Red Cross panels: Governor’s move shot down by CM

Haryana Chief Minister Om Prakash Chautala yesterday opposed what State Governor Babu Permanand had proposed for improving the functioning of the District Red Cross committees.

The Chief Minister’s opposition, according to informed sources, came in the full view of several State officers who had come to Raj Bhavan here to attend the meeting of the Board of Directors of the Haryana Red Cross. The Governor, is ex-officio Chairman of the Red Cross, while the Chief Minister is ex-officio Vice-Chairman.

Babu Permanand recently transferred the Secretaries of 14 District Red Cross Societies out of the 19, following complaints about their functioning. The sources say that it is for the first time that the Secretaries of the District Red Cross Societies have been transferred from one district to another.

Since the Red Cross Societies in the districts are independent entities, there was a doubt if their Secretaries could be transferred, a proposal was brought forward at yesterday’s meeting that the cadre of the Red Cross Secretaries should be made State-level. There were also several other proposals, like the fixing of minimum qualifications of the Secretaries and a uniform pay scales, in the agenda.

When the proposal came up for discussion, Mr Chautala reportedly expressed certain reservations. He was of the view that since the Red Cross Societies were district-level entities, working under the supervision of the Deputy Commissioners concerned it would be impracticable to make a State cadre of the Secretaries. If there was a complaint of any irregularity, the Deputy Commissioner concerned could be asked to take action against the Secretary or even a Vigilance inquiry could be ordered.

Sensing the mood of the Chief Minister, a number of Deputy Commissioners too expressed reservations over the proposal. Soon a way out was found. It was decided to constitute a committee of three Deputy Commissioners and a representative of the Finance Department, to examine the proposal and submit its report within three months.

It is not known if transfers of the Secretaries have been stayed or not.

HVP foresees mid-term poll

The Haryana Vikas Party foresees midterm Assembly poll in the state. The party feels that the state government would fall the day the Atal Behari Vajpayee government at the Centre weakens due to fissures in the NDA alliance.

Talking to mediapersons at Rattia in this district today, the HVP General Secretary and a former MP, Mr Surender Singh, said the Om Prakash Chautala government in the state would not be able to complete its term.

Mr Surender Singh alleged the law and order situation in the state had deteriorated and none was secure in the state. Heinous crimes like dacoity, murder and rape were on the rise. The government that had promised free power and water to farmers had increased the tariff for these commodities to such an extent that it had become almost impossible for the common man to afford these.

Mr Surender Singh alleged that development activities in the state had come to a standstill. The condition of almost all roads in the state was deplorable.

He accused the government of being anti-farmers and alleged that it had increased the rates of Urea and DAP fertilisers, cottonseed cakes and cottonseed by imposing sales tax on these items. He alleged the state government had framed a rule under which paddy produce would be purchased by the agencies only after the farmer showed a no-dues certificate issued by the HVPN.

Later addressing party workers at Aggarwal Dharamshala, Rattia, Mr Surender Singh said the people of the state were repenting being taken in by the “false” promises by the Chief Minister. He alleged the Chautala clan was in the habit of making such promises on the eve of elections.

Mr Surender Singh called upon the people to strengthen the hands of Mr Bansi Lal who, he said, was the only politician in the state who did not believe in the “politics of falsehood”.

SI, others cleared of assault charge

The Additional Sessions Judge, Mr Shiva Sharma, has acquitted sub-Inspector Mohinder Singh, Head Constable Nathu Ram, and Constables Jai Bhagwan and Amar Singh of the charge framed against them for allegedly assaulting local BJP leader and owner of Bangar cinema, Mr Raj Sharma.

The Additional Sessions Judge, however, ordered that action should be initiated against former ASI Chhelu Ram for making a false statement in the court.

Head Constable Daya Nand of the Delhi police, an accused in the case, had died during the pendency of the case and as such proceedings against him were ordered to be dropped. Wazir Singh, charged under the Prevention of Corruption Act, and Sat Pal, charged under Section 506 of the IPC, have also been acquitted.

According to the prosecution, at least three persons attacked Mr Raj Sharma on January 24, 1996, when he was going to his cinema house. The miscreants were allegedly in an inebriated condition.

