‘27% irregular DU faculty retrenched due to FYUP’

It is a fact that the Delhi University's Four Year Undergraduate Programme has cost the ad hoc and temporary teachers their jobs, with a new online sample survey confirming that over 27 per cent irregular faculty is being retrenched in the current academic session with the introduction of FYUP while just two of those rejoined as new recruits.

Two girls were allegedly raped in two separate incidents in the national Capital, while an eight-year-old girl was molested by a 60-year-old man in west Delhi. In the first incident, a six-year-old girl was allegedly raped by a 52-year-old man on the premises of a temple in the Bindapur area, southwest Delhi, last evening.

Keeping aside individual faction's ideologies, the four presidential candidates of this year's Delhi University Teachers' Association (DUTA) polls here have condemned the move of the administration on withdrawing the communication regarding suspension of classes on August 29 when teachers would elect the new body.

Doctor kills friend at clinic in Sangam Vihar

A youth was killed by his doctor friend who shot at him after a heated argument at his clinic in southeast Delhi's Sangam Vihar this afternoon. The deceased has been identified as Sanjay Kumar Jha, who worked as a textile merchant. The accused, Praveen Kumar, has been absconding after the incident.

Four held for cabby’s murder
New Delhi, August 27
Four people were arrested today for allegedly murdering a cab driver in Rohini and then fleeing away in his vehicle, which the police recovered from Bihar. The accused have been identified as Jai Singh (23), Satish (22), Sanjay Singh (22), who are residents of Shahbad Dairy and Ravi Gupta, who stays in Ghaziabad.

‘27% irregular DU faculty retrenched due to FYUP’

It is a fact that the Delhi University's Four Year Undergraduate Programme has cost the ad hoc and temporary teachers their jobs, with a new online sample survey confirming that over 27 per cent irregular faculty is being retrenched in the current academic session with the introduction of FYUP while just two of those rejoined as new recruits.

So of the total sample 233--comprising ad hoc- 153, guest - 5, temporary - 3, ex-employees- 62, were removed and this even as 48 per cent of the respondents reported workload beyond the designated 18 lectures/ tutorials per week., thus indicating that allocation of due workload can create more vacancies.

At DU, the irregular faculty constitutes nearly fifty per cent of DU's total teaching strength and the sample here is an estimated five per cent of the total strength of irregular faculty.

Also, in the upcoming Delhi University Teachers' Association no matter how much candidates backed by different political ideologies pitch, the issue of considering the ad hoc faculty for permanent posts has yet to gain momentum.

They lament that for the last five years, when the UGC sanctioned 3,500 teaching posts for DU, the issue has never been the priority of teachers' movements. And as of date, only 93 posts among them have been filled.

"The ad hoc teachers' issues have never been a priority for the DUTA be it any group. They (leaderships of DUTA) have always paid lip service while the DU administration has delayed it for years now," said Albeena Shakil, an English ad hoc teacher of Bharati College, who along with five other permanent faculty has conducted the survey during August 6-17.

The findings highlight that the several DU colleges are not adhering to the varsity guidelines on appointment of ad hoc teachers as responses on the terms of contract showed that 32 per cent of the responses from 178 faculty to questions on the terms of job contract had three months contract instead of four months as allowed by the DU.

"For long, the existing guidelines of the DU Executive Council of 2007 have been ignored. We hope the findings of the survey would sensitise all concerned, especially the forthcoming DUTA, about different aspects of the plight of a large section of the teaching community as well as the urgency of their regularization," said the permanent faculty Anubhuti Maurya (Department of History, Bharati College), Avinash Jha (Department of Economics, SRCC), Harish Wankhade (Department of Political Science, RLA-E), Indranil Chowdhury (Department of Economics, PGDAV-M), Md. Aftab Alam (Department of Political Science, Zakir Husain Delhi College).

Further, the nature of employment of 42 per cent respondents has undergone change, with the employment status changing for the worse.

Two minors raped, one molested in west Delhi

New Delhi, August 27
Two girls were allegedly raped in two separate incidents in the national Capital, while an eight-year-old girl was molested by a 60-year-old man in west Delhi. In the first incident, a six-year-old girl was allegedly raped by a 52-year-old man on the premises of a temple in the Bindapur area, southwest Delhi, last evening.

According to the police, the man lured the girl inside the temple on some pretext and then allegedly raped her. The accused, whose identity is still not clear, has been arrested. The police claim he is a vagabond.

