Four get death penalty,10 others life term
Bhiwani, August 6
A Bhiwani court today awarded capital punishment to four accused and sent 10 others to imprisonment for life for the murder of a widow and her two sons for a piece of land at Patwan village. Additional District and Sessions Judge Sarita Gupta, who had convicted 14 persons for the gruesome murders on July 31, pronounced the quantum of punishment today.

Bhiwani, August 6
A woman was allegedly raped at Bahl in Bhiwani after giving her an intoxicating drug for pain in the abdomen by her brother-in-law. He also made an obscene video of the act and started blackmailing her. The police has booked the accused. In her complaint, the victim alleged that she had pain in her abdomen about eight months ago. Her husband’s cousin, Joginder, who used to frequent her house, gave her a tablet, saying that it would provide her relief.

In a first, the Punjab and Haryana High Court took upon itself the task of testing the abilities of a candidate suffering from spastic cerebral palsy. It has also called upon the employers to shed the “mechanical approach” and appreciate the situation of a “disabled person” from the human rights perspective.

CM rubbishes lopsided growth charge

BS Hooda Chief Minister Bhupinder Singh Hooda said his government was making efforts to ensure inclusive development in the state. Those who were making baseless allegations about bias in development were doing so to hide their own failures. Addressing a press conference after the cabinet meeting here today, Hooda said former Finance Minister and Member of Rajya Sabha Birender Singh was spreading the propaganda that northern Haryana was being discriminated against in terms of development works.

Ministerial staff to observe pen-down strike today
Karnal, August 6
The ministerial staff of the Haryana government, including the clerical staff of boards and corporations, would observe a daylong pen-down strike on Wednesday to press for the long-pending demand for pay scales on a par with Punjab.

Munak villagers disrupt traffic
Karnal, August 6
Demanding the arrest of all four culprits who tried to molest a woman and beat her husband, Munak villagers today blocked traffic on the Kohand- Assandh and Munak-Karnal roads for more than one hour and raised anti-police slogans. A villager, Sanjeev Pal, said the police had so far arrested three of the four accused, Sonu of Gagsina village, Akshay and Rakesh.

Nursery child ‘beaten up’ by teacher

A child was “badly thrashed” by a teacher in a nursery class of a private school here today. The principal of the school has condemned the incident and has assured to suspend the teacher. Midhu, father of the victim, Ansh, said when his son returned home from school this afternoon, he was trembling with fear and complained of pain and on persistent questioning he revealed the incident.

Defence Minister's resignation sought
Chandigarh, August 6
The state BJP today demanded the resignation of Defence Minister AK Antony for his "irresponsible" statement on the killing of five Indian jawans at the LoC. State BJP president Ram Bilas Sharma said the party would hold protests at the district headquarters tomorrow and burn effigies of the Defence Minister and the Pakistani flag.

Sale of cows in fairs banned
Chandigarh August 6
To check the smuggling of cows to neighbouring states, the government has banned the sale and purchase of cows in the animal fairs. A notification has been issued by the Haryana Gau Sewa Aayog in this regard. The Deputy Commissioners have been asked to ensure strict compliance of these orders. Besides the sale of cows, even on their entry in such fairs has been banned. — TNS

Shah’s resignation activates Congress rival camps

Within days of Balbir Pal Shah submitting his resignation as an MLA from Panipat (Urban), re-alignments have started within the state Congress. A known detractor of Chief Minister Bhupinder Singh Hooda, Kumari Selja, a Union Minister and MP from Ambala, has approached Shah to join his camp. Shah is yet to respond.

On the other hand, a large number of sitting MLAs have come out with a joint statement rubbishing the charge of partisan development. Shah has tendered his resignation to the Speaker Kuldeep Sharma, saying that “there was no purpose in his remaining an MLA when he could not bring any development activity to his constituency”. Sharma has given Shah a week’s time to review his decision.

Selja has reportedly asked Shah to see her in Delhi. She is believed to have told him that she will take him to meet senior leaders. Shah reportedly told her that he was in no hurry to join her camp.

Shah today somewhat mellowed down his stance in his conversation with mediapersons by saying “some works had been done in my constituency, but not all the works that I want. Now, it is too late to start and complete development projects as elections are due next year”. However, he remained firm that he would not withdraw his resignation. He said he would boycott the monsoon session starting on September 6.

