SYL: Sampat’s no to out-of-court settlement

The Directive by the Supreme Court asking the Prime Minister to work out an out-of-court settlement between Punjab and Haryana on the Sutlej-Yamuna Link (SYL) canal issue or else the court would pronounce its judgement on the controversial matter has triggered off optimism in government circles in Haryana.

Senior INLD leader and Haryana Finance Minister Sampat Singh, however, ruled out the possibility of any out-of-court settlement with Punjab. The issue had a political hue in Punjab. Moreover, with the Assembly elections in Punjab round the corner, there could not be an out-of-court agreement, the Finance Minister said.

A Division Bench of the Supreme Court comprising Mr Justice G.B. Patnaik and Justice Ruma Paul, gave a directive on August 9 asking the Prime Minister to broker a mutually acceptable solution to the issue within four weeks’ time. The court said that if no settlement was arrived at within the stipulated time, it would pronounce its order as the hearing in the case was over.

Incidentally, on August 9, the day the directive was issued by the court, the Chief Ministers of Punjab and Haryana, along with Mr Chandrababu Naidu, Chief Minister of Andhra Pradesh, had jointly met the Prime Minister in Delhi to demand an increase in the minimum support price (MSP) of wheat. The rapport between Mr Om Prakash Chautala, Chief Minister of Haryana, and Mr Parkash Singh Badal his counterpart in Punjab, is also well-known. The Congress and other Opposition parties of Haryana have innumerable times cited the rapport between the two Chief Ministers and demanded that Mr Chautala should take advantage of his personal relations with Mr Badal and try to work out a solution to the SYL issue.

However, according to Mr Sampat Singh, personal rapport is one thing and politics is something else. “Why did the Congress not work out a solution when the late Beant Singh was the Chief Minister of Punjab, Mr Bhajan Lal of Haryana and the Congress was in power at the Centre too?” he asked.

The SYL issue was first taken to court in 1979 when Mr Devi Lal was the Chief Minister of Haryana. The suit was, however, withdrawn in 1982. Haryana again filed a suit in the Supreme Court on the SYL in 1996. The case was being heard by the Supreme Court even as Opposition parties were accusing Mr Chautala of not being serious about finding a solution to the issue.

Talking to TNS from Delhi, Mr Mahabir Singh, standing counsel for the State of Haryana in the Supreme Court, said that the petition filed by Haryana in the court sought direction to the Punjab Government to complete the SYL canal. The Haryana part of the canal was complete and tax-payers’ money amounting to Rs 600 crore had been spent for this purpose, the petition said.

Meanwhile, speaking on the related issue of sharing of river waters between the states, Mr Sampat Singh said at the last three meetings on the matter, convened by the Union Water Resources Ministry, Haryana had demanded that water resources should be nationalised. He said that Haryana also demanded that if any tribunal was constituted on water sharing, it must give its report within two years’ time. Besides, the report must be implemented within one year of its submission. “The Eradi Tribunal was set up in 1996 and it submitted its interim report in 1997 Since the interim report had dealt with the major points, it should have been implemented”, he said.

The UP Chief Minister Mr Rajnath Singh, has virtually turned down the INLD demand for about a dozen seats for the coming Assembly elections in UP, putting a spanner in the ambitious plans of Chief Minister Om Prakash Chautala to make inroads in that state.

The INLD leaders, for obvious reasons, are trying to keep the development under wraps.

Spurred by the INLD’s attempts to make forays in western UP, its arch rival in Haryana, the state unit of the Congress, has developed vested interests to counter it in the bordering state of Haryana. The possibility of the Haryana Pradesh Congress Committee (HPCC), led by Mr Hooda, pitching its leaders and workers in western UP to counter the INLD figured when Mr Bhupinder Singh Hooda called on the Congress President, Mrs Sonia Gandhi, last week. Major portions of Western UP, where the INLD wants to spread its influence have cultural and linguistic affinity with the areas called the Jat heartland of Haryana.

According to sources, the Punjab Chief Minister, Mr Parkash Singh Badal, took up the cause of the INLD during his meeting with Prime Minister Atal Behari Vajpayee, a few days ago. Mr Badal urged Mr Vajpayee to give INLD a “decent” number of seats in Western UP.

