Intensive checking on Haryana border

Rohtak, August 13
Alarmed by threats of the Lashkar-e-Toiba and ISI-backed terrorist outfits to create disturbance in the Union Capital on the Independence Day function, Haryana has sealed all roads leading to Delhi.

Special barriers have been set up for checking vehicles going to Delhi to apprehend suspected persons and contrabands, specially along the inter-state border. The Inspector-General of Police, Mr Resham Singh, told The Tribune here today that special checking of buses was also being done to ensure that no unidentified object was either carried or planted in them.

Mr Resham Singh said the roads leading to the district headquarters, where various ministers would be unfurling the National Flag on Independent Day, had also been sealed as a precautionary measure.

The police was also conducting intensive checking of hotels, dharamshalas, serais, dhabas and tourist resorts, etc., where the terrorists might take shelter. Every bus leaving the bus stand was being searched, he said. The district authorities had been advised to issue prohibitory orders under Section 144, CrPC, for screening of occupants and tenants of the buildings in order to identify the suspicious elements.

Mr Resham Singh has advised the people to park their vehicles on the earmarked or selected places. The police had been directed not to allow parking of vehicles in crowded areas.

The IGP informed that during village-to-village searches in Sonepat, Jhajjar, Panipat and Rohtak districts, a significant number of youths were found missing from their houses. The police, he said, was making efforts to trace these youths and verify their activities.

Chautala to unfurl flag in Yamunanagar

The proposed visit of the Haryana Chief Minister to the city on August 15 has infused happiness among residents of the region. Mr Om Prakash Chautala, Chief Minister, will unfurl the National Flag at Tejli Sports Complex on August 15. It is the first time since the inception of the state that a Chief Minister will visit the city on the Independence Day.

The visit has activated the administration which is working round the clock to give the city a glamorous look on that particular day. The Municipal Councils of Yamunanagar and Jagadhri are busy ensuring proper civic amenities and have launched a cleanliness drive.

Wakf schemes for widows

For the rehabilitation of Muslim widows below the age of 55, the Punjab Wakf Board has planned to launch special self-employment schemes. Under the plan, the board will organise a seminar in Ambala in the last week of August in which all estate officers and rent collectors of the board, besides managing directors of different loan advancing boards and corporations, will participate.

It will be inaugurated by the Union Secretary, Social Welfare Department. The board will ensure vocational training of widows and manufacturing and marketing of their products.

This was stated by the Administrator of the wakf board, Dr M.R. Haque, while talking to mediapersons here yesterday at the PWD Rest House after inauguarting a Hali Research Centre named after a Sufi saint.

Dr Haque who is also Secretary of the Centre Wakf Council said this centre would be fully developed within a year and all kinds of literature pertaining to the famous saint and other contemporary Sufis would be provided. Boarding and lodging facilities would also be provided to research scholars.

He said like Sirhind and Bathinda in Punjab, Panipat would also become a main centre for scholars and visitors.

Mr Haque said several institutions and public places had been named after Hali in Panipat but the maintenance of these places was not satisfactory. Urging the state government and the district administration to develop these places into a tourist complex, he said the wakf board would also provided financial assistance in these efforts.

He pointed out that in 1996 the Haryana Government had planned to take over the ancestral house of Hali and develop it into a museum. But no action had been initiated in this regard so far. “If this is handed over to the board, it will do a lot of work,” he said.

The Administrator also claimed that the annual revenue income of the board had gone up to Rs 15 crore and it ranked number one among the wakf boards in the country in implementing socio-economic development schemes and in revenue generation.

Form united front, says Raghu Yadav

A former legislator and the president of the Sarvajati Panchayat, Mr Raghu Yadav has called upon politicians of Ahirwal to form a united front to fight the next Assembly elections with the aim of capturing all 10 Assembly seats of Ahirwal.

He said this would ensure their say in the government and with this they could achieve the objective of equal distribution of canal water in Haryana.

He gave this call while addressing a gathering at the Moti Chowk here yesterday. He asserted that he was prepared to make any sacrifice for this purpose and promised that full respect and honour would be given to the politicians joining the front.

He said there was an urgent need to eliminate regional imbalances in Haryana to bring Ahirwal on a par with other rich and progressive regions of the state in various spheres.

