Karnal, August 10 Singh, a bete noire of Chief Minister Bhupinder Singh Hooda, was here to muster support of Congress workers for his August 20 rally at Jind. He said there were some shortcomings blocking the way for the return of the Congress to power for the third time and these have to be removed. Singh who addressed party workers here made a determined bid to reach out to the estranged Congress workers and appealed to all the workers to reach in a large number to the rally. He sent a clear message to the UPA chairperson that “this sea of people is the real Congress”. On the INLD and BJP’s chances of coming to power in the state, Singh said deeds of the opposition parties were major obstructions in their way. “INLD supremo Om Prakash Chautala and his son Ajay Chautala are in jail and party workers are looking forward to join other political parties, while the BJP is asking votes on the basis of religion,” he added. “We are fighting for the rights of the people and there is a dire need to accelerate the pace of development especially in the nine districts of north Haryana which have been crying out loud against the alleged discrimination in development and jobs. He said it was a matter of concern that not even a single major industry had come to the nine districts of Kurukshetra, Karnal, Yamunanagar, Ambala, Panchkula, Hisar, Sirsa, Fatehabad and Jind since the inception of the state. On whether he would invite the Chief Minister and the Haryana Pradesh Congress Committee president to the rally, he said he would write letters to the present and former MPs and MLAs. Jaipal Mann, who was a media coordinator in the Hooda government and had left the Congress to join the TMC, today rejoined the Congress. |

Arora, alleged that the Central Bureau of Investigation (CBI), acting as a “puppet in the hands of the Congress party”, had “saved” the two MLAs by booking them for abetting the suicide of Kambora village sarpanch Karam Singh instead of murder of the
sarpanch. “The medical report of the sarpanch says that 45 poisonous injections were administered to him. We can understand it is a case of suicide if a man hangs himself, jumps before a train or consumes poison. But how is it possible for a man to give 45 injections to himself. The CBI is only acting at the behest of the Congress,” Abhey said. Maintaining that the
MLAs, as per the CBI report, had accepted that they used to take money for getting jobs, the two leaders expressed surprise that no corruption case had been made out against the
MLAs. “In the JBT scam, there is no mention of any money changing hands and still our party supremo and so many others have been booked while the real culprits in the Karam Singh murder case have escaped with merely a rap,” he said. Taking a dig at the Congress, Chautala said Congress leaders had turned against their own Chief Minister and alleged discrimination in development. “Rao Indrajit says no development has come to south Haryana, Birender Singh claims this is true for north Haryana, Union Minister Selja says that atrocities against the Dalits are on the rise, Balbir Pal Shah maintains Panipat has lagged behind. This vindicates our stand that development is restricted to a particular area only,” the two leaders

Farmers a worried lot
Sirsa, August 10 “Leaves of the cotton crop in our fields have started curling like cups. This phenomenon occurred two years back and our crop yield went down drastically,” said Lal Chand of Nathusari Chopta in Sirsa. He said the CLCuV had hit the cotton crop extensively and many farmers had been complaining about the attack. Harpal Singh of Kalanwali in Sirsa echoed Lal Chand’s concern. Gurjeet Singh Mann, a progressive farmer from Kirpal Patti village, maintained that the virus attack was variety specific. “Some varieties of Bt cotton have high incidence of the CLCuV attack while the others are relatively safe,” he said. He claimed that his crop was by and large safe from the virus attack. Dr Dalip Monga, principal scientist and head of the regional station of the Central Institute of Cotton Research (CICR) in Sirsa, maintained that the CLCuV wass more widespread compared to last year. “Though we are yet to quantify the attack, I can say on the basis of inputs received from farmers visiting us or visits of our scientists to the fields that certain varieties of Bt cotton, considered tolerant, are also showing susceptibility this season,” he maintained. He said Jind and Hisar were more affected last year and Sirsa was relatively safe, but this year the virus hit the cotton crop in Sirsa as well. He said the CICR would come out with its report after conducting surveys in August and September. Cotton had been sown on 5.03 lakh hectares in Haryana compared to 5.95 lakh hectares last year. The virus could affect total production in Haryana drastically if immediate steps were not taken to save the crop. The virus curls leaves of the crop, affecting photosynthesis in plants, resulting in a fall in production. The whitefly, an insect found on the cotton crop, acts as carrier of the CLCuV, say agricultural experts. |

New Delhi, August 10 The development follows a recent workshop Congress vice-president Rahul Gandhi held with state-level spokespersons in New Delhi to discuss with them the communication strategy of the party in the run-up to five Assembly elections and the 2014 General Election. Every state unit was told to be prepared to fight two political wars, one in the real world and the other in the virtual. During discussions, it emerged that Haryana, otherwise an IT leader, never had a dedicated state Congress website. This is despite the fact that the political rivals of the Congress in the Haryana, the Indian National Lok Dal
(INLD) and the Haryana Janhit Congress (HJC), have well-maintained and updated websites about their respective histories,
organisations, aims and political agendas. Haryana has found itself in the company of
Uttarakhand, where the state Congress does not have a website. The result is if a voter in Haryana wants to know something about the history of the Congress in the state, he has nowhere to go. The INLD website, with photographs of its leaders from Devi Lal to Om Prakash
Chautala, tells the voter all about the history of the party. “The INLD was formed on April 29, 1998,” it guides the layman. Even the six-year-old HJC proudly flaunts its history on its official website. It states: “The dawn of December 2, 2007, brought a new ray of hope for the people of Haryana when they decided to fight for their problems themselves and founded the new party Haryana Janhit Congress (BL) under the leadership of their favourite leaders Choudhary Bhajan Lal and Choudhary Kuldeep Bishnoi in a historical rally in
Rohtak.” The Haryana Congress is absent in the virtual world. Speaking to the Tribune on the issue, a Congress leader in charge of the state said, “It is true that the Haryana Congress never had a website of its own. We are now in the process of finalising it. The layout and content is ready and the launch will take place soon.” Congress functionaries in charge of the state said features like details of Congress members in Haryana would be a part of the website, which would be used as a platform to acknowledge the efforts of leaders in the faction-ridden state unit. “Workers are seeking appreciation. They want to see their names somewhere. The website will have links to the All-India Congress Committee. It will talk about the aims of the Congress nationally as well as at the state level,’ a leader said. |

