Jalandhar, September 13 While the DC’s visit to the area three days ago, specifically echoed the idea that the committee now being formed would make sure that the accountability of the outbreak was fixed on the department found responsible, the committee report released today, notably, stops just short of blaming any particular department. Comprising members SDM-1 Iqbal Singh Sandhu, XEN Punjab Pollution Control Board and XEN Public Health, the committee has made ample suggestions and hints about what went wrong in the area, but in keeping with the rhetoric of the MC and other officials, it has squarely blamed the plot owners for the outbreak, which claimed the lives of five and saw about 600 (in the area) falling ill. As per sources, the suggestions made by the committee include the checking and fixing of pipes and sewerage system (in not just Garha but across other city areas), checks to be conducted regarding the date of instalment of pipelines across the city as well as the areas where the deadlines have long expired and the installation of new pipelines in such areas. The report suggestions also include the suspending of all illegal connections which might be leading to water contamination. Despite the said observations, the prime thrust of the report has been laid on punitive action against the plot owners in the areas who have been keeping too many tenants on small lands. It puts major onus for the outbreak on plot owners on whose lands 50 to 100 tenants are living and using a single or two bathrooms, causing threats for such outbreaks. The most important and decisive recommendation of the report is that action should be initiated under the relevant Sections of the IPC against these plot owners. The report also recommends the checking of slums across the district to determine any other potential threats looming in other areas. It recommends checking pipes and sewers before or during monsoons and the appointment of committees to spread awareness among residents regarding disease threats. Barring the plot owners, the report does not hold any department or official directly responsible for the outbreak. Confirming this, SDM-I Iqbal Singh Sandhu said, “We have recommended action against plot owners because they are primarily responsible for the outbreak. A plenty of suggestions have been made regarding other actions which should be carried out in Garha or other areas.” When asked why the report has refrained from naming or fixing accountability on any department, the SDM said, “Our task is making suggestions. It is the department concerned's task to carry out the recommendations and fixing deadlines or bringing about key changes.”For this very reason, probably, the report also hasn’t fixed any deadline for any of the actions it recommends. No sensitive areas have been named either. Shruti Singh said, “Based on what I have gathered so far, the report is unclear on directly fixing responsibility on any particular department. I shall be ordering the compilation of another report which is clearer on the issue and clearly holds the specific departments responsible for their roles. The victims, Rajdeep Kaur (19) and her sister Simarjit Kaur (17), were admitted to a private hospital, with the elder one still in a state of unconsciousness. Both were brutally attacked by swords by a group of boys in their twenties, residing in the same colony. Both girls reportedly had enmity with the accused, Gurpreet Singh, alias Lover (25), the main accused in the case. He is employed with ICICI Bank at Adarsh Nagar here. Last night at 10 pm, when the girls were taking a walk on the road waiting for their father Paramjit Singh, who is a poultry dealer, to come home, a group of five to six boys cornered the girls, as Lover took out his sword to attack them. The shrieks of the girls raised an alarm in the area and the youths left the site, leaving the girls grievously hurt. While other youths reportedly sneaked back home, Lover fled to Bhogpur on his bike, stayed in a hotel there and took some poisonous pills there. He reportedly returned on his own at 7.30 am today and was spotted by policemen to whom he confessed to having committed the crime and claimed that he wanted to surrender. He told the police that he had taken the pills, at which he was taken to a hospital, where was currently taking treatment and was said to be out of danger. SHO Rama Mandi Bimal Kant said a case under Section 307 of the IPC had been lodged against Lover. Section 309 of the IPC was added against him this morning for attempting suicide. Two other accused in the attack have been reportedly rounded up and are being interrogated for their role in the incident. Residents of the colony, which falls near the Bashirpura level crossing here, said Lover was depressed ever since his mother had died sometime back. He had even got tattooed "Love you mom" on his right arm. The youth claimed that the girls, who had some kind of animosity with him, passed bad remarks against him and his mother while she was alive and he wanted to avenge the same. Lover’s elder brother, who too works in a bank, is married. His father had retired from Krishna Factory here. The SHO said he had learnt about several stories regarding the ongoing rivalry of the threesome from the family of the accused and the victim. Jalandhar, September 13 Her neighbour Vanita alleged, “We had been hearing voices daily for the past about a week. They make her wash utensils and sweep floors. She is also beaten regularly. Sick of hearing the child go through such an
