A 35-year-old HIV-positive patient, who was recently found to have contracted tuberculosis (TB), committed suicide by jumping down from the second floor of the Civil Hospital here this afternoon.

The patient, Ram Kishan, hailing from Bhale Ke village of Moga, had got admitted to the hospital on August 27. Ram Kishan asked his wife Malkiat Kaur to go and fetch her lunch and then he took the drastic step. Everyone in the hospital, including his wife, was taken aback when they saw him lying dead.

Eyewitnesses said the patient was too quick at it and did not give anyone time to realise what he was up to and stop him from jumping down.

His wife was seen crying inconsolably and murmuring that she knew that her husband was under depression, but could never imagine that he would take such a step. She refused talking to anyone. The deceased was working as a driver and had reportedly contracted HIV a few years back. The couple had got married about five and a half years ago and were childless.

The SHO, Division Number 4, Surinder Pal Singh, said Ram Kishan's wife refused to give any statement to the police. He said inquest proceedings had been initiated under Section 174 of the CrPC.

Dr Rajesh Sharma of the TB Centre at the hospital and Dr Baldev Singh of the AIDS Centre at the hospital said they had heard about the incident, but could not recall anything about the patient. Jalandhar, September 2
Six-laning of a patch of 22 km of road from Bidhipur to Subhanpur on the Jalandhar-Amritsar national highway is hanging fire due to some court cases.

Union Cabinet Minister for Transport, Road and Highways Oscar Fernandes told this to president of the city unit of the Youth Congress Gagandeep Singh Ahluwalia during his visit to the city.

Ahluwalia requested him to get the six-laning work of the road from Bidhipur to Subhanpur (22 km)completed at the earliest and also work on other roads being developed by the National Highway Authority of India (NHAI).

Fernandes told Ahluwalia: "There is some legal hitch regarding the road from Bidhipur to Subhanpur and assured him that as soon as the arbitration regarding this highway is decided, this patch will be his priority and he will leave no stone unturned to get it completed."

Ahluwalia also apprised Fernandes of the pathetic conditions of roads in and around the city.

The Youth Congress president said, "The roads are the basic infrastructure for the development of any city and Jalandhar is an education hub and industrial city of Punjab, but it has become almost impossible to move on the roads because all the roads approaching Jalandhar are in a dilapidated condition. The bad condition of roads is affecting the traders and the industry of Jalandhar the most."

Meanwhile, Ahluwalia warned Municipal Corporation (MC) officials that "if the construction and repair of dilapidated roads is not started soon, the Youth Congress will start an agitation from next week against the MC for getting the same done at the earliest."

Drowned farmer’s kin get Rs 1.5 lakh compensation
Tribune News Service

Kapurthala, September 2
Unable to fish out the body of a 65-year-old farmer even nearly a fortnight after his reported drowning in the flooded Beas in Sultanpur Lodhi, the district administration has compensated his family by paying Rs 1.5 lakh.

Deputy Commissioner, Kapurthala, DS Mangat said his staff and volunteers from the village had made a consistent effort to at least take out the body of Pritam Singh, who had drowned on August 21, from the river, but to no avail. “Declaring him missing in the floods, we have compensated his family at Rampur Gore village, near Baupur Mand, by paying the amount. But we have not been able to trace his body from anywhere in the area. In the event of any miracle of the man resurfacing, we will get the compensation amount back from the family,” the DC said.

Pritam Singh was reportedly going back to his home after spending the day in a refugee camp in a boat with Harjinder Singh (19) when the twosome got out of the boat thinking that the water level had receded and that they would be able to walk the remaining distance. While the younger fellow managed to maintain his balance on the marshy land, Pritam Singh reportedly drowned with no clues of his whereabouts ever since.

The administration had reportedly carried out a rescue operation by plying eight to 10 boats the day through for over a week, but could not find his body. Officials now apprehend that it could have either got washed away too far or got trapped in the layers of marshy soil.

Paramjit Singh, a representative of the Kisan Sangharsh Committee, said the amount was far too low. “The administration should have at least compensated the family by paying Rs 5 lakh. Family members have received the amount, but they too feel that the compensation should have been at least three times more. It has been really a tragic episode for his three sons, who have not even been able to see his body,” he added.

16,854 students ailing in govt schools in dist
Aparna Banerji
Tribune News Service

Jalandhar, September 2
As many as 16,584 students in government schools were found to be suffering from various ailments this year.

While officials of the school health clinic have visited 757 schools up to July during this financial year, a total of 82,246 students were examined, of which 16,584 students were found to be suffering from various ailments. In July alone, 4,640 students out of the 18,821 students examined, were found to be suffering from various ailments in the district.

While the bulk of all these cases include students suffering from refractory error, a relatively limited amount of students are also reportedly suffering from heart disease, thalassemia and cancer.

The number of students found suffering from refractory error is 1,504 (642 detected in July alone). Spectacles have been distributed among all these students. While the 1,504 cases detected this year include those diagnosed between April and July, last year (April-2012 to March-2013), as many as 6,876 students were diagnosed with refractory error and spectacles were distributed among 6,900 students.