According to political analysts, Mr Badal’s move to broach the subject to Mr Vajpayee was part of the INLD’s game plan to test political waters, before its direct talks with the BJP quarters for negotiation on the seat sharing formula.

Although Mr Badal espoused the cause of the INLD with Mr Vajpayee before formal discussions between the BJP, the RLD and the INLD begin on the seat-sharing formula, the INLD leadership has identified about 20 seats in western UP. This is part of the INLD’s strategy to up its demand on them, later on, depending on the political expediency.

Mr Rajnath Singh has turned down the demand for a dozen seats for the INLD. He has made it known that he could allow only about four seats to it.

Retrenched staff to “expose” Chautala

Patience of the retrenched employees of various corporations and boards of Haryana has run out. After waiting for months and believing the assurances of the State Government that they would be given alternative jobs, the retrenched staff have decided to adopt the “do or die” policy.

They have decide to act as spoilsport to mar the UP campaign of the Haryana Chief Minister Om Prakash Chautala.

A meeting of the retrenched staff of the Confed, the Haryana Small Industries and Export Corporation and the Haryana Handloom and Handicrafts Corporation was held at Jind recently. It was decided that the retrenched employees would reach Bareilly, where Mr Chautala is scheduled to hold a public meeting on August 26, and show him black flags.

The retrenched employees, according to the President and the Vice-President of the Joint Action Committee of the Retrenched Employees, Mr Jai Narain Kaushik and Mr Dayanand Kundu, respectively, would reach Bareilly two days before Mr Chautala’s public meeting. The employees would tour surrounding villages and tell the people about the “anti-people” policies of the Chautala Government, which included privatisation and retrenchment of the employees. They would tell the people of Western U.P. that they should not be misled by the assurances and promises of Mr Chautala as he had misled the employees of Haryana by promising them the moon before the Assembly elections.

Mr Dinesh Chander and Mr Jeet Ram, leaders of the retrenched employees of the Haryana Small Industries and Export Corporation and the Haryana Handloom and Handicrafts Corporation, have also urged the employees to reach Bareilly in large numbers to expose the Chautala Government.

Justifying the agitation launched by a section of the Haryana Police, the general secretary of the Haryana Confed Employees Welfare Association, Mr Sita Ram Barwaria, said the Government must adjust all retrenched employees in other departments.

While the retrenched staff is expected to reach Bareilly in a large numbers, it is doubtful if they would get any open support from their colleagues still in service. Because no employee wants to meet the fate of about 60 employees dismissed for participating in a strike organised to demand the implementation of the Supreme Court judgement on the reservation in promotions.

Rs 9 cr released for development

The Haryana Government has released Rs 9 crore under the decentralised planning scheme for undertaking development works in various districts during the current financial year.

While stating this here today, an official spokesman said 25 per cent of the fund would be spent on providing direct benefit to persons belonging to the Scheduled Castes. He said out of the total fund, Rs 42 lakh would be allocated to Ambala, Rs 67 lakh to Bhiwani, Rs 59 lakh to Faridabad, Rs 45 lakh to Fatehabad, Rs 57 lakh to Gurgaon, Rs 60 lakh to Hisar, Rs 52 lakh to Jind, Rs 42 lakh to Jhajjar, Rs 49 lakh to Karnal, Rs 56 lakh to Kaithal, Rs 43 lakh to Kurukshetra, Rs 45 lakh to Mahendragarh, Rs 34 lakh to Panipat, Rs 24 lakh to Panchkula, Rs 41 lakh to Rohtak, Rs 53 lakh to Sirsa, Rs 50 lakh to Sonepat, Rs 38 lakh to Rewari and Rs 43 lakh to Yamunanagar.

Undertrial shot dead, cops injured

Jhajjar, August 20
An undertrial was shot dead and three others, including two policemen, sustained bullet injuries, when three unidentified youths fired at them in front of the DSP’s office at Bahadurgarh town here today.

According to the police sources, Surender, accused in a murder case, was being taken back to the Sonepat jail after an appearance in the court. When he walked out of the court along with three policemen and reached the road in front of the DSP’s office, three motor cycle-borne men fired at them. Surender died on the spot, while two of the policemen were injured.

