Red alert in
Haryana Panchkula, August 8 With an eye on weeding out anti-social elements and keeping a tab on ISI agents and activities, the Director General of Police, Mr MS Malik, said the officials of the police department were maintaining close liaise with their counterparts in J and K, Punjab and other states as well as Delhi. The Inspector General of Police of Gurgaon and Rohtak, with borders common with the national Capital, have been asked to spruce up the force as well as intensify routine checking. It is learnt that police officials and other agencies have been asked to collect, assimilate and co-ordinate any information which could be useful for maintenance of peace. Specific instructions have been issued to the Superintendent of Police (Railways) to gear up to meet any eventuality and post special contingents of police personnel at vital installations. Sources said that armed guards of the Haryana Police would man railway lines and bridges, most vulnerable to terrorist attacks. Railway stations would have round-the-clock patrolling. Another possible target, the communication network, is also being guarded against any attack. The IG (Telecom), Mr Malik said, had been directed to keep an eye on the wireless network and work out alternative channels of communication in case of failure of the former. The Superintendents of Police in the districts of Haryana have been asked to intensify the existing police patrolling network, post guards at police barriers, make surprise checks at hotels and dharamshalas as well keep a check on
"visitors" to the state. All gazetted officers have been directed to ensure effective patrolling at nakas and pickets. “We are acting on the basis of intelligence reports which indicate that Haryana could be a shelter for those committing crime in the neighbouring state. Prevention is certainly better than cure and we are taking all precautions in this regard. All Superintendents of Police have been issued instructions to keep vigil, especially since Independence day is round the corner,’’ Mr Malik said. |
CMs to meet PM on MSP today Fatehabad, August 8 Announcing this here today, the Haryana Chief Minister, Mr Om Prakash Chautala, said he along with the Punjab Chief Minister, Mr Parkash Singh Badal, and the Andhra Pardesh Chief Minister, Mr Chandrababu Naidu, would call on the Prime Minister tomorrow and impress upon him the need for enhancing the MSP for paddy. Mr Chautala was addressing a public meeting here after inaugurating the newly constructed mini-secretariat building. The building has been constructed at a cost of Rs 6.11 crore. The total cost of the project along with the cost of the land is about Rs 10 crore, according to official sources. Mr Chautala said it had been the endeavour of his government to provide better facilities and better remunerative prices to the farmers. The government, he said, had been providing sufficient power and irrigation water to the farmers. Care was being taken to ensure that the canal water reached the
tail end. The government, he said, had got all water channels repaired to ensure smooth flow of water. On the power front, the Chief Minister said his government had been able to produce 499 MW of power while the Bansi Lal government could produce only 188 MW. He claimed that his government was giving enough power to the
domestic, industrial and the agriculture sectors. The government, he said, had been able to weed out corruption from government offices and government jobs, which “were for sale earlier” were now being given purely on merit. Speaking on the occasion, the Haryana Finance Minister, Mr Sampat Singh, said developments made by the state during the two-year regime of Mr Chautala were unprecedented. He said the newly carved out Fatehabad district had the privilege of getting a number of new development projects under the stewardship of Mr Chautala. The INLD MLA from Fatehabad, Mr Leela Krishan Chowdhary, also spoke on the occasion. A former Haryana Home Minister, Mr Mani Ram godara, and the INLD MLA from the Rattia Assembly constituency, Mr Jarnail Singh, the Commissioner, Hisar Division, Mrs Umesh Nanda the Deputy Commissioner, Mr O.P. Indora, and the SP, Mr Hanif Qureshi, were present on the occasion. Earlier, the Chief Minister laid the foundation stone of a judicial complex near the mini-secretariat. The complex would be completed at a cost of Rs 10 crore. The Chief Minister addressed members of the District Bar Association and announced that the government would build chambers for the Bar members in the new judicial complex. He also laid the foundation stone of a waterworks at Sulikhera village, in the district. |
ABVP asks
Advani to visit J&K Rohtak, August 8 Addressing a press conference here today, Mr Ramesh Pappa, All-India Secretary of the ABVP said, Mr Advani had not visited the Jammu and Kashmir even once in the past two years. He advised the Home Minister to visit the state and meet the people to understand the ground realities. Mr Pappa said the ABVP had opposed the unilateral ceasefire imposed in the state by the Centre as the ceasefire was always between two countries and not with militants. The six-month-long ceasefire, he said, had provided an opportunity to the militants to organise themselves. The Centre, should take the people into confidence and tell them the circumstances under which the ceasefire was earlier imposed and later lifted unilaterally, he demanded. The ABVP, he said, believed that Prime Minister Atal Behari Vajpayee should not visit Islamabad as Pakistan-sponsored militants were playing with the lives of innocent persons. “The government should destroy the training camps of the militants in the Pakistan-occupied Kashmir, he said. The ABVP leader alleged that a nexus exist between the militants and the Jammu and Kashmir Government and bureaucrats. He demanded the dismissal of the Farooq government and imposition of the President’s rule there. He demanded that the state should be declared a disturbed area and its administration should be handed over to the military. The ABVP leader said the holding of talks by an emissary of the Centre with the Hurriyat leaders was a blunder. The Hurriyat was not a representative of the Kashmiri people as they have never contested any election. He alleged that the Students Islamic Movement of India was an anti-national organisation and the Centre should ban its activities immediately. The ABVP has also asked the Centre to publish a white paper on the activities of the ISI as promised by the government. |
Concern
over decline in female-male ratio Chandigarh, August 8 While stating that a decline in the female-male ratio (861:1000 according to the 2001 census) indicated that female foeticide was widely prevalent in the state, the officer said the PNDT Act, for preventing sex determination tests, fell within the jurisdiction of the Health Department. However, various schemes run by the Department of Women and Child Development were aimed at making suitable interventions for changing the mindset which was responsible for female foeticide and infanticide. Attitudes are already changing. Earlier people used to think that it was a very clever thing to have the unborn child’s sex determined through the ultrasound test and follow it up with abortion if the foetus was female. Now people feel guilty and try to hush up the matter,” the officer said. On the schemes being run by the Department of Women and Child Development, she said the recently launched Swayamsiddha programme by the state government for empowering women through self-help groups earned laurels from the Union Government. She said the scheme was approved by the Union Government for 13 blocks in the state at a cost of more than Rs 2.5 crore. It would be initially implemented in Pinjore and Barara blocks, to be followed by Rewari (R), Rewari (U),
Khol, Jatusana and Bawal in Rewari district, Ateli in Mahendragarh district,

