Villagers attack demolition squad, torch vehicles
Gurgaon, August 22 Police personnel were rushed to the scene of violence. The protesters lifted the blockade after much persuasion by officials. The residents alleged that while the local authorities did not take any action against the politically backed companies and influential persons indulging in developing illegal colonies, local residents were harassed for carrying out construction on their own land. On the other hand, Gurgaon Municipal Commissioner PC Meena said the exercise had been carried out as they had received complaints about development of an illegal colony at the said site. "Demolishing unauthorised colonies is a part of the administrative duties of the corporation and the drive will continue," he asserted. Trouble began when the demolition squad reached Basai village and started demolishing unauthorised structures on Garhi road with the help of JCB machines. Residents of the village started gathering at the site. When the squad members continued with the demolition exercise despite opposition from villagers, a clash broke out. Operation demolition was stopped midway as the villagers got violent and started throwing stones at the officials. They also torched the cars of Joint Municipal Commissioner Veena Hooda and Executive Engineer Raman Sharma. An MCG employee was attacked with a rod. The mob also damaged a tractor and JCB machines brought by the demolition squad and several vehicles of a construction company. The villagers blocked the Gurgaon-Dhankot road and staged a demonstration against the high-handedness of the municipal authorities. They raised slogans against the state government and local municipal authorities. Meanwhile, an FIR has been lodged against the mob comprising nearly 500 persons. |
Narendra Modi to
address ex-servicemen in Rewari
Chandigarh, August 22 The first rally would be held at Rewari on September 15 to target ex-servicemen from north Indian states. It would be addressed by BJP’s prime ministerial candidate and Gujarat Chief Minister Narendra Modi. The rally would mobilise ex-servicemen in the heart of Ahir and Jat land in Haryana and from neighbouring states, including UP, Uttarakhand, Rajasthan, Punjab, Delhi and Himachal. The BJP has decided to approach former Army chief VK Singh to address the rally. The party leadership has received a feedback that VK Singh, who is currently abroad, will respond soon. The BJP think-tank has suggested to the core committee that it is imperative to send Modi to different regions and put him face to face with different sections of society to assess the mood of people and make an assessment about the acceptability of the party. There are many villages in Haryana, Rajasthan and Himachal where several generations have served the armed forces. The districts of Bhiwani, Mahiendergarh, Jhajjar, Rohtak, Faridabad, Gurgaon, Hissar and Palwal in the nebourhood of Rewari have the highest concentration of ex-servicemen in the country. While the BJP’s new strategy is a part of its pre-poll experimentation, the roping in of General VK Singh is all the more significant for Haryana politics. Firstly, the former Army chief has been showing interest in politics, especially in Haryana. He has even shared a dias with INLD President Om Prakash Chautala and there has been a talk of the General eyeing the 2014 parliamentary poll on the INLD ticket. Secondly, as VK Singh is close to the INLD, his presence at the BJP rally will trigger speculation of a realignment of the INLD with the BJP. Currently, the BJP in Haryana has an alliance with the HJC. INLD leader Abhey Chautala has already announced that his party would support Modi. “It is yet to be seen if an alliance with the BJP happens before or after the 2014 poll”, Abhey has said. For the Rewari rally, BJP secretary Captain Abhimanyu and former BJP MP Sudha Yadav have been made the party in charge for working out the logistics. Modi will talk about national security and problems of ex-servicemen at the rally. Several successive governments have promised “one rank, one pension”, but none has implemented it. After being made in charge of the BJP’s campaign committee, this would be Modi’s first visit to Haryana. |
Thousands of bags of wheat left to rot in Ratia
Fatehabad, August 22 Officials of the corporation woke from their slumber when Ratia MLA Jarnail Singh, who is also the Chairman of the Haryana Agro Industries Corporation, made a surprise visit to the storehouse. Finding large quantities of wheat exposed to rain in the open, some local residents first brought this to the notice of the officials of the corporation and when they remained unmoved, people informed the MLA about it. Singh made a surprise visit to the storehouse of the corporation and after taking a few grains of the wheat in his hands, he said, “This wheat is no more fit for human consumption.” “I have summoned a complete report of the quantity of wheat damaged due to rain and will initiate suitable action once the report comes,” Jarnail Singh said. He said he would see to it that liability for the damage was fixed and the officials responsible for causing loss to the government were made to pay for it. The open plinth of the corporation has a capacity of 10,000 tonnes and at present, nearly 5,500 tonnes (1.10 lakh bags) of wheat were lying there, the MLA said. When Jarnail Singh visited the plinth, the damaged wheat was being repacked in bags for its transportation to the public distribution system. The MLA, however, stopped the exercise till he received a report on the damage. Pritam Singh, District Manager of the corporation at Fatehabad, said the wheat in question was two to three years old - it was a stock from 2011-12 purchases. “Since, it is a storehouse of old “farh” wheat grains in the lower bags of the stacks are generally affected by rainwater,” he maintained. He said the exact damage would be known only after the local officials prepare a report. |