Several legislators have come out to support Hooda in a joint statement where they have enumerated the development projects in their constituencies. These include Finance Minister Harmohinder Singh Chatha (Pehowa ) Venod Sharma (Ambala City) PWD Minister Randeep Singh Surjewala (Kaithal), Chief Parliamentary Secretary Ram Kishan Gujjar (Naraingarh), Anil Dhantori (Shahbad), Sumita Singh (Karnal), Devinder Kumar Bansal (Panchkula), Zile Ram Sharma (Assandh), Dharam Singh Chhoker (Samalkha) and OP Jain, MLA (Panipat-Rural).

They have stated: “Since 2005, two successive Congress governments have written a new history of inclusive and all-round development in the state. The state has progressed under Hooda's able stewardship. The development has propelled the state on a unique trajectory of ‘peace, progress and prosperity".

They have added: "Those talking about discrimination with northern Haryana are clearly ill-informed. These leaders are presenting half-baked truths and viewing progress with a jaundiced eye ".

In a separate appeal, Hooda has urged Shah to reconsider his decision. He has said: “I have read about this (his resignation) in the newspapers but have not received any intimation in this regard. Shah is a senior Congress legislator , and if has any grievances, he could meet me”.

Shah, however, appears unmoved as he told mediapersons that he was disillusioned with the state of affairs in the party. He said he would like to move to central politics, reaffirming that he would not take back his resignation.

Nod to job policy for medal winners

In Haryana, gold medalists in Olympics Games will be appointed to group ‘A’ posts in the departments of Home, Sports and Youth Affairs, School Education and Development and Panchayats. The decision was taken in the cabinet meeting chaired by Chief Minister Bhupinder Singh Hooda here today.

Silver and bronze medalists in Olympics Games and gold medalists of the Asian and Commonwealth Games will be considered for appointment to group ‘B’ posts in these departments. Participants of the above mentioned games and medal winners of the world championships and Asian championships will be considered for appointment to group ‘C’ posts in these departments.

Only sports achievements of the players after March 5, 2005, will be considered. Eligible sports persons will include winners of Paralympics games at the international level. The eligible medal winners will be appointed on different category posts which are vacant or by deemed creation of new posts in the required category by the department concerned. These new posts will be in addition to the regular cadre strength.

The appointments being offered to medalists to different posts under this policy will be recommended after consideration by a committee chaired by the Chief Secretary.

“Olympics medal winners will get land on lease at concession to establish world-class sports academies,” Hooda said. The Cabinet also decided to appoint body builder Harish Kumar as constable in Haryana Police.

The Cabinet also approved the Stage Carriage Scheme under which 3,519 permits will be offered on about 1000 routes to private operators. New buses with 20 or more seats fitted with vehicle monitoring system will be allowed under the scheme.

The proposal of regularisation of services of washing boys, chowkidars, helpers and storemen appointed during 1993 in the Transport Department was also approved.

The ordinance for establishment of Indira Gandhi University, Meerpur (Rewari) got the Cabinet’s nod. The Cabinet also decided to raise the bar of minimum educational qualifications for the posts of clerks, steno-typists and stenographers from matriculation to Class XII and made basic computer literacy a necessary qualification as a part of their service rules.

The cabinet also approved the Enactment of Haryana Motor Vehicles Taxation Act with view to simplify the procedure to deposit the tax by the vehicle owners and to improve tax compliance.

The upgradation of tehsil Bawal as a sub-division, creation of sub-tehsil Nahar, upgrade of Manethi village (Kund Mandi) as sub-tehsil in the Bawal constituency of Rewari district also got the Cabinet’s approval.

A Bhiwani court today awarded capital punishment to four accused and sent 10 others to imprisonment for life for the murder of a widow and her two sons for a piece of land at Patwan village. Additional District and Sessions Judge Sarita Gupta, who had convicted 14 persons for the gruesome murders on July 31, pronounced the quantum of punishment today.

Most of those convicted in this case, four of them women, are members of the extended family, who had killed their widowed family member, Santosh and her two sons, Rajesh (18) and Jaswant (13), on the night of July 8, 2011, to grab 18 acres of land .