Bail plea
of Food Inspector rejected Kaithal, August 8 The Judge while rejecting the bail plea quoted from an inquiry report of the State Vigilance Bureau, which inter-alia had said that 44,305 quintals of paddy, shown as purchased from farmers in the grain market, was actually purchased from rice millers. The rice millers had purchased the paddy from farmers at Rs 350 to Rs 400 a quintal and sold it to the government agencies at the support price of Rs 510 to Rs 540 a quintal. This had caused a huge loss of Rs 73 lakh to the state exchequer. The Judge said that keeping in view the gravity of the offence more investigations were needed by the bureau. Earlier, district attorney Ashok Ahlawat opposing the bail plea, argued that a case under sections 218, 406, 409, 420, 467, 468 and 471 and 120-B of the IPC and 13(1)(d) of the Prevention of Corruption Act was registered by the bureau after a detailed inquiry conducted by a team headed by DSP Mohinder Singh. The Inspector, in connivance with the rice millers committed the fraud and there were serious discrepancies in the record of the grain market and the Food and Civil Supply Department, he added. |
330 MC workers reinstated Faridabad, August 8 The corporation had retrenched as many as 1,519 workers describing them as ‘surplus staff’. These workers had staged dharnas for over 100 days and had submitted several representations to the state government. But they failed to get a positive response. Following this the employees filed a suit in High Court challenging their retrenchment. About 350 of 1,519 employees, so far have produced the copy of the judgement in the office of the corporation in the past few days. The corporation authorities, who held meeting with these employees yesterday, assured that all employees, who would produce the judgement copy would reinstated. The officiating Mayor, Mr Shiv Charan Lal Sharma, told ‘The Tribune’ that about 350 employees were given re-appointment letters today. He said all employees, who had got clearance from the court, would be reappointed. It may be recalled that the corporation had partly privatised the sanitation work on July 12 and had given the contract to Sulabh International, a voluntary organisation, for a monthly fee of Rs 25 lakh. But it seems that this experiment has “failed” to click and the corporation might now employ its own staff for the work again. Mr Sharma said there were several complaints against ‘Sulabh’ for its alleged failure to carry out work in several areas. He said he had also toured several areas and had found the work unsatisfactory. |

