33 pc may be Sehajdhari voters

The electoral list for the Shiromani Gurdwara Parbandhak Committee elections in Haryana is likely to have 33 per cent Sehajdhari voters. There are eight constituencies in Haryana for the SGPC poll. These constituencies are Ambala, Yamunanagar, Kurukshetra, Karnal, Kaithal, Hisar, Sirsa and Dabwali. The number of SGPC members elected from Haryana, however, is 11 as Kurukshetra, Sirsa and Dabwali are double-membered constituencies.

The one-month certificate course to be run by the Sanskrit department of some universities and colleges in the state would enable the students to converse in “deva-vani” Sanskrit.

HUDA officials demolish tomb

A ‘tomb’ built illegally on encroached land near Bata flyover here was demolished by officials of Haryana Urban Development Authority today. This construction had also led to tension between two communities here. At least 200 to 250 activists of the Bajrang Dal and the VHP staged a demonstration at the site earlier today seeking removal of the construction.

The Haryana Chief Minister, Mr Om Prakash Chautala today, announced sops for sportspersons of the state, which will be given from September 25, birth anniversary of late Devi Lal, and enhancement in the recruitment intake in the police.

The Chief Minister stated this after unfurling the national flag on the occasion of Independence Day here.

Giving details of the awards, the Chief Minister said sportspersons who would win gold medal in the Asian Games and the African Asian Games would be awarded a cash prize of Rs 10 lakh, winner of silver medal would be awarded Rs 7 lakh and the winner of bronze medal would receive Rs 5 lakh. In the Commonwealth Games, sportspersons bagging gold, silver and bronze medals would be awarded cash prizes of Rs 7 lakh, Rs 5 lakh and Rs 3 lakh respectively. Similarly, in the World Cup Championship sportspersons would be awarded Rs 3 lakh for winning the gold, Rs 2 lakh for the silver and Rs 1 lakh for the bronze medal. In the Asian Championship the gold medal winner would be given a cash award of Rs 1 lakh, silver medal winner Rs 75,000 and the bronze medallist Rs 50,000.

The government had also decided to award the winners of national and SAF games, National Championship, National School Games and the All-India Inter Universities Competitions. The medal winners of these games would be given cash awards ranging between Rs 5,000 and Rs 51,000. The winning teams would be given cash incentives between Rs 20,000 to Rs 2 lakh, he said.

The government would also honour the coaches of those sportspersons who would win gold, silver and bronze medals in the Olympics. The cash awards for the coaches would be Rs 2 lakh for the gold Rs 75,000 for the silver and Rs 50,000 for the bronze medal. Similarly, the coaches of players winning medals in the Asian, Africa-Asian and the Commonwealth Games would receive cash incentives worth Rs 21,000 to Rs 2 lakh. The coaches of players, who get good positions in the national-level competitions, will also be awarded cash awards between Rs 11,000 and Rs 21,000.

Chautala also announced to recruit 2,000 police personnel every three months. These recruitments would begin two months from now.

The Chief Minister announced the setting up of four police stations to facilitate women complainants. These police stations would be set up at Ambala, Rohtak, Hisar and Gurgaon districts. As many as 270 women constables would also be recruited and posted at these police stations, he added.

The Chief Minister honoured Mr Baru Ram Malik, Mr Himanshu Nanda, Mr S.L. Saini, Mr Sanjiv Kumar Dhiman, Mr Deepak Sayal, Mr Deepak Kumar Sharma, Mr J.S. Ravesh and Mr Jasbir Singh Ahluwalia for their contributions in various fields. He also honoured Mr Rajiv Sharma, Deputy Commissioner, Mr B.S. Malik, Additional Deputy Commissioner, Mr Inderpal Bishnoi, CTM, Mrs Renu Phulia, SDM and Mr Pradeep Godara, Tehsildar, Jagadhari.

Mr Chautala also distributed tricycles donated by the District Red Cross Society to 47 handicapped persons of the District.