The incident came to light this morning when the girl's parents learnt that she had been allegedly raped. They took her to Deen Dayal Upadhyay Hospital in west Delhi and reported the incident to the police.

In the second incident, a 12-year-old girl was allegedly raped by her stepfather at her residence in Punjabi Bagh, west Delhi, on Sunday afternoon. The incident took place when only the girl and her stepfather were at home.

"The man raped her when her mother had gone to the market to buy groceries. When her mother returned home, the girl narrated her ordeal to her. The victim's mother took her to the police and registered a complaint against her husband," said a police officer.

The girl was sent for a medical examination, which confirmed that she was raped. Her stepfather has been arrested.

In the third incident, a man was arrested for allegedly molesting an eight-year-old girl after he lured her inside his house in Kirti Nagar, west Delhi, on Sunday afternoon.

According to the police, the 60-year-old man has been identified as Ombir. The locals caught him and beat him, after the girl narrated the incident to her parents.

DUTA polls: Candidates decry ‘move to gag teachers’

Keeping aside individual faction's ideologies, the four presidential candidates of this year's Delhi University Teachers' Association (DUTA) polls here have condemned the move of the administration on withdrawing the communication regarding suspension of classes on August 29 when teachers would elect the new body.

In a show of solidarity, Action for Academics and Development-INTEC's Ashwini Shankar, Democratic Teachers' Front's Nandita Narain, National Democratic Teachers' Front's choice Promod C. Sharma and Dr Rathi's AAD's Shiba C Panda have termed it an attempt to muzzle the collective voice of teachers.

They stood in show of solidarity at the General Body Meeting (GBM) of Dyal Singh College Teachers Association (DSCTA) which has objected to the administration's stand and called it a way to restrict and discourage teachers' participation in the democratic process of DUTA elections.

In particular, the practice of suspending classes, specifically in off-campus colleges, has been in place to enable teachers to participate in DUTA elections.

In this regard, on July 18, a communication from Prof. Anita Sharma, the DUTA election officer, was sent to college principals and heads of the departments regarding the teachers' polls wherein Prof. Sharma stated: "I would be grateful if teaching in your faculty/ department/ college is suspended from 9:30 am on August 29, 2013 as per the past practice in order to enable the DUTA members to participate in the election process."

However, the election officer in another letter dated August 21 withdrew the notification of suspension, ostensibly under pressure from the varsity administration, say teachers.

SOL candidates to get provisional admission

Following strong resentment from students of Delhi University's School of Open Learning (SOL) against the inordinate delay in declaration of final year results of BA courses, the varsity administration today said that all the candidates who make it to the merit list would be granted provisional admission.

The move came after scores of distance learning students studying at DU today protested at Arts Faculty on the delay in releasing BA results of correspondence students, noting that this has prevented many students from taking admission even as they had made it to the merit lists for admission to MA courses of the SOL stream as well as regular courses. The admission to DU's postgraduate courses like MA History, B.Ed., LLB, etc. has long been closed.

One such victim, a history final year student, who is awaiting his results and has qualified for MA history in the first list, said, "I have applied for the MA history but the results of BA are yet to be declared. Why should students suffer due to the administration's failure? The last date was earlier August 23, but due to the late results, it was extended to August 26 and then to August 30 but with condition that it would be cancelled if the candidates till then don't submit the mark sheets."

Asif, Netaji, Monga welcomed into Cong fold

The Congress Legislative Party (CLP) at a meeting held today welcomed the decision of the RJD MLA, Asif Mohammad Khan; the BSP MLA from Badarpur, Ram Singh Netaji; and a former BJP councillor, Dr V.K. Monga, on joining the Congress.

Asif Mohammad Khan who had won the assembly election from Okhla last time on the ticket of the RJD had been trying to join the Congress for the last one year. His entry was facilitated by Chief Minister Sheila Dikshit, sources said.

According to the sources, by taking Asif Mohammad Khan in the Congress, the Chief Minister has killed two birds with one stone-got a strong candidate, second, succeeded in denying the ticket to the son of Rajya Sabha MP Parvez Hashmi who is considered to be in the opposite camp.

The BSP MLA, Ram Singh Netaji, is also considered a strong man in Badarpur constituency. In the last assembly election also, he tried to get the ticket from the Congress. His candidature was also supported by the Chief Minister, the sources said.