Ratnoo is MDUTA secy Rohtak, August 8 Dr Ratnoo was declared elected unopposed as the other two candidates in the fray for the post of the secretary withdrew their nominations on the last day of withdrawal yesterday. Similarly, Mr Gulshan Taneja, Mr Narender Gargi and Dr H.S. Ratnoo, who had filed nominations for the post of president, withdrew from the contest. The members of the executive committee have also been elected unopposed. They are Dr Ajmer Singh Kajal, (Law Department), Dr Gulshan Taneja (Statistics, University College), Dr Harish Kumar (Journalism), Dr Hemant Lata (DDE), Dr Neelima Dahiya (History), Dr R.S. Sangwan (Geography), Dr Rajiv Kumar (Statistics, University College), Dr Sewa Singh (Public Administration) and Dr Sudha Jain (Sanskrit). The polling for the post of president would be held on August 17 in the teachers’ common room. There are in all 271 member voters of the MDUTA. |

to be elected on Aug 11 Faridabad, August 8 The one-month term of the Officiating Mayor ends on this date, who took over after the earlier Mayor was voted out following a no-trust motion. According to Municipal Corporation office sources, a communication from the office of the Divisional Commissioner has been received in this regard. Meanwhile there had been hectic lobbying by various contenders for the post. The post is reserved for backward category candidate. There are three serious contenders for the post which include Mr Attar Singh, Mr Dayachand Yadav and Mr Dayachand Giri. |
Water-borne diseases on the rise Fatehabad, August 8 A villager died of enteric fever on Monday. Despite efforts by the health authorities, there is no improvement in the situation. According to reports, Sukhbir Singh of Dahman village was admitted to a private hospital at Bhuna in this district on August 3. He had complaints of high fever, diarrhoea and vomiting. After his discharge from the hospital his condition deteriorated and he became unconscious after vomiting blood on August 5. He died in a general hospital at Tohana on Monday. According to villagers over 10 persons in Dahman and an equal number of persons in Dhani Dulet village were suffering from these diseases. They allege that contaminated water was being supplied in their village and they had no alternative but to drink this water. The Civil Surgeon, Dr B.S. Beniwal, could not be contacted as he was away on some official work. |

bail in defamation case Sirsa, August 8 The case was filed by Mr Abhay Chautala, son of Chief Minister, against the officer along with the Editor and a correspondent of the Indian Express for allegedly publishing derogatory remarks of Mrs Bajaj against the Chief Minister. Mr Abhay Chautala was not present in the court. He was given exemption from personal appearance for the day on the request of his lawyers. Ms Bajaj’s request for exemption from personal appearance in the court due to security reasons will be considered by the court on September 26. |

killed, 9 hurt in road mishap Sonepat, August 8 According to preliminary reports, the victims had been identified as Poonam and her three-year-old daughter Priyanka of
Nainital. The injured had been identified as Bala, Chanchal Singh, Pawan,
Shakal, Om Parkash Grover, Bharat Bhushan, Devinder Pal, Manpreet and Jaswinder Kaur. The police has registered a case in this connection. According to another report, a youth was knocked down and killed by a jeep on the GT Road near Bahalgarh Chock on Monday. The victim has been identified as Rajbir of Mohana village. The police has registered a case. |

Body of abducted woman found Panipat, August 8 According to the police, Sumitra, 35, was married to Satveer of Aripura village, was reported missing for the past four days. Suspecting her abduction, the parents of Sumitra lodged a complaint with Gharonda police station. After registering a case, the Gharonda police apprehended some persons. They told the police that the body of the victim had been burried in the fields. The police suspects that the victim had also been raped. |
2 more held in student murder case Kaithal, August 8 Speaking to mediapersons here yesterday, Mr A.S. Chawla, SP, said Daya Nand of Kurar village, a student of BA final, and his two friends were attacked with sharp-edged weapons by eight persons. Daya Nand succumbed to his injuries on way to hospital. His friends, who were seriously injured, were admitted to hospital. Mr Chawla said Daya Nand and one of the assailants had exchanged hot words at the local bus stand and this led to his murder. While those who were already on police remand were sent to judicial custody, those arrested had now been sent to police remand by the local court, the SP added.