KARNAL: The Governor of Haryana, Babu Parmanand, unfurled the National Flag at the state-level Independence Day function here on Wednesday. He paid tributes the martyrs who laid down their lives for the freedom of the country.

The Governor congratulated the people of Haryana and added that the foodgrain production in Haryana had increased manifold and contributed maximum to the Central pool.

The Governor distributed six tricycles, five hearing aids and four sewing machines on behalf of the District Red-Cross Society among the physically challenged and the poor. He also conferred “Jeevan-Rakashak-Padak” on Mr Sandeep Arora (posthumously) for saving his friend from drowning at the cost of his life and Miss Hena for nabbing a thief. He also distributed commendation certificates among officials of different government departments for their outstanding performance in various fields of development.

A grant of Rs 51,000 was also announced on behalf of the Governor for the children taking part in the cultural PT shows on the occasion.

SONEPAT: The Country and Town Planning Minister, Mr Dheerpal Singh, unfurled the national flag at a district-level Independence Day function held in the Police Lines here on Wednesday. Children of various schools participated in the function.

The minister awarded commendation certificates to 27 persons and representatives of various social organisations. The awarded included Mr Sandeep Dahiya of Khanda village and Mr Romesh Kumar of Purkhas village, who had bagged gold and silver medals in the Asia wrestling meet, respectively. The social organisations which received commendation certificates are the Jain Milan, the Shiv Shakti Yuva Sangh, the Sarv Samarpan Sangh and the local Hindu Manch.

As many as nine students, who topped annual examinations held by the Haryana School Education Board and Maharishi Dayanand University, Rohtak, this year were awarded commendation certificates. These students were, Kiran, Gulab Singh, Poonam, Narinder Kumar, Seema, Priyanka Vats, Annu, Gaurav Jain, and Nidhi Kapoor.

SHAHBAD MARKANDA: The local MLA, Vaid Kapoor Chand Sharma, unfurled the Tricolour and took the salute at a Independence Day function here on Wednesday. The Executive Magistrate, Mr Ashok Garg, presided over the function which was organised by the civil body of the town. The local Rotary Club honoured freedom fighters and a senior journalist.

ROHTAK: The Vidhan Sabha Speaker, Mr Satbir Singh Kadiyan, unfurled the national flag in the district. Addressing the gathering, Mr Kadiyan paid tributes to freedom fighters and took salute of a march past by continents of the Haryana Armed Police, Home Guard, NCC girl cadets, scout guides and the St John Ambulance of Pathania Public School.

He distributed tricycles to 25 handicapped persons and presented awards to sportspersons and government employees.

KAITHAL: The Transport Minister, Mr Ashok Kumar Arora, unfurled the National Flag and took salute from the contingents of the Haryana Police, scouts and guides NCC cadets and Homeguards at a function organised at Jat School here. The Deputy Commissioner, Mr Phateh Singh Dagar, Mr A.S. Chawla, SP, Mr Leela Ram, local MLA, judicial and other senior officers of the district administration were among those present on the occasion.

HISAR: The Education Minister, Mr Bahadur Singh, unfurled the National Flag and took the salute at the Independence Day parade at the local Government College. The minister honoured 35 persons from different fields on the occasion.

JIND: Mr Risal Singh, Minister of State for Social Welfare, Haryana unfurled the National Flag and took salute at a march past presented by the contingents of the Haryana Police, Homeguards, NCC Cadets scounts and guides at a function organised at the local government part graduate college.

The minister also presented certificates to 50 government officers, employees and social workers for their services in different fields.

KURUKSHETRA: The Vice-Chancellor of Kurukshetra University, Mr R.S. Chaudhry, unfurled the National Flag on the university campus and took a salute from the cadets of 10 Haryana NCC Bn. Addressing a gathering of students, teachers and university employees, Mr Chaudhry called upon people to contribute towards the development of the country.