When the miscreants allegedly caught him by the neck, he sent a message to the cinema house from where some persons arrived on the scene and apprehended the miscreants, who were later handed over to the police.

Mr Raj Sharma had told the police that the miscreants were handed over to Mr Chhelu Ram, who was present on the spot. When people gathered at the spot, one of the miscreants had brandished a revolver, he had complained.

Interestingly, key prosecution witnesses, including Mr Raj Sharma and a contractor of the cinema house, Mr Raj Kumar, were declared hostile as they did not support the prosecution, although Mr Raj Sharma had made a written complaint to the police about the incident.

“There is no substantive evidence on record against the accused. Therefore, I acquit the accused of the charges framed against them,” Mr Shiva Sharma ordered.

However, before giving the judgement, the Additional Sessions Judge referred to the conduct of Mr Chhelu Ram. “He refused to identify the accused in the court, although Jai Bhagwan, one of the accused, had been his former colleague,” the judge said.

Mr Shiva Sharma said Mr Chhelu Ram had made a false statement and thus committed perjury. He ordered that a show-cause notice be issued to Mr Chhelu Ram for September 18 for appearing in the court.

Ayurvedic doctors seek gazetted status

The National Integrated Medical Association Haryana has demanded from the government to treat the Ayurvedic Medical Officers as class-I gazetted officers on the Punjab pattern.

At a meeting chaired by its state president Dr. R B Goel it warned the Health Department to refrain from harassing the integrated doctors under cover of IMC Act 1956 as the apex court had categorically directed that Section B of the IMC Act 1956, would not be implemented on integrated doctors and ayurvedic degree holder doctors were declared registered medical practitioners under subsection III of section 2 EE of the Drugs and Cosmetic Act 1940.

The meeting further sought that the state government should also announce the ordinance of the Central Council of Indian Medical and the amendment in the Punjab Ayurvedic and Greek Practitioners Act 1963 with the same spirit.

It further sought the immediate withdrawal of trade tax imposed on doctors to extend cheap treatment to the door. The meeting drew attention towards the election of the Board of Ayurvedic and Greek system of Medicine,Haryana lying pending since 1970 and asked the Chief Minister to nominate member of the NIMA executive board on the committees and sub committees of the Health Department.

Teacher foils bid to kidnap students

Panipat, August 21
An attempt to kidnap four school children by an unidentified person was foiled yesterday with the timely intervention of a teacher. The miscreant, however, escaped.

According to information the miscreant came to MKK Public School around 1 pm and told the school receptionist that he had come from Singh Sahib Gurdwara, Israna, to collect four children who come to the school from the gurdwara campus.

Neelam Gulati, a teacher suspecting some foul play started questioning the identity of the man. As she tried to contact the gurdwara authorities to check his identity the miscreant ran away from the school in the vehicle he had brought to kidnap the children.

The worried school teachers enquired from the manager of the Singh Sahib Gurdwara at Israna and informed him about the incident. The manager confirmed that he had not sent any one from the Gurdwara to collect the children. When contacted, the local police authorities said they were not aware of the incident as no complaint had been lodged.

In another incident an issueless couple reportedly tried to abduct a one and-a-half-year-old child Parikshit, at Badali village on Sunday.

These incidents have spread panic among the residents particularly the parents of schoolgoing children.

Recast minimum wages board: TUs

Representatives of six trade unions including CITU, AITUC, INTUC, the BMS and the UTUC (Lenin-Sarani) today sent a joint memorandum to the Haryana Commissioner, Mr Amit Jha, urging him to reconstitute the state minimum wages board and include representatives of trade unions in it.

The memorandum also demanded the fixation of Rs 3,500 per month as wages of the unskilled workers and the wages should be linked to the price rise and the index. It also urged the government to reconstitute all tripartite committees and include the representatives of the trade unions in them.

The memorandum also demanded strict enforcement of all labour laws and the Factories Act in the industrial units and stern action against those found violating the labour laws. It also urged the government to put all ESI hospitals and dispensaries under the control of the Labour Department instead of the Health Department.

The memorandum also demanded attendance cards and wage slips for all workers employed in the industries. It also demanded the abolition of the contract system and eight-hour duty for each worker. If the workers were forced to work for more time they should be paid extra in cash.