The court held Kuldeep, Shamsher, Dalbir and Hari Singh guilty under Section 302,IPC, and awarded them capital punishment and a fine of Rs 55,000 each.

The court said they would be hanged till death.

The court awarded life term and a fine of Rs 30,000 each to 10 others — Inder Singh, Bimla, Dhup Singh, Sunita, Raj Kumar, Neelam, Manjit, Vijay, Santosh and Jagat Singh. The court clarified that these 10 convicts would undergo imprisonment till their last breath.

Santosh's husband Sukhbir had died in a road accident near Daya village in Bhiwani in 2000 when his tractor-trailer overturned.

Sukhbir and his three brothers — Inder, Satta and Dhoop Singh — had inherited 18 acres each from their father Bhim Singh's 72 acres.

After her husband's death, Santosh had left her elder son, Rajesh, with her parents at Kumbha village for his studies and she herself lived in Patwan village with her younger son, Jaswant. She eked out a living by leasing out her land.

In July, 2011, her elder son. Rajesh, had also come to Patwan village after taking his senior secondary examination.

When neighbours noticed a foul smell from the victims' house on July 10, they found Santosh, Rajesh and Jaswant lying dead on the terrace.

Investigations revealed that the three had been murdered with sharp-edged weapons on the night of July 8.

The police had booked Santosh's two brothers-in-law, Inder Singh and Dhup Singh, and several other members of the family.

Her husband’s cousin, Joginder, who used to frequent her house, gave her a tablet, saying that it would provide her relief.

However, she fell unconscious after taking that tablet and Joginder allegedly raped her. She alleged Joginder also prepared a video of the act.

The woman said she informed her husband, who advised her to keep mum owing to social stigma. Her husband warned Joginder against coming to his house.

However, Joginder allegedly accosted the woman a few days ago and threatened to defame her if she did not satisfy his carnal desires.

She narrated the incident to her husband who reported the matter to the police.

Four get 10-year jail for rape

Ambala: Vimlesh Tanwar, Special Judge, fast track court, Ambala, today sentenced four persons to 10 years' imprisonment each in a rape case. The court also imposed a fine of Rs. 10,000 each on the accused, Gagandeep, Narender, Kamaljeet and Parvinder.

The victim, a resident of Nenolla village, was returning after offering prayers at Peer Baba on June 25, 2011, in the evening. The accused met her on the way and took her forcibly on their motorbike to a village close to the Haryana-Punjab border where they raped her.

High Court quashes sack order of disabled person

In a first, the Punjab and Haryana High Court took upon itself the task of testing the abilities of a candidate suffering from spastic cerebral palsy. It has also called upon the employers to shed the “mechanical approach” and appreciate the situation of a “disabled person” from the human rights perspective.

The call by Justice Augustine George Masih came on a petition filed by Ritesh Sinha against Haryana and other respondents. Suffering from spastic cerebral palsy, he had challenged the order passed by Karnal District and Sessions Judge on February 5, 2011, terminating his services as a clerk.

Challenging the orders, counsel for the petitioner Veena Kumari submitted that the respondents “were insensitive to the difficulties a disabled person is faced with”.

During the course of hearing, the Karnal District and Sessions Judge submitted a report stating that the petitioner could not even start a computer. He could not even move a paper from one place to another. After the petitioner’s counsel disputed the report, the High Court, vide a September 28, 2012, order directed that “it would be appropriate and also in the interest of the petitioner himself to be examined with regard to his feasibility of performing an appropriate office job in the High Court itself”.

In his report, Harnam Singh Thakur, High Court Registrar (Administration), made it clear that the petitioner could do some work on the computer, though slowly.

Referring to the Supreme Court judgment in Syed Bashir-ud-din Qadri's case, Justice Masih asserted that “such cases have to be handled with sensitivity and not with bureaucratic apathy….

Quashing the order, Justice Masih added: “With support, encouragement and cooperation, this court is quite sure that the petitioner would be able to perform his duties and the object of the Disability Act would be given effect to in true spirit”.

Chief Minister Bhupinder Singh Hooda said his government was making efforts to ensure inclusive development in the state. Those who were making baseless allegations about bias in development were doing so to hide their own failures.

