Legal literacy campaign launched Kurukshetra, August 11 The Executive Chairman of the Haryana State Legal Services Authority and judge of the Punjab and Haryana High Court, Mr Justice V.K. Bali, said here today that it was true that initially the lok adalats dealt primarily with the MACT cases because it was easier to persuade the litigating parties to reach a compromise in these cases. This created a false impression in the public mind about the adalats. However, now the lok adalats, which were established in 1985, were taking up all types of cases for a compromise. Mr Justice Bali said a large number of matrimonial disputes and bank loan cases were coming to the lok adalats. Recently, special lok adalats were held to adjudicate bank loan disputes at the pre-litigation stage itself. Mr Justice Bali, who was talking to newspersons after inaugurating a state-level “legal literacy campaign”, said the reluctance of advocates to come to the lok adalats was a thing of the past. Now over 90 per cent of the advocates were willing participants in the lok adalats. He said the legal services were service-oriented and no judge expected any extra remuneration for providing these. He said fast-track courts would start functioning in Haryana within a couple of months. Earlier, inaugurating the legal literacy campaign for members of panchayats, Mr Justice Bali urged them to educate themselves about various aspects of the lok adalats and the free legal aid services so they could further educate the people. He said the campaign had to be launched because so far the lok adalats had become popular mainly in urban areas and not in rural areas where these services were most required. Recalling his experiences as an advocate and then as a judge, Mr Justice Bali said petty cases lingered on for years in courts, which not only consumed the precious time of the judiciary, but also clogged the channels of justice. He said about 70 per cent of the litigation concerned petty issues which could be easily resolved in the lok adalats. This, he said, enabled the courts to deliver quick justice. He told panches and sarpanches that the compromises reached in panchyats or in police stations must be brought before the lok adalats so that these had legal sanctity. Moreover, the presiding officers of the lok adalats applied their judicial mind to examine compromises. The Vice-Chancellor of Kurukshetra University, Mr R.S. Chaudhry, said it had been a long-standing tradition of our country to resolve disputes in the panchayats. Such decisions, he said, had social sanction and, therefore, were never challenged by anyone. There was need to revive the old tradition in the modern context because now the litigation had become a lengthy and costly process. The District and Sessions Judge, Kurukshetra, Mr C.R. Goel, while welcoming Mr Justice Bali, recited a poem highlighting benefits of the lok adalats. The Deputy Commissioner, Kurukshetra, Mr Abhilaksh Likhi, urged Mr Justice Bali to diversify the campaign to the subdivision and block level also. Meanwhile, the lok adalat organised today decided over 500 cases, including 67 MACT, 83 power theft, 20 bank loan and 19 matrimonial dispute cases. |
Recruitment
of cops unfair, says Dalal Faridabad, August 11 He said he had himself seen several lists (district-wise) and came to know about such ‘irregularities’. He demanded the cancellation and fresh recruitment by a central agency. He also claimed that none of the ‘dismissed’ constable (after the decision of the Supreme Court last year) had been reinducted or recruited in the district by the authorities. He also alleged that norms regarding fair representation to candidates belonging to the backward category had been overlooked. |
Robbers’ gang busted; man shot Jind, August 11 The SP said the police received information that some armed youths were hiding in a deserted building by the side of a road near Julana-Budha Khera village and were planning to loot vehicles and passengers. He said a police party headed by Mr Bharat Singh, Inspector, surrounded the building and asked the youths to surrender. The youths opened fire at the police, which in turn returned the fire and nabbed the five. He said the police had registered a case under Sections 307, 399 and 402 of the IPC and under the Arms Act at the Julana police station in the district. The SP said during interrogation the gang members revealed that they along with other criminals, had snatched Rs 15,000 from a car owner and deprived him of his car at pistol-point near Brahminvas village on July 31. They also revealed that they had snatched another car near Jai-Jai Wanti village on the Jind-Rohtak road on August 7. Meanwhile, Gurcharan Singh of Rod village in Safidon subdivision was shot dead in the office of the Tehsildar at Safidon town in the district yesterday allegedly by Shisha Singh of the same village. The police has registered a case under Section 302 of the IPC and under the Arms Act against Shisha Singh and arrested him. |
Minister
offers to verify accuracy of new meters Kurukshetra, August 11 Mr Arora, who represents the Kurukshetra constituency in the Vishan Sabha, has been facing serious agitation here following the installation of these meters. Mr Arora said after state-level function on the martyrdom of Madan Lal Dhingra on August 17, an electronic meter and a conventional meter would be installed in parallel before the public to check the accuracy of the electronic meter. If there was variation in the two meters of more than 1 per cent, he said he would himself oppose the installation of electronic meters in the state. The town has been in the grip of an agitation for the past few months over the installation of electronic meters. Whenever officials of the power utilities try to instal the new meters, the local residents resist it. Six persons, including three women, were arrested on August 9 for allegedly disturbing the peace. Two persons have been charged with obstructing government officials in the discharge of their duties and with damaging public property. Mr Arora alleged that the Opposition was indulging in false propaganda and misleading the people about the electronic meters which were tamper-proof and being installed to check power theft. The Director of the Uttar Haryana Bijli Vitran Nigam, Dr M.C. Gambhir, said it was misinformation that the electronic meters were fast. |