SIRSA: The Health Minister, Dr M.L. Ranga, unfurled the Tricolour and took the salute at the local Maharana Partap Stadium. On the occasion Mr Ranga honoured three doctors, Dr M.R. Bansal, Dr B.R. Bishnoi and Dr R.L. Bishnoi, for their services to the people of Gujarat earthquake affected areas. Ms Mini Nehra was also honoured for winning an award in the National Archery Championship.

PANIPAT: the Agriculture Minister, Jaswinder Singh Sandhu, unfurled the National Flag at the local Shivaji Stadium. A rickshaw-puller was honoured on the occasion for returning Rs 31,000, left in his rickshaw by a passenger to the police. The Independence Day was also celebrated at Samalkha where the National Flag was unfurled by the SDM, Mr Vijender Singh.

FARIDABAD: The Haryana Government will accord the status of martyrs to all those persons who were hanged by the British Government between 1857 and 1947. A book containing the details about all such martyrs will soon be released.

This was stated by the Deputy Speaker of the state Assembly, Mr Gopi Chand Gehlot, after unfurled the National Flag on the occasion. Mr Gehlot also took salute of a march past by the Haryana Police, NCC cadets and schoolchildren.

Mr Gehlot gave away prizes and commendation certificates to several persons. He also awarded the winners of a painting competition organised by the Forest Department on the occasion.

He died saving his friend

He sacrificed his life to save his childhood friend. This is the story of Sandeep Arora, a young Engineering student of Baba Mast Nath Engineering College, Rohtak, who was given posthumously Jeewan Raksha medal by the Haryana Governor, Babu Parmanand, at the Independence Day function in Karnal today.

On August 29 last year, Sandeep Arora, without knowing how to swim, jumped into the canal after he realised that his friend was about to drown in the canal. While Sandeep managed to pull his friend out, he himself was swept by the strong water current. The medal was received by his mother, Mrs Santosh Arora.

The electoral list for the Shiromani Gurdwara Parbandhak Committee (SGPC) elections in Haryana is likely to have 33 per cent Sehajdhari voters.

There are eight constituencies in Haryana for the SGPC poll. These constituencies are Ambala, Yamunanagar, Kurukshetra, Karnal, Kaithal, Hisar, Sirsa and Dabwali. The number of SGPC members elected from Haryana, however, is 11 as Kurukshetra, Sirsa and Dabwali are double-membered constituencies. In Kurukshetra and Sirsa, one Scheduled Castes member from each constituency is elected along with general category members, while from Dabwali a woman member as well as a general category candidate are elected.

More than three lakh eligible voters were enrolled in Haryana in the SGPC elections held in 1996, out of which about 33 per cent were Sehajdharis and the rest Keshadhari Sikhs, documents available with the state government here show. For the coming SGPC elections, which are expected to be held after the Assembly poll in Punjab, the Haryana Government has sought a total 4,80,000 voter registration forms. In the new voters’ list the number of Keshadhari and Sehajdhari voters in Haryana is expected to remain unchanged from what it was in 1996 .

The authorities are expecting to receive the registration forms soon following which these will be distributed among gurdwaras as well as patwaris for making these available to the voters. The Haryana Government has already issued a press release saying that as per the provisions of the Sikh Gurdwara Act, 1925, a Keshadhari Sikh as well as a Sehajdhari Sikh as defined in clause 10(A) of Section 2 of the Act, of more than 21 years of age, is entitled to be enrolled as a voter, provided that he does not smoke or take alcoholic drinks, and except in the case of a Sehajdhari Sikh, does not trim his beard or hair.

The authorities in Haryana are also working on intimating the Gurdwara Election Commission as well as the voters about the exact description of the constituencies so that the voters who are residents of the districts created after the 1996 SGPC elections do not have any confusion regarding where to cast their votes. Giving the latest description of the constituencies, government sources said the Ambala constituency would have Panchkula district and Ambala tehsil.

The Yamunanagar constituency would have Yamunanagar district and Naraingarh and Barara tehsils in Ambala district. The Kurukshetra constituency would comprise Kurukshetra district. Karnal would have Karnal, Panipat, Sonepat and Jhajjar districts and Rohtak district (excluding Meham tehsil). Kaithal would have Kaithal, Jind, Bhiwani, Mahendragarh, Rewari, Gurgaon and Faridabad districts and Meham tehsil in Rohtak district.