ordeal daily, we finally dialled 100 today.” ASI Mangat Ram from the police station number 8 reached the spot and took the versions of the parties concerned. He asked the woman Asa Rani and her male relative, who she is living with currently, to give a statement to the police tomorrow so that the girl could be handed over to
an institution, which could take care of her. While Rani said the girl was not her daughter, she said she was the daughter of a relative whose whereabouts she was not aware of. “I picked up the girl from a cremation ground after one of her parents died and she has been living with me since then. We have never been able to trace any of her relatives since then. We never beat her,” she added. However, neighbours alleged that the girl was the daughter of one of the former occupants of the house who had fled. The ASI said, “Since we can’t hand over custody of that girl to any other organisation until a statement is taken, we shall be formally asking the family to hand over the girl to us tomorrow and submit a written statement regarding it, after which, she will be handed over to an organisation competent for child care.” |

Jalandhar, September 13 The court of Judge Paramjeet Singh said, "There is complete non-compliance of orders of July 23, 2013, passed by the court. It is not clear from the MTP's affidavit and site plan as to which part of plot numbers 430 and 431 has been demolished. It appears that MC is not intentionally bringing true and material facts before the court." "This court deems it fit to issue notice to MTP Tejpreet Singh to show cause as to why contempt proceedings should not be initiated against him. He is directed to be present in court to receive the notice." The next date of hearing has been fixed for September 17. As per the MC records filed in the court on the matter, the constructor has constructed the building only in plot 430, the total area of which is 4,000 sq feet. "The permissible covered area is 60 per cent (2,400 sq feet), floor area ratio (FAR) 1:1:50 (6,000 sq feet) and house line required is 15 feet. But the owner has constructed the basement of 2,485 sq feet, ground floor 3,058 sq feet, first floor 2,937 sq feet, second floor 1,688 sq feet and third floor 447 sq feet. The owner of the building has covered total 10,615 sq feet area on all floors and taken FAR to 1:2:41, the house line left at site is 15 feet six inches. There has been excess coverage against that permissible in building bylaws," the MC report reads. It further states that only 2,485 sq feet basement, 2,600 sq feet ground floor and 915 sq feet first floor could be compounded that, too, with a condition that the excess covered area gets demolished. While the MC had given this report on November 6, 2012, the court sought action taken report by the corporation regarding violations in a hearing on January 24 while also restraining the owner Anil Mahendru from carrying out any further construction. On April 9, the counsel for the MC made a submission in the court that the owner had been directed to demolish the construction wrongly made. The matter got adjourned for May 23 wherein the MC counsel said the process of demolition of unauthorised construction was on and would be completed. The court had then ordered, "Let the process of demolition be completed before the next date of hearing or else the MTP shall be present in person." The case got adjourned to July 23 when the court ordered, "The MC is directed to file a specific affidavit whether illegal construction beyond the provisions of law has been demolished, along with a site plan indicating the demolished portion in both the plots. The matter got adjourned. It was on September 3 that the orders of Contempt of Court were finally passed." |
Ranbir promotes his film