Allowances for NCC cadets may be raised

The Haryana Governor, Babu Parmanand, and the Chief Minister, Mr Om Prakash Chautala, today called upon the youth to make the NCC an integral part of their education as it instilled a sense of discipline, unity and patriotism.

They said this while speaking at a function at Raj Bhavan here. The function was organised to honour NCC cadets and officers who represented Haryana at the Republic Day parade and the Prime Minister’s rally.

Ms Anuradha Gupta, Higher Education Commissioner of Haryana, said the refreshment allowance of the cadets had been increased to Rs 38.80. There was a proposal to double this amount and enhance other allowances as well, she said. Increasing the number of seats for girl cadets was also under consideration, she added.

Special demonstrations of ship modelling and aero modelling with remote control were also given on the occasion.

Drive to regularise kundi connections

The Dakshin Haryana Bijli Vitran Nigam (DHBVN) has selected 15 villages in this district to start a campaign to regularise kundi connections in the domestic sector to check the menace of power theft in rural areas, an official spokesperson of the nigam said here today.

The villages are Charnod, Talwandi, Badshahpur, Raipur, Dubetta, Payal, Kharkara, Chaudhariwas, Bassra, Kharak Poonia, Kishangarh, Khara Barwala, Khasa Mahajnan, Devigarh Poonia, Sabarwas and Ghirai.

Under the campaign, a team comprising a Sub-Divisional Officer (SDO), junior engineer (JE), lineman, clerk and a representative of the district administration would visit these villages from September 1 onwards on fixed days and regularise kundi connectionsat the doorstep of the consumer.

The spokesman said the team would carry all required papers with it and formalities would be got completed on the spot without any inconvenience to the applicants.

An electric contractor would accompany the team to provide test report at sites.

People desirous to get power connection would, thus, be sanctioned connection on the same day and they would not have to go to the nigam office for this purpose.

Later, the campaign would be launched in other villages of the district.

A large number of people in rural areas were stealing power by tapping low-tension lines or service cables, called ‘kundi connections’.

Students gherao KU Registrar

Kurukshetra, August 21
Members of the Jaagrook Chhaatra Morcha gheraoed the Kurukshetra University, Registrar, Dr Hawa Singh, for over four hours, in his office on the university campus here today.

They held a demonstration raised slogans an sat in dharna in front of the office of the Registrar. They started their dharna at about 11.30 a.m. and continued till 4 p.m.

They were demanding that Ms Yaachana, a second year student of Dayanand Mahila Mahavidyalya, Kurukshetra, who had been refused admission to the next class, should be admitted to the next class.

Earlier, Jaagrook Chhaatra Morcha members marched in procession from university’s gate No 2 on the campus to the University College, disrupted classes and proceeded to the office of the Vice-Chancellor. When they found out that the Vice-Chancellor was out of station they went to the Registrar’s office and gheraoed him.

Five booked on rape charge

A 20-year-old married woman was allegedly gangraped by five persons in Matanhale village of the district on August 18, the district police said here today.

According to the sources, the woman, wife of a resident of Patoudhi village visited her aunt’s home in Matanhale on the fateful day. When she was coming back, Sombir of the same village gave her a lift on his tractor. He then drove the tractor to the outskirts of the village where Kuldeep and Dharambir joined him. The three allegedly raped the woman. Later, Ramniwas took her to the block development office (BDO), where she was allgedly raped by Bhima, a chowkidar and Ramnivas.

The police has registered a case under Sections 376,342,366,363 of the IPC against the five persons.

Panipat district has witnessed an increase of 68 per cent in dacoity, 42 per cent in murder, 28 per cent in rape 17 per cent in kidnapping, 14 per cent in theft, 72 per cent in loot and 100 per cent in riots cases during the first seven months (January to July) this year as compared with the corresponding period last year.

According to available details, the number of dacoity cases increased from six to 10, murder cases 17 to 24, rape cases 14 to 18 and cases of loot from 11 to 19. Besides, the kidnapping and theft cases increased from 12 to 14 and 222 to 254, respectively, during the period.

On an average three or four cases of murder, at least two cases of rape, four of dacoity and loot, two cases of kidnapping and 30 incidents of theft have been recorded every month during this year.Top