The Hisar constituency would have Hisar and Fatehabad districts. Sirsa comprised of Sirsa tehsil while the Dabwali constituency comprised Sirsa district excluding Sirsa tehsil.

There are more than 50 SGPC recognised gurdwaras in Haryana with Kurukshetra district topping the list with 21. The voter registration forms would be available in all recognised gurdwaras, sources here said.

House tax issue likely to hot up

The house tax issue is likely to hot up again here, with the Municipal Councils of Ambala City and Ambala Sadar all set to issue demand notices soon.

The demand notices for houses located in the municipal limits of Ambala Sadar and Ambala City are going to be issued later this month. The notices will be issued block-wise to enable effective handling of the cases.

Interestingly, the house tax survey proforma, which was issued to each unit a few months back, was filled up and returned to the councils by a few persons. There are 34,915 units which will have to pay house tax in Ambala City and 22,500 units which will have to pay house tax in Ambala Sadar.

To effectively handle the appeals once the demand notices were sent, four subcommittees each would be formed at MC Ambala Sadar and MC Ambala City for hearing house tax appeals. These subcommittees would be formed soon and the subcommittee members would be entrusted with the work of hearing appeals.

The house tax subcommittee members, however, would not have discretionary powers to reduce or increase house tax at their will. They would have to strictly go by the formula worked out by the Haryana Government. The main job of the house tax subcommittees would be to rectify faults which might have crept in while calculating the assessment parameters.

A house tax assesses, if not satisfied with the decision of the house tax subcommittee, can further appeal to the Deputy Commissioner. The whole process has been computerised and the notices which will be sent to the householders will give details on the basis of which the house tax has been calculated.

Incidentally, the new house tax policy is likely to face rough weather from the local municipal councillors. The Congress municipal councillors of Ambala City and the municipal councillors of Ambala Sadar, cutting across party lines, have objected to the new house tax policy. The municipal councillors observed that a large number of persons were going to be affected from the new house tax policy.

Earlier, in order to arrive at a improved method of assessment, the Haryana Chief Minister had constituted a committee under the chairmanship of the Minister for Local Government, which included official as well as unofficial members. The committee had directed the department to conduct detailed sample survey in five towns of Hansi, Jhajjar, Charkhi Dadri, Kalka and Pinjore.

Additional MBBS seats likely

The last-minute cancellation of the two-day counselling for the MBBS and BDS courses to be held by Kurukshetra University from tomorrow may be irksome to those concerned but it has the proverbial silver lining.

Those who are desirous of getting admission to the MBBS course in the Rohtak medical college are likely to get additional seats. At present, the college has 117 seats.

The Medical Council of India (MCI) had reduced about 25 seats in the medical college at Rohtak. However, the Haryana Government has requested the Union Ministry for Health and the MCI to withdraw the decision to reduce the number of MBBS seats in the Rohtak college.

According to informed sources, the state government has received an assurance that if it represented to the MCI against the reduction of seats, the decision may be withdrawn. The state is likely to soon make a representation to the MCI in this regard.

These developments took place in the past couple of days. Following an assurance from the Union Ministry for Health, it was decided to postpone the counselling scheduled for August 16.

The Vice-Chancellor of Kurukshetra University, Mr R.S. Chaudhry, told TNS on the phone that if the university had gone ahead with the counselling, it would have been unfair to those students who wanted admission to the MBBS course but would have had to opt for the BDS course because of the reduced number of seats. Since over 25 seats were likely to be restored, it was decided to give a fair chance to everyone to try his or her luck.

Moreover, he said, if the seats had been increased after the counselling had been held, it might have disturbed the merit list, which could lead to legal complications.

He said fresh dates for the counselling would be announced after a fortnight by which time the MCI was likely to take a decision favourable to Haryana students.