Body of minor boy recovered
Jind, August 10 The breakthrough in the case came this morning when someone informed the police that the body of a minor boy was lying in a canal near Shikarpur village in Hisar district. Relatives of the victim, including his father Rameshwar, rushed to the spot and identified the body. Aman’s parents fell unconscious after seeing his body. Aman was allegedly kidnapped along with Saloni (8), Siwani (4) and Vikas (3) when they were playing outside their house. Saloni, Siwani and Vikas are the daughters and son of Hari Ram, a brother of Rameshwar. To recover the other three children, the police raided the suspected hideouts of the kidnappers, said a police official. Aman’s body was later handed over to his family members after the postmortem examination. |
Farmers end stir after 25 days
Sirsa, August 10 Farmers of Talwara Khurd, who were sitting on a dharna for the last 25 days alleging pilferage of water by farmers of villages upstream in connivance with Irrigation Department officials, ended their agitation. Jarnail Singh Brar, spokesperson of Talwara Khurd farmers, alleged that residents Kutabar, Rattakhera, Himanyukhera, Shekhupura, Kripal Patti, Maujukhera, Budhimeri, Pratap Nagar, Amritsar Kalan, Amritsar Khurd and Dhani Mauju had set up openings bigger than the size allowed by the department. He alleged that this was posing a serious irrigation problem for Talwara Khurd farmers whose fields were on the tail-end of the canal. He alleged that officials with the department were hand in glove with the farmers. He said the farmers ended the dharna on an assurance by the department that they would get sufficient water supply and those stealing water would be taken to task after September. Gurdev Singh of Amritsar Kalan maintained that there was no theft by farmers from villages upstream. “The striking residents of Talwara Khurd perhaps wanted floodwater to go waste rather than allowing us to use it for irrigation,” he said. Jagpal Singh, Executive Engineer with the Irrigation Department, said the agitating farmers had been assured that they would get sufficient water supply. |

Chandigarh, August 10 Danpat Singh, Principal Secretary, Food and Supplies Department, here today said according to the criteria for the rural areas, the Antyodaya Anna Yojana
(AAY), Central Below Poverty Line (CBPL) and State Below Poverty Line (SBPL) households, homeless households, households where the head of the family was a disabled person, households of landless agricultural labourers and households of small and marginal farmers owning land up to five acres would be automatically covered under priority households. Similarly, households headed by a widow or single woman, who is unmarried or separated or deserted and occupationally vulnerable, households where the main source of income is from cultivation, manual casual
labour, part-time or full-time domestic service, foraging, rag-picking, begging, charity or alms collection would also be automatically covered under the priority households. He said for urban areas, the
AAY, CBPL and SBPL households would be automatically covered under priority households. |

State police to go hi-tech, says Hooda
Rohtak, August 10 The Chief Minister said the state government was working on priority to equip the police with ultra modern gadgets and techniques so that it could solve criminal cases and provide a safe and secure environment to the residents. He said the newly passed out recruits were not only well versed with the law, but had also been trained to work on computers so that they could make use of the technology in their work. The Chief Minister said as many as 1,500 women would be inducted in the police soon. The police training centre at Sunarian village in the district was the third in the state after the police training schools at Madhuban in Karnal and Bondsi in Gurgaon districts. The Chief Minister also inaugurated four newly constructed buildings at Maharshi Dayanand University and attended a function at Jat School and laid the foundation stone of a building of the Haryana Gramin Bank at Sector- 3 here. |
Govt opposes shifting of Gurgaon toll plaza
Gurgaon, August 10 The officials had reportedly argued that the shifting of the toll plaza would adversely affect realty prices on the periphery of the highway. “The government does not care about residents and their problems. It is bothered only about real estate,” said a member of the Toll Hatao Sangharsh Samiti. “It is shocking that while the NHAI has come forward to solve the biggest problem, our representatives are bothered about real estate rates,” he rued. “Villages like ours are the worst affected. Manesar is an industrial town and toll is feasible there,” said a member of the Mohammadpur panchayat. The decision to shift the toll plaza is significant as it will pave the way for smoother flow of traffic on the highway. The toll plaza is operated by the DGSCL. An estimated two lakh vehicles cross the toll plaza everyday. More than 50 residential projects are coming up between Gurgaon and Manesar. |

Ambala, July 10 He said the INLD would not make any alliance with the BJP even if the HJC merged into the BJP. He said his party would oppose Kuldeep Bishnoi at every stage. He claimed that the Congress had misused the CBI against Om Parkash Chautala as he had opposed the illegal allotment of land in Haryana to Robert Vadra and had announced that a high-level inquiry would be held if the INLD came to power. He said the state government had illegally acquired land of farmers for setting up a special economic zone which was later offered to builders. |
One held for raping minor
Sonepat, August 10 He was produced in a court at Gohana yesterday and remanded in four-day police custody. Hailing from Dhakla in Rohtak district, he had been residing with his mother at Garhwal village since childhood. During interrogation, Amit confessed to raping the girl and throwing her in the canal when she became unconscious. The victim was Amit’s cousin. After a four-day search, the police today recovered the girl’s body from the canal near Bhakhri village in Bhiwani district. The body was sent to the PGIMS in Rohtak for post-mortem examination.
