Man nabbed for mother-in-law's murder
Rewari, September 2
The police has arrested Rajesh Kumar (24) of Kasauli village, about 12 km from Rewari, who, in collusion with his cousin Sanjay, had killed his mother-in-law Laxmi Devi (45). He was today produced in a local court which remanded him in 14-day judicial custody. While the decomposed body of Laxmi was recovered by the police from a field at Garhi Bolni village near Kasauli village on August 13, the police had registered a case of murder against them on a complaint filed on August 31 by Bharat Singh, father of Rajesh. Police sources said while Rajesh got married to the daughter of Laxmi Devi, who was a widow, his father Bharat Singh, who too was a widower, recently established a live-in relationship with Laxmi. — OC

Truck drivers, helpers missing in Assam

Two truck drivers and their helpers from Haryana were missing from Assam during a shutdown on August 23, a transporter said today. The truckers and their helpers hailed from Mewat district. They went missing in Dispur and their vehicles were later recovered by the police. Haneef, 42, a resident of Khedla Kalan village in Mewat's Ferozpur Jhirka sub-division was the driver of an edible oil tanker and his helper was Shakir, said Rahim Khan, father of Shakir. Truck driver Kamrudeen, 50, from Agon village in Mewat, and his helper Mushtak Ali were also missing, he said. "Both tankers had left for Dispur from Rajasthan's Nadbai area in Bharatpur district on August 16,” Rahim Khan said. — IANS

The police has registered a case of molestation against village youth Dholia Yadav on a complaint filed yesterday by a Dalit girl (13) of Basdoodha village, about 25 km from Rewari. The large-scale urbanisation has taken its toll on the groundwater resources in the districts falling in the National Capital Region (NCR) of Haryana. While painting a gloomy picture on the exploitation of groundwater, the Central Ground Water Board (CGWB) has termed 31 zones as “dark zones” (over-exploited areas). The millennium city Gurgaon has four areas, Gurgaon, Pataudi, Sohna and Farukhnagar, declared as the “dark zones”.

According to the CGWB report, Palwal, Hodel and Hassanpur zones in the Palwal district have been declared as “dark zones” while Tauru, Ferozepur and Zhirka are the included in the list in the Mewat district. Faridabad zone in Faridabad district is also in the “dark zone”.

In Panipat district, Bapoli, Israna, Madlauda, Panipat and Samalkha zones are in the over-exploitated category while Ganaur, Rai and Sonepat are in the category in Sonepat district. Nahar, Bawal, Rewari and Khol in Rewari district, Badra, Dadri-I, Kairu and Loharu in Bhiwani district and Ateli, Mahendragarh, Kanina, Nangal Chaudhary and Narnaul in Mahendragarh district are the other areas declared as “dark zones” by the board.

On the question of action against persons and institutions indulging in over-exploitation of groundwater, officials said the district magistrates had been appointed as the authorised officers for the enforcement of the regulatory directions under the Environment (Protection) Act, 1986. The district magistrates concerned have been authorised to take necessary actions such as seizure of drilling rigs, sealing of tube wells and discontinuation of electricity to the tube wells.

886 tubewells sealed in Gurgaon

As many as 886 tube wells have been sealed in Gurgoan due to the alleged illegal exploitation of groundwater during 2010-13. While 33 tube wells have been dismantled and 13 have been challaned, 38 FIRs have also been registered in Faridabad.

Elected members of the Yamunanagar Municipal Corporation today went all out hitting one another with fists and chairs, not sparing women corporators on the issue of sitting arrangements of the Mayor and Deputy Mayor.

The tussle between Congress-supported Mayor Saroj Bala and BJP’s Deputy Mayor Pawan Kumar Bitu started when the latter placed his chair beside the Mayor’s, to which she objected.

This led to a heated exchange of words between the Mayor and the Deputy Mayor. However, as the Mayor saw other Congress corporators entering her room, she again picked up a quarrel with Pawan Kumar and this time both came to blows after which the Mayor walked out of the room. This prompted the Congress corporators to manhandle BJP corporators and hit them freely with chairs and other office items.

The brawl lasted more than 20 minutes which left the BJP’s Sangeeta Singhal, who was a strong contender for the post of Mayor, and BJP supporter Vikas Kapoor seriously injured. The two were taken to the Civil Hospital for a medical examination.

