forces and the paramilitary forces belonging to the state and described the decision as “a great betrayal of the martyrs’ families”.

In a statement issued here today the president of the party, Mr Bhupinder Singh Hooda, said the state government had collected over Rs 15 crore from the public for the Chief Minister’s War Heroes Fund. But it was strange that in the name of rationalisation of the package of relief to be given to the families of the martyrs, the relief had been reduced drastically.

Mr Hooda said at the time of the elections not only the Chief Minister, Mr Om Prakash Chautala, but also the leaders of the BJP had promised liberal relief to the martyrs’ families. But these promises had proved a mirage just like the other promises made by Mr Chautala and his “co-travellers”.

The Congress leader alleged that the amount collected from the public for the war heroes fund had not been used properly and it had been reportedly mishandled by the persons who were assigned this responsibility. He demanded that the decision to reduce the relief should be reversed and the families of the martyrs should be provided with relief in addition to that previously announced by the government.

He said the families whose breadwinners sacrificed their lives for the country should be properly looked after and there should be no discrimination among those who died while defending the frontiers of the nation or fighting terrorists or due to disruptive activities of anti-national elements.

CM: govt to spend 40 cr on water projects

Chief Minister Om Prakash Chautala today announced that the state government had decided to spent Rs 40 crore annually on drinking water supply projects with the aim to provide 70 litres of water per person per day.

Mr Chautala was addressing a gathering after laying down the foundation stone of a water distribution project to be completed at the cost of Rs 2.14 crore in Badsa village of the district. Earlier, he laid the foundation stone of a similar project in Laganpur village here.

Mr Chautala said his government had accorded top priority to providing fresh and potable water to all people of the state and an amount of Rs 157 crore sanctioned for completing of various water supply projects in rural and urban areas during the current financial year.

He said 147 new waterworks had been built and the capacity of 235 enhanced. The drinking water supply per person per day had been enhanced up to 40 litres in around 900 village.

He said the government stress was on job-oriented courses while implementing the new educational policy to reduce difference between rural and urban students. He claimed that recruitment to government jobs was being done purely on merit. He also stated that Haryana would be able to generate surplus power after two-and-a-half-years.

The government was trying to get higher minimum support price (MSP) for paddy and the Prime Minister had given a positive response on the issue. He also presided over a “sarkar apke dwar” function in the Beri constituency in the morning.

Bhajan promises sops to cops

Former Chief Minister and senior Congress leader, Mr Bhajan Lal today said if he came to power again he would reinstate all 1600 policemen whose services were terminated by the Chautala government following a Supreme Court decision recently.

He was addressing a function at Bishnoi Mandir here this evening organised on the 551st birth anniversary of Guru Jambheshwar, founder of the Bishnoi sect.

These policemen had come to there in a procession to handover a memorandum to Mr Bhajan Lal during whose regime they had been recruited.

He said these policemen would be reinstated at every cost and that he would not hesitate to amend the law if need be. He alleged that the Chautala government had not pleaded their case in the apex court properly because of ulterior motive.

Mr Bhajan Lal said he would reinstate all employees of other departments too whose services had been terminated by the Chautala government. Criticising the Chautala government, he alleged that the Chief Minister, Mr Om Prakash Chautala, had adopted a partial attitude towards the employees who had been recruited during his tenure as Chief Minister.

Quoting from a book on Guru Jambheshwar, he said the Bishnois were basically Jats before adopting the 29 principles of Guru Jambheshwar. He also informed the gathering that a Bishnoi Mandir and a dharmshala would be constructed at Delhi and the President, Mr K.R. Narayanan, would lay the foundation stones in the last week of September.

Inviting a former Home Minister and Indian National Lok Dal (INLD) leader, Mr Mani Ram Godara, to join the Congress, he promised to get him elected to the Rajya Sabha when the party came to power.

Minister stays away from meeting

The Haryana Town and Country Planning Minister, Mr Dheerpal Singh, again failed to turn up for presiding over the monthly meeting of the Sonepat District Public Relations and Grievances Committee held here last evening.

According to official sources, Deputy Commissioner S.N. Roy presided over the meeting in the absence of the minister and disposed of three complaints at the meeting. Three other complaints were put off to the next meeting.

The Sarpanch of Jakhauli village complained against the unauthorised sale of liquor in the village and demanded stern action against those involved in it.

The DC directed the Deputy Excise Commissioner to take steps in this respect.

Several non-official members highlighted grievances of the people like accumulation of rainwater on the Pio Munyari-Pabsara road, near Gaushala, and lack of action against the persons who had installed a tubewell on the land of a school at Nuran Khera village.

The DC directed the authorities concerned to take steps for draining out the rainwater from the road leading to Pabsara village and vacation of the illegal occupation of the school land.