Hisar: The police today produced two youths in a court on the charges of molesting and assaulting a BTech student on the campus of the Guru Jambheshwar University of Science and Technology here. The court sent them to judicial remand. The accused have been identified as Dharambir, a BTech student, and Sonu, a son of an Assistant Sub-Inspector of the Hisar police. The police registered a case on the complaint of the girl. They chased the girl when she was going towards her hostel from the teaching block yesterday. They molested and assaulted her when she opposed them. The girl immediately called the police. The police later registered a case and started investigation into the matter. The police said Sonu was a classmate of the girl, while his accomplice was an outsider. A security guard has been sacked for dereliction of duty. —

Heavy rain floods roads, colonies in Jhajjar
Jhajjar, August 22 The rainwater and sewer discharge entered several houses and shops at Silani Gate, bus stand road, Ambedkar Chowk, Bikaner Chowk and Chhikara Chowk, resulting in damage to household articles and merchandise. The public transport system was also affected with a little movement of local buses, jeeps and cycle rickshaws due to waterlogging. At several places, vehicles got stuck in water accumulated on roads. The district authorities took several hours to drain out the accumulated rainwater from the main roads of the city while several other low-lying areas were still submerged in the water. Delay in dewatering the flooded roads caused acute resentment among the residents who said the Municipal Committee had failed to carry out an extensive cleaning of sewer lines and open drains ahead of the rainy season. Deputy Commissioner Ajit Balaji Joshi said adequate arrangements were being made to drain out the accumulated rainwater from the district. |
UPA to push for 50 per cent seats to women in PRIs
Hodal( Palwal), August 22 The quota could be increased only vide an amendment to the Constitution which entailed a consensus among political parties on the issue. The Panchayati Raj Minister said the UPA would try to promote women's participation at the grassroots level. The public meeting, presided over by Haryana Congress leader Khazan Singh, was organised by sarpanches of the area to strengthen panchayati raj institutions. The Union Minister said his ministry had a
provision to provide financial help to panchayats under the Rajiv Gandhi Panchayat Sashaktikaran Scheme. As panchayati raj was a State subject, the financial help was routed through the state governments concerned. The UPA was focused on rural development. The Telecom ministry would provide broad-band connections in every village by the end of 2014. |
Charges framed against sacked Maruti workers
Gurgaon, August 22 MSIL General Manager (HR) Awanish Kumar Dev was killed and nearly 100 persons were injured in the clash on the plant premises. The company had dismissed more than 500 regular workers after the incident. As many as 147 sacked workers continue under imprisonment till date. The family members of the dismissed and arrested workers had assembled at the local judicial complex today. Additional District and Sessions Judge SK Khanduja charged 12 office-bearers of the Maruti Suzuki Workers Union (MSWU) substantively for murder while the remaining 135 workers were charged for murder in view of being part of an unlawful assembly. The Judge maintained that the murder charge could be dropped against the remaining 135 accused based on the merit of evidence against them during the trial. All the accused, who were present in the court, pleaded not guilty to all the charges. The next date of hearing for evidence is September 9. Senior defence counsel RS Hooda said murder was not the common intent of the workers assembled at Maruti's Manesar plant and they might move the Punjab and Haryana High Court to seek revision of criminal charges after studying the orders. |
Wanted criminal arrested
Sirsa, August 22 The Sirsa police had booked Ranjeet Singh for dacoity on January 5, 2011. He and his accomplices had snatched a jeep at gunpoint. On July 2, 2011, a local court had declared Ranjeet Singh a proclaimed offender in that case. A police party succeeded in arresting Ranjeet Singh from his village, said SSP Saurabh Singh. |
High Court declines to intervene
Chandigarh, August 22 Tanwar had challenged the order passed by the Haryana Government on April 23, 1998, dismissing his services. He had joined the HCS (Judicial Branch) in May, 1981. The Division Bench of Justice Hemant Gupta and Justice Fateh Deep Singh asserted it did not find that the punishment of dismissal from service was “outrageous, disproportionate or shocking”, keeping in
view the allegations of misconduct. The Bench asserted that the first charge-sheet was served upon the petitioner within six years of his joining the service. The order of dismissal was passed considering the findings recorded in two inquiries. The Bench added: “The order of minor punishment passed earlier by this court has been set aside by the Supreme Court, holding that the stoppage of three increments with a cumulative effect is a major penalty and could not be imposed without conducting a regular enquiry." “The Supreme Court has granted liberty to initiate departmental proceedings, if deemed appropriate. This court thereafter has issued a fresh charge-sheet though on identical charges. The inquiry officer found that the charges against the petitioner stood proved. The reply of the petitioner to the inquiry report was considered as unsatisfactory." “Another charge-sheet was served upon the petitioner on July 27, 1995. The reply to the charge-sheet was also considered as unsatisfactory and an inquiry officer was appointed. The reports of the inquiry officers in two independent enquiries were considered by the Full Court on February 19, 1998, and it was decided to recommend the dismissal of the services of the
