After going through a detailed study report on the public transport system of the entire National Capital Region, the Parliamentary Standing Committee on Transport, Tourism and Culture observed that under the existing situation of multiplicity agencies in Delhi, a unified authority capable of making decision on all aspects of transport is the need of the hour.

Kidnapped child found from hospital
New Delhi, August 28
A seven-month-old baby, kidnapped from the Deen Dayal Upadhyay Hospital on August 22, was found at the Sanjay Gandhi Hospital in outer Delhi on Tuesday. The police suspect that the woman, who had kidnapped him from the Deen Dayal Upadhyay (DDU) Hospital in west Delhi, had left him at the Sanjay Gandhi Hospital in Mangolpuri. The infant was unharmed.

‘Madari’ killed for objecting to liquor for his monkeys
New Delhi August 28
A ‘madari’ was killed after he asked his friend not to serve liquor to his monkeys outside New Delhi Railway Station. His friend has been arrested. Identified as Ram Babu (36), he works as a labourer at the railway station. He was apprehended on Tuesday after the murder of the madari, Irfan.

House panel seeks study on NCR public transport

After going through a detailed study report on the public transport system of the entire National Capital Region, the Parliamentary Standing Committee on Transport, Tourism and Culture observed that under the existing situation of multiplicity agencies in Delhi, a unified authority capable of making decision on all aspects of transport is the need of the hour.

The committee feels that an interim solution to the problems in public transport system in the National Capital Region (NCR) is the proper and planned traffic management, stricter licensing system, integration of bus services with metro and effective utilization of ring railways in the entire region.

The long-term solution will be introduction of Unified Metropolitan Transport Authority (UMTA) having a jurisdiction over the NCR at the earliest. The UMTA would be empowered to deal with planning, operationalizing, management, regulation, enforcement, etc of an effective transport system which has the consent of all the state governments, including Delhi, Union ministries of road transport and highways, urban development and home affairs.

The committee also feels that the focus on public transport in the NCR should be multi-modal (rail, road and pedestrian). In the absence of this, personalized transport will continue to increase and public transport will remain fragmented and scanty.

The Standing Committee decided to have the detailed study on the public transport system of entire NCR as a large number of vehicles from the neighbouring states criss-cross Delhi roads daily.

The committee learnt that there are about 27 agencies involved in managing the public transport in the NCR and the existing arrangement needs a total revamp. In fact, creation of NCR has posed newer challenges for promoting flawless, accessible, safe, affordable transport in the region. A large number of non-destined vehicles pass through Delhi every day. Five national highways converge in the National Capital Territory adding to insoluble pressure on Delhi roads.

Sonia urged to ensure passage of Street Vendors’ Bill

On the Street Vendors’ (Protection of Livelihood and Regulation of Street Vending) Bill, the section concerned is not ready to wait anymore and has urged the Central government to pass the Bill during this session to protect the rights of lakhs of hawkers across the country.

In this regard, a collective of organisations National Association of Street Vendors of India (NASVI) today wrote to the UPA chairperson Sonia Gandhi, urging her to ensure the immediate passage of the Bill in this session.

To push for the same, the national Capital yesterday saw thousands of hawkers from as many as 25 states under the banner of National Hawkers Federation (NHF) gathering at Jantar Mantar from where they later carried out a rally towards Parliament. Later a team of representatives from them, who submitted a memorandum of demands to the government, was assured by the Minister of Housing and Urban Poverty Alleviation Dr Girija Vyas that the Bill would be passed in September this session.

“We had been pushing for this Bill for a long time and putting pressure that the government should constitute a Central task Force for the implementation of the Bill. We have demanded that hawkers should be allowed to benefit under ESI services and they should also be given houses under RAY and JNNURM. We submitted a memorandum to Girija Vyas who told us that it would be passed on September 3,” said Shaffique Ahmad of NHF.

NASVI national coordinator Arbind Singh said that during the last parliamentary session, the street vendors had hoped that the Bill would get passed, but it could not.

“Last month, we also called on the Minister of Housing and Urban Poverty Alleviation Dr. Girija Vyas and urged her to take initiatives to ensure that the Bill gets passed in the monsoon session. This month, a large number of street vendors also urged the UPA chairperson to ensure the passage of the Bill for their livelihood,” he said.

According to activists, once legalised and protected though an inclusive Central legislation, the street vendors also would be able to contribute more to the city economy.

Youth stages kidnap drama
Slashes his wrists, chest with blade

Frustrated with his life and parents, who allegedly nagged him and didn’t give him pocket money to spend on his girlfriend, a 23-year-old youth stage his own abduction and even posed as a kidnapper to inform his father through an SMS that he had been murdered.

The youth, Ankit Shukla, had impersonated a fast-food vendor, who sold omelettes on the streets of New Ashok Nagar in northwest Delhi, according to police sources.

Eight years ago, Ankit’s four-year-old sister went missing from New Ashok Nagar. She is still untraceable. “Ankit’s father, Vansh Raj Shukla, had suspected the vendor of kidnapping his daughter. The police had interrogated that man,” said a police officer.

Ankit had travelled across different parts of Haryana and Punjab, before slashing his wrists and chest with a blade. Delhi Metro Police who was tracking him through his phone had found him in a hospital in Nangal, Punjab. They brought him back to his family this morning.

While narrating the sequence of events, the officer said that Ankit has completed his engineering from the Bharat Institute of Technology in Haryana’s Sonepat district.

“He had been tense for the past couple of days. He had failed in some papers in the seventh and eighth semester of his college. And his father had been asking him for the marksheet. His family was not giving him pocket money to spend on his girlfriend. His father had also directed him to stop meeting her. He was frustrated. So he decided to stage his own kidnapping,” explained the officer.