Withdraw case against Garg: BJP

Meanwhile, a delegation comprising former Haryana BJP President O.P. Grover, Mr Krishan Pal Yadav, member of the state executive of the party’s Kisan Morcha, Mr Tara Chand Yadav, General Secretary of the Khol BJP, Dr Arvind Yadav, and Mr Balwan Singh Yadav, both councillors of Zila Parishad, and several other met the Deputy Commissioner here on Thursday and demanded the withdrawal of the above case.

They said Mr Garg had been falsely implicated in the case. Contrary to the above charges, Mr Garg and his associates had cooperated with the administration in tackling the situation arising out of the road blockade and mob fury at Kund on August 2, they claimed.

According to the members, this post is reserved for a backward class candidates, but due to pressure of the Chief Minister, the norm was flouted. It is learnt that Mrs Goswami procured a certificate of backward class from UP and elected on this basis. In Haryana, Goswamis are Brahmins.

Delhi hospital provides medicare to Mewatis

Mariam Bano of Ghasera village near here could not believe her eyes when the entire staff of the Delhi-based well-known Jaipur Golden Hospital led by Dr A.K. Dubey, Medical Superintendent, landed here today to hold a medical camp for the Mewatis.

Badri Prasad, Mohan Lal and Kaushalya were among more than 500 patients, who attended the camp from Nuh and nearby areas, were equally overjoyed. Incidentally Nuh is considered to be the social and cultural headquarters of Mewat. Mr Vipin Khanna, a member of the Trust, which governs the hospital, said Mewat was chosen as the venue for the camp as a large number of residents of the area were living below the poverty line and suffer from various diseases. According to him, the Trust has decided to hold such camps in the areas falling within 50 km radius of Delhi. As Delhi is surrounded on three sides by Haryana.

More than 14 doctors along with paramedical staff of the hospital arrived here with a truck-load of medicines and other logistics. Child specialists, gynaecologists among others virtually converted the premises of the local Sardar Gurmukh Singh Memorial Public School to an OPD. The children and staff members of the school led by its Chairman, Mr G.S. Malik, volunteered to offer their services.

The health care camp stood out for another reason. Mewat-demographically dominated by Meo Muslims is considered to be one of the most backward areas of Haryana. Illiteracy and poverty are rampant in Mewat, which has major areas of the district.

Kisan Sabha holds meeting on WTO

The state unit of the Akhil Bharatiya Kisan Sabha today organised a seminar on “World Trade Organisation and its Effects on Indian Agriculture”. Mr Bawa Singh, President of the state unit of the sabha, presided over the seminar.

Speaking at the seminar Dr Dinesh Abrol said the Union government was indifferent towards the farm sector under the pressure of the World Trade Organisation. He alleged that in order to give benefit to the multinational companies the Central Government had ignored interests of the farmers.

The government’s view that farmers would gain from the removal of trade restriction on agriculture commodities was wrong as they cannot compete with their counterparts in developed countries due to high cost of production in our country .

He said the farmers of developed countries could early sell their produce at a low cost in Indian markets. Dr Abrol said with the entry of foreign companies in our farm sector, the Indian farmers would become dependent on them for seed, insecticides and weedicides. He said the government should pay attention to our farm sector as 70 per cent of our population was dependent on agriculture.

Mr Pirthi Singh Goraklipuria and Mr Suba Singh, both Vice-president of the Haryana Kisan Sabha, Mr Krishan Sarup, General Secretary of the sabha and Mr Phool Singh Sheokand spoke on the occasion.

Shifting of PF office sought

The All-Haryana Power Corporation Workers Union has asked the state government to shift the provident fund office of the Dakshin Haryana Bijli Vitran Nigam (DHBVN) from Chandigarh to Hisar.

The spokesman of the union, Mr Subhash Lamba, said here in a statement today that since all employees of the Power Department had been placed under various corporations, (Nigam) there was no justification of keeping the office in Chandigarh and when headquarters of the DHBVN were at Hisar, the provident fund office should also be stationed there for the convenience of the employees.

Commenting upon the recent transfer of 11 union leaders in Haryana, he said a meeting of the executive of the union would be held at Rohtak on August 18 to discuss the issue.

He charged the government and authorities concerned of unnecessarily victimising the union members. The union has also expressed concern about the delay in the acceptance of some of the demands, including the removal of anomalies in pay scales, promotions and improvement in work conditions.

Princely property in ruins

Jind House in Ambala City, known to be a property of the princely family of Jind, and which is more than two centuries old, today lies in a dilapidated condition.

No royalty inhabits this complex with a retinue of servants, horses, elephants and other royal trappings. Instead, Jind House is today occupied by several families who have nowhere else to go.

The dilapidated condition of Jind House came to light about a fortnight ago when one of its roofs collapsed to claim three lives. Three members of a family were killed when the roof fell on them at midnight. This family had been living in that part of Jind House for the past five decades.