petitioner. “Therefore, the punishment earlier imposed, which has been set aside by the Supreme Court cannot be made the basis to challenge the punishment imposed after conducting a regular inquiry after considering the additional charge-sheet”. |
Oct 31 deadline for Aadhaar enrolment
Chandigarh , August 22 The Deputy Commissioners of all six districts in Gurgaon Division participated in the meeting. Both these senior officers reviewed the progress of enrolment for Aadhaar and asked the Deputy Commissioners to expedite the work. Arora said till the original aadhaar was received, people ccould take ‘e-Aadhaar’ which could be generated at the permanent enrolment centres. The e-Aadhaar carried equal importance as that of the original one and the government had issued a notification in this regard. The facility of e-Aadhaar and updating information in Aadhaar could be availed by payment of Rs 10 and Rs 15 at the local level itself. Aadhaar enrolment in Mahendragarh till now was 37.7 per cent, Palwal (66 per cent), Mewat (6 per cent), Rewari (49.6 per cent) and Faridabad (70 per cent). Gurgaon had the highest enrolment of 67 per cent. |
Man shot dead on Faridabad court premises
Faridabad, August 22 Sashi Naggar, a resident of Badrola village, was rushed to a private hospital where he was declared brought dead. Naggar received six bullet injuries. The assailants escaped unchallenged. Relatives of the victim kept the body first at BK Chowk for about 20 minutes and then at Ajronda Chowk on the national highway for about an hour. They demanded immediate arrest of the culprits. The victim had visited the court today for hearing in two cases, including an attempt to murder case. An FIR was registered against seven persons, including Ashok, Manoj, Ravi, Rajbeer, Sanjay, Pawan and Dinesh, in the matter. Vijay Kumar, SHO, said five persons were directly involved in the attack, while two waited outside the court in a car in which all escaped. Eyewitnesses said three men came close to the victim and opened fire. About 12 rounds were fired by the assailants. The police said some persons, including those named in the FIR, had been rounded up. As many as 13 FIRs were registered against the victim since 2007 in various police stations. The last FIR was registered in March, this year. |

Head constable shot in Tohana
Fatehabad, August 22 The victim head constable Dharam Pal’s wife Suresh Rani has alleged in her complaint that someone knocked at the door of their house at Azad Nagar past midnight. When Dharam Pal opened the door, Anand opened fire at him and escaped on a motorcycle with another accomplice. The injured head constable was rushed to a private hospital in Hisar, where he died this morning. Sources said Anand’s wife was posted at Tohana earlier and the couple had developed differences. The sources said once Anand, who was unemployed, beat up his wife mercilessly and Dharam Pal, who was also posted in Tohana at that time, had supported the woman constable. Anand had been nursing a grouse against Dharam Pal and considered him responsible for spoiling his marriage with the woman constable, the sources added. |
CBI court notice to CJM Ravneet Garg
Panchkula, August 22 Geetanjali's parents yesterday moved an application before the CBI court here, seeking custody of the victim's daughters, Aasma (4) and Adiva (3). The parents had alleged that they had not been allowed to meet the children by Geetanjali's in-laws. They alleged the children were confined to a room since their mother was killed. Geetanjali was found shot dead in Gurgaon on July 17. The post-mortem report revealed that she had been shot thrice. Following allegations by the victim's family and police investigations, a murder case was registered against husband Ravneet Garg, father-in-law KK Garg and mother-in-law Rachna Garg. |
Haryana to sell up to 500 MW surplus power
Chandigarh, August 22
He said the Discoms had already made arrangements to supply electricity as per schedule to various categories of consumers for the next two or three years. At present, the Discoms were supplying more power to different sectors than the fixed schedule of power supply. In view of the availability of power, it has been decided to accelerate the pace of releasing new electricity connections in the state. The UHBVN and the DHBVN planned to release the pending high-tension (HT) connections of all categories up to the load of 500 KVA wherever the capacity was available in the system during the lean period. |
Youth run over by canter dies
Jhajjar, August 22 The police has booked the canter driver for rash and negligent driving. Chandu, the victim's uncle, told the police that the mishap took place when Parvej, a truck driver, was checking some fault in the truck sitting along the road. A canter coming from Jhajjar city ran over him and sped away. |
Hansi traders observe bandh against poor law and order
Hisar, August 22 Sarv Vyapar Mandal, a traders’ body, gave the call for the shutdown, which was supported by various associations of the shopkeepers and the opposition political parties in the town. All private business establishments, shops and markets remained closed throughout the day though the government concerns like banks, offices and educational institutes remained unaffected. Mandal president Bajrang Dass Bansal said the town witnessed a total bandh and not a single shop was opened throughout the day. “People’s response reflected their concerned about the rising crime in the town. It seems that the criminals have no fear of the law. It exposes the inefficiency and a lackadaisical attitude of the police,” he alleged. Bansal said they had submitted memoranda of their demands several times to the administration and now they were left with no choice but to register their protest in a democratic way. He said they would observe indefinite bandh in the town if the police failed to improve situation in a week’s time. Senior Superintendent of Police B Satish Balan said he had deployed additional force in the town to deal with such cases.