It was later learnt that Sangeeta Singhal had filed a complaint with the police for registration of a criminal case against the Congress corporators, who had attacked her.

Karam Singh’s Death Case
HC refuses stay on OP Jain’s arrest

Acting on a petition filed by Haryana’s former Transport Minister Om Prakash Jain against the rejection of his anticipatory bail and issuance of non-bailable warrants by the CBI special court, the Punjab and Haryana High Court today issued notice to the CBI.

At the same time, the court refused to grant stay on Jani’s arrest. Jain is an accused in a case of abetment to suicide, along with former Chief Parliamentary secretary Zile Ram Sharma.

The case will now come up for further hearing on September 6.

In his petition, the former Haryana minister asserted that his arrest was not required in the case as the CBI had already filed a chargesheet against him.

On August 21, the CBI special court had rejected the bail plea of Independent MLA from Panipat (rural) Om Prakash Jain. On August 29, the CBI court had issued non-bailable warrants against all three accused to ensure their presence before the trial court.

The CBI had filed a chargesheet against three persons on August 8 in the case hovering around the death of Karam Singh, a former sarpanch of Kambopura village of Karnal. In its chargesheet, the CBI had held it was a case of suicide and had accused Om Prakash Jain, Zile Ram Sharma and Jain’s PA responsible for abetment to suicide of the deceased. They were charged by the CBI under section 306 (abetment to suicide), IPC.

Rajinder Singh, son of late Karam Singh, who is fighting the legal battle for a CBI probe into the death of his father, told mediapersons here today that he and his family members were being pressurised to enter into a compromise.

He alleged that the state government was shielding the accused who were evading being arrested.

Abolition of Slab System in Power Tariff, Levy of Fuel Surcharge

The abolition of slab system in tariff and levy of fuel surcharge arrears (FSA) have evoked a strong reaction from consumers of Bhiwani and Hisar districts who have been protesting against the exorbitant bills. While traders in Bhiwani have given a bandh call on September 6 in protest against the inflated bills, people of Jakhod Kalan in Hisar too refused to pay the bills.

The traders under the banner of the Bhiwani Vyapar Mandal have been up in arms against the power distribution corporation on the issues and staging dharnas in the town for the past five days. They, however, ended the dharna today after a meeting with senior officials of the Dakshin Haryana Bijli Vitran Nigam (DHBVN) but remained firm on their call.

Vyapar Mandal president Bhanu Prakash said the consumers had got the inflated bills even though the power supply had not improved in the past 3-4 months. “The nigam has abolished the slab system of tariff, resulting in an extra burden on the consumers coupled with imposition of the FSA. Moreover, the newly installed electronic meters are faster than the earlier meters”, he alleged, stating that even power officials were not taking meter reading correctly and mentioned the consumed units on an average basis which further aggravated the problem.

Prakash said the inflated bills had been burning a hole in the pockets of the consumers and paying the bills had become unaffordable for a common citizen. “Even the officials also misbehaved with people when they approached them with their problems”, he stated.

The leader said a team of power officials, including the Superintending Engineer, called on the traders and assured them. “Following this assurance, we have lifted the dharna but we have not withdrawn the bandh call as we got no solid assurance about withdrawing the FSA and reverting to the slab system”.

KK Gupta, Superintending Engineer (commercial), DHBVN, Hisar, admitted that the bills had gone up due to abolition of the slab system and levy of the FSA.

Relief for Chirod consumers

Consumers of Chirod village of Hisar got a relief after they protested against the exorbitant bills last week. The nigam had removed the fuel surcharge arrears from the bills and also given a 10 per cent rebate on one-year payment of bills.

New slab system

After abolishing the slab system, a consumer with 251 and above units will be charged at a flat rate of Rs 5.60 per unit. Earlier, the consumer used to be charged at varied rates in different slabs of Rs 2.98 up to 40 units, Rs 4.65 up to 100 units, Rs 4.90 up to 250 units and Rs 5.60 for 251 to 500 units.

Social activist to open 4 creches in jails

Surinder Pal Singh Oberoi, a social worker who has been instrumental in the release of 54 prisoners, including 17 sentenced to death in Dubai, recently by paying “blood money” today announced that he would open four creches in Haryana jails for the children of inmates, in coordination with the jail authorities. One of the creches would come up at Ambala while the location of the other three would be decided shortly, he added.

A study had revealed that 90 children were lodged in jails as their parents had been imprisoned, thus being denied the right to education.