The condition of one of them, Subash, is critical while Balwan is stated to be out of danger. Both were rushed to the PGIMS in Rohtak. Another person, Sudama, sitting on the roadside was also injured.

Personal animosity is stated to be the reason behind the murder. The assailants managed to escape.

Proposal to demolish pillar opposed

Resentment prevails among members of the local Rotary Club over a proposal of the district administration to demolish the Rotary Pillar situated at the local Bhiwani Chowk.

According to a spokesman for the club, the pillar was constructed about five years ago on the request of the district administration as part of the city beautification plan. He said the club spent a huge amount on the construction of the pillar and the Rotary International president and other Rotary dignitaries had visited the site.

The spokesman said the pillar found mention in the records of Rotary International and the government. The Bhiwani Chowk was now known as Rotary Chowk. The Club at a meeting here yesterday decided to oppose the proposal of the district administration to demolish the pillar.

According to a party press note issued here yesterday, Mr Pradeep Jain (Rohtak) has been appointed state secretary; Mr Neeti Sen Bhatia (Panipat) convener, local bodies cell; Mr Maange Ram Pangel (Ambala) general secretary, Anusuchit Jaati Morcha; and former MP Swami Indervesh (Rohtak), Mr Gobind Bharadwaj (Narnaul) and Mr Dhani Ram Bharti (Kurukshetra) members of the state working committee.

Mr Gurdayal Singh Saini, Prof Ganesh Lal, Mr Dev Kumar Sharma and Ms Shakuntala Raj have been appointed in charges of the Kisan Morcha, Anusuchit Jaati Morcha, Yuva Morcha and Mahila Morcha, respectively.

HC dismisses plea on MLA’s election

Mr Justice J.S. Kehar of the Punjab and Haryana High Court today dismissed an election petition against the Congress MLA from Rewari, Capt Ajay Singh Yadav, on technical grounds.

The petition was filed by Mr Vijay Somani, an Independent candidate who lost the last Assembly elections against Capt Yadav.

Mr Justice Kehar dismissed the petition on the ground that the respondent was not furnished with a true copy of the election petition.

Governor commends Red Cross

The Haryana branch of the India Red Cross Society performed excellently in providing relief and assistance services to the disabled, poor and needy persons of society. This was stated by Haryana Governor, Babu Parmanand while addressing the annual general meeting of the Red Cross Society and St. John Ambulance Association here today.

The Governor presented 15 shields, 62 plaques and 29 souvenirs to various district branches of the Red Cross and to institutions and individuals who excelled in providing relief to the needy and the poor, enroled membership for the Red Cross, organised blood donation camps or offered other such services. The Panchkula branch got two awards, one for enrolling maximum Red Cross members and the other for collection of maximum funds. Faridabad was awarded for collection of 5,359 units of blood while the Panchkula branch of St John Ambulance Association was also awarded for enrolment of maximum members for ambulance service. The Rewari branch of the St John Ambulance Association was awarded for home nursing. Mr Gubruddin was awarded by the Governor for donating blood 157 times.

A stadium gone to seed

A sports complex where many state-level competitions were held now wears a deserted look. The people of that locality alleged that the district administration probably for-get its duty towards the public.

The municipal stadium where a number of Republic Day, Independence Day functions were held and even public meeting held is now in a deplorable condition.

The foundation stone of the municipal stadium was laid on March 7, 1982, by Mr B.S. Ojha, an IAS officer. At that time there was only one stadium resulting in all official as well as other functions being held there. A number of district as well as state-level games were also held. Mr B.D. Gupta laid the foundation stone of the stadium on June 24, 1990, for the office of district sports officers. Meanwhile, work on Tejli sports complex was undertaken by the government and all offices of the Sports Department where built there.

The people of that locality alleged that they were happy that Tejli sports complex had been constructed but it did not mean that the administration did not care about their old structures like the municipal stadium. There is no gate at the stadium, rather the wall is broken at a number of places. There is no chowkidar to look after the stadium, resulting the animals entering its enclosure. Besides, there is a lot of wild vegetation in the stadium.