Dowry case accused acquitted Panipat, August 8 Saroj, a resident of the town was married to a person of Dhurana village in Sonepat about eight years ago. Her parents alleged that her in-laws had murdered her by hanging her on October 3, 1996. On the complaint of Saroj’s father, a case was registered against four persons, including her husband. However, during trial in the court of Additional Sessions Judge Manjit Singh, the witnesses retracted their statements. |
Woman robbed of car, cash Jind, August 8 According to reports Ms Meenakshi along with another woman who going from Delhi to Narwana by her car. Near Jai-Jai-Wanti village the armed youths stopped her car. The youths snatched Rs 10000 from Ms Meenakshi and also deprived her of the car at pistol point. The incident was reported to the police who immediately organised a nakabandi on all the main roads of the district. Later the police found the car on the roadside. The police has registered a case. |

gloom in Ambala after Jammu
killings Ambala, August 8 As the news of Chhabra’s death spread in the area, a number of people turned up at his residence to offer their condolences. A neighbour said 32-year-old Chhabra had gone to Vaishno Devi along with his wife, Seema, son, Gautam, and daughter, Kanika. He was also accompanied by his sister, Kiran, and brother-in-law, Rakesh Juneja. “They were returning after darshan of Vaishno Mata when the incident took place,” he said. The neighbour pointed out that according to information, during the chaos after the firing, Kanika had got lost and she was recovered after sometime. “We have been told that Joginder received eight bullet wounds,” he said. The Chhabra family received the news of the firing 15 minutes after the incident. Joginder’s father and brother have reached Jammu Medical College, where Joginder’s body was kept, at 6 a.m. The body is to be brought to Ambala late tonight. The Sub Divisional Magistrate, Mr M.K. Ahuja, met family members. A number of shopkeepers of the Kapda market closed their shops as a mark of respect to the departed soul. Joginder and his brothers were running book and quilt shops in the market. Later in the day, Congress Municipal Councillors of Ambala City held a meeting at Congress Bhavan where they condemned the killing of civilians and expressed sympathy with the bereaved family. Applications for national award Chandigarh, August 8 Stating this here today, a spokesman of the department said the best employees with disabilities working in government, semi-government or autonomous bodies of the state could apply through their respective employers. Self-employed persons with disabilities, placement officers of persons with disabilities, individuals for the cause of persons with disabilities and institutions working for the cause of persons with disabilities could apply through Deputy Commissioners. The employers of such persons could also apply through the Deputy Labour Commissioner. The application forms were available in the District Social Welfare offices, he said. |

furnace incident Rewari, August 8 Irate residents led by Mr Rajendra Singh Yadav, former municipal councillor and prominent local leader, shouted slogans against the administration. Later, they submitted a memorandum to the Deputy Commissioner demanding arrest of the remaining accused and cancellation of the industrial licence of the factory. In the evening, a scooter rally was held by industrialists and traders of the town. They also submitted memoranda to the DC and the SP seeking a judicial probe into the circumstances leading to the death of the accountant and action against those found guilty. |
Man shot at Ambala, August 8 The incident took place at about 6.15 p.m. when Deepak, alias Baboo, had stepped out of his home. He was
accosted by five youths travelling on a motor cycle and a scooter. A brief altercation took place which led to a youth whipping out a gun and shooting at Deepak on his leg. Deepak was taken to Ambala Cantonment Civil Hospital from where he was shifted to the PGI, Chandigarh. An acquaintance of Deepak said, “The X-ray facility is not available so he had to be taken to the PGI. The emergency services at the hospital are not up to the mark.” |