Mr Yadav said neither the two previous Chief Ministers, Mr Bansi Lal and Mr Bhajan Lal, nor the present Chief Minister, Mr Om Prakash Chautala, were to be blamed for the neglect and backwardness of Ahirwal, but it were its own MLAs and MPs, most of whom enjoyed ministerial positions in the state as well as the Union Government, who failed to do anything substantial for the uplift of Ahirwal.

It was, therefore, all the more necessary for the people of Ahirwal to judiciously exercise their franchise to ensure that only right candidates win Assembly and Parliamentary seats from Ahirwal, he said.

The gathering of residents of Rewari, Gurgaon and Mahendragarh districts, adopted several resolutions, demanding the construction of flyovers at the two railway crossings on the Rewari-Jhajjar and Rewari-Narnaul roads, construction of building of the Postgraduate Regional Centre, construction of cemented circular road and expansion of the town’s canal-based water-supply scheme to surrounding villages lying in a periphery of 10 km.

Wine contractor’s plea dismissed

The Punjab and Haryana High Court today dismissed two petitions filed by a wine contractor and two residents alleging that Hisar-based Lido Restaurant was not eligible for the grant of licence to run a bar.

Pronouncing the orders, Mr Justice Jawahar Lal Gupta and Mr Justice Ashutosh Mohunta observed: “The grant of licence to the respondent does not violate any law or rule. The action is not arbitrary or unfair.... The competent authority had not erred in passing the impugned order. It had not violated the prescribed parameters”.

The Judges also observed: “A pub is normally the hub. The government of Haryana seems to recognise the truth. It has given a licence to the respondent. The petitioners feel aggrieved. They allege that the respondent is not eligible. They pray that the order dated July 10, 2001, passed by the Commissioner be annulled. The short question is — has the authority erred in providing a bar for the people of Hisar.

The Judges further observed: “On a consideration of the matter, it appears that on account of the policy of prohibition, which followed in the state of Haryana for some time prior to the year 1999, the number of customers must have been considerable reduced. However, the number of customers is not one of the pre-conditions”.

The Judges added: “In any event, it is not disputed that the committee constituted by the Government of India has found that the respondent was having the required facilities. It had recommended its case to the Government of India. On the basis thereof, a certificate dated June 14, 1999, was issued in favour of the respondent for a period of three years. Thus, it is clear that even an independent agency constituted by the Department of Tourism, Government of India, had found the respondent suitable for approval by the Government of India”.

In their detailed order, the Judges held: “It may be that the restaurant does not have a thriving business. It is also possible that the clientele in Hisar does not come up to the perception of the petitioners. Yet, a senior officer of the state government has found that the facilities are good. The restaurant is centrally air-conditioned. The kitchen is well equipped. The restaurant has the desired facilities. On a personal inspection, the competent authority has found that the restaurant conforms to the required standards. Nothing has been pointed out to show that these findings are not well founded. Thus, there appears to be no reason to differ with the view taken by the competent authority”.

In their petition, a wine contractor and two residents of Hisar had earlier alleged that the restaurant was not having the facilities or the clientele at par with those available in restaurants attached to three-star hotels and duly approved by the Hotel and Restaurants Approval and Classification Committee.

PDS flour of poor quality: residents

Resentment prevails among families living below the poverty line (BPL) against the distribution of poor quality wheat flour through the public distribution system in this city and other parts of the district.

Many ration cards holders alleged that the flour being sold to them at the fair price shops was sub-standard and they are being charged Rs 113 for a 20 kg bag. They also alleged that the flour millers had quoted ridiculously low rates for grounding PDS wheat. They are learnt to have earned profits through adulteration of recycled flour and extraction of “maida” and “suji” from the PDS wheat.

On the other hand, some depot holders fear that the BPL families were reluctant to purchase flour as it was of poor quality as they will incur heavy losses since the shelf life of atta was limited as compared to wheat. The BPL families are now demanding the distribution of wheat instead of atta.

Meanwhile, complaints of inclusion of better-off families in the BPL category and those of non-inclusion of eligible ones continue to dog officials. Leaders of the Scheduled Castes and backward classes organisations have urged the state government and the district administration to conduct a fresh survey for the identification of the families living below the poverty line in this district. The fresh survey, they hoop, would eliminate all such complaints.

The Food and Supplies Department has set up 391 ration depots in this district for the distribution of rationed commodities. These include 282 in the rural area.