Addressing a press conference after the cabinet meeting here today, Hooda said former Finance Minister and Member of Rajya Sabha Birender Singh was spreading the propaganda that northern Haryana was being discriminated against in terms of development works.

On the issue of the rally being organised by Birender Singh in Jind on August 20, Hooda said he had read about the rally in the newspaper but had not received any official information about UPA Chairperson Sonia Gandhi’s visit to the rally.

On being questioned that maximum development was being undertaken in Rohtak, Hooda described it as baseless and far from facts. Inclusive development was being ensured in the state, Hooda said adding that development projects had been set up in every district.

Hooda said that the monsoon session of the Haryana Vidhan Sabha would commence on September 6. Due to the recent devastation in Uttarakhand, the state government has decided not to observe the state-level Teej Mahotsav scheduled to be held at Haryana Raj Bhawan on August 10.

Ministerial staff to observe pen-down strike today

The ministerial staff of the Haryana government, including the clerical staff of boards and corporations, would observe a daylong pen-down strike on Wednesday to press for the long-pending demand for pay scales on a par with Punjab.

The call for a pen-down strike has been given by the joint front of ministerial staff of the state government, boards and corporation and universities affiliated to the Haryana Sarv Karamchari Sangh.

The leaders of the joint front had launched a statewide campaign to urge employees to participate in the pen-down strike in large numbers, said Satish Sethi, general secretary, Ministerial Staff Association.

He further said the work responsibilities and service rules were same for the ministerial staff in Punjab and Haryana, but in Punjab the employees were drawing Rs 13,048 more per month. “When everything is equal, why Haryana which claims to be number 1 state is not implementing the Punjab scales?” he questioned and rued that inspite of three rounds of talks with the Finance minister, Financial Commissioner and meeting with the CM their demands had not been accepted.

PGIMS staff to observe strike

Rohtak: The employees’ association of the PGIMS here has decided to observe the pen-down strike called by the Haryana Ministerial Staff Association on Wednesday. The association at the PGIMS includes mainly Class III and IV employees.

Munak villagers disrupt traffic

Demanding the arrest of all four culprits who tried to molest a woman and beat her husband, Munak villagers today blocked traffic on the Kohand- Assandh and Munak-Karnal roads for more than one hour and raised anti-police slogans.

A villager, Sanjeev Pal, said the police had so far arrested three of the four accused, Sonu of Gagsina village, Akshay and Rakesh.

Kamlesh, wife of Bir Singh, a resident ofMunak village, had lodged a complaint on August 1 that four persons who were taking drinks near Munak Head, started passing comments and when her husband objected, they thrashed him.

The women named four persons and accused them of molestation, attempt to sexual assault, besides beating up of her husband.

Assandh DSP Shayam Lal Kaushik reached the spot and persuaded the villagers to lift the blockade on assurance that the fourth accused would also be rounded up.

A child was “badly thrashed” by a teacher in a nursery class of a private school here today. The principal of the school has condemned the incident and has assured to suspend the teacher.

Midhu, father of the victim, Ansh, said when his son returned home from school this afternoon, he was trembling with fear and complained of pain and on persistent questioning he revealed the incident.

The parents of the child were shocked to see the marks of beating on the back and other parts of the body while changing his clothes and took him to the civil hospital for medication. They have demanded a strict action against the teacher of Ujwal Public School situated on the Karnal-Rawar road. School principal Ramesh said the incident was reprehensible and unacceptable and assured that the teacher would be suspended.

Defence Minister's resignation sought

The state BJP today demanded the resignation of Defence Minister AK Antony for his "irresponsible" statement on the killing of five Indian jawans at the LoC. State BJP president Ram Bilas Sharma said the party would hold protests at the district headquarters tomorrow and burn effigies of the Defence Minister and the Pakistani flag.

"Antony's statement that the attack was carried out by 20 heavily armed terrorists, along with persons dressed in the Pakistan army uniform was an insult to the Indian matyrs as it amounted to giving a clean chit to Pakistan for the dastardly act," he asserted.

Advocating a tough line against Pakistan, Sharma blamed the attack on the soft policies of the Indian government towards Pakistan.