The former MLA, Ramvir Singh Bidhuri, who has also joined the party, is considered stronger now though he had lost the assembly election last time.

The resolution passed by the CLP stated that these leaders while affirming faith in the leadership of Sonia Gandhi, had expressed their willingness to strengthen the Congress. The resolution expressed hope that the leaders would consolidate democracy and secularism, besides serving the poor.

Govt passes resolution on Food Security Bill

The Delhi Legislative Assembly today on the first day of the Monsoon Session passed a resolution on the Food Security Bill, moved by Mukesh Sharma, Parliamentary Secretary to the Chief Minister, Sheila Dikshit.

He said that once the Bill becomes law, it would ensure wheat, rice and coarse wheat to 73 lakh people in Delhi and over 82 crore in the country on highly subsidized rates. Apart from this, it would provide a legal right to food to these people.

Congratulating the UPA chairperson, Sonia Gandhi, and the Prime Minister, Manmohan Singh, the resolution said that the Bill is, in fact, a step in the direction of overcoming poverty and hunger from the country.

While tabling the resolution, Sharma said that Chief Minister Sheila Dikshit took a pioneering step to implement the Food Security Programme ahead of all states to ensure the Right to Food.

However, the Bill was criticized by the Leader of the Opposition in the Delhi Assembly, Vijay Kumar Malhotra, and BJP MLA Sahib Singh Chauhan, who said that with the implementation of the scheme, the poor would get less wheat and rice. Under the public distribution system, a four-member family was getting about 30 kgs of wheat and rice, now they will get only 20 kg.

Giving a reply to the Opposition, Delhi Food and Supplies Minister Haroon Yusuf said that with the implementation of the scheme, 73 lakh people in Delhi will be benefited. They will get ration at the rate of Rs 2 and Rs 3 per kg.

While replying during a discussion on unauthorized colonies, JJ colonies, poor settlements and rural areas in the assembly, Chief Minister, Sheila Dikshit said her government has been working for the people across the city. The discussion was initiated by leader of the Opposition Vijay Kumar Malhotra.

Urban Development Minister Arvinder Singh stated that this has happened for the first time that the UD Department and the Delhi Urban Shelter and Improvement Boar both have utilized their entire allocations during the first six months of the year. Hence, it is baseless to say that the government has not spent any amount in unauthorized colonies and slums.

He said the provisional certificates to these colonies were issued prima facie taking into cognizance that the colonies are worth regularization.

The criterion was that the colony should have existed in 2002 and it should have 50 per cent built-up area in 2007.

He said the Municipal Corporations had failed in finalizing layout plans of these colonies despite the government releasing Rs 1 crore each to the three corporations.

Doctor kills friend at clinic in Sangam Vihar

A youth was killed by his doctor friend who shot at him after a heated argument at his clinic in southeast Delhi's Sangam Vihar this afternoon. The deceased has been identified as Sanjay Kumar Jha, who worked as a textile merchant. The accused, Praveen Kumar, has been absconding after the incident.

According to the police, the incident took place at about 3 pm. Jha and Kumar were having lunch at the latter's clinic with a common friend, Shashikant. They would regularly meet at Kumar's clinic to socialise.

"When they were having their meals, an argument started betweent Jha and Kumar. Before Shashikant could intervene, the argument turned ugly and in a fit of rage, Kumar took out a countrymade pistol from his pocket and fired it at Jha. He immediately fled his clinic, leaving behind Shashikant, who was shocked to see Kumar's sudden outburst," said a police officer.

Shashikant placed a call to the police and meanwhile rushed Jha to a nearby hospital. Doctors there declared him dead.

Shashikant narrated the incident to the police, who then registered a murder case at the Sangam Vihar police station.

Four held for cabby’s murder

Four people were arrested today for allegedly murdering a cab driver in Rohini and then fleeing away in his vehicle, which the police recovered from Bihar. On July 19, the police received a call that a body was lying near St Xavier School in Sector-26 Rohini. The body was lying in a drain and the man's hands and legs were tied and a cloth was wrapped around his mouth.

On July 22, the deceased was identified as Vijay Kumar, a resident of Shahbad Dairy. Vijay worked as a driver at Shri Balaji Travels in Gurgaon.

They had allegedly taken a lift in Vijay's vehicle from Samaypur Badli for Madhuban Chowk. When they reached a lonely stretch, they overpowered him, stole the vehicle and killed him. — TNS