Yamuna in spate

The Yamuna is in spate today following the release of more than 2.50 lakh cusecs of water from the Tajewala Headworks near Yamunanagar.

According to official sources, this was on account of the heavy downpour in the catchment areas of the Yamuna during the past 24 hours.

The district administration has alerted the people living in villages along the embankments of the river about the flooding of the Yamuna. Its water level had been rising since Monday.

Official sources said the 48-km-long earthen bundh between Bega village and Dahesra village along the Haryana-Delhi border and other stone studs, particularly of Garhi Asadpur village, were still intact and had withstood the river fury.

The district authorities have asked the people of the low-lying areas to shift to the safer places.

Meanwhile, the city recorded 135 mm rainfall during the past 24 hours which is the heaviest rainfall in the past 38 years. This caused waterlogging, traffic jams and power breakdowns.

Residents of Mandi and some other areas remained without power and water for about 20 hours at a stretch.

The Deputy Commissioner, Mr S.N. Roy, claimed that the situation returned to normal within a few hours after the draining out of the accumulated rain water.

Meanwhile, train services on the DUK section of the Northern Railway remained disrupted throughout the day on Monday as all trains ran behind schedule for several hours, stranding passengers at Sonepat and other railway stations.

Courses in spoken Sanskrit soon

There is a good news for Sanskrit lovers in Haryana. The University Grants Commission (UGC) has sanctioned 14 centres in various parts of the state to conduct spoken Sanskrit courses. The one-month certificate course to be run by the Sanskrit department of some universities and colleges in the state would enable the students to converse in “deva-vani” Sanskrit.

According to a circular issued by the UGC to the universities and colleges concerned, the course is intended to generate people’s interest in Sanskrit, considered to be the mother of all Indian languages.

A voluntary organisation — Sanskrit Bharti — has taken upon itself the responsibility to assist the UGC in the Union Government’s endeavour to make Sanskrit a common man’s language.

Sanskrit Bharti secretary K. Mohan said the centres for the teaching of spoken Sanskrit had been set up in Sanskrit department of Kurukshetra University, DAV Women College, Karnal, Guru Nanak Khalsa College, Karnal, Indira Gandhi National College, Ladwa, Government College, Hisar, MDSD College, Ambala city, SD College, Ambala cantonment, Maharaja Agrasen College, Jhajjar, CRA College, Sonepat, Adarsh Mahila Maha Vidyalaya, Bhiwani, Government College, Pataudi, Agrasen PG College, Ballabgarh and Gaur Brahmin Degree College, Rohtak.

The Gaur Brahmin Degree College Principal, Dr R.K. Bharadwaj, said the UGC would provide trained teachers and annual grants to the tune of Rs 1 lakh each for the centres. Each centre would run around 10 spoken Sanskrit courses in a year, with 25 students in every batch. The participants would be awarded certificates on successful completion of the course, he said.

The state government had earlier announced that Sanskrit would be made compulsory in the degree courses run by the state universities.

The Haryana Government has approved installation of another tubewells to solve the drinking water problem of Kalka. This project will cost Rs 22 lakh which will be provided by the Shivalik Development Board.

This was disclosed by Ms Jyoti Arora, Deputy Commissioner of Panchkula, while listening to the grievances of the people during an Open Darbar held in Kalka last week. A number of problems were solved on the spot and the remaining were sent to the departments concerned for appropriate action.

The Congress in this area received a jolt on Sunday, when Mr Ashok Kumar, vice-president of the Kalka Panchayat Block Samiti along with about three dozens panches, sarpanches and other local leaders left the Congress and joined the INLD. At a function held in Bargodam village they announced their joining the INLD in the presence of Mr Pardeep Chaudhary, General Secretary of Haryana INLD, and a number of other party leaders.

Mr Ashok Kumar demanded on behalf of the resident of the Kalka area, the construction of bridges on the two streams that pass through the villages of paploha-Bargodam and Kalka-Majra Mehtab.