Anita Goswami is Faridabad Mayor Faridabad, August 11 Her election was unanimous by all 23 elected members today amidst tight security. Post of the mayor became vacant on July 12 last, when the then Mayor, Mr Devender Bhadana was voted out after a no-trust motion was brought against him. The commissioner Gurgaon Division had appointed the senior Deputy Mayor, Mr Shiv Charan Lal Sharma as officiating Mayor for one month. The commissioner, Gurgaon division, the Municipal Corporation Commissioner, Mr Pushpraj Singh and the Cooperation Minister Mr Kartar Singh Bhadana were present on the occasion. While Mr Som Malhotra, a member proposed the name of Mrs Goswami, others seconded her name. But election of Mrs Goswami has raised many “eyebrows” as it followed amidst high drama and unexpected developments. While Mr Kartar Bhadana, who had been asked by the Chief Minister to oversee the election of the Mayor, “wanted” Mr Attar Singh as incumbent to the post, but it is reported that the Chief Minister “himself” proposed the name of Ms Goswami for the post and “instructions” were issued to the district authorities last night. There was sharp division and differences over this “proposal”, as the post is reserved for a backward class candidate and Ms Goswami does not come under this category, but instructions from Chandigarh, put at rest all speculations about the serious contenders for the post, this morning. However this has “reportedly” led to “resentment” among several members. |

refinery ‘eco-friendly’ Panipat, August
11 This was stated by the Executive Director
of the refinery, Mr Jaspal Singh, while talking to mediapersons on
Thursday. He said the refinery had adopted state-of-the-art
technologies for environment protection. IT was producing eco-friendly
petroleum products such as LPG, naphtha, petrol, ATF, kerosene, diesel
etc. The Executive Director said in this direction, a number of steps
had been taken such as adoption of process of continuous catalytic
reforming unit. The refinery had a diesel hydro desulphurisation unit
which reduced sulphur content in the diesel and a sulphur recovery
unit which recovered elemental sulphur. Mr Jaspal Singh said morex
units improved the quality of LPG, gasoline and kerosene. There was an
environmental management system and a separate safety and environment
protection group. Speaking on air pollution control and its
monitoring, he said the low sulphur fuel oil and desulfurised fuel gas
was used as fuel in the refinery. Mr Jaspal Singh said continuous
monitoring of the fuel gases (sulphur dioxide, oxides of nitrogen,
carbon monoxide, carbon dioxide) from boilers and major furnaces was
carried out through automatic analysers. Regular monitoring of noise
levels was also being carried out. Earplugs had been provided to
employees working in the battery area and accoustics rules was being
used. Maintenance of ecological balance was one of their top
priorities, he said and added that green belt was developed on 500
acres of land. So far 4,00,000 trees of more than 30 species had been
planted in the green belt. Monitoring of ground water was carried out
in refinery including in the area of solid waste disposal sites, he
added. |
HVP to launch students wing Rohtak, August 11 Addressing a press conference here today, Mr Surendra Singh, secretary-general of the HVP, said the party would raise voice against issues like politicalisation and commercialisation of education. He said conferences would be organised at college and university-levels for the purpose. Besides, he said, the students would be apprised of party policies, especially those concerning youths and students. The HVP leader said his father and party president, Mr Bansi Lal, had imposed a ban on the election to student bodies in view of the rising incidents of vandalism and violence. He said the chhatra sangh would play a vital role in improving the academic standard and settling students’ problems. Moreover, he said the sangh could build up pressure on the government against anti-student policies. Commenting on the removal of nearly 1600 cops in the wake of recent Supreme Court orders, he alleged that the state government had been treacherous to these cops as they were not given priority in the fresh recruitment as assured earlier. |
Threat to lawyer leads to strike Hisar, August 11 This decision was taken at a meeting of the association held here. The members also passed a resolution in which they demanded the immediate suspension and transfer of the officer after registering a case against him. A delegation of the association met Mr Raj Pal Singh and demanded immediate action on the complaint filed by Ms Atre. The members warned that if action was not taken soon against the officer they would be forced to continue their agitation. Ms Atre had filed a complaint with the police two days ago, in which she alleged that the officer had slapped her in her house on July 30 as she had spurned his marriage proposal. She complained to the police the next day in this regard. After this, the officer allegedly threatened her and her family in a bid to pressurise her to withdraw the complaint. |

seek regular pay scales Sonepat, August 11 This demand is contained in a resolution adopted at the meeting of the state working committee of the sangh held here yesterday. Mr Bachan Singh Malik, president of the sangh, presided over the meeting. The sangh also urged the government to give salaries and other facilities to the clerical staff, salesmen and peons at par with the other government employees. It also accused the Registrar of the Cooperative Societies, Haryana, of exploiting the employees of the
minivans and alleged that the employees were being discriminated against. |
2 gurdwara officials murdered
Kurukshetra, August 11 Confirming the crime, DSP Charanjit Singh said here today that on the complaint of Jagtar Singh, a case had been registered against five persons of gurdwara under Sections 302 and 34 of the IPC. The DSP said a land dispute was reported to be the reason behind the murder. The complainant claimed that the deceased had burn injuries on their body. Man sentenced to 5-yr RI for sodomy Rewari, August 11 The judge has also ordered that the amount of fine, after it was realised from the convict, would be paid to the victim. The court held the convict guilty of sodomising a boy after administering some intoxicating drug to him in February 1999, under Sections 328 and 377 of the IPC. |
Cong activist granted bail Rewari, August 11 Mr Saini was arrested on August 4 on the charges of rioting, assaulting a government official on duty and causing damage to government property. These charges were levied against him following blockade of a road by villagers, led by him, near Narainpur village on the Rewari-Narnaul road, in protest against the death of Rakesh Kumar who had been allegedly thrown into a burning furnace in a local factory on August 3. |