Jalandhar, September 13 Amidst roots deep set in the state and memories and connections running through artistic and cinema circles here, the Kapoor scion Ranbir Kapoor’s second visit to the state was a special occasion both for the star and the city. Ranbir was here to promote his upcoming film ‘Besharam’, at the Lovely Professional University. He expressed his gratitude at the warmth he had received from the state, saying, “My last visit to the university has been really memorable (he had almost been run down by a fiery crowd of doting female fans) and Punjab, has always had a special place in my heart. I used to visit the state with my parents as a kid. It’s always been a home away from home for me.” With the likes of (director) Anurag Kashyap saying he would give his right arm to work with Ranbir and with the young actor himself riding piggy-back on director Anurag Basu at award ceremonies (not to forget his great rapport with Imtiaz Ali and Ayan Mukherjee, among others), the 30-year old clearly rides the favourites list of most contemporary directors. Replying to queries on what makes him so special for them, Ranbir joked, “I pay them to say good things about me.” But added on a more serious note, “It is a great privilege to be liked by my directors and try to share a good relationship with them. I have had the opportunity to work with talented people and am glad that they like me.” Speaking about his legacy as a Kapoor and whether it has its pressures, he said, “I feel greatly honoured to inherit the Kapoor legacy. However, I have never felt any pressure regarding it. I aim to do good work and hope my family is proud of it.” Speaking about his experiences in the film Besharam he said he really enjoyed working with his parents in the film, sharing screen with them for the first time. “Both my parents play cops and my mother plays a corrupt cop. It was lovely and fun watching them act,” he said. Kapoor, who was accompanied by actor Pallavi Sharda, also expressed agreement with the verdict of the December 16 rape incident, saying such acts across the country were condemnable. Special team constituted to probe rape case
Jalandhar, September 13 The team to be headed by SP Rajinder Singh will probe various angles including medico-legal report from Hoshiarpur Civil Hospital which has not established rape. There are several other complexities involved such as the mother of the victim having estranged relationship with her husband and having illicit relation with her sister’s ex-husband. There are reports of the woman having now got married to another man in Shimla. She even had conceived but owing to recent problems, she reportedly had a miscarriage and herself admitted at Hoshiarpur hospital. The Nakodar city police had arrested the accused Shalu three days back. SSP, Rural, Yurinder Singh Hayre, said there were several points that required to be probed, it being a sensitive case. He said the SP would have DSP Harinder Singh Parmar, SHO Nakodar City Subhash Bansal and inspector of woman cell Avtar Kaur in the team. |
Surjit Hockey Society to send proposal to ministry

“Till date, the postal department has issued commemorative stamp on only one hockey player, Major Dhyan Chand. This time, we are taking up the matter with the Postal and Telegraph Department to release a commemorative stamp for Arjuna Awardee and Olympian Surjit Singh Randhawa,” said Lakhvinder Pal Singh Khaira, sr vice-president, Surjit Hockey Society. The Government of India had issued a commemorative postage stamp and a First Day Cover in the honour of Major Dhyan Chand in 1980. He remains the only Indian hockey player to have a stamp in his honour till date. It would be a great honour for the Jalandhar district if the postal department releases a commemorative stamp in the honour of the internationally acclaimed local hero Surjit Singh Randhawa who died in a car accident near Kartarpur, Jalandhar in 1984. “It is a very thoughtful proposal. A postal stamp is issued to keep those people alive in the pages of history who themselves created history by their extraordinary will and hard work. Now, it is high time that a stamp should be issued in his name,” said Pargat Singh, Padam Shri, Arjuna Awardee and presently Shiromani Akali Dal MLA from Jalandhar Cantt. However, even if the society sends the proposal to the postal department now, the stamp would not be released before 2015 as the request for the same has to be sent to the postal department at least two years in advance. However, exceptions in this regard are considered to be made for personalities from the field of arts, music culture and sports. Some Guidelines to issue commemorative stamps

Mehr Chand college organises tree plantation

Jalandhar, September 13 Principal Jagroop Singh gave floral welcome to Sant Seechewal, Dr Prem Sagar and Deepika Sagar. Dr Prem Sagar gave the message to protect the environment. Deepika Sagar said the education of unprivileged persons is as important as protecting environment. She gave a detailed information about the efforts done by her cell "Saksham, Punjab". Principal Jagroop Singh said each student of the hostel should plant a tree at the time of his admission, and look after it during his course of study. Major attraction of this function was tree plantation by students under the leadership of Sant Seechewal. These plants were gifted to the college by the passing out batch of hostel inmates. Sant Seechewal spoke about the problems arising in our environment, their causes and their effects. Usha Kiran Chawla expressed the gratitude on behalf of the college, to Sant Seechewal for being a part of this function.