Ironically the stadium is close to the main market and is just opposite the town’s main cremation ground. The Tourism Department had spent more than Rs 1 crore to construct the tourist complex (Grey Pelican) and adjacent to it is the canal rest house, where almost every day ministers, senior officials, and even the Chief Minister visit, but the administration is hardly concerned about the need for a city centre.

The condition of the city centre adjoining the municipal stadium is also shabby. A traffic park was specially constructed for school-going children so that they could learn traffic rules, but all in vain. At one time even the traffic police were posted there to train students.

The city centre as well as the municipal stadium were once used by the elderly for morning as well as evening walks but now these people have selected other places. It would not cost the MC much to maintain the stadium and keep it in a useable shape.

Take anti-flood steps, Chautala tells DCs

The Haryana Chief Minister, Mr Om Prakash Chautala, has directed the Deputy Commissioners to take steps to avoid a flood-like situation in the districts following a heavy rain in Haryana and its adjoining areas.

Mr Chautala, who was presiding over a meeting of Deputy Commissioners here today, said 30 lakh tonnes of paddy was likely to arrive in the mandis this year. He directed that additional storage capacity should be created by motivating private parties so that farmers did not face problems.

Mr Chautala also asked personnel of the power utilities to take stringent measures to check power theft which was causing a great loss to the state.

A function was held at the Congress Bhavan, Ambala City, which was attended by a number of Congress leaders and activists. The local Congress leaders remembered the contributions of Rajiv Gandhi and paid rich tributes to him. They said he had a major role to play in bringing information technology to the country and also for bringing parity for women.

Another function was held by the district Sonia Gandhi Association at Panchayat Bhavan. The association members spoke highly about Rajiv Gandhi and his vision, which had helped transform several aspects, including power for the local government.

Steno suspended for taking bribe

Bhiwani, August 20
Mool Chand Sharma, steno with the Health Department and posted at Civil Hospital has been suspended following his arrest in a bribe case.

Mool Chand had allegedly taken illegal gratification of Rs 3,000 through an agent from an aspirant of police recruitment for medical test.

A chemist, Amarjit Badesra of Dehati Medical Store, was also arrested by the police. Amarjit had introduced the aspirant, Jeetender, with Mool Chand. Jeetender was told that he could not pass medical test as his eyesight was weak and if he gave Rs 5,000 his name would be cleared.

Later, Jeetender of Charkhi village reported the matter to the police and a raiding party headed by the SDM nabbed Amarjit while accepting the amount from him.

Declare’ Hindi as medium of instruction

The president of the Rashtrabhasha Samiti, Haryana, Swami Indervesh has urged the Union Government to declare Hindi as the medium of instruction in place of English language.

He also appealed the people to use Hindi in their day-to-day working. While speaking at the Hindi sammelan organised here by the Bhiwani unit of the samiti.

He said the samiti would organise such sammelans in every district to make mother tongue popular.

The chief guest and Rajya Sabha MP, Mr Banarsi Dass Gupt, praised the Prime Minister for speaking in Hindi language even abroad. He said he had directed that all official work be done in Hindi when he was Speaker of the Haryana Assembly. But he regretted that all secretarial work was being done today in English.

Mr Gupt criticised the decision of the state government of opening English medium schools at the village level and said now education had become a business.

Mr Kalicharan Kesan, while presiding over the sammelan, acclaimed the extensive vocabulary of the Hindi language.

The state convener of the samiti Mr Shyam Lal, said the vice-chancellors of all four universities of Haryana were being contacted for the use of the Hindi language.

The district president of the samiti, Mr R.K. Agarwal, said that all countries used their own language but Hindi despite being the main language of India was neglected. He said our ambassadors too produced their introduction in English.

MDU entrance test on Aug 27

Maharshi Dayanand University will hold the entrance test for admission to MA (Previous) Education, on August 27.

A spokesman of the university said candidates seeking admission to the course may submit application forms by August 27. He said the list of candidates selected would be displayed on August 29 and they would be required to deposit the fee the same day.

The Education Department would not send separate letters for entrance test and the candidates would have to collect their roll number slips from the department.

Meanwhile, the local University College has created additional seats in “Certificate in Physical Education” (C.P.Ed) in view of the students’ rising interest in the course under the payment category.