The Deputy Commissioner, Mr S.N. Roy, told mediapersons here today that there were 2,54,826 ration card holders and these include 1,82,308 consumers in the rural areas. Similarly, there were 2,20,269 cards of the APL category, 29,622 of the BPL category and 4,983 of pink colour category.

Govt college principals form committee

The principals of government colleges as well as non-government affiliated colleges in Haryana have joined their hands together to ponder over the problems confronting the higher education system. For the first time, a joint co-ordination committee has been formed to highlight the problems of higher education and seek redressal of the grievances being faced by the college students.

Dr Romesh Kumar, general secretary of the newly formed organisation, who is also the principal of MLN College, Yamunanagar said today that the joint-convention was held in Kurukshetra on Saturday.

He stated that the convention discussed the methods and steps which should be taken to improve the standard of higher education at the government and university level.

The committee elected Dr D.P. Aseja, Principal, Sohal Lal, Training College of Education (Ambala City) as its president, and Dr Romesh Kumar as its general secretary. Both of them were elected unanimously for the third time. Mrs Raj Gambhir, Principal, DAV Collge for Girls, Kurukshetra, was elected vice-president while Dr Raj Kumar Goyal, Aggarsen College, Jagadhri, was elected finance secretary.

Dr Balbir Kaur of SD College (Hansi) and Dr V.K. Sabharwal of Sirsa were elected president and vice-president, respectively of the Sports Council of Kurukshetra University.

AIDS takes life of 8-year-old boy

An 8-year-old boy of Bond Kalan sub-tehsil reportedly died of AIDS on August 11. His parents have already died of HIV. Relatives of the victim have confirmed the death due to AIDS.

When this correspondent met some neighbours of the family, it appeared that they were aware of the end of the child as he had been admitted to the Post-Graduate Institute of Medical Science, Rohtak, some time back. The child fell victim to the virus which passed on to him from his mother.

His father was a truck driver. Neighbours said his father used to continuously suffer from fever and on examination he was found to be HIV-positive. The father and mother died within a month of one another a year ago. The only survivor of this family, the boy’s brother, has been stated to be HIV-negative. It is assumed that he might have been born before his father got afflicted with the deadly disease.

Ruchika case adjourned

Special Magistrate for CBI cases in Haryana, Mr J.S. Dhanjal, today adjourned the Ruchika molestation case till August 25.

The CBI today handed over certain documents to the accused after an application had been moved by him seeking them.

The CBI on June 2 filed a reply to an application filed by a former Director-General of Police, Haryana, Mr S.P. S. Rathore, in the molestation case.

The CBI had filed a charge sheet in the case against Mr Rathore in this court in November. The CBI had also filed an application for condoning the delay in presenting the challan in the court. On December 5, the court condoned the delay in the charge sheet and took cognisance of the charges against the then DGP.

According to a report, the Murthal gram panchayat has expressed concern over the illegal felling by some influential persons in connivance with the officials of the Forest Department.

Priest among 2 killed by electrocution

Kurukshetra, August 13
Two employees, including a priest of Gursharan Sahib gurdwara at Pehowa town, about 25 km from here, were allegedly electrocuted on Saturday night by five persons in the gurdwara complex itself.

The incident has created a fear and tension in the town and the police was on its toes to nab the culprits.

According to Charanjit Singh, DSP, Jagtar Singh, who used to get “akhand paath” performed by the priests of the gurdwara, has lodged a complaint with the police about the murder of priest, Sewa Singh and sevadar, Achchhar Singh. UNI

Woman beaten to death

A married woman has reportedly been beaten to death at Badwa village. The body was brought to the PGIMS, Rohtak, today. Relatives of the deceased alleged that Maya Devi of Shikarpur in Hisar was married to Dharampal of Badwa 10 years ago. Maya Devi was brutally murdered with iron roads in the fields by her husband and his brothers. A case has been registered.

In another incident, eight persons have been wounded in a clash at Nathuwas village. The clash took place because of some dispute regarding a street pass. The injured, identified as Prema Kuldeep, Rajesh, Kapil, Shravan, Pawan Kumar, Raj Kumar and Roop Singh have been hospitalised.

According to a report, all culprits were identified and arrested by the police. The victim’s alleged illicit relations with some persons are stated to be the main cause of the murder.