This year so far only three students have been diagnosed with cancer (one in July) and all of them have reportedly begun receiving treatment. Last year, 13 were diagnosed with cancer, all of whom were referred for treatment.

This year, six students were diagnosed with thalassemia (only one in July), and all are undergoing treatment.

Two students were diagnosed with thalassemia and all of them were referred to hospital.

Nine students were diagnosed (three in July) with heart disease and referred for treatment this year. Out of these nine students, one has been operated upon.

Last year, the number of heart cases was 26, 10 of whom are currently under treatment.

Since this year’s data comprises only cases reported until July, the report is of only four months (one-third of the year).

Baring these cases, school health officials say the bulk of cases comprise students suffering from anaemia, malnutrition, respiratory disease and dental problems.

Sources say there is an alarming number of students who are suffering from eye defects and eyesight problems. They say the regularisation of school health visits has gotten better over the past couple of years.

However, the school health programme also has a list of fervent critics, who say there is massive under reporting of cases.

A parent at one of the city schools in a congested area says, “My child gets fed thin, watery vegetable curries at her school. She says she feels hungry, but one serving is all that she gets. While the school gives the children some tablets from time to time, what good is medicine if the stomach is empty. Only tablets can’t help ward off trouble if children are perpetually hungry and weak.”

Dr Aruna, in charge of the School Health Clinic, said, “The School Health Programme is doing a very effective job of keeping a strict check on students' health and we are getting good results as well. But it is true that there are some grey areas, where schools also need to cooperate with us on. At many schools, mid-day meals are undercooked or lacking in nutrition. Primary students need at least 450 calories and adult students at least 700 calories per day, but in some schools that might not be happening. We regularly keep telling them to improve standards.”

Citing anaemia and undernourishment figures she said, “Today as well, we held a seminar at a school on the issue of nourishment. About 50 to 60 per cent of schoolchildren in the district are anemic. There is rampant undernourishment as well. One can gauge the situation from the figures that 40 per cent of undernourished children in the world are in India,” she added.

“Other than these major concerns, ENT, heart, respiratory problems are also reported among students, but we are working to handle the problems,” she said.

LIC Jalandhar division makes highest payment through NEFT
Tribune News Service

Jalandhar, September 2
The Jalandhar division of the Life Insurance Corporation of India (LIC) is the number one division in the country which has made highest payment to the policy holders and other beneficiaries through National Electronic Fund Transfer (NEFT) controlled by the Reserve Bank of India (RBI).

LIC Senior Divisional Manager, Jalandhar Division, Gurmel Singh Parmar said over 90 per cent of total payments of various claims had been made through NEFT system in seven districts of the Doaba and Majha regions during the last financial year.

Parmar accompanied by LIC Marketing Manager Ganesh Lal and its Administrative Officer SM Singh said payments of nearly 620 crores had been made to 1.06 lakh beneficiaries through NEFT during the last financial year.

Speaking on the occasion of the completion of 56 years of public service by the LIC, Parmar said “Payments made through NEFT system were hassle-free. The entire amount is directly transferred in the customer’s accounts on the day of maturity of his or her policy under the scheme.

Parmar asked its customers to register their bank account numbers at the respective LIC offices of their areas so that the financial benefits or amount to be given after the maturity of their policies could be deposited directly in their respective accounts.

He said 0.52 percent amount could not be handed-over to the beneficiaries even after maturity of their policies. There are two main reasons for that. Firstly the payment could not be made due to court cases or secondly the beneficiary changed his residence and neither informed the LIC about his or her new address nor registered his or her bank account with it, he added.

Parmar said the policy holders should keep on updating the LIC with their new addresses in case of change of residence.

Murder of woman at Bachint Nagar: Cops clueless
Deepkamal Kaur
Tribune News Service

Jalandhar, September 2
Even 10 days after a woman was brutally murdered in Bachint Nagar locality here, the city police has not been able to zero in on to the assailants.

Gurjit Kaur (45) was all alone at home when the incident occurred on August 23. The police officials claimed to have rounded up as many as 20 suspects but had found no evidence against anyone so far. The police had been following the theory that it is the handiwork of some acquaintance and no outsider.

SHO Division Number 8 Kewal Krishan said there are ample indications to this. “The murder took place in the bedroom where only a known person could have been made to sit.

There were no signs of forced entry. The victim had herself opened the doors to the assailant. Further, the assailant used tools - kitchen knife and baseball bat — from home to kill her. There were multiple stabs to kill her and clearly not the work of a professional”, he pointed out.

He added, “We are also following a tip-off given by a neighbour who claims to have seen a man entering the house around noon that day.”

The police also claimed that the attempt was not to rob the woman since the family is from economically weaker class.

“There was nothing in the house to be looted and no such attempt seemed to have been made either. But still we have interrogated some labourers who were working near the house,” the SHO said.

The deceased was found to have been lying in a pool of blood by her younger son Raman, when he went to his place around 1 pm that day.

Her husband works in a paint store at Dana Mandi. Her two sons aged 22 and 19 years are working with private companies.