Oberoi was here to launch the 'Care' project of the National Integrated Forum of Artists and Activists (NIFAA).

President, NIFAA, Preet Pal Singh Pannu said 'Care' was an initiative to help the children who were presently picking rags, begging or were engaged in petty crimes, apart from the destitute children, to enable them to lead a good life.

“To start with, we would pick 100 children falling under these categories and provide them education, right from nursery to higher education and also impart them vocational training and cultural exposure", he said.

"The classes would start from September 28 and the city has been divided into four zones for this purpose. We are aware that it would not be easy to get them to study as these children are the earning hands of the family and a lot of motivation would be required to bring these children to the classrooms", he added.

On the occasion, Oberio was also honoured with the Life Saviour Award by 50 social organisations of Karnal. He also visited the Karnal jail and reportedly donated Rs 5 lakh to open a bakery counter.

Pay scales on Punjab pattern

The ministerial staff of the Haryana Government, boards, corporations and universities will gherao the Haryana Vidhan Sabha during the monsoon session on September 9 and go on mass casual leave on September 11 to press the demand for grant of pay scales on Punjab pattern.

The call has been given by the Ministerial Staff Association affiliated to the Sarv Karamchari Sangh and the clerical staff of boards, corporations, autonomous bodies and universities have also come under the banner of the Haryana Ministerial Staff Association, Satish Sethi, general secretary of the association, said.

The staff have been agitating for the pay scales for the past 10 months and staging dharnas in front of the residence of the Finance Minister at Kurukshetra for more than 300 days but the government is “unmoved” and not taking any action, Sethi said.

Sethi said the association had appealed to all MLAs to support the demand of the employees in the Vidhan Sabha and the decision to gherao the Vidhan Sabha was aimed at showing the "united strength" of employees to elected representatives.

He said the Haryana was part of Punjab before its reorganisation on November 1,1966, but today the ministerial staff of Punjab, which had been assigned the same duties, was getting much higher salary as compared to Haryana.

The employees would further intensify the agitation if the demand was not met and decide the strategy after September 11.

Punjabis not being given their due: Gen VK Singh

Former Army chief Gen VK Singh has stated that the Punjabis who migrated from Pakistan during the country’s partition should be accorded the status of freedom fighters in view of their great sacrifices and instrumental role in the freedom struggle.

Addressing a press meet organised by the Akhil Bhartiya Punjabi Jagriti Manch here today, General Singh lamented that the sacrifices made by the Punjabis for the sake of their religion and their country had not been acknowledged till date.

“I will make efforts to get freedom fighter status accorded to the Punjabis who migrated to the country and all due facilities for their children who have contributed a great deal in the socio-economic progress of the country,” he said.

Extending support to former minister Subhash Batra and other manch functionaries, he said he would attend the non-political ‘Jan Ekta rally’ being organised by them at Rohtak on December 15.

Earlier, Batra alleged that the members of the Punjabi community were not getting due representation in the legislature, despite their sizeable presence in Haryana. In response to a query, Batra, a Congress worker, said Chief Minister Bhupinder Singh Hooda was not being invited for their proposed rally at Rohtak as it was a “non-political” event.

Kin request NRIs to send money to strengthen rupee

Concerned over the falling value of rupee in the international market, the families of Non Resident Indians (NRIs) in Karnal have appealed to them to send in maximum dollars, pounds and euros back home.

R N Vasudeva, a retired IAS officer and the brain behind the move, said the gesture of the NRIs would go a long way in mitigating the sufferings of middle class and poor Indian families reeling under the impact of sky-rocketing prices, mainly due to the increase in prices of oil and petroleum products in the international market.

This would also help in bringing down the prices of items like kerosene, petrol, diesel, cooking gas and electricity, besides controlling inflation, he said.

He added that the first instalment of $ 3,000 dollars had been received from Virginia, America.

“Apart from personal requests, we are also searching for Indian community groups living abroad through facebook and other social networking sites and requesting them to send some money back to strengthen the nation’s economy”, Vasudeva said.

He added that they were also in touch with ‘Mohyals Brahmin worldwide’ through facebook. The community has 3,534 NRI members.

Another senior citizen K C Sharma said the value of rupee could have been stabilised but it required demonstration of robust political will to bring back the black money deposited in foreign banks by Indians.

