Resettlement colonies to get ownership rights
New Delhi, September 2 While it was Congress chief Sonia Gandhi who had distributed the provisional certificates during a function at Chhatrasal Stadium before 2008 polls, this time, the ownership certificates will be given out by Congress vice-president Rahul Gandhi at a grand function to be held in Yamuna Sports complex, East Delhi. The certificates will be distributed on September 10 around two months before the Delhi Assembly elections. The polls are scheduled to take place by November. There are around 51 resettlement colonies in Delhi which house around 40 lakh people. These colonies were made to settle the inhabitants of JJ clusters and slums from various parts of the city between 1960 and 1975. They were provided with plots ranging from 25 to 80 yards most of which have turned into four-storyed buildings today. The plots were given on lease by the government and the residents do not have ownership rights till date. They cannot sell or purchase the property. Keeping in view the success brought by the distribution of provisional certificate to the unauthorized colonies just before the last assembly elections, the Congress has decided to give out permanent certificates to the residents of those unauthorized colonies which were regularized recently. The party is gearing up to organize a huge rally in Yamuna Sports complex where the residents of both the resettlement and unauthorized colonies will be invited and handed over the certificates. With an eye on the polls, the Delhi Government had also launched Food Security Scheme in the city last month. The scheme was inaugurated by Sonia Gandhi on August 20. The government has claimed to extend the benefits of the scheme to 70 lakh poor people in the city. |

New Delhi, September 2 The Election Committee consists of 27 members under the chairmanship of DPCC president J. P. Agarwal. It includes the names of Chief Minister Sheila Dikshit, her two cabinet colleagues, Haroon Yusuf, Arvinder Singh Lovely, seven members of Parliament – Ajay Maken, Kapil Sibal, Krishna Tirath, Mahabal Mishra, Ramesh Kumar, Sandeep Dikshit and Jai Prakash Agarwal, three Rajya Sabha members from Delhi – Parvez Hashmi, Janardan Dwivedi and Dr Karan Singh. According to sources, the proposal for Election Committee is finalized by the DPCC president and the Chief Minister before submitting it to the AICC which approves the list. In this list, Dr A. K. Walia’s name is not given. The names of three other ministers—Ramakant Goswami, Prof Kiran Walia and Raj Kumar Chauhan—are not in the list either. The AICC has included the names of Manish Chatrath, Amit Malik and a few others. The sources said that whenever a reshuffle had taken place in the Delhi Government, Dr Walia suffered. His department has been changed every time. At present, he is Health Minister. Earlier, he was Minister of Finance, PWD, Revenue and Urban Development. Arvinder Singh Lovely is in charge of Gurdwara Election. Last year, the Delhi Gurdwara Management Committee election was held in which the Congress-supported Paramjeet Singh Sarna group lost. Besides, three former DPCC presidents—Subhash Chopra, Tajdar Babar and Prem Singh—have been taken in the committee. According to the sources, Prem Singh has been taken as a representative of the backward classes. Other members are Naseeb Singh, sitting MLA and Gujjar leader, Jitender Kocher, Sudesh Sangwan, Vijay Kumar, Onika Mehrotra, Dineshwar Tyagi, Amit Malik, Ankit Dedha and Devendra Yadav. There is no representative of the Balmiki community on the list. |
Three minors among four raped
New Delhi, September 2 According to the police, the incident took place at a slum. The juvenile accused allegedly lured the victim to an isolated place, where he raped her. He threatened her with dire consequences and fled. The victim narrated the incident to her family, after she returned home. Her family reported the incident to the police and she was taken for a medical examination at the Safdarjung Hospital in south Delhi. The doctors confirmed that the girl was raped. “The victim’s condition is out of danger, but she is in shock,” sources added. In the second incident, a nine-year-old girl was allegedly raped by an autorickshaw driver after she was kidnapped from north east Delhi’s Seemapuri area on Saturday. The victim was later dumped at Mohan Nagar in Ghaziabad. The girl returned home with the help of another autorickshaw driver. The police arrested 42-year-old Om Prakash, who is a resident of Bhopura in Ghaziabad. The victim stays with her family at Shalimar Garden Extension in Sahibabad. She is a class 3 student of a school in Seemapuri. According to the police, she was standing outside her school on Saturday afternoon when she was kidnapped by Om Prakash. He allegedly raped her near the Hindon River. In the third incident, a 40-year-old woman was allegedly raped in west Delhi’s Kirti Nagar area late on Sunday. The victim was searching for her 14-year-old son when she was waylaid by two men.
They allegedly dragged her to an isolated area, where she was raped by one of the accused. Another incident of a minor allegedly raped by a 19-year-old youth was reported from Kirti Nagar late on Sunday. |
Three held for fake currency racket
New Delhi, September 2 They have been identified as Mohammed Farid-Ul-Islam (26), Kunja Bihari Pandey (42), both residents of Gurgaon and Safiq-Ul-Alam (26), who belongs to Malda in West Bengal. On June 20, the Special Cell had seized FICN worth Rs 16 lakh. The police had arrested four persons belonging to Mumbai and West Bengal. “The four persons said that Farid is involved in the supply and circulation of FICN in Delhi and the national capital region,” said Deputy Commissioner of Police (Special Cell) Sanjeev Kumar Yadav. The Special Cell was tipped off that Farid would deliver a large consignment at New Delhi Railway Station. “We laid a trap at the vantage points of New Delhi Railway Station. Farid was apprehended from outside the station. We checked his shoulder bag and found five wads of FICN worth Rs 5 lakh in the denomination of Rs 1,000,” said Yadav. According to the officer, Farid procured the consignment from one Shahjahan, who belongs to Malda. He came in contact with Shahjahan through one Babur, who has been arrested. Farid allegedly disclosed that the consignment was to be circulated in Delhi and Gurgaon with the help of conduits, Pandey, Lal Chand and Safiq. He had earlier taken FICN consignments from Shahjahan four times and circulated it in Delhi and Gurgaon. The Special Cell apprehended Pandey and Safiq from their hideouts. “FICN to the tune of Rs 1 lakh in the denomination of Rs 1,000 was recovered from Pandey’s rented accommodation. FICN worth Rs 50,000 in the denomination of Rs 500 was also recovered from Safiq’s rented accommodation. He had circulated the currency in Gurgaon and Delhi for a commission,” said Yadav. According to the police, Pandey belongs to Chhapra in Bihar. He is presently working as a supervisor at a private company in Gurgaon. Safiq came to Delhi in 2011 and worked as a sales boy in shops and as a security guard. He operated a rickshaw also in Gurgaon. |

New Delhi, September 2 He was staying at the Officer’s Enclave in Timarpur and posted at Chanakyapuri. The Navy has confirmed the incident. Deputy Commissioner of Police (North District) Sindhu Pillai said the incident took place at about 9.30 pm last night. His wife was the first one to see him hanging. |
DU educational train flagged off
New Delhi, September 2 In partnership with the Railways and the IRCTC, the train, the third one in line, is carrying almost 900 students and accompanying faculty and staff and will journey through Haryana and Punjab and return to Delhi on September 8. Among the passengers are 150 students and teachers from the UK who are here in Delhi to participate in this educational journey. |

New Delhi, September 2 “The peak for dengue cases is generally during September-end but due to intermittent rains last month, the temperature got stabilised to about 25 degree Celsius, conducive for breeding of mosquitoes and hence the manifold rise,” North Delhi and East Delhi public relations officer Yogendra Singh Mann