A former president of the Kalka Municipal Committee, Mrs Mohini Nanda, and 13 municipal commissioners have decied to move the High Court against the order to recover Rs 6,68,000 from them. This was disclosed by Mrs Nanda that in 1995, when she was president of the committee, she and 13 municipal commissioners held a meeting which was also attended by representatives of the Welfare Society of the Housing Board Colony. It was unanimously decided to charge house tax at fixed rates and also to waive some portion of the house tax arrears outstanding against the residents of the colony. This resolution was duly passed by the Municipal Committee and sent to the Deputy Commissioner for approval. But after some time the Commissioner, Local Bodies, Haryana, sent recovery orders of Rs 6,68,000 against the 13 municipal commissioners and the president of the committee. The affected persons got a stay order which enabled them to contest the municipal elections which were nearing. Now two of the appeals have been rejected. So they have decided to approach the High Court in this regard.

A team headed by the Engineer-in-Chief inspected this nullah on Sunday. “We have been assured that work will begin on Gurguria Nullah very soon. Machines to carry out the work have already been ordered”, said Mr Anil Vij who represents Ambala Cantonment in the Haryana Assembly.

Van Mahotsava is being observed enthusiastically by several educational institutions and other organisations. In Netaji Subhash Chandra Bose Park, which has come up on John Sahab Ki Diggi, saplings were planted last week by Vikas Parishad activists as well as members of the Lions Club.

An environmentalist, however, commented that it was not important to count the number of saplings that were planted. What mattered was the number that survived. “We must understand that by simply planting saplings we do not make any substantial difference to the environment. It is only when we nurture the sapling and it grows into a tree that it makes a palpable difference,” he said.

Roller skating is becoming popular among the students. To enable young skaters to acquire the skill, the Ambala Roller Skating Association regularly holds competitions. The 16th Roller Skating Championship will be held at Dev Samaj Girls College, Ambala, where skating enthusiasts in the age groups of 6 to 8 years, 8 to 10 years, 10 to 12 years and 12 to 14 years will compete. A number of schools have been invited to send entries to the competition.

Last week when Haryana’s Director-General of Police, Mr M.S. Malik, visited Ambala to inspect the offices of the Inspector General of Police, Ambala Range and the Superintendent of Police, Ambala, an altercation took place in the Ambala City Urban Estate between three persons and a senior citizen.

When a relative of the senior citizen went to the police to report the incident, he was told: “DGP sahib shaher mein hain. Abhi hamare pas staff nahin hai”. Although policemen did turn up after a considerable delay, it does throw light on the priorities of the police force.

A yoga centre set up by the Sports and Youth Welfare Department was inaugurated in Ambala Cantonment last week. A separate hall has been earmarked for the centre. Yoga is practised there every day from 7 am to 8 am and from 4 pm to 5 pm. The centre is run under the supervision of Mr Jitendra Sagar and caters to persons of all age groups.

HUDA officials demolish tomb

Faridabad, August 15
A ‘tomb’ built illegally on encroached land near Bata flyover here was demolished by officials of Haryana Urban Development Authority (HUDA) today. This construction had also led to tension between two communities here. At least 200 to 250 activists of the Bajrang Dal and the VHP staged a demonstration at the site earlier today seeking removal of the construction. They had allegedly threatened to construct a temple at the site, if their demand was not accepted. But HUDA officials found that the 65-feet of land on which the ‘tomb’ was constructed about six months ago by a local resident was illegal and demolished the structure today.

Corporation status for 2 MCs soon

Yamunanagar, August 15
The Chief Minister, Mr Om Prakash Chautala, has announced that the municipal councils of Yamunanagar and Jagadhri will have the status of municipal corporation on the pattern of Faridabad municipal corporation.

Speaking on the occasion of “sarkar aapke dwar” here today, Mr Chautala said the municipal councils of Yamunanagar and Jagadhri should send resolution to the state government regarding it. He said the state government had decided to provide 70 litre of water per person in a day, whereas earlier only 40 litre of water was being provided.