Two get 5-year imprisonment
Kurukshetra, August 22 The police spokesman said Phakru, a resident of Satora, in a complaint with the police at Pehowa on May 19, 2011, had alleged that Somnath and Veerbhan had jointly attacked on him with a spade and threatened him. The judge in a judgement announced here yesterday, sentenced both of them, under Section 307 of the IPC, five years imprisonment and a fine of Rs 20,000, under Section 323 of the IPC, four months imprisonment and under Sections 506 and 34 of the IPC, one year imprisonment and Rs 1,000 fine. In case of non-payment of the fine, the culprits will have to undergo nine months imprisonment. |

Villagers refuse to pay ‘inflated’ bills
Hisar, August 22 The villagers refused to pay their bills when electricity officials went to the village yesterday for collection, alleging that the newly installed meters ran faster resulting in excessive bills. The officials had to return empty-handed after assuring the villagers to get their meters tested. The villagers alleged that they had got two to three times higher bills and decided not to pay up until power officials get the meters tested and issue them corrected bills. Naresh Kumar, a villager, said the power nigam had promised not to levy any surcharge when they replaced the older system. "Even during the last bill cycle, the village which has 600 power connections got a bill of around Rs 9 lakh. But it has now touched almost Rs 22 lakh for the whole village. Before the launch of this scheme, the total billing was below Rs 1 lakh". Another villager, Rajesh Sharma, said: “I used to receive an average bill of around Rs 3500-4000 earlier but after the new system of pillar box has been installed in the village, this amount has almost doubled up. Sharma, however, said the villagers did not want to return to the earlier mode of power supply but wanted correction of the fault resulting in inflated bills. Balwan Singh Chauhan, superintending engineer, DHBVN, however, said: "With around 22-24 hours power supply, power consumption has increased in the village. Besides, the bills carry fuel surcharge arrears. With the abolition of the slab system this time in billing, most consumers are feeling the pinch not only in Chirod but elsewhere too". he , however, stated that there was no error in meters and billing. Chirod was the first village to get power supply on the urban mode in April as a reward for less than 25 % technical and commercial (AT&C) losses. |

Ex-MLA gets clean chit in theft, trespass case
Fatehabad, August 22 Laxmi Devi, a tenant in a house at Durga Colony of Tohana town in Fatehabad, had lodged an FIR against Nishan Singh, Hans Raj, Bhola, Kala, Jai Bhagwan, Rajesh, Atma Ram, Sajjan, Amar Nath, Amarik, Rakesh, Jitender, Bhup Singh, Rama, his wife and some others on August 20. She alleged that she had a dispute with landlord Baljinder, alias Kala. On August 14, the accused barged into her house, attacked her and took away her belongings, including a refrigerator, cooler and double bed. The DSP said investigations found that the woman's allegations were true to the effect that Kala and three or four others had taken away her belongings and forcibly evict her from the house. She had tried to falsely implicate Nishan Singh and some others though they had no connection with the dispute, the DSP added. |
Civil services achievers feted
Chandigarh August 22 Hooda was speaking at the ‘Pratibha Samman Samaroh’ organized here today to honour those meritorious students who have excelled in the All -India Civil Services Examinations held during 2009 to 2012 and All-India Forest Services Examinations, 2012. Hooda and Haryana Governor Jagannath Pahadia honoured 197 students. Cash prizes of Rs 1.50 lakh each, a certificate and a citation were awarded to all eligible candidates who have qualified in Indian Foreign Services, Indian Administrative Services, Indian Police Services and Indian Forrest Services. An amount of Rs 75,000 each have been awarded to all eligible candidates who have qualified in Group ‘A’ and ‘B’ services. Hooda claimed that 67 students have been selected in the All-India Civil Services Examination inr 2012 . Out of these, 17 students of Haryana have made it to the IAS In 2008, 24 students of Haryana cleared the All-India Civil Services Examination, 27 in 2009, 46 in 2010 and 57 in 2011. |