At about 7.15 am on Monday, Ankit left his New Ashok Nagar residence, where he lives with his family. His father works as a licensing officer for warehouses. Ankit reached the New Ashok Nagar Metro station by 7.30 am and boarded a train.

“Soon Ankit caught a train to Panipat. At about 2 pm, he sent an SMS to his father’s mobile phone.

“Ankit had written that I am the fast-food vendor who sold eggs in New Ashok Nagar. I have kidnapped your son, because the police had interrogated and beaten me. Later, my wife also suspected me of kidnapping your daughter. My wife and my daughter committed suicide at the railway tracks, so you should also do the same with your wife,” said the officer.

Ankit’s father, Vansh, then complained to the police who registered a kidnapping case.

On Tuesday, he reached Nangal after boarding a train from Ambala.

“He roamed there and saw that he had no money. He was also hungry. In the evening, he sent an SMS to his father that read: “What do you think of yourself! I have murdered your son.” Ankit then slashed his wrists and chest with a blade,” said the officer.

A man named Gagandeep saw Ankit, who had fallen unconscious. He took Ankit to the hospital in Nangal in his car. He then made a call to Ankit’s father and informed him about his son. “Over the phone, we spoke to the doctor who had treated Ankit. He said that Ankit had inflicted injuries on himself,” explained the officer. A police team reached the hospital last night and came back with Ankit.

All the three Municipal Corporations at a meeting called by Union Law Minister Kapil Sibal assured the trading community that they would resolve its various issues in the Capital. The meeting was called at the behest of the Confederation of All India Traders (CAIT).

It was attended by the three MCD commissioners, chief legal officers, chief engineers, chief town planner and other senior MCD officials. The meeting discussed various legal and other issues confronted by the traders of Delhi.

While raising the issue of transferring the sealing and demolition cases to the Appellate Tribunal by the Supreme Court recently, the CAIT said that about 700 IAS officers have been transferred.

It demanded more tribunals. While agreeing to the contention, Sibal said that he will take the necessary steps in this direction.

On a query on the difficulties being faced by the traders in obtaining trade licences from the MCD, the MCD officials said that they have completely revised the policy and a new simplified policy will be announced shortly.

The CAIT said that the traders of Delhi were running from pillar to post even for a small clarification and so the MCD should appoint a specific officer to deal with the issues of traders. All the three commissioners present in the meeting nominated Shamsher Singh, chief town planner as the nodal officer for the purpose.

Sibal directed the MCD officials to take issues of traders on priority.

BJP promises holiday at Chhat

The BJP will declare ‘Chhat Puja’ to be a holiday and resolve the issues and problems affecting the Purvanchali population in the city within a fixed timeframe if it is voted to power. The party will also focus on providing them with affordable housing, ration cards and Aadhar cards.

This announcement was made at a joint conference addressed by the Delhi BJP president Vijay Goel and the Leader of the Opposition in the Delhi Assembly, Vijay Kumar Malhotra.

The BJP will give appropriate representation to the Purvanchalis in the ticket distribution in the coming assembly polls, they said.

The party’s Purvanchal Morcha organised a massive “Purvanchal Sammelan” earlier during the day at Mavlankar Hall where a large number of people vented their ire at the Congress government.

Addressing the Sammelan, former national president and Delhi election in-charge Nitin Gadkari said, “Chhat is a Mahaparva. Despite the decade-old demand of more than 30 lakh people from Purvanchal, demanding a public holiday on this day, the Delhi government did not care. Now, the BJP promises that we will declare Chhat a public holiday once our party comes to power.”

He further said that the entire country is proud of the culture, language and history of Purvanchal.

“Purvanchalis have contributed immensely to the dissemination of ideas and ideology of the BJP across the country and the party will remain grateful to them. Make sure that not a single Purvanchali vote goes to the Congress in the coming elections,” said Gadkari.

Kidnapped child found from hospital

New Delhi, August 28
A seven-month-old baby, kidnapped from the Deen Dayal Upadhyay Hospital on August 22, was found at the Sanjay Gandhi Hospital in outer Delhi on Tuesday. The police suspect that the woman, who had kidnapped him from the Deen Dayal Upadhyay (DDU) Hospital in west Delhi, had left him at the Sanjay Gandhi Hospital in Mangolpuri. The infant was unharmed.

According to the police, the woman had arrived at the Sanjay Gandhi Hospital and shifted the infant to a ward. She told the relatives of a patient lying near the child that she will be coming back. She left and didn’t return.

The hospital authorities informed the police about the infant. The police informed his parents, who also reached the hospital with them. The parents were given the child.

On August 22, a woman named Parul (22) had arrived at the DDU hospital with her baby and brother-in-law, Akshay (15).

“A woman, who is in her mid-twenties, befriended her there. She helped Parul in the medical matters. Parul gave her baby to the woman and joined the queue for the dispensary to get medicines for her baby and herself. Akshay also joined her. Meanwhile, the woman walked away with the child,” said a police officer.

A kidnapping case was registered at the Hari Nagar police station. Hospital authorities and the police saw the CCTV footage of the DDU hospital. They saw a woman, who had a dupatta (cloth) covering her face, leaving the hospital with the child.

Babu told police that on August 14, he was loitering outside the parcel area of the railway station, searching for alcohol. Meanwhile, Irfan arrived there with his two monkeys. Both arranged alcohol and started drinking.

“An inebriated Babu started serving liquor to Irfan’s monkeys to which Irfan objected. A scuffle broke out between them. During the fight, Babu hit Irfan with a brick on his head. When Irfan fell unconscious, Ram fled from the spot,” said a police officer. — TNS