Gurgaon MC blacklists 2 firms

On finding their sanitation work not up to the mark, the Municipal Corporation of Gurgaon (MCG) has blacklisted two firms, Shri Balaji Security Services and Perfect Manpower Solution Pvt Ltd, Gurgaon.

MCG Commissioner PC Meena said Shri Balaji Security Services was awarded the contract of sanitation work for zone number 1, 3 and 4 in addition to villages and outer colonies . Similarly, Perfect Manpower Solution Pvt Ltd, Gurgaon, was awarded the contract of sanitation work for zone number 2.

As per tender conditions, the contractors were required to deploy 2,136 sweepers with all necessary equipment for cleanliness and garbage transportation vehicles like tractors etc.

But when their sanitation work was reviewed after two months, it was found that both these firms neither fulfilled the condition of deploying adequate manpower as per tender conditions nor provided sufficient equipment to clean the city.

Even after several notices issued to these firms, these did not improve the sanitation work and ignored the MC directions. A final show-cause notice was issued to these firms on July 30 but to no avail.

Praveen Aghamkar, controller of examination at the University, today said to look into the complaints of students of Government Colleges at Fatehabad, Sirsa, Ratia and Bhattu Kalan, Vice-Chancellor Radhe Sham Sharma had constituted a committee comprising him (Aghamkar), registrar Manoj Siwach, deputy Registrar Ramesh Mehta, principals of colleges and experts of the subjects.

“After random checking of answersheets, the committee has found that there is nothing wrong in the evaluation process and the students have really faired very badly in the examinations, particularly in English subject,” he said.

Out of the 240 students of the Government College for Women, Bhodia Khera, Fatehabad, who appeared in the second semester of BA-I examination of the University, 233 had failed in English. These students had blocked vehicular traffic on August 23.

The students of other government colleges in Sirsa and Fatehabad had also complained of similar results and held protests against it.

Police seeks info on dubious societies

The Haryana Police has urged the people to inform about fake societies using similar sounding names of registered societies and cheating youth with false promises of jobs.

An official spokesman said It had been observed that some fake societies were functioning illegally by using names similar to registered societies and collecting money by inviting applications for jobs from the youth.

Information about such societies could be given at phone number 0172-2576100 and Inspector Dharambir Singh on his mobile number 08146630071.

Agriculture students observe strike

The students of Agriculture College of Haryana Agriculture University (HAU), Hisar, resorted to a strike in support of their demands today.

The students of PhD, MSc and BSc Agriculture, in a memorandum to the Vice-Chancellor, stated that the demand of Agriculture Engineering College students, which was reportedly acceded to recently, was in conflict with the interests of agriculture students. They stated that the agriculture engineering students should not be eligible for the post of agriculture development officer (ADO) as a person on this post should have thorough knowledge about agriculture.

They also raised some other demands of the college.

Four killed in road mishap

Sonepat, September 2
Four persons, including three-month-old twin sisters, died when their car dashed against a small drain bridge near Gannaur on the GT road this morning. The deceased were identified as car driver Hunny of Delhi, Rahul of Faridabad and twin sisters Avanya and Aryana.

Three other car occupants - Nitin Sharma of Vijay Park in Delhi, his wife Niti and son Madhav, who were injured seriously, were referred to a hospital in Delhi after preliminary treatment in the local civil hospital.

Nitin along with his family members and relatives was reportedly returning to Delhi from Ludhiana.

The police reached the spot and brought the accident victims to the civil hospital. The doctors declared Sunny, Rahul and twin sisters dead and referred the injured to a Delhi hospital.

As per preliminary investigations, the car driver appeared to have lost control over the vehicle. A case has been registered. The bodies were handed over to the family members after a postmortem examination.

Scuffle between hospital worker, woman cop

Karnal, September 2
Five days after a Sub-Inspector shot at a doctor on duty in the Civil Hospital here, a scuffle between woman safai karamchari and a woman constable triggered strong protests by the contractual staff which demanded action against the constable.

Hospital employees also gheraoed the PCR for almost two hours and the hospital staff cooled down after the Civil Line police station in charge Gurvinder Singh reached the spot and took both women to police station for a compromise.

However, a witness said the woman constable was not at fault as she just stopped the karamchari from breaking the queue for getting the OPD slip, but she picked up a quarrel. The woman constable had simply asked her to remain in queue and wait for her turn but she started fighting with her. — TNS