Candidates who had already applied for the course would alone be considered for admission.

Rs 1 lakh looted at gunpoint

Three armed youths looted Rs 1 lakh cash and jewellery worth Rs 1.30 lakh from a house in Naraingarh last night.

The incident took place on the Milk Road in Naraingarh at about 8 pm when three youths barged into the house of a local businessman, Mr Sudesh Gulati. The youths first accosted the son of Mr Gulati, Pinku, who had gone outside the house for some work.

A police official said the youths had then entered the house of Mr Gulati and at gunpoint forced the family members into a room. They had even cut the telephone wire of the house.

The incident has shocked the local residents. It may be recalled that a similar incident of looting at gun-point had taken place in Naraingarh subdivision a few weeks back.

One person was killed and 14 persons sustained injuries when their tractor trailer turned turtle on the Sonepat-Gohana road near here yesterday.

The victim was identified as Shamru (35).

All injured persons were immediately hospitalised and the condition of one was serious and the rest out of danger.

The victims belong to Madhya Pradesh and they were labourers and going to work.

According to another report, a resident of Chitana village was knocked down and killed on the spot by a vehicle at Gohana town, 35 km from here, yesterday.

The police has registered a case against the driver of the vehicle on charges of rash and negligent driving and causing the death of the victim.

In a third accident near Chitana village, a woman was hit by a motor cycle and sustained injuries.

The police has registered a case against the motor-cyclist.

Vigilance inquiry ordered

The state government has reportedly ordered a vigilance inquiry into the irregularities committed in the sale of bungalows allotted on lease at Staff Road, Ambala cantonment. According to sources, the decision has been taken on a report submitted to the state government by a two-member committee headed by an Additional Director of the Urban Development Department last month.

Senior citizens want MC restructured

The Faridabad Veterans Forum, an organisation of retired and senior citizens here has demanded the re-organisation and restructure of the local Municipal Corporation for the improvement of civic amenities. At a recent meeting of the forum, the members expressed concern over ‘deterioration’ of the public utility services in the town. A majority of them described the prevailing conditions as appalling and said that although the civic body had been upgraded to a corporation, the standard of services had gone down miserably.

A large number of colonies were not getting proper water and power supplies, metalled roads, clean sewers or traffic lights, they said.

They suggested that the local Municipal Corporation be divided into smaller civic bodies, so that these bodies could be made more accountable and responsible. The president of the forum, Mr Chander Gupta, said the functioning of the then municipal committees of Old Faridabad, Ballabgarh and NIT, (before their amalgamation) was much better.

Mr Sant Singh, patron and Mr Santokh Singh, member of the forum, lamented the ‘non-cooperative attitude’ of officers and members of the civic body towards the problems and grievances of the common man.

1 more held in Mohta theft case

Bhiwani, August 20
The police has arrested one more proclaimed accused in the Mohta industry theft case. With the arrest a total of 36 accused have been held by the police while two are still at large.

Police sources said Sanjay of Dhab Dhani was arrested by the police on Sunday. Earlier, the police had declared six suspects as proclaimed accused namely, Narender, Jaswant, Rajender Kumar and Laxmi Narain and Sube Singh on April 23.

Lawyers observe strike

Hisar, August 20
Lawyers today observed a strike here in protest against alleged threats to a local lawyer by a senior police officer.

The local Bar Association had given a call for the statewide strike while its members have been on strike since August 11.

The Chief Minister, Mr Om Prakash Chautala, has referred the issue to the DIG (CID) for inquiry. A delegation of the Bar Association met Mr Chautala at Sirsa yesterday. He asked the delegation to end the strike saying that the state government had already transferred the police officer from Hisar. A meeting of the association will be held tomorrow to decide further action.

Encroachments removed

Rohtak, August 20
The demolition squad of the district administration today cleared encroachments in Housing Board Colony in Sectors 2, 3 and 4. Unauthorised commercial establishments in Sector 3 were also demolished.

According to sources, the demolition squad led by Executive Magistrate Naresh Kumar removed 20 encroachments. Platforms constructed on government land in front of houses were also demolished.

Residents have been asked to remove the encroachments within a week.