One reason for the roof collapse seems to be that no repair work has been done by the residents over the years. About 90 families have been living in this complex for the past several decades but they do not carry out any repair work for fear of having leave to the place, if any one from the former ruling family of Jind stakes a claim to the property.

Although no historical records of Jind House are readily available, the residents say that this complex had been under the care of the ruling family of Jind but was subsequently looked after by the Sangrur ruling family. Then PWD (B&R), Patiala, took it over before it was handed over to the authorities in Ambala.

The residents of Jind House say they had been paying rent to the Jind ruling family till 1972. After that, no rent was paid, since no rent collector had turned up. The rent collector, Munishi Dewan Chand, is said to have died in the early 70s and after his death, no one had gone there to collect rent on behalf of the owners.

The rent ranged from Rs 2 to Rs 8 per month and the highest rent was Rs 25 for the main building. With no one claiming the rent, things became increasingly difficult for the residents. They did not have anyone to approach for repairs and the fear of being asked to quit hung on their heads.

The roof collapse has caused a major worry to the residents. They are now demanding that they should be given ownership rights so that they are able to carry out the necessary repairs for their own safety and well-being.

However, if no authority comes forward to take care of the major repairs that the complex needs, these families will continue to live in the dilapidated building and the tragedy of three persons killed in the roof collapse will continue to haunt them.

NCP to field 100 candidates in UP

Mr Ved Pal, who is in charge of the Saharanpur and Muzzafarnagar zones, informed that there is no chance of a mid-term poll in Uttar Pradesh. He predict a hung Assembly in UP, with the Samajwadi party forming the next government.

The Congress and Communist leaders said the allegation levelled by Surjeet Kaur of Santawali village against the MLA’s son was very serious. Mr Bhagi Ram could not keep the trust of people of this area who had elected him to the state Assembly five times. The leaders alleged that such incidents had shattered the faith of the common man in the government.

The leaders alleged that the Ellenabad administration was trying to screen culprits trying to pressurise the woman into changing her statement. They demanded justice to the woman and action against the guilty.

Martyrdom day of Dhingra

A state-level function to observe the martyrdom of Shaheed Madan Lal Dhingra will be held here on August 17. The Chief Minister, Mr Om Prakash Chautala, will be the chief guest.

Announcing this here yesterday, the state Transport Minister, Mr Ashok Kumar Arora, said a 31 member Madan Lal Dhingra Samarak Samiti had been constituted under his chairmanship to organise the function.

He said the samiti had decided that if a municipal committee adopted a resolution to install the statue of any martyr, the samiti would pay for the statue.

Mr Arora said the samiti would urge the Chief Minister to name colleges and universities after the names of martyrs.

He said the samiti would also demand that a polytechnic college being set up at Umri, near here, should be named after Shaheed Dhingra.

Jammu-bound train detained, searched

The Jammu Tawi-bound Malwa Express was detained for about an hour at the Ganaur railway station, 16 km from here, yesterday following a tip-off that militants carrying explosives were travelling in it.

According to a report, the Government Railway Police (GRP) searched all coaches of the train, but nothing objectionable was found. However, a passenger was arrested for carrying 25 kg of poppy husk and a case under the NDPS Act was registered against him.

Later, the train was allowed to resume journey.

Three killed, 6 hurt as bus, truck collide

Three persons were killed and six injured when a Haryana Roadways bus collided with a Canter near Sarsaini village, 3 km from here, on the Ambala-Chandigarh road this evening.

The deceased have been identified as Gurmeet Kaur (Pehowa), Lakhwinder Singh (Pehowa) and Ramesh Kumar (Chandigarh).

According to information, two bodies have been reportedly sent to a nearby hospital in Punjab area, while one body brought to Ambala city.

The injured have been admitted to the Civil Hospital, Ambala city.

A case was registered at Lalru police station in this regard.

8 injured in Faridabad

Faridabad, August 12
Five persons, including a cinema booking clerk, were seriously injured when some persons armed with swords and other weapons attacked them yesterday.

Nand Kishor, a booking clerk in Rachna Cinema, was assaulted when he stopped five youth from smoking inside the cinema hall. The clerk has been admitted to the Escorts medical centre. His condition is stated to be serious.

The police has registered a case but no arrest has been made so far.

In another incident three members of a family, including a woman, were seriously injured when 12 persons attacked them with swords in their house at Thakarwara Mohalla in old Faridabad yesterday.

Mr S.P. Singh, Additional Sessions Judge, Rewari, has sentenced Rajpal and Sukhpal, both residents of Batodi village, to rigorous imprisonment for life and also fined them Rs 20,000 each under Section 302, IPC, for the murder of Jitender Singh on February 22, 1999.
